Appendix: Description of ICP Recordal

Attention:

Due to different and possibly changing requirements of various provincial and municipal

Communication Administrative Department and Ministry of Public Security, the document only

serves as a reference. You need to register as an AWS China customer BEFORE starting ICP

Recordal process. For specific operation processes and material requirement, please contact

Beijing SINNET Technology Co.,Ltd (hereinafter referred to as “SINNET”).

Please ensure information accuracy when you apply ICP recordal. Any inaccuracy or incomplete

information may impact your website’s operation.

Ⅰ、Definition

ICP Recordal: If the customer’s (your) website is to be accessed by the public via the internet,

then ICP Recordal is needed. Your website shall not be accessed by the public before obtaining

the Recordal ID of ICP Recordal. Please refer to <No.33 order from Information Bureau> and

<Several notice regarding ICP Recordal> for more information about this requirement.

MPS Recordal: According to <Computer Information Security Rules of the Republic of

China>, <Security Management Rules of Internet>, and<Notice of Recordal of Information

System Connected to Internet from the Ministry of Public Security>, all public websites

should conduct MPS Recordal with local public security department. For further

requirements, please contact your local public security department.

ICP License: According to <Internet Information Management Rules>, any ‘commercial

websites’, defined as websites which provide paid information or paid services, should obtain

“Internet Information Services Value-adding Telecom Service Business Operating License”(Or

customer but no SINNET, please refer to ICP License Application Process in Section Ⅶ.

ICP Pre-approval: According to <No.33 order from Information Bureau>, websites providing

services in press, publication, education, medical care, drugs and medical devices, culture,

electronic bulletin, radio, film and television need to provide related department’s approval

while submitting the ICP Recordal material. The process of obtaining ICP Pre-approval is not

covered by this document.

ICP Recordal Process Description

Step 1: Select ICP recordal type and fill in information:

1、New website owner: If owner of the website (you) has not conducted any ICP recordal before,

you should file ‘New website owner’ recordal. Please log onto the self-service website recordal

platform (www.ghxwicp.com) and choose page as shown below (Browser like Firefox or IE8 are

recommended).

IP Address for ICP recordal

It’s not required to do IP recordal. However, please ensure IP information accuracy when you

apply ICP recordal, and you should not change that IP address the one you submit to register

ICP recordal. Any inaccuracy or incomplete may impact your website operation.

AWS offers three IP types: EIP (Elastic IP), ELB reserved IP, Public IP. Only EIP and ELB reserved IP

can be used to apply for ICP Recordal. Please choose the right IP Address according to the

actual situation.

1) To avoid unnecessary delay in ICP recordal process by renewing IP address, we recommend that

you use EIPs for EC2 instances. For EIP operations please check <EIP operation guide for AWS

ICP Recordal>. If you are using EIP, please be careful NOT to release the IP address the ones you

use for ICP recordal application. If you release the EIP or use a new EIP, you need to update your

ICP recordal;

2) If you need to use the ELB to publish your web sites, by default, the IP addresses that ELB

services provides may be changed in some circumstances. We recommend that you apply for

the ELB preserved IP addresses, please check <ELB preserved IP operation guide for AWS ICP

Recordal> for how to apply for ELB preserved IP addresses;

3) We do not recommend you to use public IP addresses that automatically assigned to EC2 for

filing the ICP recordal application. Once the public IP address get disassociated with your

instances, we cannot guarantee you can get the same IP address from the IP pool again,

meanwhile, you can’t manually associate or disassociate public IP address.

Please Note That:

The domain to apply for ICP recordals shall be domestic domain names registered at MIIT (click

to check).

And please also refer to MIIT guidance on foreign domains (click to check).

Step 2: After customer submits ICP recordal application through the website, SINNET will contact

the customer within 1 working day and verify AWS customer identify, then request customer to

prepare documents. Please provide SINNET the screenshot of your l AWS login screenshot (see

the chart below).

1） If you have one AWS China Account ID, please provide this Account ID’s screenshot.

2） If you have several AWS China Account IDs, please provide the Account ID’ screenshots matches

with your using IP Addresses.

Step3: The submittal documents may also vary with the provinces customers comes from, as the

requirement of different provinces may be different. In appendix 1, there is the example of the documents

required to be submitted in Beijing. Customers shall consult customer service personnel of SINNET for

detailed list of the required documents for different provinces.

Step4 (identity pre-verification): For ICP Recordal, ID pre-verification is required and photos of

website owner shall be taken for verification by SINNET. Please make an advance reservation for

photography. At present, SINNET’s on-site photography is only limited to Beijing region. Any

customer not convenient for photography in Beijing may contact SINNET and SINNET will post a

backdrop (phototaking background) to the address specified by you.

Step 5-6: An estimated 20 working days will apply from the date when customer submits their

documents to the date when the ICP recordal is approved, provided there is no issue with the

submitted documents.

Ⅶ、MPS recordal process

Please visit website (www.beian.gov.cn) to submit MPS recordal (please note that this step can

only be conducted by customer but no SINNET). The local Security Department might contact

you once they received your online application. If more paper documents needed, please submit

per your local Security Department required. More information please refer to <MPS recordal

process>.

Ⅷ、ICP License Application Process

If your website is “commercial websites”, defined as websites which provide paid information or paid

services, should obtain “Internet Information Services Value-adding Telecom Service Business Operating

License”(Or normally called ‘ICP License’) from your provincial, autonomous regional, or municipal

department of Information Security. Please refer to <ICP License Application Process> .

Ⅸ、Website to be accessed by public

Customer’s website cannot be accessed through internet before customer get ICP recordal #.

After MIIT approve customer’s ICP recordal application, SINNET will enable the website to go

public.

Q1: Whether I can register more than one domain on the same AWS account?

A1: Yes, but customer needs to apply for multiple EIP. One EIP for one domain name when

conducting ICP recordal.

Q2: Do we need to register ICP recordal for sub-domains?

A2: If the main domain has done ICP recordal somewhere else besides SINNET, we would suggest

you also to register ICP recordal for main domain with SINNET. For the sub-domain itself, it’s not

required and cannot be submitted to apply for ICP recordal.

Q3: Whether Mobile Apps need to do ICP recordal?

A3: If cannot not accessed by HTTP, ICP recordal isn’t required.

Q4: Whether internal website need to do ICP recordal?

A4: If cannot not accessed by HTTP, ICP recordal isn’t required.

Q5: If disaster recovery site at AWS may be accessed by HTTP, whether new access recordal is

required?

A5: Regardless whether the main site has been registered or not, it’s advised to handle new

access recordal if only the IP that the domain of disaster recovery site points at is an IP of AWS.

As long as the disaster recovery site IP point to AWS, you should apply for new access recordal.

Q6: Why ‘Copy Rights of Encrypt Cyber Company’ is displayed on SINNET ICP recordal

website?

A6: Encrypt Cyber Security System Co., Ltd. is an ICP recordal system vendor named by the

Ministry of Industry and Information Technology (MIIT), the website

(http://www.ghxwicp.com/user/gotoLoginPage.action ) you visit is SINNET’s website exclusively

for ICP recordal filing.

Q7: After I’ve completed ICP recordal application, what should be done if I want to change

my company’s legal entity?

A7: If your company need to change legal entity name, please provide a rename testimonial letters

issued by the Trade and Industry Bureau, and also the new business license to SINNET. SINNET will

help change account information.

Q8: How to check information of provincial Communication Authority Recordal?

A8: please visit www.miitbeian.gov.cn .

Q9: How to do recordal if there are several recordal subject?

A9: One email address can only register one recordal subject. If you have more than one subject,

please register accounts in the recordal system with different mail address.

Q10: My application has been submitted for a few days, why there is no feedback yet?

A10: Please check your application status, if the status is ‘successful saved’, it means your

application is still on the process of saving. Please click ‘submit’ to start application.

Q11: Whether a new recordal is needed if I change the server?

A11: The change of server will changes to IP, thus you will have to apply ‘ICP recordal information

change’ as mentioned in step 1.

Q12: If one AWS account have both EIP and ELB IP, which IP I need to provide to register ICP

recordal?

A12: According to the actual settlement of customer ICP recordal application, the IP on-duty

should be reported (i.e. if you are using EIP to host website, then report the EIP). While we

suggest you to register both EIP and ELB IP if you’re using both them them, in case of any

negligence.

Q13: Do I need to register ICP recordal for internal website?

A13: If cannot be accessed by HTTP, ICP recordal isn’t required.

Q14：Whether the website should be close during the application of ICP recordal?

A14: If your website does not register ICP recordal before, your website needs to be closed before you

obtain ICP recordal #.

Q15：Will the IP address of ICP recordal be changed?

A15: Please do not release EIP used for ICP recordal, neither delete the ELB. Once EIP get released

or the ELB is deleted, the EIP or preserved ELB IP will change, and you will need to request ‘ICP

recordal information change’ as mentioned in step 1.
