The fiscal framework has become stronger

o Monitoring by the independent High Council of Finance has been reinforced.

o The Sixth State Reform increases the competences of Regions and Communities and their scope for consistent policy-making.

Increase consumption taxes Suppress VAT reduced rates, starting with those that mostly benefit the better-off.

Increase environmental taxes

Increase energy taxation for residential use, reduce subsidies to commuting by car and introduce congestion charges in the largest cities.

Consider taxing capital income more

For instance, increase the taxation of capital gains.

Improve integration policies for immigrants

Continue to cooperate with social partners to further expand diversity plans in firms. Link these plans to training and skill validation.

Set indicative targets for the share of immigrants in employment or new hiring at all levels of government.

Speed up further the recognition of foreign degrees and ensure well-informed decisions on requests.

Evaluate the effectiveness of language courses to immigrants and link them further to workplace needs and labour market training.

Monitor and, where needed, reform school enrolment to reduce concentration of disadvantaged students in certain schools.

Attract more qualified and experienced teachers to disadvantaged schools.

Address the needs of the children of immigrants

Promote participation of children of immigrants in child care below age three through stronger engagement with parents and communities.

Systematically assess proficiency in the language of instruction in primary and secondary schools, and offer remedial classes when needed.

Train teachers to provide effective tuition to multicultural classrooms.

Increase public support for the private rental market

Redress the disproportionally low public support for the private rental market: Expand regional rental allowance schemes for low-income tenants

renting on the private market. Increase subsidies for social rental agencies and make publicly-owned

plots available for construction of affordable housing. Take advantage of the current low interest rates to gradually remove the

tax deductibility of interest and capital repayments on mortgage loans.
