THe PeoPle HAve SPoken…

On Saturday, August 28, 2010, the rank and fi le of the People’s United Party stood up in historic Independence Hall to remind all those present that they are the real owners of the PUP and they wil l make the decisions as far as the par ty is concerned. They called for – no, they demanded unity within the Par ty; the people demanded an end to the infernal internal bickering; they demanded that the leadership engage the real enemy which is the UDP; they demanded that the PUP Constitution be always upheld; they demanded an early Special ‘Unity’ Convention to chart the way forward to Belmopan and they demanded that those persons in the Executive who have not contributed to the work of the Party be removed and replaced by members who wil l give their l ives to the peaceful, constructive Belizean revolution.

It is a cry that has been a long time in coming, but now uttered, cannot be ignored. The reason for the cry was echoed by all present from all corners of the country. If the Party does not unite and unite now, it will not be going to Belmopan when the next general elections are called by this dictatorial administration. Another term in Opposition simply wil l not be tolerated. Thousands of loyal supporters of the People’s United Party continue to suffer under the UDP through victimization, visionless policies, incompetence, corruption and neglect. Our economy is in ruins, our industries in chaos, our social fabric in tatters and this government has nothing to offer but more pain. With one voice the rank and fi le of the People’s United Party instructed Leader John Briceno to do anything necessary to effect a change, to ensure that the PUP fulfi l l i ts mandate of service to al l our people, to ensure that the Party return to Belmopan.

In overwhelming fashion, the people of the PUP National Council endorsed John Briceno as the Leader of the Party and the man who will be the next Prime Minister of this nation. Twenty-six of 31 polit ical constituencies were fully represented at the meeting, and support for Briceno was resounding, with recognition that for the past two and a half years he has been the man in the trenches, the man visiting villages al l over the country to talk to the people, to hear their concerns, to assist where possible.

On Saturday the charge was led by longtime successful polit ician Mike Espat from Toledo East, who stated – ‘One thing was common in al l those vil lages. Gentlemen, if you all want our support, you all have to unite. And it seems that we in the People’s United Party refuse to l isten. It seems that we spend more time fighting ourselves than fighting with the UDP. Our commitment after those meetings with the caucus from the South – I am pledging to you my support. We don’t have time to go fight in any Convention and that is why we made a move. We made a move in Corozal that we are endorsing you as the Leader of the People’s United Par ty. This bull has to stop. And who in the People’s United Party wil l say that’s not democratic? No man, it is we who wil l decide. This Par ty belongs to us. We make those decisions here. This Par ty doesn’t belong to two, three people.’

Following the instructions of his people, Party Leader John Briceno announced that a Special National Convention of the People’s United Party will be held on October 17, 2010 in Dangriga Town. All positions on the Executive wil l be up for grabs, and nominations for posts wil l be accepted between September 1 -13. In the spirit of inclusivity, the amendment to the PUP Constitution which al lows for 1 delegate for every 25 votes received (as opposed to 1 delegate for every 100 votes) wil l be in effect.

Coming out of the National Par ty Council meeting, the message to those in the Executive who have not contributed to the work of the People’s United Party is clear. If you choose not to listen to the demands of the people who gave you your mandate, you wil l be given notice.

The message to the United Democratic Party is even clearer and there is no doubt that they have received word that the day of reckoning is at hand. A united, focused and determined People’s United Party, buoyed by the mandate of the masses of supporters across this country will be undeterred in its march to Belmopan. October 17, 2010 will mark the beginning of the end of this short l ived but ter ribly destructive Barrow administration.

Long Live the People’s United Party. Que Viva Belize!

4 The Belize TimeS Sunday, September 5, 2010

We need to hit the rewind button on the

Belizean economyAll across Belize people are bawling about how bad things are, they are

saying that they can’t get a job, that the cost of living continues to go up and there is no economic plan in sight that will us get out of this mess. Questions are being asked, what is the government doing? How will I survive this crisis?

While all across the country this feeling of malaise is overtaking Beliz-eans, the Government of Belize, recently announced that in the first quarter of 2010, the Belizean economy experienced a 3.5 percent growth in its Gross Domestic Product (GDP). While the Prime Minister may be using this as evidence that the Belizean economy is on the path to recovery, what he did not explain was that every year, in the first six months our economy shows even bigger growth.

Why? It is during these months that Belize exports most of it agricultural products. For instance, in February our banana exporters usually get their highest export prices. Likewise, sugar is produced mostly during the first six months of the year as is citrus.

It is between the months of December and April that our tourism sea-son is at it’s highest. It is then we have thousands of overnight visitors and a few hundred thousand-cruise ship passengers visiting Belize therefore some growth in the economy is expected during this time of the year.

Yet despite this growth in the economy, the Belize Chamber of Com-merce and Industry conducted a survey among some of their members and found out that most of their members are seriously concerned about the future.

In this survey, 87 businesses of different sizes were interviewed. When they were asked if they have seen any growth in their business in the first and second quarter in 2010, 68 percent responded that they have seen no growth or a decrease in sales. 27.5 percent responded that so far, 2010 revenues has been worse off that 2009 by more that 10 percent.

When these businesses were asked if their gross margins (this is the dif-ference between the sale price and the cost of the product) were the same or better that last year, 80.8 percent of them responded that it was the same or worse. Actually 21.4 percent responded that their margins shrunk by more than 10 percent.

The follow up question was why is it that they have seen business con-tract. Their answers varied but 51.2 percent responded that they had to reduce their prices to compete. Another 25.6 percent responded that it has become very difficult to collect their accounts receivables.

The result of this survey should not surprise us. Actually it has only con-firmed what Belizeans have been experiencing under this UDP administration.

Just a few weeks ago the Governor of the Central Bank created quite a stir when he announced that the banks in Belize are in trouble. He pointed out that the percentage of non-performing loans is increasing and recklessly singled out the largest bank in Belize, the Belize Bank.

It created such a stir that the Prime Minster had to step in the following day and announce that our banks are solvent and so is the Belize Bank.

These kinds of statements and actions are the very reason why the Beliz-ean economy is in such a depression. The UDP was elected into government without an economic plan and instead of trying to address that issue they have been fighting with many businesses in the private sector.

Their actions have not helped but instead have added to the lack of in-vestor confidence in Belize. In early 2008, there were many tourism projects in the pipeline. They were many investors ready to come to Belize and invest.

By 2009, foreign direct investment dried up by almost 50 percent from $315 million to about $180 million and many of these proposed investments were shelved. The acquisition of the Belize’s largest communications com-pany, the increase in GST by 25 percent and government’s unbridled spending has not helped the investment climate in Belize.

The UDP government has passed its half way mark. Belizeans have given them enough time to get their act together and they have failed. It is time for the UDP government to meet with the brightest minds in the private sector and have a serious talk about how we will get the Belizean economy going again.

The UDP government must act now because 2013 is just too far away and many Belizeans simply cannot wait that long for a new PUP government to step in and fix this problem.

big compensation, but now BTL is owned by Lois’ ex-hubby, so to speak. See the lady’s conundrum? According to a rumour Christine’s may have to go up against an old comrade-in-arms and could end up with only a portion of what was awarded to her….seems someone wants her to sign an agreement to that effect. Hmmmm! That damned Loisy changes sides and personas more than, well you figure out the rest,,, if Da Noh Soh!

Social Security Snafu…Word coming out of SSB

circles is that the lady in charge, the one who is reaping her reward for work done during a certain inquiry, has just about worn out all the goodwill bestowed on her by her political masters. Under her watch, it seems, things have gone from good to bad to worse, or at least that’s what’s being said in the Ministry of Finance and the Office of the Prime Minister. Now the political crony of inquiry fame has to explain why she has refused to approve security during the night at SSB’s offices countrywide, after a recent burglary netted the crooks SSB checkbooks and a stack of SSB ID cards. It may not seem like such a big deal to the uninformed, but word is that the Prime Minister is taking it seriously since the theft will compromise the SSB database and undermine the integrity of the SSB ID card as national identification. This on top of all the other messes inside the SSB under her watch doesn’t add up to such a positive outlook for my buddy from the inquiry. But hey – easy come, easy go right Merlene? if Da Noh Soh!

given the ax, we hear, and there are more terminations soon to come. if Da Noh Soh!

Wutless lois…Remember when first wife

second lady Lois, wutless attorney extraordinaire was defending the Mayas for her ex-hubby, then Leader of the Opposition Dean Barrow? Hell, the woman literally wept at the plight of her Mayan brothers and sisters. Then when bald ex-hubby was on the other side of the table, so to speak, she jumped over as well and was vicious and insulting to the

Mayas…no tears that time from Loisy, just cultural slurs and taunts. See Loisy goes where ex-hubby goes, and I’m pretty sure it’s because of the cheddaz and not because of his good looks or any other prowess that I can’t mention here. Yuck. Anyway, reports are circulating that Lois is up to her old tricks again (no new tricks for the old dog). Remember when Lois defended Christine Perriott against BTL when it was still in private hands? She was Christine’s comrade-in-arms, willing to battle with her client in the trenches and so on and so forth. Well see, Christine won her case against BTL and is due

the Prime Minister/Prime Dictator of this country. That means public officers in high places, union officials, members of the Bar, members of the Judiciary, community activists. This is a very serious threat to our democracy and an infringement of our rights. But yeah, this is the Barrow administration we’re talking about, right? They’re known for that…if Da Noh Soh!

Barrow Telemedia limited…Yeah, they’re listening, and we

know exactly where and how they got access to phone numbers and to the switch to monitor calls. Yup, nothing is sacred when you’re dealing with this crew. When activating a new customer, BTL should probably put in a little disclaimer to be signed at the bottom stating – I hereby acknowledge and accept that my phone calls can and will be monitored by this company under instructions from its political masters. I waive all my rights in this matter and give Dean Barrow all access to matters in my private life revealed through my phone calls, texts, e-mails, etc. Hell, maybe it’s there for all I know, written in extremely fine print way down at the bottom of the application forms. BTL is facing its own worries right about now, as employees get wise to the fact that they were duped by the first son and the first wife second lady when it comes to their entitlement through the employees’ trust. Remember we told you that employees were threatened with immediate dismissal if they attended the meeting called by Dean Boyce. Well that was true. Department heads received their instructions from Karen Bevans who

received her instruction from Anwar and Lois (by the way, Bevans has been heard expressing her discontent with the fact that despite her years of experience and work history, she has to take orders from the loan shark with a license, but that’s another story for another time.) Now though, employees are saying – maybe we should have gone to that there meeting since this crew sure as hell isn’t doing anything for us. And then there’s a lot of anger being generated by the latest round of firings and victimization. New President of the Union, Paul Perriot who has gotten wise to the disingenuousness of Mr. Barrow, will soon be transferred down South where they believe he can’t cause any trouble. The wife of Dean Molina, who was replaced by Mr. Barrow’s daughter, has also been

Carnival time…The higher ups in the Police

Department are without a clue when it comes to fighting crime. They literally have nowhere to turn cause their Minister probably learned all his crime-fighting tips watching reruns of the Keystone Kops and

Andy Griffith and that sure isn’t helping them any. It’s been a bad time for the Police Department and an even worse time for the rest of us poor suckers out here. Of course even if the top brass were to form a delegation to pay a visit to the Minister with the purpose of finding out if there is any plan in place which will guide them and the rank and file of Police officers in making some inroads into the escalating crime, they may find a less than attentive minister. I’m telling you, since we all know how much this minister loves Carnival. LOL…if Da Noh Soh!

They’re listening…At a meeting held at

Independence Hall on Saturday, a long-standing PUP member revealed that his phone conversation with a member of the PUP Executive had been monitored and recorded by the Police Department. This is a true story. This is no joke. Special Branch personnel all over the country have been instructed to monitor the activities of members of the People’s United Party. Remember the visit of the Israeli team recently – well they trained members of the Police Department to monitor and record phone conversations and to intercept texts and e-mails. Mini-Mugabe claimed at the time that all that was being done in the interests of national security. Boss, that’s bull. Belize’s national security is under no threat whatsoever to the effect that phone conversations between members of the PUP would have to be recorded. That’s just bogus. We

know that they have the technology to do it. We know that they have been trained to do it and we know that they are doing it. And if they can do it to members of the PUP, then they can do it to any other person designated as a ‘person of interest’ by

The inception of a fast track court that is suppose to specialize in the prosecution of cases of violent crimes was been a hot topic of discussion just a month or so ago but among today that court unceremoniously opened its doors and began trying cases.

Magistrates’ Court #8 is located on the upper level of #83 North Front Street, in Belize City, the Center Point Building, above the Police Prosecution’s

Fast Track Court’s Inauspicious Debutbranch. This morning it heard its first case with Sgt. Clinton Magdaleno being the police prosecutor, and magistrate Emerson Banner presiding over the cases.

That first case was that of Marilyn Roaches, answering to the charge of wounding. On March 5th police responded to a call by a Mr. Sucu Mustafa, and upon arriving at the scene, found what appeared to be

an altercation Mustafa and Roaches. In trying to defuse the altercation, PC Jaime Gongora was wounded by Roaches. Today she was found guilty, and fined $500, plus $50, cost of court, in default of these payments she will have to spend 6 month in prison.

But that was it. Following that singular exercise, the court called it a week with Magistrate Banner returning to his San Pedro jurisdiction to tidy

up matters there. The raison d etre for the new court is suppose to be that the Magistrates Courts are backlogged and overburdened but the court, after hearing a single case has apparently recessed for the week.

Meanwhile the regular courts located across the river in the Public Buildings are hardly a beehive of activity these days, with some courts not even bothering to convene for the day.

Several Heads of Department (HOD) transfers will soon be effected in the public service. Reliable reports are that Mrs. Marilyn Ordonez, the Commissioner of Income Tax, is reportedly being transferred to the Treasury Department and will become the acting Accountant General as of the first of next month.

Round of high level Public Service transfers spark speculationMrs. Ordonez is to replace

Mrs. Dorothy Bradley, the current Accountant General who is being transferred to Elections and Boundaries to replace Mrs. Ruth Meighan as Chief Elections Officer.

Reports are that Mrs. Meighan is in turn being transferred to the Transport Department to replace Mrs. Candelaria Saldivar-

Mortis as Chief Transport Officer since she was promoted to Chief Executive Officer of the Ministry of Transport, Public Utilities and Emergency Management when Major George Lovell, Rt. was transferred to the new Ministry of Police and Public Safety.

There has been no official announcement of the transfers but the shake-up may just be previews

of several other changes that have already been discussed at Cabinet level. It is the norm in this Dean Barrow administration that nearly all transfers, demotions, dismissals, appointments and promotions are politically motivated.

In these cases nearly all three women have reportedly run afoul of the PM himself, or one of his contract or appointed cronies.

“For too long, the image we have had of brotherhood among the brethren of the South side has been that of a grieving brother, cradling the head of his fallen friend.

Project Back- to -School haircut gave us a new image of brotherhood: big guys, cradling the heads of the little guys as they carefully and artistically do the clean lines of a “mark” to complete a cool new haircut.

On a street of blood, true brotherhood prevails. Brother to brother.”

Anonymous August 31st, 2010 - Since the launch of Restore

Belize, many people have been trying to figure out, what the heck is Restore Belize and how will Restore Belize address the current crime situation? I think that 24 year old Brian Dena, along with his friends Maurice Usher, Charlie, Keon Samuels and George Robinson definitely exemplify not what is, but how we can restore Belize to what Belize used to be. They made a valuable contribution to the community by providing haircuts to young students getting ready for back to school, who otherwise, would have found it

PRoJeCT HAIRCUT: noT JUST A TRIM

difficult considering the economic situation and many sacrifices their parents continue to have to make. These gentlemen made a haircut far more than just a trim.

I can recall growing up, when we used to hang out on the bases as brethren and comrades we would use the opportunity to trim each other, that was a sort of bonding for us as we kept our friendship. Clippers and barber shears; no guns, no beef. Brethren, even the I-dren who wore their dreadlocks would trim. Brian told me that his older brother, Albert Dina used to trim the younger members of the family and neighbors in preparation for

back to school. Since Albert’s job does not allow him the time to do it, Brian took up the initiative along with his friends. Their commitment was to try and provide this service for 100 young boys. The cooperation and effort was so resounding that they ended up with over 128 boys. The first five young men were from the Dorothy Menzies Child Care Center. They were able to accommodate young men from Kelly St., Antelope Street in Collet, George St. and from the Jane Usher Blvd. area. Brian Also told me that his friend used his van to pick up and drop off these boys after they were finish.

While they were providing the haircut for these youngsters, they were giving them positive advice such as, encouraging them to stay in school and to stay away from crime and drugs. Brian Dina and his friends have made a personal commitment to visit these students at their schools and kind of create a mentor program for them. The boys did not only receive a trim but participated in a process of being groomed through this haircut project. Clearly, this haircut is not just a trim. The effort of these young men certainly has to be applauded because in these times, only negative things

are reported about young people. Not only is this a noble initiative by these youths but they use their own resources. Brian Dina the organizer of this project is a 2005 graduate of Gwen Liz. At that graduation ceremony, he received “The Most Humble Person Award.” Dina is a Master Control Operator at Channel 5. Despite his professional obligation, this outstanding Belizean youth have found the time to make such a valuable contribution to this community. At an average cost of $8 per person for a haircut, these young men have made a sizable contribution; one so large that no cash price can be placed on the value of what these young men have done.

I asked Dina why he did this; he said he wanted to help out some of the families who would not be able to afford it. I asked Dina if anybody from Restore Belize have contacted him, his reply was that he heard about it but he don’t even know what that is. Brian Dina, this humble young man from Fabers Road., says it is his intention to have this become an on going project. I congratulate these young men and I want to pledge my total support for Dina and his initiative. Respect!

The crime situation…The week when we don’t

touch on crime will be the week when there seems to be a lessening of the murders and shootings and robberies and thefts and assaults, or at least a week when Government seems to have a clear plan on how to address crime. That ain’t happened yet, and while we’re dancing to the happy tune which plays incessantly on the airwaves, our youths are being gunned

down on the streets, innocent children are casualties of the gang war and citizens continue to live in fear. The poverty situation is getting worse with no end in sight and the only heightened activity out of the Police Minister’s office right now seems to have to do with costumes for Carnival and not increased security for our residents. With the exception of a new song released, absolutely nothing in the way of a new initiative against crime has come out of the Minister of Police or from his boss Mr. Barrow. There has been no move to clean up corruption within the Police Department, no move to strengthen the Office of the DPP, no move to increase patrols on the street, no move to enhance the training of Police Officers, no move to do anything but sew sequins on the Minister’s tights for Carnival. And while the Minister remains the ‘butt’ of jokes in the Department the Prime Minister spends only a few days a month in the country and crime is allowed to rage unchecked. It’s the same old same old in the UDP.

A Police Circular…But wait, maybe crime isn’t

as bad as we think it is. Maybe citizens aren’t living in fear and mothers aren’t crying for their loved ones lying bloody and dead on the streets. Maybe businesses aren’t being jacked daily; maybe criminals and murderers aren’t walking down the court steps each and every day. Maybe all the statistics are wrong. Maybe we are living in a good country where each citizen can walk the streets without fear and sleep

comfy and content in their beds at night with doors unlocked and windows sprawling open. WTF! Well that’s sure what it looks like to me. We managed to get a copy of an email being circulated to officers commanding the Special Branch units across the country and to all divisional commanders entitled Coverage of People’s United Party (PUP) Activities. These officers who would normally be focused on fighting crime were instructed to – ‘mobilize your contacts, sources and any other available means to obtain the results of the meeting (National Party Council) scheduled for Saturday 28th August, 2010 in Belize City. A verbal briefing must be done to HSB and NCO I/C Desk Officer 11 (Politics) of your findings. You are also directed that with immediate effect, monitor the PUP activities and any other political party followed by a comprehensive report of your finds.’ See, if all these resources can be focused on monitoring members of the People’s United Party, that means that they aren’t needed elsewhere in areas like, say, crime for example. This is the kind of reality we live with under the UDP – crime is allowed to continue unchecked but the Police are directed to monitor the PUP. Only in Barrow’s Belize.

mr. Broaster’s free pass…How much do you want to bet

that there will be no investigation into allegations of vicious police brutality against Superintendent of Police Edward Broaster? A man is claiming that Broaster and four Police officers detained him and then Broaster poured boiling water on him. He has the burns on the body to back up his story, and was bold enough to state that Broaster told him he would kill him if he came to the media

with his story. It’s certainly not the first time that Mr. Broaster has been in the spotlight, though that gentleman seems to have a ‘free

pass’ because of his political affiliations. Remember when Broaster concocted a story about an execution of a known ‘badman’ by his police colleague Chester Williams. In fact Broaster even produced the body of the ‘badman’ which he claimed was found in a deserted area where the so-called execution took place. Williams was pilloried for the ‘execution’ on the strength of Broaster’s say. Just recently it was revealed that the ‘badman’ who was executed by Williams (according to Broaster) is in Police custody in the United States, alive and well. Was Broaster investigated for his concocted story? Nope. He went to ground for a couple weeks till the story died and that was that. And how about the Police criminal ring which was broken up by the brilliant Broaster? On the strength of Broaster’s say so even his buddy the Prime Minister went out on a limb to call names and cite a conspiracy of startling depths. In the end, that was all a lie and an innocent man’s career was destroyed and his life turned upside down. But Broaster is still sitting pretty somewhere between the Police Department and the CYDP. If the Minister could take a minute away from trying on makeup for Carnival day, maybe he could see about dealing with these issues right within the Police Department.

The New Chief Justice…Pardon me, Mr. Barrow, and I hope

you don’t take this the wrong way but there is no way in hell that I would be comfortable with you having total and absolute say in the appointment of the new Chief Justice in this country. No way in hell! I listened to the interview with the Prime Minister in which he was saying that he has already gotten three applications for the post. According to Mr. Barrow, the Bar Association’s

concerns with the unseemly appearance of the CJ’s removal have not mattered to him in the slightest. He will not allow the Association any input in the decision as to who will replace outgoing Chief Justice Abdulai Conteh. He will, as he said, look at the applicants and make the decision when he is ready. Excuse me for distrusting the PM, but he seems a little fixated on family appointments. There’s this little thing that justice must not only be done, but it must be perceived to be done, and I think that applies to matters of the Judiciary as well. After the appointment of his brother as Justice of the Court of Appeals, people aren’t too comfortable with the PM’s sense of reason and dedication to real justice. Add that to his blatant nepotism in the cases of his ex-wife, his son and his daughter and the equation looks even worse. And then put in his absolute determination to send the Chief Justice packing against all objections and the picture of the Judiciary in Belize isn’t looking so pretty. Who knows what the Prime Minister has in mind, but one thing is certain – whoever gets picked to sit in the CJ’s seat will be there for a purpose…a purpose dictated by the Prime Minister.

The back to school crisis…Right about now, according to

Anthropologist Dr. Herbert Gayle, 1 in every 3 school aged children will have been excluded from primary and secondary schools in Belize, left to do what they will on the streets of Belize. That’s not so hard to imagine with 43% of Belizeans below the poverty line and about 15% more vulnerable to poverty. Education has become prohibitively expensive and that tragedy is exacerbated by the fact that unemployment continues

to rise while businesses continue to close down and people are losing their jobs everyday. The economy is in ruins and cost of living is so high that priorities have had to be shifted dramatically. There is no more money for luxuries and precious little for the basics. Education is now a luxury because people have to eat and feed their children to survive, and there is barely enough for that. The Government of Belize has done absolutely nothing to put social programs in place to ensure that education remain viable to even the most impoverished among us. The Minister of Education, whose own personal wealth seems to have increased dramatically since entering office, seems to have forgotten that his mandate is to make school accessible to all Belizeans of school age. He is all caught up in pushing his own political career but has forgotten that our children have the right to go to school. When Mr. Barrow is questioned about education, he pompously boasts that his government has increased the budget allocation for education. But Mr. Barrow, if that money is being used to ensure that already wealthy UDP cronies and their children can study abroad at their whim, then it is of no help to us. If you double the budget to education but use it unwisely, it is of no help to us, to the poorest people in this nation.

UDP Politics as usual

The other morning I was shocked when I heard a local media personality state that Belize is coming out of this terrible economic recession, or something close to that! I will not bash her because she is cute! In this article, I will, however, explain to our readers what they should be seeing and experiencing during an economic recovery. I must inform my friend over at that station that from all my research and studies Belize is nowhere close to an economic recovery. In fact it is clear that we are in a more serious situation compared to last year, when the “sleepwalking” Governor of the Central Bank finally woke up and realized that Belize was in a recession.

Since there is no expert in Belize other than our very own self-proclaimed economist Mr. William “Bill” Lindo to educate our people about the running of an economy, I will outline seven indicators for signs of a recovery:

employmentIt is difficult to talk about an

economy in recovery if people are not getting back to work. There are such things as "jobless recovery", where there is enough economic activity to get businesses moving again, but not enough to stimulate hiring. In most other cases, however, investors are right to correlate an improving economy with people getting back to work.

The reported unemployment rate, then, is often given a great deal of weight by observers. Keep in mind, though, that unemployment data is not always reliable in the early stages of a recovery - the quirks of the statistical method's used exclude those who have abandoned the search for work, but when a recovery seems plausible, some

Bel ize ’s Economy on L i fe Supportof these people resume their search and are counted once again among the unemployed. The reality is that more and more Belizeans are losing their jobs on a daily basis. I was told just the other day that Princess Hotel has released at least fifty workers over the last few weeks.

Consumer SpendingFor better or worse, our economy

is driven by consumer spending. Consequently, it is difficult to imagine a recovery that does not include rebounding consumer spending. Longer term, consumers may realize that they should save more and spend less, but that sort of restructuring does not occur overnight. Look for consumers opening their wallets as a sign of a recovery. I have spoken to many business people and the “cry” is the same, people are not spending and there is no money circulating in the system.

Consumer SentimentPerhaps it is a testament to

the power of positive thinking, but sentiment indicators like the Consumer Confidence Index (CCI) which we do not formally have here in Belize is another way to check the pulse of the economy. Our version of the CCI, KREM TV’s “Two Cents Cam” may be as effective as the more formal process used in developed countries. These surveys ask people how they feel about the economy in near-term and their own individual or family prospects.

Ultimately, sentiment is somewhat of a self-fulfilling prophecy; if there is a constant drumbeat of how bad things are, people often become more conservative in their spending habits. Lower spending will then more or less make the economic soft patch happen.

When people are more optimistic, though, they are more likely to spend money, start or expand small businesses, and otherwise act in ways that are good for economic growth. In Belize today people are spending less and more businesses are closing their doors instead of expanding or starting up.

Business indicatorsHow consumers feel about the

economy is all well and good, but it has to be matched by optimism and expansion in the business community. Whether businesses are seeing new orders, higher production levels, timely deliveries from suppliers and increasing inventories and employment, are all areas where a recovery will show itself.

Inventories, however, are harder to correlate as many businesses will look to run down inventories before committing to an expansion of production. This is often an issue in early economic recoveries as businesses do not want to miss the turn in the economy (and let their rivals capture share), but they do not want to overextend themselves either.

Bank lendingWhile larger companies are not

entirely dependent upon banks to grow their businesses, most small businesses are. Without banks providing access to capital, small businesses do not grow, and without that growth it is difficult to see higher employment and a stable recovery.

Shipping ActivityShipping activity is a bit harder

to read than other indicators, but the basic idea is straightforward - since most people buy things that come from "someplace else", overall economic activity is correlated with the movement

of goods into Belize. The merchants here in Belize have all stated that they are importing less since the demand in the economy is not there. There is a Chinese grocer who is located up the street from where I live, and he has been trying to get rid of his goods for weeks. He has been robbed and shot several times and he wants to go back to China, but nobody is buying. In his broken English, he states that he wishes that PUP would take over the government tomorrow.

Construction StartsConstruction starts is yet another

very good indicator for how the economy is performing. If there are more buildings being built, then there is more need for construction materials and labour. When a construction site opens up, more water and food are sold. Ambergris Caye was a very good example of this! The once striving construction mecca of Belize is now a fraction of what it used to be. A San Pedrano businessman told me that there are now five thousand less people on the island today.

Economic growth means certain things - namely increasing production, increasing consumption (or savings), increasing employment, and increasing activity in areas like construction and transportation. By keeping a careful eye on whether businesses are preparing for growth, whether consumers feel comfortable about spending, and whether money and goods are moving through the economy, investors can get a sense of whether the next recovery is real. In Belize today, there are no signs and any of these activities picking up. In fact, the economy of Belize is on life support!!!

Gets paid more than Prime Minister …For What?

The Belize Tourism Board (BTB) is heading into its fifth month with its new appointed Director of Tourism, Seleni Matus. And after Government flew her back and forth from Washington for three months while she worked for BTB away in the USA, and after paying her a lucrative contract (over $150,000), she is now promoting the long awaited BTB action plan.

The PlanThe Plan basically takes BTB

away from what it should be, a “laser focused” organization with “Marketing” as its primary function and more “heads on beds” as its objective, especially at a time when tourism is struggling and the BTB should be focused on increasing the more lucrative overnight visitor, the new tourism plan, however, hopes to transform BTB into the official Ministry of Tourism dealing with all and everything related to Tourism.

Each time Ms. Matus has been interviewed since she returned to Belize, she always refers to the BTB and then the Ministry of Tourism or sometimes even referring to the Ministry as their sister agency. One should inform Ms. Matus that BTB is one of what should be several departments or statutory authorities under the Ministry of Tourism nd not the other way around. Indeed the tourism industry needs to have a strengthened Ministry to

Seleni: Enjoying the Possibilities in Belize!

advocate and develop sound policy and product development. But, clearly Ms. Matus wants to be the chief of it all.

Specifically, the plan is calling for a Marketing Department that has a Director of Marketing (clearly not the person who currently holds it since the plan goes into detail to identify the qualifications this person should have) and that Director will have 4 managers below him/her, and then below them there will be Regional Sales Ambassadors living in the West and East Coast of the USA, Canada, United Kingdom and somewhere in Europe, as well as Online Agency officers, Social Media and Outreach Staff, and Hospitality Officers.

Then it calls for a new department: The Destination Planning Department

and this one is exclusively headed up by the Director herself, (hmmm, not the Director of Product Development Mrs. Laura Esquivel-Framptom). This new department in addition to Ms. Matus as its head will have a Director of Destination Planning, (purportedly the current Registrar of Hotels).

Then there are also the Director of Product Development, the Director of Knowledge Management System, various Business Planning Consultants and Public Land Planning Consultants, Capacity Building Officers and GIS Specialist trained by Google Earth. Yes, we are still talking about tourism.

But wait, there’s more! Then there is the General Revenue

Collection and Finance & Administration where the effort will be to maximize the tax collections and they will be working closely with Belize Hotel Association to get this done so that hotels are paying their taxes correctly and on time.

A lot of money will be needed to implement this plan (assuming you can fully decipher what the plan is asking for). It is not a strategy for Tourism - it is BTB’s action plan for the next two years and it is calling for a lot of more spending.

The Director of Tourism is being paid handsomely yet the first thing she does is spend thousands of dollars to hire three foreign consultants whom she worked with in her NGO capacity at Conservation International, to

facilitate meetings with local industry stakeholders. Their goal was to come up with a plan that still does not give BTB its focus on marketing of the country and bypasses existing talents within the BTB for the new lofty positions being created. You mean to say someone is being paid all this money and perks of the job and she couldn’t work with her Board of Directors and management team and the private sector to come up with a two year action plan? What a waste!

But then again, the Minister of Tourism just changed vehicles and is now sporting a brand new Toyota (for a man who lives on an island and barely travels the country). And what happened to his white Prado? Nothing! Its government license plate is being changed to white plates. Take a guess at who is/has going to buy it/bought it and at what discounted price? Hmm, isn’t this same thing the UDP criticized the PUP government for? But then again “corruption and mismanagement” when done under UDP is not a bad thing. We guess it is something else when practiced by the UDP, something Ms. Matus may be familiar with, “limits of acceptable change”.

Over the coming weeks we will expose each section of the plan and let you have your say. If tourism is a priority, as Ms. Matus and CEO Singh and even the Prime Minister has said, then the people should know!

Seleni matusNew Director of Tourism

They say baseball is a game of inches but two men who survived two bullet wounds probably feel luckier than a baseball team that won a close game by a well-hit ball that just barely made it into homerun territory in the bottom of the ninth. They are both recuperating from gunshots that could have proved fatal, had they veered only centimetres in any direction.

The first incident happened shortly after 3:00 on Saturday morning while a group of friends gathered under a shed at # 5 Victoria Street. A man rode by on a bicycle from the direction of New Road and opened fire as he reached in front of the shed, hitting Justin Longsworth, 22, to the right side of the head and upper back. Longsworth, a messenger, was released from the KHMH on Monday after narrowly escaping death. The bullet that grazed his head and the one that hit him in the back could have both killed him if they had struck him at nearly any other spot in those vicinities.

In the incident, Mario Estrada, 24,

Two survive near death shootingsalso suffered a bullet wound near the right elbow and the left palm.

The second shooting occurred on South Street around 10:15 on Monday morning and again the victim survived a potential fatal injury. It happened when Jose Trujeque, a resident of Corner Prince and West Streets, went to visit with friends at a house at #11 South Street. Trujeque, who was only visiting for the first time there, had only been there for a few minutes and was standing in the yard when his attacker, who presumably had followed him, fired at him.

Two of the bullets hit its mark and caught him on the chin and another lodged in his upper right shoulder. The Radisson Fort George employee underwent surgery for the injuries and is in a stable condition at the KHMH. No doubt he too is feeling lucky since both injuries could have proved fatal, had they hit him just above or below where they landed.

While the two victims are feeling lucky to be a alive, however, they are still not content with what happened and look to the police, who are still at a loss in solving these two latest crimes. It appears that even armed with the resources of Operation Jaguar and the Restore Belize campaign, the Police Department is unable to stop crime in its tracks or to solve them after they've occurred..

A staff social being held at a resort on La Isla Bonita wound up in death for an employee of the establishment. The incident happened around 6:30 on Monday evening on a pier near the Mata Chica Resort where the crowd had gathered for the event.

It all started when Gregorio Cornejo, 57, the resort's maintenance keeper, got involved in a fist fight with Oscar Barela, 20, and fell off the pier and into the sea after he suffered punchES to the face and abdomen. Cornejo did not surface and when his colleagues realised that he could not swim they jumped in for him, but it was already too late. When they finally retrieved him from the water, they attempted CPR and he threw up salt water and then passed out. Cornejo was brought him to the Karl Heusner Memorial Hospital in Belize City, but he was already dead.

There are two versions to what led to the incident. Some people say Cornejo tried to part a fight between Barela and a friend when Barela turned on him. A press release from Mata Chica states that it was Cornejo and Barela who were fighting during the social and that Barela got the better of it. Both

men had had a few drinks prior to the brawl, as was expected since it was a social event.

It is not certain what charges San Pedro police will bring against Barela, since the death certificate certifies that he died from drowning and not from any injury delivered by Barela. Police have detained him, however, pending advice from the Director of Public Prosecutions.

Cornejo, originally from Corozal, was working for Mata Chica for over five years up to the time of his death. His body was taken by his wife and son for burial in Libertad, Corozal.

You remember the damned core sampler that attracted so much attention in late January 2009 when cane farmers protested its use at Tower Hill? In that riot cane farmer, Atanacio Gutierrez, 46, was shot dead, presumably by a police officer carrying a high-powered weapon. Twelve others were injured and by the end of the day, the black smoke that emanated from the tires set to burn by the cane farmers signified that for days, ten to be exact, darkness would hover over the nation's sugar industry.

The farmers strongly objected to the use of the core sampler because they knew that it was a harsher, albeit, more precise method of testing the quality of their cane. That translated into less money in their pockets at a time when the economic crunch was

saw the piece of equipment important enough to steal it. Yes! According to the Manager of the Belize Sugar Industry

Control Board, Marcos Osorio, the core sampler was removed from the Sugar Cane Quality Control Authority Building at the BSI compound at Tower Hill during a burglary between July 10th and August 28th. The brazen thieves went equipped to remove much more than the sampler, as a hydraulic press worth a handsome $60,000 and other heavy duty equipment, all worth over $100,000, were stolen.

The embarrassment, however, will extend to much further than the BSI, which should boast security features so advanced that would discourage even flies from entering. Now none less than the nation's Police Department, whose record speaks for itself, will be tasked in locating these stolen items that are not easily hidden, and making arrests.

Case Struck Out For Man Charged With Aggravated Assault On ChildBelize CiTY, Wed. Sept. 1, 2010

Dalesmon Lewis, 42, a laborer residing on Oleander Street who was charged with aggravated assault of an indecent nature on a female child 7 year old was freed of the charge when the case was struck out today in the #2 Magistrate’s Court for want of prosecution. Senior Magistrate Sharon Fraser struck out the case when the child, accompanied by her mother and a social worker, appeared in court and said she does not want any further court action. The child said she was set up to make a false report on Lewis by a man who is a friend of her mother.

Previously, in the presence of her mother and a social worker the child told police that on the night of April 29, 2010, she was awakened by Lewis who took her from her bedroom into the living room and fondled her private parts. As a result of that report, Lewis was detained by

the police and charged. The child had claimed to have

confided of her ordeal in the same man who she has now claimed set her up. He is the one who then told her mother and thus began the series of events that ended with today's recanting and striking out of the case against Mr. Lewis..

In the incident which occurred on February 15, 2009 at mile 4 ½ on the Northern Highway where the motel is located, two persons entered the motel and held up Mrs. Yeh and Ms. Vasquez at gunpoint. They stole three gold rings, one gold chain and $1,500 from Vasquez. one gold ring, valued at $600 from Mrs. Yeh and a computer belonging to the facility. The assailants then pistol whipped Mrs. Yeh and reportedly fired a shot but nobody was injured. According to reports, they then made their get away in a white pick-up truck.

A third person Kareem Flowers was charged along with Martinez and Bailey but the charges were withdrawn from him. Detective sergeant Tyrone Bradley, the investigating officer, testified that he went to a house in King’s Park and saw a white pick-up truck with the stolen computer in the pan. He said he found some cannabis and he told Flowers that he will not be charged for the cannabis if he named the other two persons who were involved in the incident. Bradley said Flowers agreed and he named Bailey and Martinez.

Plumber Remanded To prison On Gun And Ammunition Charges

Belize CiTY, Wed. Sept. 1, 2010Cordel Baptist, 29, a plumber of 13

Fabers Road lost his freedom yesterday when he appeared in the #7 Magistrate’s Court and was arraigned on charges of kept firearm without a gun license and kept ammunition without a gun license. Baptist pleaded not guilty to the charges. Magistrate Ed usher explained to Baptist that the court cannot offer him bail because of the nature of the offenses an remanded Baptists into custody until September 30.

The incident occurred around 8:40 p.m. on Friday, August 27,2010.

The police reported that they were on mobile patrol on Kraal Road when they saw two men of dark complexion riding on bicycles coming towards them. They stopped their vehicle to search the men. One of them, whom they identified as Baptist, tried to run, said the police. One of the police officers reportedly grabbed Baptist’s left arm and

Baptist, according to the police pulled something from the right side of his pants, which appeared to be a firearm with his free hand. The police officer who had Baptist’s arm held, reportedly reached for his firearm and Baptist threw the object he had in his right hand over a zinc fence into a yard.

The police reported that when they searched the yard where the object was thrown they found a .380 pistol with 5 rounds of ammunition in its magazine. Baptist was asked by the police if he has a license for the firearm and when he could not produce any he was taken into custody and charged.

The second man was searched but nothing incriminating was found, so he was released.

Sagres Energy, the parent of Cana-dian firm Rainville Energy, which has the rights to explore three blocks off-shore Jamaica for oil, says it has identi-fied a "seismic bump" that could have three billion barrels of oil.

And now, the firm has until next March to drill and verify or give up the licence, but won't drill unless it finds a partner.

In a statement issued last Friday, Sagres announced that "results of an independent evaluation of the resource potential of certain prospectus identi-fied in Sagres' blocks 9, 13 and 14 in the shallow-waters (20 metres) of the Pedro Bank 120 kms offshore Jamaica show(s) a gross mean prospective re-source estimate (oil) of three billion barrels".

The company's chief financial of-ficer (CFO) told the Business Observer that the term resource means that the readings "showed a seismic bump that should there be oil that is how much would be in it". He referred to Business Observer to the president and chief geologist, David Johnson, who was un-available after several attempts to con-tact him via telephone.

In the statement, however, John-son said "this evaluation provides a bet-ter understanding of the tremendous resource potential that lays in Jamaica".

"With the combination of nine of 11 historical Jamaican wells with oil shows, thre mature sources, two po-tential reservoirs, and large structures, we believe that it is only a matter of time before a large untapped commer-cial resource is discovered in Jamaica. Furthermore, Jamaica is ready to com-mercialise its resource potential with refining capacity of 45,000 barrels of oil per day, electricity generators that accept gas, oil, or biodiesel fuels, an established bauxite industry, and a geo-graphic position central to the major global marine trade routes," he said.

Sagres says it will continue to pur-sue joint venture partners to further explore and develop its interests in the blocks and has already signed confiden-tiality agreements with several interna-tional energy companies to access the data for the blocks, and evaluate the potential for a joint venture. But the firm says it won't drill unless it finds a partner.

"Sagres does not currently expect to incur any material expenditures in respect of the blocks in 2010 or elect

to enter into the second phase (which it must do by no later than March 2011) unless it enters into satisfactory arrangements with a partner for the funding of the Jamaican exploration programme," said the release.

The production sharing agreement (PSA) gives Sagres the right to conduct exploration operations during an initial five-year period which is divided into two phases.

During phase 1, the firm processed existing seismic data and acquired new seismic information. The second phase, requires Sagres to commit to drill at least one well or surrender the block and terminate the contract.

Sagres said it completed its phase one commitments under the PSA with the acquisition and processing of 2458 km of 2D seismic data over blocks 9, 13 and 14 offshore Jamaica.

"The interpretation and integration of the new and old data was completed in July 2010," said the exploration com-pany in its press statement. "As part of this process, 51 existing seismic lines were digitally scanned and migrated, 8 well logs were reprocessed, and 2 lines of the new seismic data were selected for improved seismic processing. Geo-physical and geological analyses of the data have resulted in a new suite of new interpretations, the definition of two drill-ready prospects, the identifi-cation of three additional leads, and a reassessment of the potential resource covered by the blocks."

The resource evaluation, which has a preparation date of August 26, 2010 and an effective date of July 1, 2010, was prepared by Chapman Petroleum Engineering Ltd.

"In the remainder of 2010, Sagres plans to: continue geologic work to progress exploration opportunities from lead to prospect status, which may include further seismic processing; be-gin formative work on the environmen-tal impact assessment and site-surveys for exploration drilling; and complete the annual review and budget process with the Petroleum Corporation of Ja-maica (PCJ)," added the release.

Prior to the latest round of explo-ration, which also gives rights to Finder Exploration Pty Ltd of Perth Australia five blocks offshore southern Jamaica (namely blocks 6, 7, 10, 11 & 12), 12 exploratory wells were drilled between 1955 and 1981, of which two were off-shore.

A new video by trapped miners in Chile shows them in good spirits, with shaved faces, wearing new clothes and sleeping on camp beds.

The nearly 23-minute video, made available to families Tuesday, was shown to reporters Wednesday.

In it, some of the 33 miners are seen wearing red T-shirts, blue shorts with white stripes and calf-length rubber boots.

There aren't enough camp beds for all the miners yet, so the oldest among them get first preference, the men said.

The men have been trapped in the desert copper-and-gold mine since an August 5 cave-in and are surviving on supplies funneled to them from above ground through three bore holes, each about 4 inches in diameter.

The new video shows them receiving one of the supply tubes, which carried parts of a camp bed for the miners to put together.

The men seem to be in better health and cleaner than in the previous video, shown last week. They even joke for the camera.

Miner Yonni Barrios, who has some nursing experience, has been appointed the medical officer for the trapped men.

"This is Dr. House," one miner says off-camera as Barrios is being videotaped.

The medical TV series "House" is popular in Chile.

The miners also are seen listening to merengue music by Domincan singer Juan Luis Guerra. Two songs that play during the video are "Burbujas de Amor" (Bubbles of Love) and "Ojala que Llueva Cafe" (I Wish it Rained Coffee).

Over the last few days, rescuers have sent the miners MP3 players and small speakers with a selection of music including Mexican rancheras, Puerto Rican reggaeton and Dominican merengue.

Relatives saw the video Tuesday in the tents that comprise Camp Hope at the entrance to the mine. Some of them emerged solemn-faced from the private screening; others were teary, yet most appeared happy.

Eighteen-year-old Scarlet Sepulveda came out of the meeting crying.

"My dad is fine, he's fine, but I miss him a lot," said the daughter of Mario Sepulveda, who held the camera and narrated last week's video. "Of course I miss him."

Cristina Nunez, wife of Claudio Yanez, came out beaming.

"They're much better. They're cracking jokes, they have their own things, and they're good," she said. "I

new video shows trappedChilean miners in good spirits

was very happy to see them."Jose Vega -- the 70-year-old father

of Richard Alex Vega and a veteran miner himself -- said of his son, "I was a little worried because I didn't see him much in the video. I think, if they have a problem, they steer clear of the video. But then again, he's a bit like me. He doesn't like cameras too much."

Meanwhile, drilling has begun as part of an effort to reach the miners. The effort to drill through more than 2,300 feet (700 meters) of rock and safely extract the workers could take three to four months, officials said. The hole under way is the excavation hole, where the drill bit will be placed.

On Tuesday, the miners' menu included tea, herbal infusions, a yogurt-and-cereal shake for breakfast, chicken sandwiches for lunch, kiwi at mid-afternoon, and jam sandwiches for the evening meal. In all, the day's meals contain 2,000 calories each. In addition, each man is being urged to drink about five liters of water per day.

Wednesday's menu will include rice and shredded beef or pork, the first hot meal the men will eat since they became trapped nearly a month ago, said Jorge Diaz, a medic involved in the miners' care.

Though the dishes are normally served with beans in Chile, Diaz said they would not be included, so that the men -- who are living in close quarters -- can avoid getting intestinal gas.

Two of the 16 smokers in the group were to get nicotine patches. One of the men reported feeling withdrawal symptoms from not being able to smoke; the other one said he couldn't sleep without having a smoke.

Reading material will include press clips about the rescue effort, copies of the "Condorito" cartoon books that are popular in Latin America, and a self-help book titled "Tactics for Public Speaking." The book was selected after the miners said they wanted to be able to speak eloquently to the news media when they are rescued.

Meanwhile, a four-person team from NASA is set to arrive in Chile this week to help provide physical and behavioral health support to the miners.

A medical official, a nutritional medic, a psychologist and an engineering expert in logistics from NASA will stay at the mine from Wednesday through Friday to help, Chilean Health Minister Jaime Manalich said.

A group of engineers has said it has a "Plan B" that could halve the time it would take to reach the miners.

Walter Herrera, quality control and risk manager for the Chilean mining company GeoTech, has said his company was bringing a specialized device typically used for boring water holes to the mine. The drill would use one of the three bore holes already made as a pilot and widen the diameter to about 28 inches, which officials have said is wide enough for the miners to be hoisted through.

Chile's mining minister has not ruled out the alternative plan, but has cautioned it might not work. He has also said it might not be put into operation.

Eight people died early Tuesday after attackers hurled several Molotov cocktails into a Cancun, Mexico, bar, the state attorney general said.

Six women and two men, all Mex-ican nationals and employees of the tavern, were killed in the 1:30 a.m.

strike, now under investigation by judicial police, according to a release from Francisco Alor Quezada, attorney general for the state of Quintana Roo.

Eight men hurled the explo-sives at the bar and fled in ve-hicles, the release said. No shots were fired. Although the tavern is just 5 kilometers from the

city's tourist stretch, it sits apart from the area frequented by tourists, and the clientele is composed of locals, it said.

Four of those slain died of burns and the others of asphyxiation, the release said.

Sunday, September 5, 2010 The Belize TimeS 21

September is a special time for Belizeans. It is the nationalistic and patriotic month. Funny enough, someone at church asked me a very profound question. A young brother, who was very upset about the half dressed women and children who would be dancing in the streets, with obscene intoxication, asked, “what does the bible say about patriotism and what role the Christian has in it?”

It seemed like such an easy question at the time, but prying deeper he reminded me of the scripture: “Pure and undefiled religion before God and the Father is this: to visit orphans and widows in their trouble, and to keep oneself unspotted from the world.” (James 1:27)

This he probed must mean that we are “in the world but not of it” and that being involved in social or patriotic action is not a basis for any reward in the sight of God. His punch line was that all who are involved in attempting to make the world a better place are actually serving Satan. Wow!!! His reason was that “the world belongs to him (Satan), he is "the prince and power of the air" according to Ephesians 2:2 and he is also called "the god of this world" in II Corinthians 4:4.

It made me hold my breath for a second and wrinkle my eyebrows. But then I realized the Bible is actually quite clear about what a true Christian’s relationship to the world/his country should be.

The greatest patriot of all history was the Lord Jesus Christ. He loved His people, the Jews, and He loved His nation, Israel.

In Matthew 23:37-39 Jesus mourned for the Jews and for Jerusalem. He mourned for them because they rejected Him, and they rejected the Word of God. Because of their rejection of truth, Jerusalem would be destroyed, and the Jews would be taken into slavery. Matthew 23:37-39, "O Jerusalem, Jerusalem, you who kill the prophets and stone those sent to you, (a total rejection of divine truth) how often i have longed to gather your children together, as a hen gathers her chicks under her wings, but you were not willing. (They were negative to divine truth) look, your house is left to you desolate (empty, the glory of God was not dwelling in the Temple as He did in the past). For i tell you, you will not see me again until you say, 'Blessed is he who comes in the name of the lord.'"

In Matthew 5:13, Jesus tells believers that the nation they belong to while on earth, will only last as long as they, as believers in Jesus Christ, learn and apply the Word of God. In other words, Belize will only survive if Christians grow to spiritual maturity, learn and apply the Word of God. Matthew 5:13, "You are the salt of the land. (our nation Belize) But if the salt loses its saltiness, how can it be made salty again? it is no longer good for anything except to be thrown out and trampled by men." This applies to the believers in Belize today just as it applied to the believers of that day.

"Salt losing its savor" refers to believers who have lost their testimony, or their spiritual influence. That person cannot help preserve his country, and he cannot benefit anyone spiritually.

As goes the Christian, so goes the nation, it is a simple as that. If Christians learn the Word of God and grow to spiritual maturity, God will bless their nation, even if they have very poor leaders. And when believers refuse to devote their time to Bible study and spiritual growth, then God will bring their nation down so fast they won't know what hit them. Just singing in church, and being contributing to the offering plate will not deliver a country.

Many thousands of Jews were saved back in 586 BC, just before the destruction of Jerusalem and the Babylonian captivity. But they were negative to the learning of the Word of God. So God brought Nebuchadnezzar along to destroy Jerusalem, and kill many thousands of Jews (believers and unbelievers), and took many thousands into slavery (believers and unbelievers). Hosea 4:6 tells us one of the reasons why God allowed the Jews to be taken captive and their city destroyed. ".....my people are destroyed because of a lack of (Biblical) knowledge."

Therefore, the Christian should be the best citizen the nation can have. Christians should be the greatest patriots in their nation. I challenge you today, to become "the salt of the land," to become the preserver of our great nation. I challenge you to set your priorities to the learning and application of the Word of God. If you do, you will be a part of that group that will be known as "the salt of the land," the preserver of your nation. "Blessed is the nation whose God is the lord." (Psalm 33:12). "Blessed are the people whose God is the lord." (Psalm 144:15).

Until next week, pray for Belize, love Belize and be active in fending off the evil that threatens her daily.

City Boys lead the Belize Bank Super League football playoffs with 11 points from 3 wins and 2 draws, and will challenge Nizhee Corozal in the championship finals which begin at the Santiago Ricalde Stadium in Corozal on Sunday, September 5. The City Boys left tire marks all over Hattieville United as they romped to a 4-0 win at the MCC. garden on Sunday, while Nizhee Corozal knocked out the Placencia Assassins 1-0 at the Santiago Ricalde Stadium.

` The City Boys took the game to Hattieville United from the get-go, and Jack Dawson put them on the good foot early when he drilled home the winning goal in the senenth minute and Hattieville goalie William Johnson could do nothing about it. Leon “Lem” Jones and Jarret Davis led the Hattieville counterattack, and Leon Jones beat all the City Boys’ defenders Mark Grant, Shawn Thurton, Tyrone Linares and

booted the ball into the net for a 2-0 lead in the seventy-ninth minute. Jason Young also challenged Johnson with a bullet of a shot, but the ball was rejected by a save that Johnson knew very little about.

The Hattieville defense was hard pressed to contain Tyrone Muschamp’s attacks and when they brought him down inside the goal area, the referee awarded the City Boys a penalty. Team captain Gentle gave Diennemercy Pierre the ball to convert the penalty as the City Boys led 3-0 in the 86th minute.

Another Haitian import Johnson Semexant took the field to replace Jason Young, and Semexant immediately worked the ball up the left wind to blast off a long range missile that had William Johnson beat, but it rebounded off the crossbar, right to the feet of Tyrone Muschamp, whose right away shot sent the ball into the net for the 4-0 lead in

City Boys & Nizhee Corozal win thru to 2010 Belize Bank Superleague finals

Haitian import Godson Michel, to get off a shot that forced City Boys’ MVP goalie Charlie Slusher to come up with a difficult save, but it was still a 1-0 ball game at the half.

City Boys’ Rookie of the Year Dalton Cayetano, Whitfield Patnett, Raymond “Killa” Gentle and Tyrone “T-bone” Muschamp pressed forward with their attack in the 2nd half, with the help of Haitian import Diennemercy Pierre, who had replaced Jack Dawson. It made for cheap thrills when Cayetano got off a hard shot that goalie William Johnson only managed to deflect to the feet of Killa Gentle. Johnson, came out of goal to forestall the play, but Raymond “Killa” Gentle danced the ball around him to get off a shot at the empty goal, but the ball sailed over the crossbar.

“Killa” got another shot at redemption when Johnson came out of goal again, and this time he made no mistake as he

the one minute before the long whistle blew.

Leading up to the finals, Corozal Nizhee also have 11pts, but City Boys have the better goal differential. Michael “Chenko” Whittaker gave the Corozal fans reason to cheer and their money’s worth when he scored the winning goal in the 40th minute as the Corozal crew led 1-0 at the half.

The Placencia squad needed a win for that extra 3pts to total 10pts and a shot at the finals, but all the King’s horse and all the King’s men, including such dazzling strikers like Ashley Torres, Zerrick Torres, Jason Westby and Gary Young failed to make any impression on the Nizhee defenders led by the able Nizhee captain Antonio Castillo, Kenny “Chupacabra” Canul, Julio Tun and Andrew Allen, and helped goalie Benito Moriera shut out the Placencia squad to secure the 1-0 win.

Giovanni Choto finished an impressive third overall with a cumulative time of 10:57:46 over the four stages of the tour, while Allen Castillo emerged as the King of the sprints, with a total of 32 points, out-performing his nearest rival, Aldo Zamora, of the Jalapa

4th stage was 2 laps over a circuit from San Lucas to El Tejar, a total distance of 88 kilómeters, with the top teams vying intensely for the top places, right down to a furiosly contested sprint for the finish, such as had never before been seen in previous tours.

Rolando Soloman of the Jalapa Association won the 4th stage, clocking 2:14:20, while Adler Torres of the Esquipulas CCF team was hard on his wheel to place

Science oftheTIMES

This week we begin the annual September Celebrations season; a time of revelry and remembrance of who we are as a people and the struggles we went though to get and hold on to the Jewel. The history of having to grab tight and hold on with all our might makes the celebration season even sweeter. And what with Carnival, School Children's Rally, and the ultimate in Spectator Sports – an international football game played at home- we will be out in the sun, aving fun, 'waving we flag'.

But I must throw a wet rag into this mix: fun in the sun can be dan-gerous , like you Granny used to say:”too much of anything good fu nothing. Too much sun can do the obvious damage to skin

causing sunburn, premature aging, and unsightly spots where alcohol in perfumes and aftershaves react on the skin with the direct rays of the sun. Sunburn can affect any skin col-or and is even more painful of babies and toddlers who we take out to these Celebrations activities in skimpy tops, shorts and without sunblock or even a cap. Youing children are incapable of assessing the heat and by the time they feel uncomfortable they are al-ready sunburned. So sunblock of SPF 15 or more , there are the light

,misty spay types around, and spritz the kids and yourself. Wear a hat, cap or use the umbrella like the older la-dies still do but keepthat holiday sun off your face and out of your eyes!

Another aspect of September revelry is the Carnival Road March. It begins in the hottest time of the day and as a result, the participants and the spectators are exposed to the sun's full glory and heart blast. HY-DRATION IS A MUST FOR CAR-NIVAL REVELERS AND THOSE

CeleBRATIon SeASon & SUn SAFeTY

It 's easy to forget that Sep-tember Celebrations Season is a lso the high point of our At-lantic hur ricane season. This year, Mother Nature seems to be f luff ing up her storm clouds and booming out her thunder and rains even as we declare Bel ize to be “par ty central”.

In just over seven days e have heard of four named storms tak-ing place out in the Atlantic and one new one in the Pacif ic. Since 2008, we have now have to pay at-tention to the path of storms in the Pacif ic as wel l once they are near Guatemala as we have seen two systems cross the isthmus and enter into our s ide of the Atlantic, with no regard for the land mass that once ser ved as a demarcation of Tropical and At-lantic storms.

Scientif ical ly, the tenth of Sep-tember is the peak of the Hur-ricane season in this region. We in Bel ize, back in 1931, on our very own Tenth Day, were devas-tated by a cruel , unnamed storm that ki l led hundreds, including students at the then SJC board-ing school where the ESSO depot is. (That is why that area is cal led Old College.) It is said that school chi ldren were parading that fate-ful afternoon when the storm blew in and many young l ives were l i teral ly washed away that i l l fated Tenth Day. It raked -and-scraped along our coastal towns and changed the demographics

of cer tain wel l developed areas in each town that felt the assault of the wind and waves.

What is s hur ricane, you might say? Why an it be so destructive? Are we just s i t t ing ducks wait ing for our turn to be hit and hit hard by i ts deadly force! Simply put,a hur ricane is a tropical weather system that thrives and g rows when cer tain atmospheric con-dit ions and winds develop over waters that are of 80 degree tem-peratures or higher. According to the AccuWeather temperature map, the waters outside Bel ize are around 85 degrees Fahren-

heit . Obviously the atmospheric condit ions in the region are r ight for storm development as we have four named storms, one a Category 4 storm in the Tropical Atlantic

The warmth of the water means the storms wil l have more to fuel i ts g rowth and the s ize of the storm can result in i ts un-leashing of a tempestuous fury that can lay waste to bui ldings and cause heavy rainfal l which in turn results in f looding and loss of l ives, l ivestock and crops and cause extensive damage to infra-structure. What can we do to mit-

igate the threat of destruction, we can begin by s lowing down the cutt ing of Mangroves and putt ing up seawal ls in the areas where al l the mangroves are gone. Our bar rier reef is a God given f irst l ine of defense from hur ri-canes so we must protect the reef system at al l costs. With the re-cent oi l spi l l in the gulf and the new explosion of a r ig just twenty miles south of the BP disaster, we may need to be on the look out for underwater or dispersed oi l to be brought in our direct ion if this hur ricane season brings a Gulf storm in.

And are we just s i tt ing ducks anyway, pawns in Nature's games of rais ing manmade cit ies to the g round just when mankind think he has tamed her? I think not. Cycles are the modus operandi of al l things. But mankind , we bel ieve has dominion over i t a l l through knowledge and abi l i ty to analyze his immediate environ-ment al l the way to the macros of the universe. We can handle the threat by wisely protecting and preparing for the annual cycle cal led the Hurricane Season. And if you are st i l l scared, then pray for the safety of the nation this season. Evidence sug gests that the energy and synergy generat-ed by col lect ive prayer can move mountains – or stop storms. Ask those who were here when Mitch tr ied to come near us. . .

Be safe. Be prepared.

HURRICAne SeASon APPRoACHInG ZenITH-Be PRePAReD!

WHO WAIT FOR HOURS to watch it pass. The practice taken up re-cently of feeding energy drinks to the younger performance must be kept in check as it has been proven that there are some herbal supplements in these “energy drinks “ that raises the blood pressure and becomes part of a deadly equation when the heat of the sun is added to the mix. Several deaths in the US football training cicuits have been attributed to heatstrokes brought on and complicated by the intake of a

particular supplement that is in the most popular energy drinks that we can see being passed out to Carnival bands while they are on the move.

To get back to the issue of hydra-tion, sugary liquids like Ideals are not the best way to stay hydrated during the daytime holiday activities. The less sugary “sports drinks” hydrate way better and really do relieve thirst. Water is the best choice, of course, and one can freeze the plastic bottles and packages of water overnight and they will remain cold and refreshing throughout. For those people who find plain water kinda “blah” just squeeze a twist of lime in the water bottle and it tkes water to a whole new level of taste and protectionas the Vitamin Cin the lime will help skin fight sun damage from the in-side out. Then again, who can argue about the refreshing, hydrating effect of a cold beer... keep it down to one or two for the event, dispose of the bottles responsibly and do not im-bibe in front of the kids.

Other than that, we too will be coming out to bram! To Jam. To Paaaty!!

This is our Season, our Patriotic Season and the best time in the world to be home and to be A BELIZ-EAN!!!

Moving Forward My A$$...

SoberReflections

By: mike Rudon Jr.H e y, I j u s t h e a r d t h a t t h e

new s log an for the September Ce l eb ra t ions ha s a l r e ady been chosen . I ’ ve b een a l i t t l e ou t of the loop though so I haven’t h e a r d w h i c h o n e t h e y c h o s e . Hmmm! I made sure I submitted mine in time, and I’m positive it was r ight on the money. See, I looked around me at the jewel , ta lked to people on the streets, took note of what’s happening in the economy, watched the news ever y n igh t and thought r ea l l y hard about how I could capture the essence of where we are today as a nation, almost three decades after Independence, in 10 words

there that day are now sitting in homes without ut i l i t ies because they can’t afford to pay the bil ls; how many of them can’t send their children to school right now; how many of them are out of work, out of hope, desperate.

I know for sure that the magic is sti l l there for Mr. Barrow and his relatives and friends, for Mr. Vega, for Mr. Boots and Mr. Faber; for Mr. Finnegan and Mr. Singh and Mr. Perdomo and Mr. Flippin’ and Mr. Saldivar and all the rest o f t h e U D P f a t c a t s . T h e y ’ ve got great big luxury vehicles and g rea t b ig a l lowances and perks and g reat big homes with g reat big steaks beside great big f lagons of champagne. You get my point. Yup, the magic is al ive and well in those circles and their finances are sure as hell moving forward. That’s not the reality for the rest of us common folk, unfortunately.

I looked at one local newscast last night to see if I could get a sense of Mr. Barrow’s magic, to see i f I could convince myse l f that yes we are moving forward, un i t ed and p roud . Le t ’s s e e…there was a report on a shooting in the city in which a 24 year old man was shot in the chin. Then there was a story about a 22 year old man who was shot in the back and head. Oh yeah, and then there is the family who was ter rorized when a gunman pushed a sawed-off shotgun through one of their windows and fired three shots at them. We’re not done yet…there was also a report by a minor that a gunman f i red shots a t her in front of her home and a report where a youth was burned badly when boiling water was thrown on him, al legedly by Police Officers.

or less. Then inspirat ion str uck l ike a f lash of l ightning and I had it , the perfect slogan – Divided, D e s p e r a t e a n d B r u k … M ov i n g Backwards…This is Belize! Get vex if you l ike, but that’s exactly whe re we a r e today unde r the UDP. Sure as hell you won’t see my slogan emblazoned on bright banners or being shouted from any podiums by grinning polit icians. That doesn’t make it any less real.

T he abso lu te l y ba se l e s s and i n a n e wo r d s o f D e a n B a r r ow keep reverberating in my head – it is clear to see that the magic is sti l l there! Where, Mr. Barrow, WHERE exact ly i s i t – in your mans ion by the sea maybe? We wo u l d a l l b e e i t h e r c o m p l e t e morons or cer t i f iably insane to look around us, to look anywhere in Be l i ze and see any mag ic. I remember looking at the people br ight ly c lad in red jumping up in the s tands, fue l ing Bar row’s eupho r i a , and th ink ing – how many of those people would have food on their tables when they went home that evening. I wonder how many of those people out

One newscast, one night! I’m sti l l looking for the damned magic.

The newscast l as t n ight a l so fea tured a ceremony out a t S t . George’s Caye to inaugurate the September festivities. It was well attended by people of means. I’m sure the sea breeze felt magical and in such pristine surroundings being serenaded by talented artists s inging I Am Bel ize, the hear ts of those in attendance must have swelled with a sense of unity and pride and forward movement. But that’s not Belize, Jack. That’s just a l itt le stage-managed, fabricated, gl istening bubble f loating above the ce s spoo l wh i ch Be l i z e ha s become – seriously!

Belize is not moving forward.. .quite the opposite ! Right about now, Belizeans are as divided as we have ever been. Belizeans are as desperate as we have ever been because t imes a r e ha rde r than they have ever been. Businesses are closing down, unemployment is r is ing along with the cost of l iv ing and the re i s no l i gh t a t the end of th i s tunne l . As for pride – that doesn’t serve much of a purpose right now since the 43% of Be l i zeans l iv ing be low the poverty l ine cannot eat pride to fi l l their bell ies nor can their crying children’s hunger pangs be assuaged wi th an extra he lp ing of pride. We’re in bad shape and anybody who cannot see that is a fool.

U n i t e d a n d P r o u d … M ov i n g Forward! I am Belize. Yeah, it ’s a nice slogan, but for another time and another place. My slogan is much better if I do say so myself – Divided, Desperate and Bruk. Moving Backwards! This is Belize Under the UDP!

28 The Belize TimeS Sunday, September 5, 2010

by: Carolyn Trench-SandifordParty ChairmanTo Reform, or Not to Reform? That

is always a question in politics. But for the People’s United Party, the question is normally what to reform next, as our Party has a history and track record for initiating and embracing reform and change to either create a better life for our people, or to enhance, deepen and broaden our democracy as a Party, and as a nation. Undoubtedly, this is one of the many characteristic that distinguish-es us from any other political party in Belize, and what has contributed signifi-cantly to our success.

The Organization of American States [OAS] has extended an invita-tion to me to represent our Party at a two-day workshop in Jamaica to discuss model legislation to regulate political parties and campaign financing in mem-ber states. In other words, this is a work-shop to discuss legislation for campaign finance reform. Belize, of course, is a member of the OAS.

Campaign finance reform has long been a topic for reformists and those who believe that it is not only a pre-requisite to electing the best possible person to office, but also to prevent the subversion of the national interest by the individual or corporate interest do-nors, which by extension, should mini-mize corruption and mismanagement of public resources.

However, if this is to have any teeth, then it is first necessary to enact legisla-tion with clearly defined mechanisms to regulate the activities of political parties, particularly how they solicit donations. Such legislation would mandate the reg-istration of political parties as a require-ment to participating in elections, as well as the processes and procedures to be followed in accessing, managing and spending contributions.

In addition, campaign finance re-form legislation is expected to estab-lish limits on the type and quantity of donations, specify who can be a donor, and even whether the donor can be lo-cal or international. As well, monitoring and compliance adherence mechanisms would be included, and the penalties for noncompliance stated.

Advocates of campaign finance re-form have argued relentlessly that it will facilitate a level playing field for all can-didates, as it would cap spending, and consequently provide equal access and representation. According to them, the focus of the attention of the elector-ate would then be on what the candi-date brings to the table, and not on how much they spend in seeking office.

In their view, this can also lead to a

fair and transparent election process, as spending power influences the quality of workers, the use of the media and other campaign expenditures in elections, and restrictions would control and make public this information. They also be-lieve that campaign finance reform will contribute to candidates spending more time campaigning, and discussing issues, and not fundraising.

Of course there is always the oth-er side. Those who oppose campaign finance reform argue that political campaign requires money to pay for advertisement, salaries and wages, trans-portation and the proverbial political pa-tronage, and the candidates must be able to access finance for this purpose.

Also, in countries like Belize where

To Reform or not to Reform…….……

the economy is small, where everyone knows everyone, and opportunities are limited, the requirement of disclosure by corporate donors may not be wel-comed, as they may not wish to be seen to be aligned with any political parties, as this can subject them to political vic-timization, and affect the success of their business. This will undoubtedly stifle contributions.

Thus if the source of funding shrinks, or the playing field is to be leveled by capping or limiting sourc-ing, then where will the funding come from for election budgets? It has been suggested that taxpayers should foot the bill, either totally or partially. This raises another kind of discussion at a time when political polarization and the

distrust of politicians managing public funds is at its highest. And even if tax papers are to foot the bill, what will be the determining factors as to who gets what and how much they get?

As a Party we owe it to commence the process of discussing the pros and cons of this important issue, as it has implica-tions to our democracy. This was a topic at a recent PUP Think-tanking session and the discourse was robust and spir-ited for both sides of the debate…This debate should also be taking place at all levels of the Party, for it is only if we do this, will the revolution continue….and only so will we be able to create a NEW BELIZE, which will bring to all Belizeans a better life and a just share of the national wealth……

ContributedMembers of the People’s United

Party breathed a sigh of relief on Saturday last when word came out that delegates from across the coun-try had reached a consensus. For too long, members and supporters of the ‘grand old party” have been kept in limbo, waiting and hoping for a sign that those at the top could work out their differences, bury their hatchets and get on with the task at hand.

The hard cold reality is that the United Democratic Party have been failing miserably at governance but with a splintered and unfocused op-position, they have been able to move from weak to weak with nary a dis-senting bleat. We have seen that we cannot rely upon a seemingly infiltrat-ed, compensated and castrated media to hold this administration to task.

When word broke last Friday that five of the six PUP members of par-liament had paid Johnny Briceńo a visit in what appeared to be a show of unity against, a few persons became rather nervous. I must admit that I was in that number. While it must certainly be obvious by now that I consider the PUP the better party for Belize, it can be no less evident that I would not be inclined to support any “Zinc Fence” controlled PUP.

If a challenge to Briceńo’s leader-ship was to come, it would be from one of two sources. Freetown repre-sentative Francis Fonseca who enjoys the support of the so-called old guard or Mark Espat, whose support comes primarily from the Zinc Fence and Channel Seven. In the end, Espat’s

downfall might very be the very source which he considered his strength. Be-lizeans are quite wary of the strong influence that Evan Hyde and his Zinc Fence sub-culture have over Mr. Espat. Mark Espat, and Hyde’s son Cordell, have become practically in-separable and generally are known to speak with one voice. Looming at all times over the two is the ever Machia-vellian and malignant influence of Fa-ther X. That association makes many people nervous and while, yes we all read what the man writes, many are opposed to his divisive ways and rac-ist and bigoted policies. Belize is just too small to be perpetually divided and pitted against itself.

Apparently, that is also the mes-sage sent to and heeded by those persons in the upper echelon of the People’s United Party. A house di-vided against itself cannot stand and our people have grown weary of the in-house fighting.

The PUP emerged from last week’s National Party Council (NPC) with renewed vigour and an urgent sense of purpose. Unite the party and move forward to the ultimate goal of a true restoration of Belize. Delegates from across the country rose in unison to declare their support for Johnny Bri-ceno and to demand a united and inclusive “big tent” approach to the looming task ahead.

For the first time in a long while, party supporters believe that an end to the bitter and damaging differenc-es are in sight. The fear of the five parliamentarians, who seemed mostly concerned that Party Leader Johnny

Briceňo was planning to ignore the constitution of the party and call a snap-election, was allayed and while they did not attend the NPC, there is no indication that any protestation is at hand.

A press release from party head-quarters assured that “The National Executive of the PUP also met on special session on Monday, August 30, 2010 to discuss the implementation of the decisions made by the NPC and to ensure that the rules and procedures used to conduct the special conven-tion were constitutional and would meet the transparency and account-ability promised by the Party Leader, Honourable John Briceño.”

There might yet be mischief afoot from those in whose interest disunity is preferred, but Johnny Briceno has pulled a masterful chess move. To

cry foul and pretend that enough time was not given for a challenge is unfair since everyone knew that a convention was due from as long as two years ago. With his latest manoeuvring, Briceno has proven that he can play in these big leagues and it is time for all to put their differences aside and close ranks behind the leader and move forward in the best interest of progress.

Our system of democracy cries out for a strong opposition and the over half of our population that support the PUP deserves proper representa-tion. The UDP have been given an opportunity and have failed miserably. It is time to put competent and hard-working individuals back in Belmopan and to put this wayward train back on track. We owe it to ourselves, to our children and most of all to our coun-try. May GOD bless Belize!

Todavía estoy buscan-do la maldita magia!
