PUP Leader proposes solution to BSI/BSCFA Impasse

Orange walk town, November 13, 2013Opposition Leader Hon. Francis Fonseca has

proposed a solution to the ongoing impasse be-tween the Belize Sugar Industries (BSI) and the Be-lize Sugar Cane Farmers Association (BSCFA) over whether cane farmers should or should not collect payments for the waste material known as bagasse which is produced by the sugar cane delivered to the mill.

Hon. Fonseca has said that the parties must agree to an equitable formula which would see BSI recover the substantial investment it has made into establishing the cogeneration plant, but also that cane farmers should be awarded payments on a graduated scale for their stake in the industry.

The Opposition Leader urged both BSI and the BSCFA to come to the table to discuss the matter. Otherwise, he warned, “the repercussions of any delay or interruption to the start of the crop sea-son could be devastating to an already vulnera-ble industry”.

Impasse continuesUp to press time, BSI and the BSCFA contin-

ue at loggerheads over the issue even though the proposed November 25th opening of the 2013/2014 looms. The BSCFA has been on an aggressive me-dia campaign on radio and television morning talk shows, winning the hearts and minds of the grass-roots people and gathering national support. In re-sponse, BSI issued a statement on Tuesday (pub-lished as an advertisement in this week’s issue) to clarify matters. In the statement, BSI rebukes the BSCFA’s demands.

“It is not reasonable or just for the BSCFA to expect a return where it has made no invest-ment,” claimed BSI’s press release.

This position has been held by BSI for several years now, even before its recent takeover by U.S. Company, American Sugar Refining Inc. As far back as 2009, when a similar, but less-heated debate had surfaced, former BSI Group of Companies CEO Joe Montalvo said cane farmers can’t expect to get “something for nothing”.

Old argumentsBSI’s former Financial Director, Belizario Car-

ballo, had explained that it was BSI’s investment, a $126 million loan which could not be sustained and eventually threw the company into near-collapse, which saw the cogeneration plant become a reality.

Carballo had also indicated that once BSI buys the sugar cane from farmers, it becomes the prop-erty of BSI.

Those arguments, from as far back as 2009, have been recycled in 2013.

There are a few new arguments including an assertion that BSI has had to singlehandedly invest $20 million over the past 30 years, prior to BelCo-gen, to deal with the proper disposal of bagasse. BSI accused the cane farmers of disinterest, prior to ba-gasse being used to produce electricity.

Cane Farmers look to agreementBut the strength of the BSCFA’s arguments is

not only that it is the farmers‘ blood-and-sweat-produced sugar cane that makes everything possible for them and BSI, but also an agreement signed by both parties requiring the negotiation of payments for sugar as well as any other by-product from sugar cane that becomes a source of revenue for BSI.

The BSCFA has proposed that cane farmers be paid $10 per ton of bagasse from cane delivered to the mill.

Over the past two years BelCogen (BSI’s cogeneration plant) has earned $32 million from the production of electricity by turning the waste material into renew-able energy. BSI sells electricity to Belize Electricity Limited.

No resolution?BSI has called on the BSCFA “to

move forward in a constructive manner” and has invited them to a meeting on No-vember 19th (a national holiday) to work out issues such as “extension services and technical support”. But the BSCFA has indicated that they won’t attend any meeting unless the payment of bagasse is up for negotiation and if such negoti-ation does not take place, then they will boycott the start of the crop season. BSI, on the other hand, does not see the need to discuss the bagasse issue.

Until both parties are willing to com-promise their staunch positions, the next crop season is at risk or at least bound to have a rocky start. As previous years have shown, cane farmers led by the BSCFA, have not been afraid to take a stand even it means putting their livelihoods at risk. Whether BSI’s new ownership has the will to compromise is another matter.

The contributions of the Garifuna people to the building of this nation Belize are many. One very distinguishing mark on Be-lize has been in the area of education from the remote villages of yester-year to present day local education institutions. The jour-ney has been an arduous one. History has distinguished them as among all Belizeans, the Garifuna people have been the ones whose immediate ancestors confronted their own death through the genocidal efforts of the British against them in St. Vincent during the late 18th century. Such extreme trauma has gener-ated a deep faith in God among the present day people. There is also a trust in the goodwill of Ancestors. Garifuna spiritualism whose distinguishing feature is the faith in the Ancestral Spirits is a belief system that is based on lineal kinship and hinges on cultural practices of re-affirming obligatory social ties. These are the underlying topics covered in the theme of this year’s celebra-tions, which reads as follows: “awaNSe waMÁ LIDaN aBaN LaU LareINI BUNGIU LUMa haBaYarahaN ÁharI. Let us progress in unity with God’s goodness and the protection of our ancestor”.

The theme is timely for all Belizeans as we as a people are faced with many challenges which adversely affect our very exis-tence as a country. Garifuna people through their belief system have hope for better. Let us hold hands and unite with our Gari-funa Brothers and Sisters in effecting progress in our country. Let us give thanks to the Ancestors for the courage to have Hope.

“Bad boys, bad boys, what you gonna do when they come for you”… goes a popular song used in American movies before the cops make a sensational arrest of a crimi-nal. For UDP representative Edmund Castro, the lyrics to this song must be ringing in his ears after it was alleged on Monday that special agents of the United States in Belize have a secret audio recording of him engaged in one of his many dealings.

The revelation was made by whis-tleblower Alverine Burgess, who has made serious allegations against Cas-tro, a UDP Minister of State in the Ministry of Transport. Mrs. Burgess, who has known Castro for many years, has alleged that the UDP Minis-ter personally benefitted from the pro-cessing of visas for Chinese nationals through his Belmopan office. She said the price for each visa was $2,000.

While appearing on Channel 5’s Dickie Bradley Special on Monday of this week, Mrs. Burgess dropped a bombshell revealing that after going public with the allegations, she was

WhistlebloWer: U.s. has Castro on tape!!!called in by the United States Embas-sy located in the City of Belmopan and was interrogated by agents for over three hours. During the many hours of interrogation, the agents, accord-ing to Burgess, showed her a comput-er which contained an audio file of a conversation she had with Castro and another individual. The conversation is said to be related to the allegations and is part of the U.S. Embassy’s own investigations into the scandal.

The agents were thorough with their questioning about the visa and passport scandal. They took down notes and reviewed the information given, at times asking Mrs. Burgess to repeat and clarify her accounts in order to tie pieces together. At one point, said the brave whistleblower, the agents showed her files of doz-ens of photos and asked her to verify whether any of them had been facili-tated with visas or passports.

Mrs. Burgess described the epi-sode at the U.S. Embassy as a “tor-ment” to her soul and said that the experience was so awful that she cried upon leaving.

The revelation has the UDP shak-ing in their boots. If the U.S. Embassy have Castro on tape, then how many tapes are there and how many more UDP Ministers have been caught red handed by Uncle Sam? Let’s just say quite a few of them must be worried.

The UDP’s cowardly and failed attempts to threaten and pay off Mrs. Burgess from continuing to expose UDP wrongdoing cannot even be considered with the U.S. Embassy. The UDP are worried sick, so much that their UDP Chairman Al-berto August turned to Facebook to try to trigger national alarm, claiming that “the US Embassy is bloody recording our conversations…Right down to the conversations of our elected officials…Are they listening to our Prime Minister’s conversations…”

It seems that the hypocritical former clandestine S.I.S. operations agents doesn’t know that Belizeans have been watching in horror as the UDP brings down Belize to its low-est point and have been wondering what it will take to put a stop to

them.While August asked what au-

thority the U.S. Embassy has to spy on them, he should first explain how his Party in Government has abused its own authority to disrespect the laws and constitution of the land by passing exploitative and draconian laws that tap phones and emails, abusive Police gang-type units which violate citizens’ rights, and how cor-ruption has become rampant in the UDP administration.

As the song goes, what you gon-na do Castro and Penner…what you gonna do when they come for you?

ber 6th, 2013 the Senate met in Belmopan. The highlight of the meeting was the tabling of a Motion by Opposition Senator Lisa Shoman seeking approval for the appointment, pursuant to Standing Order 69, of a Special Select Committee of the Senate “to investigate and inquire into all policies, processes, procedures and the issuance of nationality certificates, passports and visas in the Ministry of Im-migration and Nationality and to investigate any and all wrongdoing, misman-agement or corruption in the issuance of Belizean na-tionality certificates, pass-

ports and visas”.The Special Select Com-

mittee was to be comprised of 5 Senators being one from the Government, one from the opposition, and the three senators appointed by the social partners.

The Motion was present-ed and debated and then voted upon. The three oppo-sition Senators and the three social partner Senators all spoke in strong support of the Motion and voted in fa-vor of it. All six Government senators towed the UDP line and voted against the Mo-tion, including the Leader of Government Business Sen-ator Godwin Hulse, himself once a champion of transpar-

ency and accountability.Senator Hulse should

have, in the first place, re-cused himself from this debate and vote. It is his Ministry which is at the center of this investiga-tion and inquiry and it is clearly a conflict of inter-est for him to be partici-pating in this debate and vote.

It is nothing short of an absolute disgrace for the UDP government and Senators to arrogantly ig-nore the overwhelming outcry from the Belizean people for an indepen-

dent inquiry into this UDP cor-ruption scandal. The opposition, unions, churches and business community stand united on this matter. If majority rule is what the UDP is all about then they must be made to understand that together we represent an overwhelming majority of the Belizean people.

The actions of the Senate President in casting an illegal vote must be challenged and the clerk of the national assembly’s efforts to interfere in the debate must be rebuked in the stron-gest possible terms.

The leader of Government Business Senator Godwin Hulse hurriedly adjourned the meeting amidst confusion and uncertain-ty.

The message from the UDP Government and Senators was loud and clear, to hell with the constitution, to hell with the standing orders, to hell with the Belizean people, we must pro-tect the interests of our UDP.

“Continuing to proudly empower our children in their Garifuna language” Theme – GSD 2013

Language is the art of communicating.This year there is something explosive about the thirty-sixth celebration of

Garifuna Settlement Day in Belize. The holiday celebrates the settlement of the Gar-ifuna people in Belize after being exiled from the Grenadines by the British army.

The Garifuna culture in Belize is a vibrant and colorful one and will be on full display all around the country with special attention in villages and towns in southern Belize, like Hopkins, Seine Bight, Barranco, Dangriga and Punta Gorda.

The holiday is one thing. But the fact is that the UDP have acted like “one day Christians” to us as Garifuna people.

Imagine, that the culture capital of Belize is said to be Dangriga. Yet, Dean Barrow over looked and snubbed all the talent and competence of us Garinagu

The UDP chose a cultural ambassador that is not a Garifuna. The insult to us Garinagu is that he chose his son who is a convicted criminal. What happened to Adrian the Doc Martinez? What happened to Pen Cayetano? What happened to Roy Cayetano? The BELIZE TIMES could go on with a long list.

Contrast this with the PUP, under whom the legendary Andy Palacio was commissioned by the PUP as musical ambassador, long before the world awarded him as a UNESCO artist for peace.

We forget that the UDP disrespected Dr. Theodore Aranda who although he was the highest ranking elected leader in the UDP after the 1979 general elections, the UDP, as a party, cut his throat using Curl Thompson and unceremoniously installed the unelected Manuel Esquivel as their party leader in 1982.

The UDP did this despite Aranda’s successful leadership of that Party between 1979-1982 where despite internal divisions, the UDP retained control of three towns in the December 1981 municipal elections because of Aranda.

Dr. Ted’s sin against the UDP at the time was his ethnicity.The UDP do not respect Garifuna, look as recent as their last administration

of 2008-2012 when they insulted a Garifuna elected official. Arthur Roches, though a huge political disappointment, was barely allowed

to be a Minister of State. Looking back Roches’ boss in the Ministry of Health was the scandal ridden Pablo Marin. Seriously?

Look at the facts even today, not a single Garifuna has been appointed by the UDP in their government. It has to be said that this is an administration where there was a President of senate and the appointment of 4 unelected ministers/senators. Not a single one of them is Garifuna.

Barrow did this on purpose. Now he needs to explain it to the people of Belize. PUPs must toot their own horn. Only the PUP can boast that the first Garifuna

elected to political office in the General Elections was in 1954. He was Nathaniel Cacho. Then again in 1957 with David Mckoy and Faustino Zuniga.

The PUP must stand up and acknowledge the respect that they have for the Garifuna people in real leadership positions.

In fact, it is only through the PUP that Garifuna women have been shown their rightful respect.

Two specific examples are the appointment of the Hon. Sylvia Flores as the powerful Minister of Defense and the appointment of the first Belizean female judge of the Supreme Court who is also a Garifuna.

The PUP must let the people know that not only is the current Secretary General of PUP, I. Myrtle Palacio, a decorated and highly respected elder of the Garifuna Community, but that our PUP Area Representative for the Dangriga Constituency, Hon. Ivan Ramos is the direct blood line and cherished Grandson of Thomas Vincent Ramos.

As is general social knowledge, Garifuna Settlement Day was created by Be-lizean civil rights activist, Thomas Vincent Ramos, in 1941. It was recognized as a public holiday in the southern districts of Belize in 1943, and declared a national holiday in 1977 under a PUP Government.

The PUP need not be shy to say that it was under the PUP that the National Garifuna Council of Belize, (NGC) was formed on December 5, 1981.

Mayor of Dangriga, Gilbert Swazo has made the Garifuna community proud through his service in the Belize Defense Force and now his sterling political work. He has demanded that the Garifuna people get their respect. He is a soldier of the PUP.

People may ask why talk about politics when talking about a festive day? The BELIZE TIMES’ dry response is that those who refuse to talk about the

PUP’s healthy history with our Garifuna brothers are really UDP plants who are afraid that any such analysis will make us look at what the UDP’s track record is with the Garifuna people.

More importantly, we at BELIZE TIMES say that politics is really defined as the power to distribute resources. There is a big contrast in the distribution of resources. Look at how the Garifuna people have been treated by the UDP. When will someone have the fortitude to call it out? Never? When is a “good” and “convenient” time to point it out?

The latest slap is the corruption at the Dangriga Market where the UDP have refused to fix the market.

There are millions of dollars that have gone missing to a failed UDP politician and the people of Dangriga have no market. The guy even brought in his own workers!

To understand the full extent of this disrespect one has to understand how central the market is to the culture of Grigadan and listen to how racist and degrading Dean Barrow sounds when he is quoted dismissing the duly elected Mayor of Dangriga. One of the reasons Barrow was so intolerant was because Swazo is Garifuna.

The UDP hate Dangriga. They hate Garinagu. They see us down here as votes. We are a means to an elections. They pretend

to like us around ballot time. But even then, look at the treatment. Contrast how Barrow cannot fix an important market in Dangriga but walks

around in Cayo North East with rubber bands of money – millions and millions – with promises to “make it rain money” there.

The people of Dangriga “gat mouth tu.”Thinking about it, the UDP have done nothing for Garifuna Settlement day.

They are neocolonialists. All they do is to extract the wealth of us Garifuna people. They take our culture and extract the tourist value. They extract our paranda,

punta rock and world chart awards. They extract our identity for picture taking. They collect taxes because of Garifuna heritage. In return they do nothing for us. Nothing.

Barrow will not even show up in Dangriga on Tuesday. He will not show his face. This is all on the heels of the UDP standing back

and allowing a rich company to treat the sacred dugu ceremony like a four dollar rollercoaster ride at Disney land.

The UDP have an elitist mentality. It is colonial even. Like the British who saw us Garifuna people as squatters and a source of wage labor for the mahogany gangs (Bolland, 1988), the UDP’s history shows that they have no regard for us, Garifuna.

The UDP should be told that the Garifuna people are the only members of the afro descendant Belizean population who were never enslaved. That is a powerful reality. There are Belizeans who were never enslaved. Belizeans who never lost the battle to the colonial system that dehumanized millions. The Garifuna culture is a symbol of resistance, struggle, survival and pride. But the point has to be made that the culture is primarily about success.

You can dismiss this Editorial. You can trivialize the cultural disrespect to the Garifuna community by the UDP. You can disrespect the achievements, successes and contributions of the Garifuna Community. We at the BELIZE TIMES and PUP love our Garifuna brothers and sisters. We are a party of love. Check our history.

The fact that the PUP can catalogue its history with each ethnicity in the same way as we can do it here with the Garifuna, speaks volumes about the institution that is the People’s United Party.

That relationship continues. The Hon. Francis Fonseca will be in Dangriga again. He will continue with the love for the Garifuna. He will continue to show that the PUP is the Party for inclusion, respect and gratitude.

We want to hear more from our Garifuna brothers and sisters: Speak out with power for the sake of our children in our Garifuna language, we ask.

Collectively, we know that being Belizean means that our DNA is Mayan, Mestizo, Creole, East Indian but specifically today we proudly stand shoulder to shoulder embracing the part of Belize’s robust DNA that is strong. That is vibrant. That is PUP. That is Garifuna.

The man of the hour seems to be Senator/Minister Godwin Hulse. But when I say this you know that I mean it in an ironic way. Yes, he is the notorious man of the hour, the man of the hour of infamy that transpired in the Senate last week Wednesday.

Of course everyone knows by now that this was when Sen-ator Lisa Shoman presented the motion to the Senate for there to be appointed a Special Select Committee to investigate all the goings on surrounding the immi-gration/passport/visa scandals

Eight of us elected represen-tatives of the Opposition, accom-panied by Secretary General Myr-tle Palacio attended the Senate Meeting in a show of solidarity to-wards Lisa and towards our other two Senators Karen Bodden and Collet Montejo, as well as the so-cial partners – the Churches, the Trade Unions and the Business Sector. It was a good experience, observing a meeting in the Na-tional Assembly, as opposed to being in a meeting in the National Assembly.

Before Lisa stood up to move the Motion, as a matter of fact almost at the start of the Senate meeting Senator/Minister Hulse rose to make a Statement by a Minister, something that is un-usual in the Senate, since State-ments by Ministers are usually made in the House of Represen-tatives.

The Senator/Minister was complaining and peevish to the point of sounding very pathetic.

As has been his custom since the exposing of the verita-ble cesspool of corruption in his Ministry, he has tried to explain, excuse, rationalize, justify. But the thing is that no one is really listening to him.

He should really have stepped aside long ago. The buck stops with him, and HE CANNOT IN-VESTIGATE HIMSELF AND HIS OWN MINISTRY. Yet he keeps

holding on. And he keeps trying and trying in vain to self-justify and to preserve his integrity and credibility. Belizeans, I believe, have already passed judgement on how much credibility he has, or should I say – has left.

Mister Godwin Hulse, the erstwhile champion for good gov-ernance, correct and proper con-duct of politicians, constitutional and political reform – look what he has come to. Now he seems to be the defender of his corrupt Ministry and Government. Now he actually voted “No” on the Motion for a Senate Inquiry into his own Ministry! He definite-ly should have recused himself from voting and thus being a judge in his own cause or case. Shame on you Godwin Hulse. Oh! I should say Mister Godwin Hulse.

There he was in the Senate, trying to pre-empt the debate on the Motion, trying to salvage his reputation and his integrity and endeavoring so arduously, begging, entreating, pleading, brown-nosing to be called Mis-ter. PLEASE CALL ME MISTER, he pathetically pleaded. But should we call him Mister? I think not – not until he indicates that he still abides by all his lofty principles, instead of sacrificing the same at the altar of toeing the UDP line. Or perhaps it is too late. Partisan politics has al-ready swallowed him up some say. I say if he wishes to be called Mister, then he should display the necessary fortitude and step down while the crimi-nal and other investigations are pending.

The Government of Belize has received counterpart funding from the European Union via the Be-lize Rural Development Program II (BRDP II) to finance a project entitled “Making Tourism Benefit Communities Adjacent to Archaeological Sites:” Co-financing for the project is being provided by the Government of Belize through the Ministry of Tourism and Culture represented by the Belize Tourism Board and the National Institute of Culture and History. The project is being im-plemented by the Belize Tourism Board and the National Institute of Culture and History through a Project Execution Unit housed at the Belize Tourism Board offices.

The objectives of the project are:

• To improve economic opportunities in rural communities and contribute to the reduc-tion of poverty;

• To enhance the tourism experience through improvements in tourism infrastructure and services at selected sites.

The project intends to achieve three main sets of results:Results One: Improve the monitoring systems at archaeological sites;Results Two: Improve health and safety provisions and infrastructure at

archaeological sites;Results Three: Enhance the diversification of community based tourism prod-

ucts and services offered at archaeological sites in Belize.The Project targets communities adjacent to the following nine archaeological sites:

Xunantunich, Actun Tunichil Muknal, Nohoch Che’en (Caves’ Branch), Nim Li Punit, Barton Creek, Lubaantun, Blue Creek, Altun Ha, and Lamanai.

The Project Execution Unit (PEU) now intends to apply a part of the proceeds for infrastructure improvements work towards completion of a Visitors Centre and construction of a Rest Room at Altun Ha.

Bidding documents will be available for prospective contractors, interested in carrying out the infrastructure works, as of Monday November 18, 2013 at the address below between the hours of 9:00am and 4:00pm from Monday to Friday.

Deadline for submission of tender documents is Monday, December 2, 2013 no later than 4:00 pm at the below address. Absolutely no proposal for this lot will be accepted after this date and time. Mayor’s Message on the Occasion of the celebration of the 211 Anniversary of the

Arrival of the Garinagu to British Honduras – BelizeMy fellow Garinagu brothers and sisters in Belize and the Diaspora, we are preparing to celebrate yet another anniversary of the arrival of our ancestors to the shores of this beautiful country. In the history of the peopling of this nation, it is established that our ancestors arrived in the Settlement, first, in a small group in 1802, two hundred and eleven years ago and, in larger numbers in 1832, one hundred and eighty-one years ago. Since then, immigration to this jewel has not stopped.

It is also important to note that this year’s celebration marks the 72nd anniversary since the Garifuna Settlement Day was first celebrated officially in Stann Creek Town in 1941 and the 70th anniversary of its celebration, since 1943 in Punta Gorda Town. It is also the 36th an-niversary since it was declared a Public and Bank holiday in 1977, enabling the entire country to celebrate our arrival, and most signifi-cantly, our contribution to the development of Belize.

Our history has also established that our ancestors faced several challenges on their arrival. Those challenges are worth reflecting upon to understand the magnitude of the humiliation they endured while consciously struggling and toiling to ensure a better future for their generations to come – you and I. I am deeply sadden by their horrible treatment, but very elated that they provided a wonderful envi-ronment for us where we can contribute richly, without much obstacles, to developing ourselves and our country while maintaining our culture.

At this point, it is imperative to reflect on our contribution to the development of this great nation. Our ancestors have been recognized as great educators who braved their appointment to far under-developed rural areas and, in many cases, in other districts rooted away from their families.

In this 21st century, we the Garinagu are inextricable partners who continue to develop this country in the many facets of development that is a priority to our government. Yes, name the field and you will find a Garifuna employee there. Most essentially, many aspects of our culture have become a brand for the marketing of our country abroad. We are indeed happy that our way of life, our very own cul-ture is recognized locally and worldwide.

But are we benefitting from such activities? I will venture in agreeing that we are benefitting but, in the minority. As I have alluded to earlier, we continue to develop ourselves, but in the field of Arts. In addition to being recognized by UNESCO in 2001, we have trans-formed the music culture of this country and now impacting on music abroad. We have opened a school where our culture is now insti-tutionalized to ensure longevity. Our spirituality continues to be researched for a deeper understanding.

Notwithstanding these achievements it is still superficial because, in my opinion, it does not cater to our holistic development. I offer the suggestion that we strengthen our resolve for greater socioeconomic development, improved and higher education, quality health care and most importantly, stronger political leadership that will engage and lead us deliberately to prosperity while standing up for us and to ensure equity in the distribution of resources.

This year we celebrate under the theme: “Awanse Wama Lidan Aba Lau Lareini Bungiu Luma Habayaiahan Ahari”. : “Let us Ad-vance in Unity With God’s Goodness and the Protection of Our Ancestors”. It is indeed a powerful theme which basically encapsu-lates the Garifuna culture; a deeply entrenched phenomenon that is the blueprint for our resilience. It is the all-important triangle com-prised of our God, the Grand Architect of the Universe, our deceased ancestors (Ahari) who unceasingly mediate and mitigate our plight and, us who are the vehicles for the earthly manifestation of those supernatural forces.

I urge you to become united in our cause, let us show the world what proud people we are and that our culture is expensive and will never die.

I wish you all a happy and safe Garifuna Settlement Day celebration 2013. May God bless you all.

BSI believes that it is in the interests of the parties and stakeholders that communications on this issue be conducted between the parties rather than by back and forth through the media. The Belize Sugar Cane Farmers’ Association (BSCFA) has however taken to the airwaves to seek to paint BSI as unfair or that its own cause is morally right and therefore BSI makes this statement to briefly bring certain points to the attention of the public.

As BSI has stated to the BSCFA in a recent letter – the Company buys sugar cane from the farmers and the farmers sell the cane to BSI. The cane purchased and delivered to the sugar mill includes: sugar, water, fiber (bagasse), mud, etc. The cane becomes BSI’s property, responsibility and risk. This is confirmed by the long standing historical position that BSI alone (i) undertook and financed the cost of the storage and disposal of bagasse, (ii) was responsible for and had to manage the environmental challenges of the storage and disposal of bagasse, (iii) faced and dealt with the risk of claims and liability for the storage and disposal of bagasse both in respect of possible statutory liability and regulation and private claims. For the 30 years prior to 2010 BSI dealt with the bagasse and its dispos-al at substantial cost, amounting to approximately BZ$20 million without any contribution from the BSCFA. As requested, BSI has submitted details of this expenditure to the BSCFA.

Further, BSI conceived the idea of the building of a power generation plant as a means to dispose of the bagasse. Accordingly, the Company created a subsidiary company (Belcogen) and designed, planned, financed (through equity and loans), built, commis-sioned, managed and operated the co-generation plant that would supply the sugar mill with all its steam and electricity requirements and supply electricity to Belize Electricity Limited (BEL). This Project started as far back as 2001 and the commercial sale of elec-tricity commenced on 31 December 2009. The capital investment to realize the Belcogen project amounted to BZ$130 million and represents one of the largest private sector investments to date in the history of Belize. No contributions from the BSCFA were made or offered with respect to this significant investment. The financial commitments were undertaken, the projections were made, and the sale price for the electricity was negotiated with BEL in the context that there was neither any contribution nor participation by the BSCFA.

It is not reasonable or just for the BSCFA to expect a return where it has made no investment. Nevertheless, the disposal of the bagasse through the co-generation plant benefits the overall sugar processing operations and therefore all sugar cane farmers. The investment in the Belcogen plant is evidence of BSI’s commitment to taking the lead in securing the long-term viability of the sugar industry in Belize and has served as a catalyst for industry development, which should provide confidence to farmers of a future in cane farming.

ASR Group is keenly interested in and committed to a strong sugar industry in Belize, but the way to accomplish this is not by taking a return from one stakeholder’s investment and giving it to another stakeholder. It is by finding ways to increase the overall return for all stakeholders. This requires investment. To this end ASR Group has invested heavily in BSI, including in the cogeneration plant, to improve the efficiency of the mill and expand its capacity. These actions benefit not only the mill but also the cane growers. The BSCFA could do the same by investing in its farms to increase their productivity.

Besides its Mill and Power Plant investments, ASR Group intends to contribute to provide extension services and technical and infra-structure support to the industry, which will benefit cane farmers directly. The sugar cane extension services and technical support would be provided through the Sugar Industry Research and Development Institute (SIRDI) and the infrastructure assistance would be in the form of in-kind direct programs, aimed specifically at improving the sugar roads and drainage infrastructure.

ASR Group has also devoted significant resources towards obtaining funding to support further investment in the sugar industry of Belize, which if obtained would benefit all stakeholders.

Commercial relationships and operations are governed by law and there is no legal obligation on the part of the Company (or Belco-gen) to share in any way the proceeds of the sale of electricity to BEL.

BSI and ASR hope that all stakeholders will move forward in a constructive manner to realize the true potential of the sugar industry in Belize and, to this end, BSI has sent a letter to the BSCFA suggesting a date for a meeting to advance discussions on a new agree-ment and to discuss the implementation of the extension services and technical support to be provided as outlined above. Discus-sions with the BSCFA to date on a new agreement have resulted in tentative agreement on substantial matters. A new agreement can therefore be finalized (with such changes as are mutually agreed) and signed separate from the bagasse issue.

By G. Michael reidLast Friday’s Senate hearing was

quite telling in more ways than one. First it exposed the type of dictatorial system under which we live and secondly it ex-posed the hypocrisy of the once saintly Godwin Hulse. It also exposed a serious flaw in our Constitution and leaves us wondering if this Constitution is really only considered the supreme law of the land when it becomes convenient to those in power.

The main focus of Friday’s meeting was a motion presented by Lisa Shoman, a Senator for the Opposition who issued a call for a Senate Inquiry into the lingering scandal at the Immigration Department. After some debate, the matter was put to a vote and that is where the situation got most interesting. As expected, the six senators for the government side all voted no. This I believe is solid proof that we are living in a dictatorship. Had this been a real democracy, members would be allowed to vote their minds. Anyone of sound mind (which is a requirement for either House), would certainly recognize the need for an objective, impartial or at least bipartisan investigation into this very substantial matter. It seems that no one in either House is ever allowed to go against the whim of the Prime Minister. The big-gest surprise of all is Godwin Hulse.

For years, Godwin Hulse, who has served in the Senate since 2003, was considered a champion of the people. During the last administration, Hulse was on the radio on a daily basis, condemn-ing anything that remotely resembled corruption. He was a founding member and integral part of the Association of Concerned Belizeans (ACB) which helped to bring down the previous government and install the present government. Even during the first UDP term of office, God-win was on the air criticizing anything that seemed out of place.

All that changed it seemed when in March 2012, shortly after the UDP was elected to their second term of office, Hulse was elevated from Senator to Min-ister of Government. In making the ap-pointment, the Prime Minister revealed in an interview that, “The fact that Godwin throughout the years has been a stern

monitor, has been a kind of invigilator on behalf of the society, has been a watch-dog, doesn’t mean that he ever moved away from his UDP roots and his UDP support. He has been a sort of man for all seasons; in agriculture, with the cham-ber, all over the map. But one thing that has been constant has been the fact that Godwin is UDP. He was before the busi-ness senator, he is not going back into the cabinet as the business senator, he is go-ing back into the senate as UDP govern-ment for business and as a UDP senator. We expect, and that is one of the reasons he has ask to join government that he will bring to the table in cabinet his same fierce anti-corruption position.” Well, in the Senate last Friday, Godwin’s UDP status was in full display but his invigilating and “anti-corruption position” was nowhere to be seen.

The call for an independent investiga-tion into the persistent and growing scan-dal at Immigration makes much sense.

Section 61-2 of the Constitution reads: If anyone who is not a Senator is

selected to be President of the Senate, he shall, by virtue of holding the office of the President, be a Senator in addition to the twelve Senators referred to in Sub-section (1). (This would seem to infer that he does have a vote) However,

61-3 reads: The President of the Sen-ate shall have a casting vote in the event of an equality of votes in respect of any business at a meeting of Senate: Provid-ed that if the President of the Senate-

(a) Is a Senator, he shall have an original but not a casting vote, and

(b) Is not a Senator, he shall not have a vote, when the Senate is deciding on any matter referred to in Section 61A (2) (d) of this Constitution.

61A (2) (d) refers to any matter: “in-stituting and conducting enquiries and investigation on any matter of public interest or importance, includ-ing inquiries into mismanagement or corruption by persons in central gov-ernment or public statutory bodies”.

Folks, the Constitution is not al-ways easy to understand but that area is pretty straightforward. How is it that Godwin Hulse, mister know it all, did not know that, or when brought to his

attention, did not support that? Instead, he quickly called for an adjournment.

Now here’s a confusion. Section 73-3 reads: A speaker elected from among persons who are not members of the House of Representatives or a President elected from among persons who are not Senators shall have no vote. Period! So, which is it, does he have a vote or doesn’t he have a vote? Either way, it supports the good Senator’s point.

Now, here’s a thing! Section 75 reads: “…proceedings shall be valid notwithstanding that some person who was not entitled to do so sat and voted in the house or otherwise took part in the proceedings”.

I thereby put it to you dear readers, that last Friday’ sitting of the Senate was invalid. It also seems that some clarity is needed for this section of our Consti-tution. We are not talking about a white paper here folks; we are discussing the venerable and supreme law of the land.

One more thing! It is high time that lessons on the Constitution be incorpo-rated into the curriculum of all schools. University students in particular should know the Constitution from cover to cover and be allowed to give input and critique on the entire body with an end to tweaking and improving. We are too far along as a nation to be governed by a Constitution with such ambiguities. Long live Belize!

The Prime Minis-ter and Godwin Hulse have both insisted that Godwin, who is in fact the Min-ister in charge of the same Immig ra t i on Department, be the one to head and conduct the investigation. To this point, it is still not clear to what extent Godwin himself is involved in the hustling at Immigration so it really makes no sense that he should be inves-tigating himself. Something just doesn’t seem right.

M a n y believe that Godwin Hulse should have at least recused himself from the vote. Given his previous stance on such matters, one would have thought that Godwin would have readily vot-ed yes. But, the lure of money and power has changed might-ier men than Godwin! In the end, the Pres-

The Barrow Administration has found a way to drag down Belize’s national university, the University of Belize, into chaos and a cri-sis of leadership.

The University’s President Guyanese national Dr. Cary Fraser, has submitted his resignation letter to Prime Minister Dean Bar-row, informing that he will not return to the University after the current academic year ends in December.

In the letter, dated November 6, 2013, Dr. Fraser signals his total discontent and frustration with the Barrow Administration’s poor support for the University. He accuses the Ministry of Education of treating the na-tional university as a “low priority”, when he had hoped that his appointment would have paved the way for needed systematic chang-es.

Dr. Fraser points that the recent negoti-ations over the University’s upcoming 2013-2014 budget have not given him any assur-ances that the Government is prepared to treat the institution with greater interest.

Dr. Fraser also indicated, or in this case, reiterated, his dissatisfaction with the man-ner in which the politically-appointed Board of Trustees has managed the affairs of the Uni-versity. He accused the Board of “undermin-ing the capacity of the University” with their culture of micromanagement.

Del Asentamiento Garífuna de Belice. La fiesta celebra el asentamiento Del pueblo garífuna en Belice después de haber sido exiliado de las islas Grana-dinas por el ejército británico.

La cultura Garífuna en Belice es vibrante y colorida, y estará en exhibición completa en todo el país, especialmente en las aldeas y pueblos en el sur de Belice, como Hopkins, Seine Bight, Barranco, Dangriga y Punta Gorda.

El día de celebración es una cosa. Pero el hecho es que el UDP ha actuado como “cristianos por un día” hacia nosotros como pueblo Garífuna.

Imagínese, la capital cultural de Belice es Dangriga. Sin embargo, Dean Barrow ha pasado por alto y desairado todo el talento y la competencia de nosotros Garinagu. El UDP eligió un embajador cultural que no es un Garífuna. El insulto es que él eligió a su hijo que es un criminal convicto. ¿Qué pasó con personas reconocidos como el doctor Adrian Martinez, Pen Cayetano, Roy Cayetano? El BELIZE TIMES podría seguir con una larga lista.

Contraste esto con el PUP, bajo el cual el legendario Andy Palacio fue comisionado como embajador musical, mucho antes de que el mundo le otorgue como artista de UNESCO por la paz.

No nos podemos olvidar que el UDP le falto respeto al Dr. Theodore Aranda, quien, aunque era el líder electo de mayor rango del UDP después de las elecciones generales de 1979, el UDP como partido lo sobre paso con Curl Thompson y sin contemplaciones instalo al no electo Manuel Esquivel como su líder del partido en 1982. El UDP hizo esto a pesar del éxito de liderazgo de Aranda en ese Partido entre 1979-1982 en donde a pesar de las divisiones internas, el UDP mantuvo el control de las tres ciudades en las elecciones municipales de diciembre 1981 a causa de Aranda.

El pecado de Dr. Ted contra la UDP era su origen étnico.El UDP no respeta al Garífuna. Mire lo más reciente dentro la última

administración de 2008-2012, cuando insultaron al funcionario electo Garífuna.

Arthur Roches, aunque fue una gran decepción política, apenas se le permitió ser un Ministro de Estado. Mirando hacia atrás el jefe de Roches en el Ministerio de Salud fue el escandaloso Pablo Marin.

Incluso hoy en los hechos, ni un solo Garífuna ha sido nombrado por el UDP en su gobierno. Ni siquiera donde existe un Presidente del Senado y el nombramiento de 4 ministros/senadores no electos. Ni uno es Garífuna.

Barrow hizo esto con propósito. Ahora tiene el que explicar a la gente de Belice.

PUP debe alardearse sí mismos. Solo el PUP puede decir orgullosamente que el primer Garífuna elegido para un cargo político en las elecciones generales en 1954. Fue Nathaniel Cacho. Por otra parte en 1957 con David Mckoy y Faustino Zuniga.

El PUP se pone de pie al reconocer el respeto para el pueblo garífuna en cuanto a posiciones de liderazgo real.

De hecho, sólo a través del PUP es que se le ha mostrado el respeto que les corresponde a las mujeres garífunas.

Dos ejemplos concretos son el nombramiento de la Excelentísima Sylvia Flores como ministro de Defensa, y el nombramiento de la primera mujer beliceña como jueza de la Corte Suprema, que es también Garífuna.

Hay más orgullo. El actual Secretario General del PUP, I. Myrtle Palacio, es una condecorado y respetada anciana de la comunidad garífuna. También nuestro Representante para el distrito electoral Dangriga, Hon. Ivan Ramos, es la línea sanguínea directa y nieto querido de Thomas Vincent Ramos.

Como es conocimiento social general, el Día de Asentamiento Garífuna fue creado por el activista Beliceño de derechos civiles, Thomas Vincent Ramos, en 1941. Se reconoció como día festivo en los distritos del sur de Belice en 1943, y declaró un feriado nacional en 1977 bajo un gobierno PUP.

El PUP no necesita ser tímido para decir que fue bajo el PUP que el Consejo Nacional Garífuna de Belice, (NGC) se constituyó el 5 de diciembre de 1981.

El Alcalde de Dangriga, Gilbert Swazo, ha hecho orgulloso a la comuni-dad Garífuna a través de su servicio en la Fuerza de Defensa de Belice y ahora su trabajo político. Ha exigido que el pueblo garífuna obtenga su respeto. Él es un soldado del PUP.

¿La gente preguntaría: por qué hablamos la política cuando es día es-pecial y festivo?

Nuestra respuesta es que aquellos que se niegan a hablar de la historia sana del PUP con nuestros hermanos garífunas son realmente plantas UDP que tienen miedo de que tal análisis haga reflejar lo que la trayectoria del UDP es con el pueblo Garífuna.

Más importante aún, nosotros decimos que la política está realmente definida como el poder de distribuir recursos. Hay un gran contraste en la distribución de los recursos. Miren cómo el pueblo Garífuna ha sido tratado por el UDP. ¿Cuándo alguien tendrá la fortaleza para llamar a cabo? ¿Nunca? ¿Cuándo seria “bien” y “conveniente” tiempo para señalarlo?

La última bofetada es la corrupción en relación al Mercado de Dangriga donde el UDP se ha negado a edificar el mercado. Millones de dólares han desaparecido y el delincuente es un político UDP fracasado y el pueblo de Dangriga no tiene mercado. ¡El hombre, quien vive en Corozal, trajo a sus propios trabajadores!

Para comprender el alcance de esta falta de respeto se tiene que entender lo central que el Mercado es a la cultura de Grigadan y escuchar lo racista y degradante que Dean Barrow suena cuando se le cita despidiendo al alcalde debidamente elegido de Dangriga. Una de las razones que Barrow era tan intolerante era porque Swazo es Garífuna.

El UDP odia Dangriga. Odian Garinagu.Nos ven aquí como votos. Somos un medio para los comicios. Pretenden

que nos quieren, pero solo en la hora del voto. Pero incluso entonces, mire el tratamiento.

Contraste cómo Barrow no puede arreglar un mercado importante en Dangriga, pero anda alrededor de Cayo Noreste casi con fajas de dinero - millones y millones - con la promesa de “ que va llover dinero” allí.

Pensándolo bien, el UDP no ha hecho nada para el día de asenta-miento Garífuna. Son neocolonialistas. Todo lo que hacen es extraer la riqueza de nosotros la gente garífuna.

Toman nuestra cultura y extraer el valor turístico. Extraen nuestra música parranda y punta rock. Extraen nuestra identidad para la toma de fotografías. Se cobran impuestos por herencia Garifuna. A cambio, ellos no hacen nada por nosotros. Nada.

Barrow ni siquiera aparecerá en Dangriga el martes.No va a dar la cara. Todo esto viene detrás del UDP de nuevo y per-

mitiendo que una empresa millonaria traten la sagrada ceremonia dugu como una subida a la montaña rusa cuatro dólares en Disneyland.

El UDP tiene una mentalidad elitista. Es colonial aún. Al igual que los británicos que nos vio como ocupantes ilegales y una fuente de trabajo asalariado para las bandas de caoba (Bolland, 1988), la historia del UDP demuestra que no tiene ningún sentido para nosotros, Garífuna.

Se le debe decir al UDP que el pueblo Garífuna son los únicos miembros de la población beliceña afro descendiente que nunca fue esclavizado. Esa es una realidad poderosa. Hay beliceños que nunca fueron esclavizados. Beliceños que nunca perdieron la batalla por el sistema colonial que millones deshumanizados. La cultura garífuna es un símbolo de la resistencia, la lucha, la supervivencia y el orgullo. Pero la cuestión tiene que ser hecho de que la cultura es principalmente por el éxito.

Puede descartar este editorial. Usted puede trivializar la falta de res-peto cultural a la comunidad Garífuna por el UDP. Puede faltar el respeto a los logros, éxitos y contribuciones de la Comunidad Garífuna. Nosotros en el BELIZE TIMES y PUP amamos a nuestros hermanos y hermanas Garífuna. Somos un partido de amor. Consulta nuestra historia.

Esa relación continúa. El Hon. Francis Fonseca estará en Dangriga de nuevo. Se continuará con el amor por los garífunas. Él continuará mostrando que el PUP es el Partido de inclusión, el respeto y la gratitud.

Queremos saber más de nuestros hermanos y hermanas Garífunas: hable con el poder por el bien de nuestros hijos en nuestra lengua Garí-funa, le pedimos.

Colectivamente, sabemos que siendo beliceños significa que nuestro ADN es maya, mestizo, criollo, indio oriental, pero específicamente Hoy estamos orgullosos de estar hombro a hombro que abarca la parte del ADN robusta de Belice que es fuerte. Es vibrante. Eso es PUP. Es Garifuna.

Ub in Crisis!er-Morrison, whose tenure as Board Chairlady was very contentious, but very strangely never disappointing to the Minister of Education Patrick Faber who defended her in every occasion. Fairweather-Morrison resigned several weeks ago.

This is not the first time Dr. Fraser has lashed out at the Government’s lack of adequate support for the University. Back in April of this year, Dr. Fraser had submitted a damning report to the Min-ister of Education, in which he said the Government lacked the vision to take the University forward.

“There is a lack of a long term vi-sion for the university’s institutional development”, declared the Univer-sity’s President in that report to the Minister of Education. Back then, the BELIZE TIMES had forecasted that a fallout would have followed. So said, so done. Several months later, an appraisal conducted on the President’s two-year term in office was critical of his running of the University, and reports surfaced that he was being “asked” to resign.

As we have said before, the Barrow Administration circus antics with our national University is a national and in-ternational embarrassment as well as a disservice to parents and students who look to the institution for higher learn-ing.

As the massive fire of corruption continues to gut the Ministry of Immi-gration and Godwin Hulse’s integrity, an equally devastating fire is now rag-ing at the Ministry of Natural Resourc-es.

If, as Dean Barrow predicted, visa hustling would bring down his govern-ment, the next story is set to nosedive our country right down to the very bot-tom of the corruption index charts.

Frederick Dow, a US national, was the proud owner of 1.3 acres of prime beachfront property on San Pe-dro, Ambergris Caye. In 1995 he, along with his siblings, received the property as a gift from their late father. The ap-proximate value of the property is Two Million Belize Dollars.

In what can only be described as an elaborately orchestrated heist, in October of 2011, the Ministry of Nat-ural Resources did the unthinkable. They issued a second title over Mr. Dow’s property to a UDP crony, on the recommendation of the Minister of Tourism, Manuel Heredia.

stealing his property, Mr. Dow was made aware that something was afoot when a person he identified as Juan Alamilla, the cousin of Minister Man-uel Heredia, began offering Mr. Dow’s property for sale.

What was even stranger, was the fact that Minister Manuel Heredia had issued a letter recommending one Carlos Balona, a UDP crony, to receive title to Mr. Dow’s property.

Now, everybody and their granny

on San Pedro know that all beachfront proper-ty on San Pedro is privately owned. So how could the Minister issue a letter of recommen-dation for Carlos Balona knowing that the prop-erty belonged to a private owner?

Realizing that something fishy was tak-ing place, Mr. Dow immediately instructed his real estate agent to fire off a letter to the CEO in the Ministry of Natural Resources, Beverly Castillo, warning the government of the fraud that was taking place.

What Mr. Dow didn’t realize was that this kind of corruption is now commonplace under the current Ministry of Natural Resources and they were actually in on the plan to steal his property. Instead of putting a halt to the land scam, the Ministry expedited the processing of the double title and hurriedly issued it to Carlos Balona, as recommended by Minister Manuel Heredia.

Carlos Balona seems to have been a mere pawn in the game played by the UDP big-wigs. But, for a few short days, Carlos Ba-lona, was a multi-millionaire.

Apparently, realizing that Mr. Dow was hot on their trail, Balona was then instructed by the UDP big-wigs to transfer the multi-million dollar property to a second UDP crony, Mario Rodriguez.

According to the transfer paperwork, Ma-rio Rodriguez supposedly bought the property from Carlos Balona for $100,000.00. However, in a very candid interview on Plus TV, Balona declared that the entire transaction was bo-gus. He was set up by Juan Alamilla. No mon-ey was passed. Balona was used and so was Rodriguez. According to Balona, to this day he has not received a single cent from Alamilla nor Rodriguez for playing his part in the land

other parcels of land likewise worth mil-lions of dollars.

Rodriguez never paid Balona for the “exchange” of Mr. Dow’s property, but yet the Government felt an obligation to reward Rodriguez, their UDP crony, in the land scam. This is the crux of the scam: no matter the outcome of the Supreme Court case, the UDPs would hustle big no matter what!

As readers may recall, this is not the first time that UDPs have gotten away with such a white-colour heist. Re-member the prime pieces of Placencia Reserve that Gaspar Vega gave to his daughter, his son’s girlfriend and his im-ported pet, Dorian Pakeman? Then there was the sea front property given illegally to Orange Walk UDP crony, Derrick Gil-lett and Rosita Aragon (sister to another crony, Elodio Aragon). All under Gaspar Vega.

Even though the Vega flunkies were forced to return the lands back to their owners they were repaid quite hand-somely for their role in the give-and- take back scheme. We have evidence show-ing that Gillett and Aragon were paid as much as $140,000.

Secondly, taxpayers will have to foot the legal bill for Rodriguez, Balona and the Government of Belize. Believe it or not Belize, this is really taking place. You are paying for the corrupt acts of UDP criminals.

Thirdly, and most concerning, the US Embassy and the international media have been briefed about his land scam and it is now only a matter of sit and wait before we feel the international effects of just another black-eye at the hands of Dean Barrow and his corrupt UDP gov-ernment.

The fire is burning under the UDP’s Hotbed of Corruption and we are paying.

Ministry of Natural Resources was aiding and abetting the theft of his property, Frederick Dow had no choice but to seek legal recourse in the Supreme Court of Belize.

Mr. Dow filed for an injunction to re-strain Mario Rodriguez (the 2nd UDP crony to receive his title) and the Minister of Natural Resources from transferring his property yet again.

The courts granted Mr. Dow’s applica-tion and Alamilla, Balona, Rodriguez and the Government of Belize were arrested in their tracks.

With the injunction in place and the cul-prits identified, the Government of Belize had no choice but to come clean and return the title to its rightful owner, Mr. Frederick Dow.

Despite the bust, the Government con-tinues to play games with Mr. Dow’s proper-ty. Instead of giving him back his 1.3 acres of land the Government has issued title to only 1.1 acres, depriving Mr. Dow of the most valu-able portion of his property, the beachfront. Needless to say, Mr. Dow will continue to sue the Government for this fraud. The longer the UDP takes to right their horrible wrongdoings, the more taxpayers of Belize will pay for the Government’s corrupt acts.

Culprits rewarded While the story may eventually have a

happy ending for Frederick Dow, the truth is Belize has suffered on so many levels.

Firstly, and perhaps the most absurd, af-ter Mario Rodriguez was forced to give back the title to Mr. Dow, the Government for whatever unknown reason, gave Rodriguez
