The threat of domestic terrorism today appears larger than ever. Biological and chemical warfare date from the Roman civilization, but they are becoming more and more sophisticated. The events of the last years have made tragically obvious that terrorist attacks are becoming a reality: nerve gas attacks in Japan, seve-ral cases of anthrax in the USA, and the very recent ricin incidents in the USA and the UK, show that the threat has to be managed very seriously.

Beyond direct consequences on people, contamina-tion due to biological and chemical threats persist a long time, disturbing facilities, organizations and po-pulations. To protect our populations against chemi-cal and biological threats , CBRN experts’ community agreed that R&D efforts had to be focused on 5 key areas: pre-incident intelligence, detection and iden-tification of chemical and biological agents, indivi-dual and collective protection, mass casualty decon-tamination and triage, vaccines and pharmaceuticals.

Chemical and Biological Detection and Identification are major concerns of Bertin Technologies and Proengin, that invest R&D efforts to propose new technologies to the military and civilian communities (soldiers, first responders, medical professionals, public health and emergency personnel).

Biological agents are of great concern especially because many of them are easy to manufacture, transport, and disperse. Due to the time lag between a biological attack and the appearance of the symptoms, biological weapons could be devastating. Many diseases caused by biological agents (except toxins) are highly conta-gious, and during this time lag, infected persons continue to spread the disease, further increasing its reach. Additionally, difficulties in detecting bioagents make the situation worse. Hundreds or even thousands of people could become sick or die if a biological attack occurred in a major metropolitan area, apart from population panic movements resulting. Early warning, detection, or recognition of biological aerosolized weapons attacks (the most serious risk), are essential components of biodefence, helping to get an adapted response to mitigate their consequences. The main steps in the detection of the biological threat are: • the alert which gives a first level of information – ‘there is a potential danger’ • the collection which yields a sample • the identification of the agent in order to propose the right countermeasures

Proengin and Bertin Technologies have associated their efforts to propose state-of-the-art solutions for each one of these steps.

CHEMICAL THREATS DETECTIONFROM EARLY WARNING TO POINT OF CARE IDENTIFICATION

The effects of chemical weapons are normally seen over a much smaller area and have been traditionally viewed by military planners more as tactical than strategic weapons. Chemical agents are generally gases or liquids, often aerosolized, and have immediate or rapid effects, contrary to biological weapons. Depending on the particular agent chosen, chemical weapons tend to act against humans in a relatively short time frame, from nearly instantaneous effects to effects that occur within minutes or hours.

With chemical threat, the concept “alert to protect” is very important because of the immediate effects chemical weapons cause. An early warning enables an immediate management of the chemical event.

Bertin Technologies and Proengin propose equipments that cover the threat from the alert to the identification: Bertin Technologies proposes a remote gas detection camera able to provide both an alarm and real-time visualization to the operator, who can sometimes be located far from the gas cloud. Once informed, a properly CBRN-suited team can identify the chemical weapons with an AP4C, proposed by Proengin.

MAB is a biological alarm monitor to be used on a battlefield or urban environment.

The mission of the MAB is to detect any biological life rapid evolution that could be due to a biologi-cal attack. If the concentration of specific particles in-creases rapidly in the air, the MAB will give an alarm. This alarm can not only be used directly, but also to trigger a bio sampler to get a sample for further ana-lysis and identification. MAB does not identify the type of particles but cate-gorizes them by their chemical signature. The pre-sence of chemical signatures of suspicious bacteria (anthrax, for example) is constantly monitored.

GENERAL DESCRIPTION

MAB is a one piece ruggedized system that can be deployed in a few minutes anywhere on a battlefield. It can be connected either to a display box for a direct view of alarms, or to a laptop (through a network) to view alarms and data about the categories of particles, and/or to a bio sampler (ideally the Coriolis® MS).

MAB analyzes the particles in the air 83 times per second and therefore gives a continuous monitoring of the type of particles present in the air. Alarm thres-holds are preset in terms of number of particles, or rapidity of concentration increase. These thresholds can be adjusted by the user to cope with the type of environment.It requires low power (max.45W) and hydrogen.Hydrogen can be supplied by cylinders or anelectrolyser.

PRINCIPLE

The MAB is based on flame spectrophotometry tech-nology. It operates by analysing the light spectrum of a flame of hydrogen. MAB analyses the chemical composition of each particle and measures their re-lative content of potassium, sodium, as well other ele-ments. Particles are then categorized by their chemicalsignature and their concentration.

Coriolis® MS is a ruggedized bio-aerosol sampler, dedicated to area surveillance, in open field military conditions.

It has been designed to collect large concentra-tions of aerosols in the breathable range of 0.5 to 10microns, thus being more representative of theenvironment than typical bio-aerosol samplers (high air flow rate).

Once the sample is collected, the user re-moves the vial for subsequent analysis (im-muno-assay, PCR, culturing).

GENERAL DESCRIPTION

Coriolis® MS offers flexibility with a choice of operating modes:

• Autonomous point of care sampling: this mode, triggered by the operator wearing IPE (Individual Protective Equipment), can be used by first responders or for mobile applications to rapidly obtain a sample and identify the biological threat (ideally with the KIM).

• Long time collection: for the surveillance of a critical event, the long time collection mode (until 6 hours) can be used, to collect a sample that is fully representative of a given period of time.

• Biological beacon mode: for a long term surveillance (several days), Coriolis® MS can be set up in a standby mode, waiting for an order of a warning system, ideally the MAB.

Coriolis efficiency has been evaluated by many organisms, in particular the CEB (Centre d’Etudes du Bouchet - France) and the HPA (Health Protection Agency - UK).According to ISO 14698-1 annex 1, the biological efficiency of the Coriolis sampler, when compared to the standard low volume Casella slit sampler, was found to be 78% when using the aerostable E.Coli MRE162 strain (HPA).

Coriolis® FR is efficient and light. It is ruggedized for uses in unfamiliar and dangerous environments. Additionally it can be completely decontaminated by classical disinfectants (vapour of hydrogen peroxide, bleach).

PRINCIPLE

Coriolis® FR air sampler uses the same principle as the Coriolis® MS, which is a wet cyclone. It collects high volumes of air and concentrates the aerosols into a liquid sample.

BIOLOGICAL QUALIFICATION

Coriolis® FR has been tested by the WIS (Wehrwis-senschaftliches Institut für Schutztechnologien - ABC-Schutz – Germany) with a demonstrated biological efficiency of 70 % respective to the reference sampler (All Glass Impinger 30) on spores of Bacillus atro-phaeus (1 µm).

KIM is a biological warfare agent identification equipment usable on the field, that can be

quickly deployed on the field, in the occurrence of a civilian or military event.

It has been designed to detect warfare bacteria, viruses, or toxins from a liquid sample, on the field,

within 10 minutes. Results are not only comparable to those obtained with an ELISA in terms of

performance, but can be acquired ten times faster.

Used with a bio-aerosol sampler, it provides an early warning of aerosolized biological warfare agents.

KIM can detect all pathogens on the field (bacteria, toxins, virus, etc.). It is easy to use, specially designed for non-specialists. It is ruggedized for uses in unfamiliar and dangerous environments. It can also be totally decontaminated by classical disinfectants (vapour of hydrogen peroxide, bleach).

KIM is composed of two cases:

• The “analysis case”, dedicated to the sample analysis• The “kits transport case”, dedicated to the kits transport

KIM is based on the use of magnetic colloids. The immunological recognition of the biological warfare agent is sped up by the application of a magnetic field: this is the magnetic immuno-agglutination technique.

USER MODE

KIM includes everything that is necessary to analyze a sample. KIM can be used without technical expertise.The process is made of 4 steps:

Second Sight® MS is an infrared (IR) gas cloud detector, dedicated to chemical area surveillance in open field and harsh conditions.

It has been designed for early warning and visualization of suspicious clouds. It shows localization of dangerous gases like toxic industrial gases or warfare agents (nerve gases or vesicants).

In case of detection of some gas of interest (whether TIC or CWA), it raises an alarm and displays real-time visualization of the scene. This enables efficient management of the chemical event.

GENERAL DESCRIPTION

Second Sight® MS is a stand-off chemical gas cloud detector offering the best compromise between field of view and range detection. It is able to detect several classes of chemicals: nerve or blister gases as Chemical Warfare Agents (CWA), pulmonary, ammonia, ethylene oxide, and pulmonary gases as Toxic Industrial Compounds (TIC). Any other chemical which presents an absorption band from 7 to 14 µm can be added to the library of the camera.

PRINCIPLE

Second Sight® MS uses an uncooled IR microbolometer device. Its technology relies on differential absorption of gases in the IR spectrum. The equipment continuously analyses the absorption of the scene compared with the background.

AP4C is a chemical warfare agent detector to be used in a battlefield or urban environment.

AP4C detects in real time and simultaneously almost all chemical warfare agents and numerous toxic industrial materials.

AP4C detects the spectrum of phosphorus, sulphur, arsenic, and the chemical bond HNO. All nerve agents, blister agents, and blood agents can be detected thus making the AP4C an instrument of

safety. AP4C can detect all those agents under vapour, aerosol or liquid form.

GENERAL DESCRIPTION

AP4C is very easy to use. In case of chemical contamination, an on/off switch activates the bargraph (graduated from 1 to 5 depending on the concentration).

AP4C is a very easy to use instrument: set up procedure, calibration, filter change, purge procedure, and switch off procedure are NOT necessary.An internal memory stores all the data (alarms and concentration measurements) for the last 120 hours of use. This data can thus be downloaded on a laptop.When connected to a laptop during use, AP4C can also deliver NATO ATP45 format messages in case of an alarm.

The detection of persistent agents under liquid form is possible thanks to the S4PE that scrapes the agents from the surface to check and vaporizes it into the AP4C.

GENERAL DESCRIPTION

AP4C-V has the same capacity of chemical detection and the same specifications as the AP4C. Readings are displayed on a specific remote that can be installed inside the vehicle or directly onto the user’s laptop. When installed on a laptop, it can be connected to a mapping system. The AP4C-V can be installed without the aid of an anti-shock system directly on the top of the vehicle thanks to 4 screws.

Set up procedure, calibration, filter change, purge procedure, and switch off procedure are NOT necessary. A dedicated software stores all the data (alarms and concentration measurements) of the last 120 hours of use. This data can be downloaded on a laptop.AP4C-V can also deliver NATO ATP45 format messages, when connected to a laptop during use, in case of an alarm.
