Preparation of the BREF documents

In practice takes 3 – 5

years

Finnish BAT Network

Purpose of the network is to contribute to BREFs’

preparation and to enhance cooperation between industry

and authorities

BAT information exchange is carried out by 1) the National

IED group and 2) sector based technical working groups

(TWGs)

SYKE acts as the coordinator and National Focal Point

• Setting up of the national TWGs

• Participating in the IED art 13 forum work, also in some EU TWGs

• Informing on BAT (training, workshops, etc.), updating web sites

• Planning and coordinating R&D projects

• Publishing and in some cases participating in the national BAT

reports

Representatives from:

• Ministries (Environment, Employment

and the Economy)

• Authorities (AVI, ELY)

• SYKE

• Industry

• Environmental NGO

Provides a platform for a dialogue between industry and

administration

• Discusses and forms joint positions on the IED/BAT

issues

• Decides on the significant sectors from the Finnish

point of view

• Dialogue on the implementation issues

Finnish BAT TWGs

Representatives from :

• Authorities (AVI, ELY)

• Industry, Technology suppliers

• SYKE, research institutes, universities

• NGOs

Provides a platform for a dialogue between industry and

administration within specific sectors

Role of the national TWGs

• Chair of the national TWG will be a member of the corresponding

TWG on the EU level

• Commenting on the draft BREFs

• Collecting national background information

• Producing national BAT expert reports

Current LCP BAT reference document was published in July 2006

Review started officially Spring 2011 with two-three authors

The scope of the LCP BREF will be extended to cover small plants (15-50

MW aggregated units) and different load-modes (e.g. peak loads, base

load)

Also this round the scope will include co-combustion of solid waste and

secondary fuels

Data collection phase has been finalized and 1st draft (D1) issued in 2013

Final meeting in summer 2015, Final draft winter 2016, Forum/Committee

procedure summer/end of 2016 and Publication of the BAT conclusions

thereafter in 2017

Review of the LCP BREF

LCP BAT group is an expert group under environmental

administration preparing the Finnish input to LCP BREF

review process

Chaired by the Ministry of Environment

Members from industry, technology suppliers, environmental

authorities (ministry, permit writers and surveillance) and

environmental NGO

Three TWG members from environmental authority and VTT

Re-established two years before the start of the LCP BREF

review

Work based on voluntary contributions, which are partly

supported by projects

Finnish Energy very active in the process

Key areas for input to the BREF review

Emissions to the air More strict requirements (BAT-AELs) for; NOx, SO2, dust

New parameters; HCl, HF, Hg, CO (indicative), NH3, N2O

More monitoring requirements

Wastewater discharges BAT-AELs for several parameters (especially waters from flue gas treatment)

More monitoring requirements

Requirements for energy efficiency (BAT-AEEL-levels)

EMS, fuel qualitiy monitoring, waste management, water use

The proposed requirements would require huge investments in Finnish

LCPs More than 80 % of existing biomass/peat boilers need investments to reach

required BAT-AELs
