Commanders Message Regarding Membership January 2019 General Orders: As we enter the New Year I’d like to first and foremost wish everyone a healthy and prosperous New Year! 2019 promises to be the year the Minnesota VFW includes a cadre of Officers that encompasses only veterans of conflicts that have taken place after Vietnam. This is so inspirational! Hopefully we have turned the corner on moving the Organization into the “Post-Vietnam era” of leadership. Obviously Vietnam Veterans remain a vital and productive component of the outfit; but the future existence of our cause is in the hands of younger talent. One of the platforms I advocated when running for office was doing what we could do to increase the number of younger members. Fortunately, these veterans are receiving the message that membership in a Veterans Service Organization is necessary to continue to ensure veteran entitlements are not eroded by Congress. Additionally, keeping the ideals of our Charter Members preserved, which is paramount. It’s no secret that we are at a juncture where the time is now for the leadership of the VFW to be handed down. Sadly, we still hear stories of Post’s where the “older” members discourage, or even refuse, to embrace our younger warriors. Please don’t be “one of those”. Hopefully we have turned the corner on moving the Organization into the “Post-Vietnam era” of leadership. Obviously Vietnam

Veterans remain a vital and productive component of the outfit; but the future existence of our cause is in the hands of younger talent. One of the platforms I advocated when running for office was doing what we could do to increase the number of younger members. Fortunately, these veterans

are receiving the message that membership in a Veterans Service Organization is necessary to continue to ensure veteran entitlements are not eroded by Congress. Additionally, keeping the ideals of our Charter

Members preserved, which is paramount.

It’s no secret that we are at a juncture where the time is now for the leadership of the VFW to be handed down. Sadly, we still hear stories of

Post’s where the “older” members discourage, or even refuse, to embrace our younger warriors. Please don’t be “one of those”. You might do well to

reflect on your early days in your membership and how you might have been treated by some of the WWII veterans.

With that being said I’d like to ask each and every member of our Organization to become a recruiter. We all know our urgency to keep the

trend toward a younger Membership. Please help us by doing what you can to actively go out and find veterans that are eligible to belong and are

willing to take up the fight. And please remember there are more females and minorities eligible than ever before in history, don’t overlook them!

We can bring our Organization into the future in a better place than we found it. I appreciate everyone’s efforts on this front and am so encouraged

and excited about the long term prospects of where we can go.

3. Posts that are contemplating selling real estate or their Post Home must follow Section 709; Control ofUnits in the National By-Laws. It states: that a letter must go to ALL MEMBERS and theDEPARTMENT COMMANDER ten (10) days before the meeting on which they are going to vote on thesale. Also, please read Section 709 as it pertains to sharing, renting or leasing your Real Estate withoutside organizations or businesses.

4. All 2018 members who have not paid their 2019 dues by December 31, 2018 are delinquent and haveno voice in Post affairs until their dues are paid. (Under Subscription Dues, some members may varyfrom this date.)

5. The 116th Annual Grand Banquet in conjunction with the Midwinter Conference will be held at theMinneapolis Marriott City Center at 7:00 P.M. on Saturday, January 19, 2019. Tickets at $32.00 perperson must be ordered from Department Headquarters in advance. All tables are reserved. Ticketorder forms were distributed to Post Commanders in last month's mailing, online, this mailing and in theGopher Oversea’r.

6. The Gopher Oversea’r had details of the meetings planned for the Midwinter Conference in the October-January issue. Any VFW Member with a 2019 membership card is eligible and welcome to attend anyof the scheduled meetings. You might invite fellow Post members to attend. There are a number ofvaluable sessions planned Saturday including Stolen Valor Warning signs and a special presentationabout the U.S.S. Ward: Minnesota Firing the First Shot in WWII.

7. The Department Council of Administration will meet at 6:00 P.M. on Friday, January 18, 2019 inBallroom 4 and again on SUNDAY, January 20 at 9:00 P.M. in Ballroom 4 at the Minneapolis MarriottCity Center. ALL OTHER COMMITTEES, WHICH ARE TO MEET, HAVE BEEN NOTIFIED BYLETTER.

9. Bantam Hockey Rules require that every Post sponsoring a team MUST HAVE submitted an eligibilityroster on or before DECEMBER 31, 2018. Teams failing to submit roster forms will not be able tocompete in District or Department Tournaments. Rules and Roster forms were available from yourDistrict Youth Chairman or online at www.mn.gov/vfw under ‘VFW Programs’

10. Members are reminded to send in donations for the V.F.W. National Home. These receipts maintain theNational Home.

11. The Department Convention will be held in St Cloud, June 12-16, 2019. Housing forms will be sent toPost Commanders and will be published in future issues of the Gopher Oversea’r.

12. Posts with Club operations, rentals, Bingo or Charitable Gambling are cautioned to review operating

procedures to insure that such operations are conducted according to all local and state laws, especially in the area of Withholding Taxes, Liquor, Bingo, Gambling and Sales Tax. The Financial records of all such functions must be reported to the Post membership each month. The Post Trustees must include the information in the Quarterly Audit after reviewing all such records.

13. Invitations to Department Officers to participate in ‘special’ Post Events must be extended well in

advance. Whenever necessary, Posts should arrange to provide overnight housing plus mileage. 14. All Posts entering Poppy Displays in the Department Display Contest are directed to bring their displays

to Atrium of the Minneapolis Marriott City Center, Saturday, January 19, 2019. Registration will be from 7:00 to 9:00 A.M. Judging will be between 9:45 and 11:30 A.M. Poppy displays will remain up through the Midwinter Banquet Reception and should be removed any time after 7 P.M. Displays must be removed NO LATER than 9 A.M. Sunday Morning.

15. For the purpose of establishing continuous membership, a member may pay back Department and

National dues for all Delinquent years, provided he was a member in good standing for five (5) consecutive years prior to the time he last became delinquent. The Post maintains continuous Membership, not the Department or National. Therefore, all dues should be paid to the Post, not Department or National.

16. There will be a SINGLE Buddy Poppy Meeting at the Midwinter Conference on Saturday, January 19th at 2:30 P.M. Anyone interested in the 2018 Poppy Program is encouraged to attend. District Chairmen

MUST attend in order to receive their per diem. 17. According to Section 218, Officers, Chairman Duties and Obligations; the Post Quartermaster is

to receive all monies, securities, vouchers and other personal properties of the Post. The State law/statute states that he cannot be the Post Gambling Chairman but should receive a copy of the monthly Gambling Report that the Gambling Chairman sends to the Gambling Control Board. It should also be noted, that Post Trustees MUST audit the Books of the Post, Club, Gambling and any Subordinate Units to the Post.

18. During the Midwinter Banquet, there will be a “Parade of Checks” for the State Commander’s Project.

Make Checks out to ‘Minnesota VFW Charitable Association’ earmarked ‘Commander’s Project’. Please bring your donations to the Banquet for presentation and recognition.

19. SAVE THE DATE and plan to arrive a day early to MidWinter. On Thursday, January 17th, starting at

5pm, a special Fundraiser will be held to benefit the State Commanders Project, “Patriot Assistance Dogs.” That evening, Benilde-St Margaret H.S. and the Department VFW will host a fundraiser during the boys & girls Varsity Hockey Games. Join the Fun, watch some exciting Hockey and help support a fantastic cause-the Patriot Assistance Dogs. See you there!

20. With the holiday gift items being returned to stores - check with the store's community relations

representative to find out what items can be donated and redirected to the overseas troops or to their families. DVD players, DVDs for troops, sweaters, sports equipment and other clothing items for military children are just a few examples.

COMMUNITY SERVICE

Greetings, hope you had a great Christmas and New Year!

Comrades, I would like to say you are doing a great job on Community Service. With November and December behind us one must remember to submit what you have done, I’m

sure that all Posts did something for Veterans Day, REPORT IT!!!!

Also if you conducted the following VOD, Patriots Pens and National Citizenship Education Teacher’s Award,

REPORT IT!!! Also if you had a Christmas program conducted in your

Community REPORT IT!!! Reminder my goal is to have 100% posts reporting at least one community service report by

Mid-Winter. Now is the time to start thinking of putting together your Community Service Record Book, it should be a priority

for your Post and Auxiliary. Before you know it, April will be here!

Posts must forward to District by April 1st or sooner if possible. District to Dept. by April 15th or sooner if possible.

MIDWINTER IS ALMOST HERE!!!!!!!!!! There will a raffle for a lovely home‐made quilt, Miller Lite cooler, and mini grill at MidWinter. $3 per ticket. 2 for $5.  We are slowly climbing upwards with another donation!!!

PUBLIC RELATIONS

Comrades, Brothers and Sisters, I look forward to seeing you all at the Mid-Winter conference. I am working on a new presentation/class for working with the media, and getting more media converge. To me this is one of the most important topics that we face as a organization, is getting exposure for all the great things that we are doing. I hope that you can join me for this great class.

I look forward to the judging of Post newsletters and Publications after April and I will be on hand all conference long, and during my class to answer any of your publication questions that you have. Remember that we are all in this together, and the more that we can learn from each other the stronger we make our Posts and the organization as a whole.

VFW Action Corps Weekly

US-Russia Joint Commission on POW/MIAs: Representing the interests of the veterans’ community, VFW Washington Office Executive Director Bob Wallace attended the 22nd meeting of the U.S.-Russia Joint Commission on POW/MIAs here in Washington, D.C., this week. It was his second consecutive appearance, having traveled to Moscow to attend last year’s conference. The Joint Commission was established in 1992 by Presidents George H.W. Bush and Boris Yeltsin as a forum through which both nations seek to determine the fates of their missing service personnel. Since then, U.S. analysts have had access to many important Russian governmental archives for research on past conflicts ranging from the Korean and Vietnam Wars to the Cold War, as well as World War II losses during lend-lease operations. With international tensions high due to Russia’s four-year involvement in the Ukraine, it is hoped that the humanitarian aspect of the Joint Commission will be able to keep some diplomatic doors open between our two countries. Leading the U.S. side of the commission is retired Air Force Gen. Robert H. “Doc” Foglesong, a member of VFW Post 4725 in Red Lodge, Mont.

Generational Health Effects of Serving in the Gulf War: This week, the National Academies of Science, Engineering, and Medicine published a new report entitled Gulf War and Health, Volume 11: Generational Health Effects of Serving in the Gulf War. The report is a review of more than 4,000 scientific studies on how toxins that Gulf War veterans, including post-9/11 veterans, have been exposed to impact their reproductive health and the health of their descendants. The report found that several toxins and diseases prevalent in Iraq and Afghanistan have reproductive effects on exposed veterans and birth defects in their children. The report also makes suggestions on how to improve research and health care.

MIA Update: This week, the Defense POW/MIA Accounting Agency announced new identifications. Returning home with full military honors are:

--Navy Shopfitter 3rd Class John M. Donald was stationed aboard the USS Oklahoma, which was moored at Ford Island, Pearl Harbor, when the ship was attacked by Japanese aircraft on Dec. 7, 1941. The battleship sustained multiple torpedo hits, which caused it to quickly capsize. The attack on the ship resulted in the deaths of 429 crewmen, including Donald. Interment services are pending.. --Navy Seaman 2nd Class George A. Thompson was stationed aboard the USS Oklahoma, which was moored at Ford Island, Pearl Harbor, when the ship was attacked by Japanese aircraft on Dec. 7, 1941. The battleship sustained multiple torpedo hits, which caused it to quickly capsize. The attack on the ship resulted in the deaths of 429 crewmen, including Thompson. Interment services are pending.. --Army Cpl. DeMaret M. Kirtley was a member of Battery A, 57th Field Artillery Battalion, 31st Regimental Combat Team, 7th Infantry Division. In late November 1950, his unit was assembled with South Korean soldiers in the 31st Regimental Combat Team on the east side of the Chosin River, North Korea, when his unit was attacked by Chinese forces. Kirtley was reported missing in action on Dec. 6, 1950, when he could not be accounted for after the withdrawal. Interment services are pending. --Marine Corps Sgt. Meredith F. Keirn was a light machine gun section leader for Company F, 2nd

Battalion, 7th Marine Regiment, 1st Marine Division. In late November 1950, he was reported to have been killed while defending a hill overlooking the Toktong Pass, a critical main supply route between the villages of Hagaru-ri and Yudam-ni, North Korea. His remains were reportedly buried at the base of “Fox Hill,” in the Toktong Pass, but they could not be recovered following the war. --Marine Corps Reserve Sgt. Johnson McAfee was a member of Company F, 2nd Battalion, 7th Marine Regiment, 1st Marine Division, Fleet Marine Force. In late November 1950, his unit was engaged in heavy fighting against units of the Chinese People's Volunteer Forces in North Korea. McAfee was reported to have been killed in action in the vicinity of the Chosin Reservoir. His remains were buried at the base of “Fox Hill,” in the Toktong Pass, but they couldn’t be recovered following the war. --Army Pvt. Floyd A. Fulmer was a member of Company A, 1st Battalion, 110th Infantry Regiment, 28th Infantry Division. On Nov. 14, 1944, he was reported as missing in action after fierce combat in the Raffelsbrand sector of the Hürtgen Forest, near the village of Simonskall, in Germany. On Nov. 15, 1945, the War Department declared him deceased. Interment services are pending. Read about Fulmer. --Army Pvt. Harry W. Wilder was a member of Company B, 1st Battalion, 110th Infantry Regiment, 28th Infantry Division. On Nov. 25, 1944, his company was deployed as direct fire support for American infantrymen attacking the town of Grosshau. Two tank destroyers and six tanks, including the M10 tank destroyer Akers was on, were destroyed in the fighting. He was killed during the battle, though his status was initially listed as missing in action. On Dec. 21, 1944, his status was amended to killed in action. --Army Cpl. Joseph Akers was a member of Company C, 803rd Tank Destroyer Battalion, participating in intense fighting in the Hürtgen Forest. On Nov. 14, 1944, he was reported as missing in action after fierce combat in the Raffelsbrand sector of the Hürtgen Forest, near the village of Simonskall, in Germany. On Nov. 15, 1945, the War Department declared him deceased. Interment services are pending. --Army Air Forces Capt. Lawrence E. Dickson was a pilot with the 100th Fighter Squadron, 332nd Fighter Group, in the European Theater. On Dec. 23, 1944, Dickson departed Ramitelli Air Base, Italy on an aerial reconnaissance mission and sustained an engine failure during his return flight. According to witnesses, Dickson’s plane had rolled over with the canopy jettisoned. He was not observed ejecting from the plane. Dickson’s remains weren’t recovered and was subsequently declared missing in action. --Navy Electrician’s Mate 3rd Class Charles H. Harris was stationed aboard the USS Oklahoma, which was moored at Ford Island, Pearl Harbor, when the ship was attacked by Japanese aircraft on Dec. 7, 1941. The battleship sustained multiple torpedo hits, which caused it to quickly capsize. The attack on the ship resulted in the deaths of 429 crewmen, including Harris. Interment services are pending. --Navy Gunner's Mate 3rd Class Marvin B. WARNING!!! Taxes, Payroll Taxes and Other Post Debts Are YOUR Responsibility!

Comrades,

Recently, one of our Past Post Quartermasters was contacted relative to Unpaid Payroll Taxes. This Quartermaster allowed the Club Manager to handle the Financial transactions of the Club Operation --- and the Payroll Taxes. Over a year and a half, the Club Manager failed to pay the aforementioned Payroll Taxes.

Long story – short, the Internal Revenue Service (IRS) recognizes the (in the VFW) Post Quartermaster as the Chief Financial/Fiduciary Officer of the Post. They therefore started repayment/retribution proceedings against that Post Quartermaster and his personal assets.

It the past, the IRS, other agencies and Vendors have gone after the assets of the Corporation or the Post. Times have changed, especially when Governmental Agencies are concerned! Additionally, they WILL prosecute that Officer in accordance of the Law. This includes jail or prison time and additional fines above the repayment of the debt.

The Department of Minnesota, Veterans of Foreign Wars recommends that ALL Commanders, Quartermasters and Trustees stay on top of ALL Financial obligations of the Post, Club, Gambling or any other Financial commitments of subordinate Units. Additionally, we suggest that you contact your Accountant or a local Accountant to get a better understanding of the IRS and other Governmental Statutes as they apply to your various operations.

To ALL Quartermasters --- YOU MUST BE IN CONTROL OF ALL YOUR ASSETS AND FINANCIAL OBLIGATIONS --- as YOU are the Chief Financial Officer of the Post and the FIRST TARGET of agencies like the Internal Revenue Service.!!!

VFW COMMUNITY ACTIVITIES RECORD BOOK CONTEST

Post will compete with other Posts of similar size. Divisions for competition are as follows:

DIVISION I - Posts with less than 100 members DIVISION II - Posts with 101 to 500 members DIVISION III - Posts with 501 or more members

Division will be determined by the total members reported by National Headquarters from the prior year on June 30, 2018.

Community Activities record books are permanent records of one year’s community service work. After the contests they may be put to practical use in promoting membership, proof of charity expenditures, and display to the community.

CONTEST GUIDELINES 1. Record books should contain community service projects that are completed during the period April 1 through the following

March 31.

2. BOOK SIZE: Should be no larger 12 by 16 inches nor more than three inches thick. Make two or more volumes if thickerthan three inches. Number each volume, e.g., Volume I; Volume II, etc.

3. FASTENER and COVER: If books have metal posts, steel is preferable to brass or aluminum. If covers havedecal’s, place self-adhesive clear plastic over the decal’s so they will not be damaged during shipping and handling. Please use superior quality page dividers and index tabbing; the extensive handling that the record books experience must be con-sidered.

4. CLIPPINGS AND PHOTOGRAPHS: Show dates and captions. Include supporting information.

5. ACCOUNTING OF EXPENSES: In a brief statement show how money was spent for each category (one to two pag-es at the most for each category),

6. ARRANGEMENT OF BOOK: Enter each project by category. (Chronological or month by month listing makes yourentry more difficult for the judges to evaluate.)

7. ENTRY FORM: Complete and fasten inside front cover of volume one.

8. MAIL OR SHIP RECORD BOOK ENTRY FOR THE DEPARTMENT CONTEST to Department Headquarters.

PREPARING A RECORD BOOK

Posts and Auxiliaries carry on many projects which are of public service. The best way to tell the story of your Post and Auxilia-ry’s work in the community is through a Community Activity record book that contains evidence of the many projects and pro-grams your Post and Auxiliary perform. From the respective sections of the Community Service Record book, the following pro-grams will be judged: Americanism, Youth Activities and Safety. (There is NOT a separate Record book Contests for Amer-icanism, Youth Activities and Safety).

The contents of your record book should be so arranged and in such detail that it tells the story of each project, clearly and completely, to those who may read and judge it.

Posts and Auxiliaries should combine their community activity programs into one book or one set of books. The Post and its Auxiliary are judged as a unit.

Creditable community service projects will usually fit into one or more of the categories that are listed in the Community Activi-ties guide booklet. Select and list each project in only ONE category. DO NOT duplicate.

Remember, compile your book so the judges can easily read and evaluate the facts. Do not assume the judges are familiar with your Post or area. In other words, make your record book as complete as possible for it must “tell the story” of your com-munity service.

Attach all entries in the book securely, Make bindings strong and yet flexible so the books may be opened easily and fully. In-dex or summarize the activities and projects that are included in the book. The index or summary should be placed in front of the record book or at the front of each category or section. The entry form provides vital information to the Department judges concerning the number of members in your Post; the number of projects you have completed; the number of people who have benefited; the amount of money and time that has been spent (both Post and Auxiliary) and the size of your community.

Top winners in Department judging are those Posts and Auxiliaries who have performed, recorded, and entered evidence of their community activities.

COMMUNITY ACTIVITY RECORD BOOKS ARE DUE IN DEPARTMENT HEADQUARTERS

WHO, WHAT, WHEN, WHERE, HOW and WHY are very important words in telling any story. By answering these questions you will help yourself in preparing an award winning record book.

Consistent winners start early in gathering data to place in the record book. They maintain a file of newspaper clippings, pic-tures, photo copies, etc.

If you live in an area where it is difficult to obtain newspaper articles of your Post or Auxiliary’s community activities, keep a camera handy. ONE PICTURE CAN REPLACE A LOT OF WORDS.

Record books are judged solely on the contents of the community service projects that are reported. It is not necessary to prepare an expensive or costly book. Record books are judged by their contents and not by their cover.

EVALUATING A RECORD BOOK

Listed on the check sheets are the principal categories which are found in the Community Activity Guide booklet. Each cate-gory is further subdivided into additional subheadings.

Each record book is evaluated thoroughly. A detailed study is made of the entries therein. Each creditable activity or project is recorded and scored. Points are given for each acceptable project that is reported. Several factors determine the point value that is awarded each project. They include (1) the extent to which the project is developed; (2) the effort, time and funds that have been expended; (3) the completeness or detail in which the project has been described and (4) the number of non-affiliated persons who have benefited by the project. When all of the projects have been evaluated and recorded on the check sheet, the points are then totaled to establish the final rating of the record book. Sometimes entries are re-examined several times to make certain they have been properly evaluated.

CATEGORIES FOR RECORDING PROJECTS The Community Activities Program is divided into SIX general categories: (1) AMERICANISM & COOPERATION WITH OTHER ORGANIZATIONS; (2) SAFETY; (3) AID TO OTHERS; (4) SCHOOL AND CHURCH ASSISTANCE; (5) YOUTH AND VOICE OF DEMOCRACY; 6) HOSPITAL/BLOOD. Your Community Service Record book SHOULD be put together in this order.

When making up a record book it is advisable to group your projects and programs into one of the above categories. If a project qualifies for more than one category, select and list it under one category. It will be given credit, regardless of wheth-er it is listed under the proper category. For example: Lite-a-Bike could be listed under categories one (Safety) or five (Youth and Voice of Democracy). Do not duplicate your efforts by placing them in each of the categories.

Remember, when compiling your community service record book you are telling a story of your work to judges who generally are not familiar with your efforts or community. The easier it is for the judges to read the facts, the easier it is for them to evaluate your work.

Remember, also if you enter your record book in other competitions, the judges will be less likely to know about the VFW Community Activities Program. Just like composing a good letter, let your record book present the story so there will be no misunderstanding.

There will be two Posts in our Department that will be selected as National Outstanding Community Service Posts. The award includes a plaque inscribed with the name of the VFW Post and it’s Auxiliary (if applicable), a $600 stipend to cover part of the 2017-2018 Post Commander’s expenses to the National Convention and publication of the Post’s name in the Convention program booklet.

For more information on the 2018-2019 Post and District Publications Contest: contact, Department Publications and Public Relations Chair.

The Veterans of Foreign Wars Post and District Publications Contest recognizes excellence in Post and District publications. Entries will be judged on content, design, pictures and graphics (where relevant), and overall quality. Awards will be presented to the winners at the Department Convention.

Any Minnesota VFW Post or District that regularly publishes a newspaper or newsletter for its members may enter. Awards will be presented for first, second, and honorable mention, if judged applicable, to the winners. Entries will be judged by Membership Category - 99 and less; 100-179; and 180 or more. If your Post has a web site, it must be recognized by the Department of Minnesota and listed as such in the Department's list of Posts. The web site should be easy to access, please keep it up to date as well as informative for your members. We will be searching through the web sites from time to time throughout the year.

Please submit your entries early. Deadline is March 1, 2019. Send your two (2) best issues, printed between January 2018 and December 2018. Place your entry in a 9 X 12 envelope and clearly identify it by writing “Publications Contest” on the outside. Include your return address and enclose the completed form below.

1. Content: Possible 50 points

A Post/District publication should emphasize local VFW issues. It also should include up-to-date information on local VFW activities and progress regarding each of VFW’s national programs including Voice of Democracy, Citizenship Education, Community Service, Buddy Poppy, Membership, Youth Development, Scholarship and Recognition, and troop support. Articles should answer all pertinent questions and be written in active voice. Liberal use of quotes is recommended.

2. Layout and Graphics: Possible 30 points

Winning publications are attractive and consistent in their appearance. Quality photos and artwork, consistent type in headlines and text, and a clean and readable format are a must. Photographs should be action-oriented and adequately captioned. Artwork and illustrations should be appropriate to the articles and be crisp and well positioned.

3. General Excellence: Possible 20 points

Maximum points can be achieved when all criteria and layout elements come together. Anything that adds to the publication’s readability and attractiveness will be considered.

II. The following requirements for participation in and winning of the Department ofMinnesota Traveling Safety Trophy for 2018-2019 are as follows:

A. To be eligible, your Post or Auxiliary must enter a Community ServiceRecordbook.

Rev.9/21/18 The Employer of the Year Award is given each year in recognition to employers whose policies and achievements in hiring, promoting, and training of veterans, with special emphasis on disabled veterans, is outstanding.

ELIGIBILITY: Any individual, corporation or agency with an exceptional record of employing veterans.

NOMINATIONS: Any individual may nominate a candidate for this award. The Department will select one candidate to honor in each of the subcategories. Deadline is February 1, 2019 for nominees to reach Department Headquarters.
