FOREWORD2016markedthe15thAnniversaryoftheWorldToilet

Organization(WTO)andIampleasedtosharethattherehas

beena14percentincreaseinaccesstoimprovedsanitation

facilitiesworldwide,bringingthetotalto2.1billionhappy

toilet users!However,a third of the world stillhavenoaccess

toimprovedsanitationfacilitiesandofthem,946million

defecateintheopen.Sowhiletherehasbeenimprovementin

ourjourneytosolvetheglobalsanitationcrisis,WTOstillhas

alotofworkcutoutforitforthenext15years.

MeanwhileourprojectsinCambodia,China,Indiaand

Singaporeareprogressingwell,withafocusonthe4key

pillarsofourmission:advocacy,education,buildingand

empowerment.Thisincludesorganisingourannualsignature

eventsliketheUrgentRunandWorldToiletSummit,building

toiletinfrastructurebothonlandandoverwater,hygiene

awarenesseducationinschoolsandcommunities,sanitation

workertrainingviaourWorldToiletCollegeandlastbut

notleast,revivingoursocialenterprisefranchisemodel,

SaniShop.

Lastyearwealsointroducedourfirstsanitationthemed

communityexhibitionsinSingaporeaspartofourlocal

education and public outreach efforts. Together with

Singapore Management University, Singapore’s first

ToiletCleanlinessIndextomeasurethe cleanliness

ofpublictoiletsinhawkercentresandcoffeeshops was

launched.TheideaistogalvanisemoreSingaporeansto

takeownershipoftheirpublictoiletsandkeepthemclean

foreveryone.Finally,wealsorevampedourlogostomake

themmorestreamlinedandeasiertounderstandanduse.

In2017wearedevelopingournew5-yearStrategicPlanto

focusoureffortsonspecifickeyinitiativesthatcanmakethe

greatestimpactonourcontinuingjourneytoimprove

people’slivesinthesanitationsector.We have also added 3

new Board Members who have a wealth of organisational and

overseas experience which will help us expand and navigate

in countries like India and China. Wehopethatyoucanjoin

usinoursanitationjourney intheyearstocome!

AccordingtoareportreleasedundertheWHO/UNICEFJoint

MonitoringProgramme(JMP),itisestimatedthatbetween

1990and2015,theuseofimprovedsanitationfacilitiesrose

from54percentto68percentglobally.Therefore,nearlyone

thirdofthecurrentglobalpopulation—2.1billionpeople—

hasgainedaccesstoimprovedsanitationfacilitiessince

1990.However,2.4billionpeoplestilldonothaveaccessto

basicsanitationfacilities.Lessthanhalfthepopulationin

47countrieshaveaccesstoatoiletorimprovedlatrine,

whichresultsin946millionpeopledefecatingintheopen.

Inadequatesanitationisestimatedtocause280,000annual

diarrhoealdeaths,transmitdiseases(i.e.cholera,diarrhoea,

dysentery,hepatitisA,typhoidandpolio),andcontribute

tomalnutrition.Poorsanitationalsosignificantlyimpacts

mentalhealth.Limitedaccesstosanitationoftenresults

innegativesocialandpsychologicalimpacts,especiallyfor

women.From2000to2015,sanitationplayedarelatively

minorroleontheglobalagendatohalveworldpovertydespite

thefactthatinadequatesanitationdisproportionatelyaffects

thepoorestpopulationsinlow-andmiddle-incomecountries

andperpetuatescyclesofpovertyanddisease.

Additionally,inadequatesanitationnotonlyrelatesto

environmentalsustainability,butalsogenderinequality,

childmortality,education,health,anddignity.Therefore,the

inclusionofsanitationintheUNSustainableDevelopment

Goals(SDGs)asastandalonegoalillustratestheprogress

thathasbeenmadetoprioritisesanitationontheglobal

agendaandtoaccountforitscomplexecologicalrole.By

2030,theSDGsaimto“achieveaccesstoadequateand

equitablesanitationandhygieneforallandendopen

defecation,payingspecialattentiontotheneedsofwomen

andgirlsandthoseinvulnerablesituations.”

toimprovedsanitationhasresultedinlarge-scalepolicy

initiativesatthenationallevel,mostnotablyinIndiaand

China.In2014,IndianPrimeMinisterNarendraModi

announcedthelaunchoftheSwachhBharatAbhiyan(‘Clean

IndiaMission’)whichseekstoeradicateopendefecation

inthecountryandconstruct110milliontoiletsby2019.In

2016,Coldplay,JayZ,andothercelebritiesperformedat

India’sfirstGlobalCitizenFestivaltocelebrateWorldToilet

Daywhichsoughttoraiseawarenessaboutthecountry’s

sanitationchallengesforanaudienceof80,000.Chinahas

alsoannounceditsplanstoembarkona‘toiletrevolution’

whichwouldseektobuildorrenovate100,000publictoilets

between2016and2020.

Acrosstheworld,sanitationstakeholdersarecomingup

withinnovativewaysofaddressingthechallengesposed

byinadequatesanitation.Fromtoiletlocatorphoneappsto

behaviouralchangeprojects,governments,international

bodies,civilsociety,andtheprivatesectorareplayingarole

intacklingthisglobalproblem.

WHY TOILETS?Weusethemeveryday–athome,school,work,restaurants,

shoppingmalls–yetweseldomtalkaboutthem.The

silencearoundtheissueoftoiletsandsanitationhasdeadly

consequences.Diarrhoealdiseases–adirectconsequence

ofpoorsanitation–killmorechildreneveryyearthanAIDS,

malariaandmeaslescombined.Nearly1,400children

diedperdayin2015fromdiarrhoealdiseasesduetopoor

sanitation.

Theclassesaimtopromotehabitsliketheproperuseof

toilets,handwashingwithsoap,knowledgeregardingtheoral-

faecalrouteandthetransmissionofpathogens,aswellas

improvingthestudent’slevelofpersonalgroomingandoral

hygiene.Olderfemalestudentswillalsoreceiveaseparate

classonmenstrualhygieneandcleanliness.Thisisdonein

ordertomaximisethemultitudeofbenefitsinvolvedinsuch

sanitationinterventions.In2016,oursanitationandhygiene

classesreachedmorethan1,500studentsinbothChinaand

Cambodia.

Locally,WTOoutreachestoschoolstoeducatethestudents

onthesignificanceofSingapore’ssanitationjourneyin

itsnation-buildingeffortsaswellasthegravesanitation

challengesfacedbyothercountries.Thishelpsyounger

generationsrealisetheimportanceofsanitationandhygiene

andnottotakeitforgrantedinSingapore.In2016,WTO

reachedouttocloseto1,000studentsfromvariouslocaland

internationalschoolshere.

ManyschooltoiletsinruralChinafaceproblemsofhaving

old,unhygienicdrysystemtoilets,absenthandwashing

facilities,andareoftendesignedwheretheexcretadisposal

siteislocatedrightbehindthetoiletbuilding–uncovered

andexposedtotheenvironment.

Often,theseschoolslackacohesivemanagementsystem

toupkeepandmaintainthefacilities,resultinginthetoilet

fallingintoastateofdisrepairandneglect.This,coupled

withstudentswhodonotpractisegoodhygienehabits,like

handwashingwithsoap,canresultinlong-lastinghealth

andenvironmentalconsequences.

Withtheultimateaimofinspiringpositive,long-lasting

behaviouralchangeamongChinesestudents,WTO’s

RainbowSchoolToiletInitiativehasprogressedsteadily

Untilrecently,nopropersanitationsolutionexistedforthe

almost100,000peoplelivinginfloatingcommunitieson

Cambodia’sTonleSapLake.Toaddresssanitationissuesin

thesefloatingcommunities,WetlandsWork!(WW)developed

theHandyPod,arevolutionaryproductthatcontainstheraw

sewageandtreatsitbyharnessingvariousbiologicalprocesses.

Thisprojectaimstoeliminateopendefecationbyproviding

sanitationsystemstofloatingschoolsandteachingstudents

On24November2016,adonorvisitwasconductedat

thelakewithstaffandvolunteersfromWetlandsWork!,

WirquinandEco-Soap,asustainableproducerofrecycled

soapbasedinCambodia.HandyPodshavebeeninstalled

atfourfloatingschoolsandthesecondphaseoftheproject

iscurrentlyunderway,whichinvolvesteachertrainingand

conductinghygieneawarenessclassesforthestudentsto

complementthenewsanitationfacilities.

Intotal,8HandyPodshavebeeninstalledbenefitting

approximately900studentsand650indirectbeneficiaries

intheirhouseholds.Theprojecthasdevelopedquitewell

withaholisticandsustainableapproachoftechnology

(HandyPods)andbehaviouralchange(hygieneawareness

classes)tothecommunities.

FLOATING COMMUNITY TOILET PROJECTtousetoilets,improvesanitationandhygiene,reduceschool

absencesduetodiarrhoea,increaseschoolattendance

especiallyforgirls,aswellasdrivingdemandforhousehold

toilets.

In2015,WTOandWWraisedmorethanUSD24,000forthe

projectviavariousplatforms.InFebruary2016,WTOraised

anadditional12,500EurosforthisprojectthroughWirquin,a

importantrolecleaningprofessionalsofpublicandcommunal

toiletsplayintheupkeepoftoilets,mostofthetraininghas

notreachedouttothem.

TheWorldToiletCollege(WTC)startedasasocial

enterprisein2005withthebeliefthatthereisaneed

foranindependentworldbodytoensurebestpractices

andstandardsintoiletdesign,cleanlinessandsanitation

technologies.Whilethelackoftoiletsisanendemic

problem,poormanagementandhygienicmaintenanceare

equallyseriousissues.Awell-kepttoiletwillencourage

properusageandpreventdeadlydiseases.

ThegoalofWTC’sprogrammesistoensurethedignityof

sanitationworkersandelevatetheotherwisepoorimage

(andconsequentlowpay)reservedforthisemployment

categoryinmanyplacesaroundtheworld.Thisisachieved

bytrainingandprovidingtoiletcleanerswithprofessional

skillsinbothcleaningandperformanceofsmallrepairs,

therebyboostingtheirself-confidence.Thisempowersthem

withtheopportunitytomastertheprofessionwhileatthe

sametimeenhancingtheirproductivity.

Accordingtothe2011census,400,000schoolsinIndia

lackbasicfunctionaltoilets,23percentofgirlsdropout

ofschoolbecauseoflackoftoilets,andmorethanhalf

ofIndia’spopulationstilldefecateintheopen.Thepoor

sanitationconditionsofIndiaresultinalossof$53.8billion

ineconomicactivity,orabout6.4%ofitsGDP.Despite

massiveinvestmentsbylocalgovernmentsanddevelopment

aidagenciesinlatrineconstructionandhygienepromotion,

Indiastillhasasanitationcrisis.Thelackoftoiletsisakey

issuebutprovisionofhardwarealonehasproventobean

unsustainablesolution.Moreover,theabsenceofproper

toiletmaintenanceleadstodirtytoiletsanddiscourages

peoplefromusingthem.

oftheprogramme.Theorganisationhasthemandateto

implementtheobjectivesofSwachhBharatMission.

paniseasytoclean,andodourandflyfreebecauseofits

water-tightsealmechanismcontrolssystem.

organisation,fortheexecution ofaninnovativesanitation

modelinselected villagesofAP.Themodelofferssustainable

solutionsforwater-sanitation-livelihoods andwellness

throughcommunity-ledtransformation. Itincorporates

globalbestpractices andofferscustomised solutionsto its

beneficiaries.

WTOisplanningtoexecutethistriedandtestedapproach

inAPin30villagesinaspanof3years.The firstpilotwould

beundertakeninVijayawadaMandalinthe Krishnadistrictof

thestate.In2016,WTOcompletedthebaselinesurveyforthe

selectionofvillages,mappingtheneedsandaspirationsofthe

targetedcommunities.Theplanistopilot-testtheapproach

in2017inselectedvillagesinAP,andWTOiscurrentlyinthe

processofraisingfundsforthepilot.
