UNDER RIGHT TO INFORMATION ACT -2005
CHAPTER – 1
INTRODUCTION
1.1 The background of this hand-book (Right to Information Act - 2005)
Now a day’s corruption is prevailing everywhere in the country
though several acts are in existence. Hence it is our duty and
accountability to eliminate and eradicate corruption. In order to
promote transparency in administration, it is essential to give
information to the Public for which Right to Information Act 2005
was passed by the Parliament which has received the assent of
President on 15.06.2005.
1.2. Objective/Purpose
This book aims at providing information to the public in general
and students in particular while exercising their right to access
information as provided to the RIGHT TO INFORMATION ACT
2005 which contains all the particulars about the organization of
Bharathiar University its functions and duties, the powers and
duties of its officers and employees and such other informations
needed by any one to exercise the right to information.
1.3. Who are the intended users
In particular the learning community and in general the public
are the intended users of this hand – book.

1.5. Definitions of various terms used in the hand – book.
(i) ‘Act’ means the Bharathiar University Act 1981 (Act I)
(ii) “University” means the Bharathiar University, Coimbatore
(iii) Statute - Bharathiar University Statute
(iv) “Senate” means the Senate of the Bharathiar University
(v) “Syndicate” means the syndicate of the Bharathiar
University
(vi) “Vice Chancellor” means the Vice-Chancellor of the
Bharathiar University
(vii) “Government” means the Government of Tamil Nadu,
unless otherwise defined.
(viii) “Appointing Authority” means the appointing authority in
respect of post in the University shall be the authority
empowered to make appointments under the Act.
(ix) “Employee” means an employee of the Bharathiar
University.
(x) “Department/School” means the University Department /
School of study and research.
(xi) Act – Act as specified in Bharathiar University Statute Vol.
1 & II
(xii) SDE – means the School of Distance Education (xiii) Ordinances – Ordinances as specified by the Act and
Statutes (xiv) MOU – Memorandum of Understanding.

Particulars of Organisation, Functions and Duties
2.1. Objective / purpose of the public authority
The main objective of the Bharathiar University is to promote
teaching and Research by the Departments of the University,
through the colleges affiliated to it and institutions approved by it
under regular and distance education modes. It also aims at
promoting research activities at various research centers
identified in regular affiliated colleges and other approved
institutions. The University also has the purpose to relate the
activities of the University with the social development
programmes through several extension activities like Youth
Welfare, National Service Scheme, Adult Education Programmes,
women studies etc. for promotion of social welfare.
2.2 Mission/Vision statement of Bharathiar University
Our Mission is to provide quality higher education to all people.
We aim at developing citizens with knowledge, skill and
character, contributing to societal transformation and national
development in consonance with our motto ‘educate to elevate’.
We strive to form students to be men and women for others
offering their selfless service for the growth of the country and
people.

2.3 Brief history of Bharathiar University and context of its formation
The Bharathiar University was originally the extension
center of the University of Madras. For catering to the needs of
the numbers of colleges in the western districts which were
competent to engage themselves in higher teaching and research
work and the large increase in the number of students taking up
University courses of study, the Government considered it
necessary and worthwhile to set up another teaching cum
affiliating University at Coimbatore. Against the backdrop,
Bharathiar University was established on 81-82.
Bharathiar University is both a teaching and affiliating
University with 13 Schools with 37 departments concerned with
teaching and research. Besides, the University runs a School of
Distance Education and 2 University Constituent Colleges at
Valparai and Gudalur.
There are centers, which promote research potential of
teachers. Extension activities are carried out through the
departments, and NSS. The Academic Staff College plays a vital
role in guiding colleges by promoting quality and standards of
education and R&D activities leading them in education
innovation. The College Development Council contributes more in
the development of colleges through channelising funds from UGC,
DST, CSIR, ICSSR, etc., and through its regulatory control and
monitoring action by granting affiliation. The University has 98
affiliated Colleges (89 Arts and Science Colleges, 8 Management
Institutions and 1 Air Force Administrative College.) In addition
there are 19 Research Institutions and 17 autonomous. There are

centralized facilities like library, computer centre and following

2.4 Duties of Bharathiar University
The Bharathiar University mainly has the following duties: i) To provide instruction and training in such branches of
learning as it may determine.
ii) To carry out research for the advancement and
dissemination of knowledge.
iii) To institute degrees, titles, diplomas and other academic
distinctions.

iv) To conduct examinations and to confer degrees, titles
diplomas and other academic distinctions on persons who
are duly qualified.
2.5 Main activities/functions of Bharathiar University
