Preface The concept of “Social exclusion” in social science literature is of recent origin.
Social exclusion is a complex and multidimensional concept having social, cultural, political
andeconomic ramifications. These dimensions are interwoven. The relations of social
exclusion canbe differentiated in several ways. One can talk of systemic or constitutive
exclusion, which isinbuilt in hierarchical social system. It excludes certain communities from
interaction and accessto social resources through social arrangements, normative value
systems and customs. Theexclusion based on caste is one example. Patriarchy is another
example. Such systemic exclusionis reinforced by instrumental exclusion, which is embedded
in the economic structure and themacroeconomic policies associated with them. Members of
certain groups by virtue of nothaving particular marketable assets/capabilities and
facilities/linkages are excluded fromopportunities to add/improve their capabilities. For
example, those who are assetless (landless inthe rural area) do not get adequate useful
education to improve skills and enhance theircapabilities. Such exclusion leads to other kinds
of deprivation, which, in Amatya Sen‟s words,“lead to the impoverishment of the human life
through their casual consequences (such as thedenial of social and economic opportunities
that would be helpful persons involved).” Theconsequences of macroeconomic policies such
as poverty, unemployment and involuntarymigration exclude the victims from economic,
cultural and political activities. Systemicexclusion reinforced by instrumental exclusion,
supports structures of hegemony.
The study of such hegemonic structures is all the more, important in the Indian
contextwhere institutional inequality and discrimination has been a pervasive feature of our
society.This has prevented a large segment of the population especially those on the margin of
thesociety from access to rights and privileges enjoyed by the dominant sections of
society.Overcoming „exclusion‟ constitutes the most elementary pre-requisite for the building
of ademocratic society, the goal with which our freedom struggle was fought, and the tacit
socialimpact on the basis of which modern India has come into being. This concern is the
centre of ourConstitution. Indian Constitution provides equality to all citizens irrespective of
caste, creed,region and gender. It also directs the State to take various measures to remove
the differentforms of discrimination, inequality and thereby helps to eradicate social
exclusion. Withoutattaining this objective, an integrated and united nation cannot be built on
a sound footing. Thepotentialities and limitations of such protective measures need to be
studied carefully. The TenthPlan recognized that marginalization; exclusion, persecution of
people on account of social,religious, caste and gender adversely affect developmental
outcomes. The State is committed toinstituting a National Charter to ensure social justice to
deprived communities like ScheduledCastes, Scheduled Tribes, other backward castes and
minorities.

Objectives:
a) Conceptualizing discrimination, exclusion and inclusion based on
castes/ethnicity and religion.
b) Developing understanding of the nature and dynamics of
discrimination and
exclusion.
c) Contextualizing and problematizing discrimination, exclusion and
inclusion.
d) Developing an understanding of discrimination at an empirical lever.
e) Formulating policies for protecting the rights of these groups and
eradicating the
problem of exclusion and discrimination.
Vision and Mission
a) Collecting information on Social Exclusion and building up a
database
b) Carrying out detailed analyses based on the socio-economic data
generated by governmentagencies
c) Organizing regular conferences, seminars and symposia on the theme
of Social Exclusion
d) Organizing public lecturers on the subject by eminent scholars
e) Reaching out to scholars, especially young scholars, in other
universities And colleges
f) through an active programme of inviting Visiting Faculty
g) Establishing links with Civil society Organizations engaged in
combating Social Exclusion
h) Short-term Orientation courses for political leaders,
Parliamentarians, government officials, trade unionists and media
personalities.

The objectives of M.A. Development Studiesprogramme are:
This is one of the emerging multi-disciplinary programmes which offer a
framework within which to seek a better understanding of the problems of the
developing world and of possible solutions.
This programme is been especially designed for those whowould like to learn
more about developing countries, and the dilemmas of economic, social and
political development around the world
This programme will also provide working experience in development sectors
for the prodfessionals those who want to place that experience in a theoretical
and comparative context to build a new capacity to understand the emerging
conflicts in the process of development.
Eligibility: Candidate should be a Graduate in Social Sciences
Selection Procedure: Selection will be made on the basis of merit list prepared from
