Issue The District is requesting that the Board of Trustees award A-C Electric Company of Visalia the bid for the Tulare College Center Welding Lab Upgrades. Background The Strong Workforce Program provides a multi-year allocation of funds to support “more and better Career Technical Education.” This proposal constitutes the next step in completing the approved “Welding Upgrade Project” which permits increased enrollment in Welding and Agriculture Technology programs as well as enhancing existing instruction with improved and updated equipment capabilities. The Tulare College Center Welding Lab Upgrades include the installation of two (2) new 125 kVA transformers and related electrical infrastructure designed to increase the overall electrical capacity of the welding lab area. These infrastructure upgrades will allow for more students to operate equipment at the same time. A bid alternate was also included in the project to retrofit existing high-bay fluorescent fixtures with higher lumen LED fixtures. A Notice to Bidders was advertised at builders’ exchange offices throughout California as well as in multiple local newspapers. The project is scheduled to be completed during summer 2019. On March 21, 2019, one (1) bid was received and opened for this project. The lowest responsive bidder was A-C Electric Company of Visalia. The Bid Tabulation sheet is attached. The total bid amount for this project, including the Base Bid plus all Alternate Bid Items, is $189,200. For clarification purposes, the estimated construction budget of $300,000 was determined by the District’s consultant, TETER Architects & Engineers. Upon review of the bid results, TETER confirmed that their estimate incorrectly referenced the estimated project budget, which includes all soft costs (DSA, engineering fees, advertising, etc.), rather than the estimated construction budget. The estimated construction budget should have been advertised at $225k. This cost estimate is only used for informing interested bidders of the estimated value of the construction project

and has very little impact on the actual bid results received. Considering the competitive nature of formal bidding, it is in the contractor’s best interest to submit their lowest possible bid within the advertised construction budget. At least three (3) contractors obtained bid documents for this project; however, only one bid proposal was submitted to the District. Recommended Action It is recommended that the Board of Trustees award the Base Bid and Bid Alternate #1, in the amount of $189,200, for the Tulare College Center Welding Lab Upgrades to A-C Electric Company of Visalia.
