On behalf of the North American Regional Science Council and the Southern Regional Science Association, we welcome you to San Antonio, Texas and the 65 th Annual North American Meetings of the Regional Science Association International. We look forward to some exciting events this year, including Jean-Claude Thill’s RSAI Fellows Lecture on Wednesday, Nov. 7, 6:30-7:30, and Mark Partridge’s Presidential Plenary on Thursday, Nov. 8, 10:30-12:00. The Alonso Prize Lecture, organized by David Plane is, “The New Science of Cities,” presented by Michael Batty on Thursday, Nov. 8 from 12:15 to 1:30. For the Isserman Lecture, chaired by Luc Anselin, Jouke van Dijk will be presenting “Human Capital, Regional Economic Development and Inequality” on Friday, Nov. 9 from 6:15 to 7:15. Bruce Newbold will also be presenting during this year’s Regional Science Policy and Practice Plenary session--his presentation is titled “Immigration In An Age of Populism” and will be on Saturday, Nov. 10, from 2:45 to 4:45. Remember the Alamo! This year San Antonio celebrates its 300th anniversary. The city started with the founding of the San Antonio de Béxar Presidio and Mission San Antonio de Valero (now the Alamo). Be sure and visit the Alamo--literally across the street from the hotel. The hotel is located on the world-famous Riverwalk, full of exciting restaurants, bars, and shops...all just outside your room. Explore amazing history at the Spanish colonial missions around the city, designated as the first UNESCO World Heritage Site in Texas, and enjoy pulse-pounding rides at world-class theme parks like SeaWorld and Six Flags. You can go wine tasting in the Texas Hill Country or visit the nation’s third oldest zoo. When the stars come out, it's time to head to the nightclubs and dance halls. Main Plaza, in the heart of downtown, has live music all year long. Two-step to a country-western band at Cowboys Dance Hall, experience the legendary dueling pianos at Howl at the Moon, or see the city from new heights on Paramour's rooftop. Jazz TX combines the grit of a Texas dance hall, with the upscale class of a jazz club We’ve provided a list of things to do in San Antonio as well as links to tourism information resources in the conference section of the NARSC Website. We hope that you enjoy catching up with old friends and making new acquaintances. Hopefully, these conversations will stimulate new ideas for collaborations …and we can hear about them next year in Pittsburgh, PA! Instructions to Session Chairs, Presenters, and Discussants

1. Please adhere to the times printed in the program. Each session presentation is assigned a specific time. If you have a no-show, use the time for a discussion of the proceeding paper(s) or for a recess. Do not shift papers to fill voids, as individuals may want to attend a particular paper.

2. The majority of sessions have 4 papers. Session Chairs

should allocate 30 minutes to each paper (20 minutes presentation, 5 minutes discussant, and 5 minutes for audience questions/comments). If you five papers in your session allocate the time accordingly.

3. Hold each individual to the time allotted. If a speaker continues after time has expired, rise, ask those present to join you in thanking the speaker, and announce the next presentation. The audience and the other speakers will respect and support your decision.

4. Please be considerate of the next session by ensuring your

session is completed at the appropriate time and that the room is vacated in time for the next session to set up.

5. Each paper is assigned a discussant to review and offer

constructive comments on the paper. There is one discussant for each paper. The discussants for each session are listed in the program. Discussants are listed in sequential order. The first discussant listed is responsible for discussing the first paper presented; the second discussant listed is responsible for discussing the second paper presented etc.

6. The discussant should come prepared to provide

approximately 5 minutes discussion of the paper. Possible speaking points include its merits and questions’ regarding methods, data, or findings – a summary of the paper is neither expected nor appropriate. As a presenter, we ask that you share your paper (or PowerPoint presentation) with your discussant as early as possible, so that the discussant has sufficient time to review it.

7. While each break-out room will be supplied with a

projector and screen it is the responsibility of the session chair to make sure that there is a laptop available for all presenters to use. Session chairs should communicate with other presenters in their session to make sure that someone brings a laptop to the session. Laptops are very expensive to rent and NARSC will not cover the cost of renting laptops from the hotel’s Audio Visual Office.
