On 10th February 2019, Hon'ble CM Shri Vijay Rupani inaugurated a mega camp on Ayushman Bharat Yojna organized by the Rajkot Municipal Corporation. On this occasion, Shri Rupani stated that under the
Ayushman Bharat Yojna (ABY) the cashless medical facilities up to Rs. 5-lakh will be made available at 2600 hospitals across Gujarat, including 25 hospitals of Rajkot. Shri Rupani termed the ABY as the new
sunrise of the health for the people of Rajkot city. At the national level the ABY is covering 50-crore citizens. During this mega camp, health insurance cover was provided to approximately
5,00,000 people of 96,000 families of Rajkot.

As a mark of a true leader, Hon'ble Chief Minister Shri Vijay Rupani understands that the challenges and opportunities of a developed state are different from the rest. A state, which has consistently worked through the last decade in improving its economic prowess along with pulling up its human development indices, needs to set the benchmark high. And as its steward, CM Rupani not only strategized but announced his vision for Gujarat, in a rare display of condence and determination for the development of the state. Our current issue focuses on Vijay Rupani's vision for the state's future, and is termed as 'Gujarat: Sprint to 2022 and beyond.'
In this issue, we have captured in detail the proceedings of the special session on Sprint 2022 during Vibrant Gujarat Global Summit 2019. During the seminar, the Chief Minister elaborated on his vision for Gujarat for the next 3 years to 2022 and beyond till 2030. In order to make Sprint 2022 and beyond a shared vision, he called upon the leaders from corporate, academia and industry, along with thinkers to deliberate on the idea and present their inputs. Eminent people including Maruti Suzuki India CEO Mr. Kenichi Ayukawa, JICA Chief Representative Mr. Katsuo Matsumoto, Zydus Chairman and MD Mr. Pankaj Patel, Arvind Mills Executive Director Mr. Kulin Lalbhai participated as speakers during the event.
The prolic Prime Minister Shri Narendra Modi is ercely connected to his roots in Gujarat. He, thus, pays regular visits to Gujarat to meet people and see the developmental progress. During his most recent trip to the state, PM Modi inaugurated the Dandi Smarak and Venus Hospital in Surat, while also laying foundation stone for a new building of International Airport at Surat. Our rst story in the issue covers the PM visit.
Celebrating the essence of India's democracy, culture and traditions, Gujarat government organized Republic Day state function at Banaskantha district. As a part of the celebration, CM Rupani attended a series of events and interacted with people. One of our stories covers the highlights of Republic Day celebrations.
The concept of holistic development has a true denition in the state of Gujarat, with the government taking conscious efforts to uplift the under-privileged classes of the society. One such attempt towards this direction was the Adi Mahotsav that is organized with the purpose of tribal development, giving the tribes of the state a fair chance to rise.
As the state government cruises ahead setting new precedents of development, we assure you to bring accurate and timely updates on good governance and growth initiatives.

n 30th January, Prime Minister Narendra Modi visited Surat and Navsari in Gujarat.
OThe visit was special as the present PM indicated towards the signicance of future assets – our youth, while also drawing inspiration from our history.First, he paid heartfelt tribute to our Father of the Nation Mahatma Gandhi and other great
freedom ghters by opening and dedicating National Salt Satyagrah Memorial at Dandi in
Navsari, Gujarat. Later in the day, he inspired the youth of India by interacting with them at
the Youth Conclave and urging them to contribute for a New Indi. The Prime Minister also
underlined the signicance of consistent improvement in our physical infrastructure by
laying the foundation stone of new terminal building at the Surat International Airport.
With clear focus of preparing the citizens for a New India, PM spoke about his government's
dedication towards a healthy India, while inaugurating a super speciality hospital in Surat.

YOUTH CONCLAVEPM inspires Gen-Next for a New India at
Prime Minister Modi interacted with the youngsters at the New India
Conclave at the indoor stadium. Prime Minister Narendra Modi, who is a
staunch supporter of youth empowerment, addressed a packed house of more than 10,000 young professionals at New India Youth Conclave held at Surat Indoor Stadium. The highlight of the event was a revolving stage from where the PM gave his speech and addressed the audience. It was a rst that a revolving stage had been set-up, built at a height of 3-feet from the ground and moved at a slow pace during the speech of the PM. Prime Minister Narendra Modi is the most technologically-versed leader of the country and desires to make India the most technologically equipped country. With this new-age revolving stage, the PM catered to two aspects of his growth together – the youth as well as modern technology.
The event was attended by young professionals, including lawyers, doctors, tax consultants, technocrats and provided them a
platform to interact and share ideas with the Prime Minister. Answering to one such question asked by a Chartered Accountant about how he took the bold steps without thinking about vote bank repercussions, PM said that, “People have not sent me to this post so that I can enjoy. I will continue to work hard. Entire world is looking towards India and we should not miss this opportunity”.
Talking about his onslaught on black money, he said “3 lakh companies had shut their shops after the note ban, that too without any backlash. This is the change happening in the country. And, it's not one Modi, but 125 crore Modis who are bringing about this change.”
The Prime Minister's visit was a huge success as the people from Surat not only got the gifts of hospital and airport extension but got showered with his words of wisdom, his vision and surely inspiration to make a new India, a better India.

In his address he said, “Ayushman Bharat
Scheme will create an entirely new ecosystem
which will help to create a healthier India. The
scheme will boost, the set up of new hospitals in
tier 2-3 cities, which will also increase job
opportunities in the healthcare sector”.
Taking a dig at the opposition he said that,
“When I talked about toilets and cleanliness from
Red Fort, people laughed at me. But now, women
are blessing us. People made joke about Yoga but now
the world acknowledges its importance in preventing
illness”. Further on, he said, “The government has
introduced 10% reservation in education and
jobs for those belonging to the economically
weaker sections of the society in the general
category. I am happy that the Gujarat government
implemented the reservation immediately.”
The hospital has been developed by Venus
Jewels, one of the largest diamond units in the city
and named after the wife of its owner Sevantilal
Shah. This hospital will offer affordable treatment
without any unnecessary or added cost to the
people. Speaking at the occasion, Mr. Shah said
“who can be better than PM Modi to inaugurate a
hospital that has been developed with the idea of
ethical medical practices since the issue is close to
his heart. His family's simple life is a proof of his
ethics”. He dedicated the hospital to the diamond
city residents on the golden jubilee of Venus Jewel,
which was founded by Sevantilal and his brother
Ramnik in 1969.

30th January is marked as the Death Anniversary of the Father of the nation, Mahatma Gandhi. On this occasion this year, Prime Minister Shri Narendra Modi dedicated the National Salt Satyagraha Memorial at Dandi in Navsari district, Gujarat to the nation. At the memorial site, he also unveiled statues of Mahatma Gandhi and 80 Satyagrahis who had marched with him during the historic Dandi Salt March in 1930 to make salt from sea water against the British law.

installed in the premise to meet the energy
requirements of the memorial complex.

encapsulates the ideals of Mahatma Gandhi-
Agrah for Swadeshi, Swachh agrah and
Satyagraha.” Furthermore he said, “In an effort
to carry forward the legacy of Gandhiji, our
government has modernised around 2000
institutions related to khadi. It has benetted
lakhs of craftsmen and workers. Khadi is now
not only a fashion statement but a symbol of
women empowerment as well”.
Coming from the state of Mahatma, Prime
Minister Modi has always been an ardent follower of
Gandhiji, he spoke about it in his addresses and tried
to reconnect the youth to his ideologies. Swacch
Bharat Mission and promoting Khadi has been one of
the many initiatives inspired by the teachings of
Gandhiji.
Talking about the government initiatives he said,
“Swadeshi played an immensely important role in
freedom struggle, likewise, handlooms will be
instrumental in overcoming poverty. The
government has declared 7th of August to be
celebrated as Handlooms Day, every year to
promote handlooms”.
This memorial in all its simplicity and
authenticity resonate the ideals of Gandhiji and is
expected to soon become a major tourist attraction.

Talking about the extension of the Surat International Airport, he said “Surat's airport is third biggest and busiest airport of Gujarat. The expansion of terminal building will become capable to handle 1,200 domestic and 600 international peak hour passengers. It will be capable of handling 26 lakh passengers per annum from the current 4 lakh passengers. Also, the cargo complex at Surat airport will boost the exports from Surat and people visiting from other countries will save time and money”.
Expansion of infrastructure for development has been one of the priorities of the Government. Aviation sector has got precedence in the development projects. In Gujarat, civil aviation infrastructure has not only been strengthened but also, air connectivity has been enhanced. This includes connecting Kandla to Mumbai and Porbandar to Ahmedabad and Mumbai through UDAN scheme. Development of Greeneld airport at Hirasar, Rajkot, new ATC tower/technical block at Ahmedabad and Vadodara etc are among them.
Air India is planning to commence its maiden direct ight between Surat and Sharjah from February 16. The international ight operations will put Surat on the world aviation map and business and trade from this city will grow at much faster pace.

Talking about the extension of the Surat International Airport, he said “Surat's airport is third biggest and busiest airport of Gujarat. The expansion of terminal building will become capable to handle 1,200 domestic and 600 international peak hour passengers. It will be capable of handling 26 lakh passengers per annum from the current 4 lakh passengers. Also, the cargo complex at Surat airport will boost the exports from Surat and people visiting from other countries will save time and money”.
Expansion of infrastructure for development has been one of the priorities of the Government. Aviation sector has got precedence in the development projects. In Gujarat, civil aviation infrastructure has not only been strengthened but also, air connectivity has been enhanced. This includes connecting Kandla to Mumbai and Porbandar to Ahmedabad and Mumbai through UDAN scheme. Development of Greeneld airport at Hirasar, Rajkot, new ATC tower/technical block at Ahmedabad and Vadodara etc are among them.
Air India is planning to commence its maiden direct ight between Surat and Sharjah from February 16. The international ight operations will put Surat on the world aviation map and business and trade from this city will grow at much faster pace.

While attending a Yuva Samelan at Palanpur on 25th January, CM Rupani said that before the independence, the youth of the country followed the mantra of 'Die for the Nation' but in today's time the youth of the country should follow the mantra of 'Live for the Nation' in order to ensure a 360° development and growth of the country. He said that as a state, we all should believe in 'Collective Efforts-Inclusive Growth' mantra to move ahead and grow ourselves.
He also added that since past 12 years, 74% jobs of the country are generated in Gujarat. Gujarat has become a land of opportunity with 75 thousand youth getting employment opportunities under the apprentice scheme of the state government. The government of Gujarat believes that every single person of the state should be given equal opportunity to prove oneself and thus the state government is amongst the rst states to implement the Central Government's decision of '10% reservation for economic backward class'. During the event, he also handed over the apprentice
appointment letters to the youth, along with helmets and driving licenses.
In yet another example of a government that is progressive yet sensitive, Shri Rupani declared a 'No Non-Veg' zone around the 500-meter radius of the holy Ambaji Shaktipith Temple and the Somnath Jyotirling temple, during an event organized on the 25th January as a part of the Republic Day celebration.
Shri Rupani also launched a mobile application which would provide the details of Ambaji temple timings, lodging and boarding, navigation map along with many other features. This app not only covers the details related to the Ambaji temple but it also covers the details related to all the other 50 Shaktipeeth temples across India.

become a global economic powerhouse, Gujarat
has come a long way since Independence. Leading
with infrastructure development, Gujarat has, over
the past few decades, attracted national as well as
international investment and talent on a massive
scale and has played key role in shaping the success
of the nation as a whole.
Dr. J.N Singh briey shared his thoughts on the
role played by the Government of Gujarat in
planning and implementing mega-infrastructure
projects such the Delhi Mumbai Industrial Corridor
(DMIC), the Dedicated Freight Corridor (DFC),
Dholera Special Investment Region, and the Mandal
Becharaji Special Investment Region (MBSIR).
Cal l ing DMIC, India 's most ambit ious
infrastructure program, Dr. Singh said, “We are
aiming to develop new industrial cities as "Smart
Cities" and converging next generation technologies
across infrastructure sectors. The DMIC project
spans 7 states and 36% of this corridor is going to be
in Gujarat. The alignment of the proposed DFC too
passes through several districts in Gujarat including,
Palanpur, Mahesana, Ahmedabad, Vadodara,
Bharuch and Valsad. About 62% of area of the state
is covered within the inuence area of DMIC.
Within this plan, 5 industrial areas in Gujarat
have been identied to fast-track development.

reiterated Maruti Suzuki's commitment to partner
with the Government in setting up Industrial Training
Institutes and new facilities to educate and train the
workforce.

Mr. Katsuo Matsumoto, Chief Representative of
JICA India spoke of the special relationship shared
between Japanese companies and Gujarat. He said,
“Gujarat is an attractive destination for Japanese
companies and about 40 Japanese companies are
doing business in Gujarat and that number is
expected to increase because of the favorable
conditions of doing business in the state.”
Mr. Matsumoto also acknowledged the proactive
decision making, robust infrastructure such as road,
rail, telecommunication network, port connectivity
and the low cost of land and public utilities as USPs of
Gujarat.
Moving on to India's most successful and
thriving Petroleum, Chemicals and Petrochemicals
Investment Region, which is located in Dahej, Shri
M.K Das, Principal Secretary Industries and Mines
Department said, “PCPIR has already attracted
investments worth 7 billion USD and there is
further commitment of at least 7-8 billion USD
more. With the development of DFC, DMIC,
Gujarat's PCPIR is further expected to get a
boost. Three new LNG terminals and a green-
eld airport are also set to come up soon”.

Speaking on the evolution of healthcare sector
in Gujarat and its future, Mr. Pankaj Patel, Chairman
& MD of Zydus Hospitals said, “With healthcare
becoming more transparent and customer
oriented, the model of healthcare sector is
changing very rapidly in Gujarat. Accountability in
healthcare has become a very important part and
using Sprint 2022 as a platform there needs to be
created a kind of healthcare audit system to make
sure that healthcare providers provide services
which meets the expectations of the customers,
thereby making them all customer oriented.

Mr. Katsuo Matsumoto, Chief Representative of
JICA India spoke of the special relationship shared
between Japanese companies and Gujarat. He said,
“Gujarat is an attractive destination for Japanese
companies and about 40 Japanese companies are
doing business in Gujarat and that number is
expected to increase because of the favorable
conditions of doing business in the state.”
Mr. Matsumoto also acknowledged the proactive
decision making, robust infrastructure such as road,
rail, telecommunication network, port connectivity
and the low cost of land and public utilities as USPs of
Gujarat.
Moving on to India's most successful and
thriving Petroleum, Chemicals and Petrochemicals
Investment Region, which is located in Dahej, Shri
M.K Das, Principal Secretary Industries and Mines
Department said, “PCPIR has already attracted
investments worth 7 billion USD and there is
further commitment of at least 7-8 billion USD
more. With the development of DFC, DMIC,
Gujarat's PCPIR is further expected to get a
boost. Three new LNG terminals and a green-
eld airport are also set to come up soon”.

is someone who has worked extensively in the
eld of education in Gujarat and has seen the
evolution of higher education in the State. She
spoke of the need to incorporate international best
practices in higher education to encourage
research and entrepreneurship among the
students at a young age. She said, “In the last 20
years, the state has developed a wonderful array
of education opportunities. Gujarat now has a
mix of state board school, national schools
offering ICSE and CBSE courses and 30
international schools. In a state where business
was once the only career option, now it is one of
the options and there is a move towards
entrepreneurship. Today Gujarat is destination of
not only world-class institutions but also world-
class schools. Lot of families are looking at
education in Gujarat as an investment. Gujarat has
the best of both- world class education and a rich
culture and heritage.”
Mr. Keshav Varma, Chairman of Sabarmati Riverfront Development Corporation Limited (SRFDCL) spoke of the urban transformation in the state which is changing quality of life of citizens in Gujarat. Citing the example of China, he highlighted how they used urbanization to reduce poverty not only in urban areas but also in rural areas and used urbanization as a pillar for transformation. Along with urbanization, he also spoke of the need to have planned urban system that accommodates the thriving population and their aspirations. He said, “There is an effort by the SRFDCL to move the city of Ahmedabad away from car driven economy and allow people to travel in city by foot without any impediment because trafc is going to be one of the biggest challenges for our cities today.”
Mr. Kulin Lalbhai, Executive Director of Arvind Ltd weighed in on the booming Startup Ecosystem in Gujarat and said, “Technology is changing our lives and dramatically transform businesses. There used to be a time, when business cycle used to be 30-40 years before the business model changed and now if a business does not reinvent itself every 4-5 years, it will cease to exist. That is what disruption is doing.” Mr. Lalbhai also emphasized on the need to make Gujarat's cities exciting and engaging places to work in and to attract the best talent from across the country.

shift from traditional education to innovation
based education. With the help of innovative
education, students are encouraged to solve the
problem of societies. A lot of hackathons are
being organized. In today's world to compete
globally one needs to emphasize on STEM
education. The state's 1st innovation hub for
STEM education was set up in Ahmedabad. Until
2001-2002, there were 16 universities in Gujarat
with no private universities. Now, in a span of just
16 years there are 62 universities with different
specialization. Now, there is Yoga University,
Forensic University, Children's university, soon to
be Maritime University and many more. Gujarat
has become more progressive in education also
due to various schemes of the state.”
With an ambitious and inspiring vision for the
State, Chief Minister Shri Vijay Rupani talked about
opportunities in all sectors such as Industrial
Manufacturing, Agriculture, Trade and Tourism,
Innovation and Entrepreneurship. Keeping forth the
economic and social state of Gujarat in front of the
nation, Shri Rupani said “Gujarat is making its

Government Opens New Horizons forGujarati Youth with Mega Placement Fair
From affordable primary education to higher education at world class universities within the
state, the Government of Gujarat has been successful in providing the exact kind of nurturing the
students need for ying high in their professional journey. The government hasn't stopped there. It
has gone an extra mile to ensure employment opportunities to its people through a number of
global initiatives such as the biennial Vibrant Gujarat Global Investors Summit which are
instrumental in creating job opportunities for the youth in the state by providing a platform to
network with global companies, corporate houses and government sector. Not only that, the
administration also organizes job fairs every year for the same.
For ensuring the aforesaid, Chief Minister
Shri Vijay Rupani's government is successfully
carrying ahead Gujarat's journey of development
which aims to ameliorate the living conditions
coupled with better opportunities for the people.
The prime focus of the Rupani government is to
empower the youth and provide them with a
plethora of opportunities by 2022; the year when
India completes 75 years of Independence. With
Gujarat being a hub for investments and a leader in
start ups, the government aims to create and guide
the future leaders of the state and the nation
through various schemes and skill development
programs.
These visionary approaches have made Gujarat
the leading state in providing jobs since the last 15
years. The government has created as many as 1
lakh jobs through employment exchange programs
and job fairs in the last 2 years. The state has been
leading in providing the most number of
employment opportunities for 12 years. The
employment fairs in Gujarat have been successful in
providing jobs to its citizens. In the year 2016-17, 10
lakh jobs were provided through the same. The
state also holds the credit for organizing
employment fairs for women.
The Annual Mega Job Fair was recently
inaugurated by Hon'ble Chief Minister Shri Vijay
Rupani for the students of colleges afliated with
Gujarat University and grant-in-aid colleges at
Gujarat University on 28th January, 2019. A total of
33 Mega Placement Fairs were organized by the
state government from 28th January to 13th
February, this year. The fair was organized by the
Education Department of Government of Gujarat.
The Mega Placement Fair provide opportunities to
more than 60 thousand students this year.
Talking about his government's commitment to
provide equal opportunities for all, Shri Rupani said
that Gujarat will continue to lead the country in
providing employment to youth. He further added,
India has more than 60% youth of the total
population. In such a scenario, it is imperative that
the administration works in a transparent, non-
corrupt and fast paced manner in order to fulll the
expectations of the youth from the government
thereby helping realize the vision of a New India by
2022 as envisaged by the Hon'ble Prime Minister.
In one of the placement fairs conducted at the
Gujara t Techn ica l Un ivers i ty Campus in
Chandkheda recently, 1483 students were
shortlisted by companies. The state government has
made arrangements to ensure that the students are
able to register for these jobs fairs on the spot, in case
they missed the online facility. This will not deprive them
of a golden opportunity that could make their career.

still recovering from the enormous undertaking
that is Vibrant Gujarat, the proactive Chief
Minister made it clear that it was not time to rest.

various projects and works that were
approved during the summit.
At least 14 new projects will be
implemented in Agro and Food
processing, 20 in dairy, sheries and co-
operative sector, 20 in chemicals, 30 in
petrochemica l s and GIDC, 32 in
automobiles and engineering, 59 in health
care and pharmaceuticals, 26 in I.T, 21 mineral
based projects, 161 in MSME, 7 port and port
based, 5 in renewable energy, oil and gas, 9 in
textile and apparel, 11 private investments in
housing and urban infrastructure and 69 others
which total to an approximate of 484 projects. The
total investments in these projects will run up to
more than 1 lakh crore rupees and will generate
close to 2 million direct new jobs.
With tireless efforts from the Government to
initiate implementation of agreements that have
been signed, it is no wonder that the CRISIL's
States of Growth Report shows that Gujarat grew
at a rate of 9.9% from 2013 to 2017 which is well
above the national average and in fact Gujarat's
growth further accelerated to 11.1% during 2018.
The data and numbers only incontrovertibly prove
what the business community has been saying for a
while, that Gujarat is truly the growth engine of
India and it will not be long before Gujarat leads the
country in the shaping of a ‘New India’ as
promised.

A total of 28,360 MoUs were signed during
this Summit, which is a new record. Though
investment intentions and MoUs were signed in
thousands, perhaps the biggest takeaway from
the 9th Vibrant Gujarat Summit was the
projection of India's ve-year growth story to
beyond 2022 with Gujarat as the runway for the
country to scale new heights of growth and
development. Prime Minister Narendra Modi
set the tone at the inaugural session of the
summit, listing out in detail the various reforms
that his Government has undertaken in the last
four and a half years. He also assured investors
that he would always be there to hold their hand
if they wished to invest in India. The Chief
Minister Vijay Rupani made a beautiful point at
the valedictory session on the nal day, he
said, “Gujarat has become a gateway
and a point of entry to invest in
India and the Vibrant Gujarat
Summit has not just been
about branding but also
a close bonding.”
