Dear Chair Cordero,

Our business name is Mulkern Landscaping & Nursery. We are a landscaping company in business for 46years located in Waimanalo.

We support the intent of Bill 62 to request the city to recycle food waste to compost instead ofincinerating it at H-Power. Composting food waste adds much needed nutrients in the soil and helpsprotect our earth as it reduces green house gases. It will help Hawaii to be more carbon neutral.

Many years ago, Unisyn, a company based in Waimanalo provided a similar service; they allowed us todump green waste and collected food waste from restaurants. The finished product was an excellentsoil amendment.

I expect you will be doing a cost benefit-analysis; recent articles from various sources have mentionedthe plastics we recycle in the city’s blue bins would be better burned at H-Power, because they would

reduce our imports of fuel oil. The fuel market has changed, and I understand it is costing us more to

recycle than if we used the plastics to generate electricity.

I also understand that the city is paying a penalty to H-Power, because it is not aWe provide enough fuel

to burn and considering burning wood chips in lieu of composting as another alternative to reducing

bringing in oil.

Please do your research and use a little common and economic sense in making your decision. If lam

somehow misinformed, I would appreciate your letting me know.

My name is Larry .Jefts, an Oahu farmer with weekly production of about one millionpounds of fresh produce for import replacement crops. I strongly support the concept ofrecycling in all forms.

As a farmer, I can speak to the value of local, commercially produced compost material.I cannot speak to the City’s needed infrastructure, technology, and costs to accomplishthis.

As many know, in 2016, I was one of the early farmers to grow food on Central Oahu’sGalbraith land that had lain fallow since 2004. These agricultural lands are formerpineapple fields, with high acidic soil composition unsuitable for growing other crops.Intensive soil preparation was needed to restore the pH balance—to make the soil lessacidic and restore soil nutrients.

Commercially produced compost increases the soil nutrient content, the water holdingcapacity of sandy soils, and the water infiltration of clay soils. This reduces waterirrigation requirements and costs. Other benefits include greater crop yield and size ofsome crops, and suppression of certain plant diseases, parasites, and weed seeds.

In addition, locally produced compost mitigates the challenge of importing fertilizers andother plant nutrients caught up in the global supply chain crisis and shipping delays.

Dear Chair Waters, Vice Chair Kiaaina and Members of the Council,

The Island-wide Curbside Recycling Program was implernenled in 2007. Since then, there have been no significant effortsmade to establish and support a curbside food waste recycling program. By continuing to delay this program, we are directlysupporting inefficient power production by incinerating nutrient-rich, but extremely energy-poor food waste. The true costsget passed dowr to our local farmers, landscapers, and agricultural workers who currently need to rely on imported syntheticfertilizers, pH buffers, and other chemicals to supplement their farms, Ultimately, this deprives all of our residents who wantto live more sustainably,

Recycling and diverting materials should not be seen as an inconvenience, especially if these products can be turned intosomething of greater, more sustainable value. This is the exact case for food waste, both for the local economy andenvironment:

• Economically, a curbside food waste collection program will reduce Hawaii’s supply chain risk by creating nutrient-richcompost locally. Local farmers could offset their costs and dependence on imported chemicals and synthetic fertilizersby using food compost, which is rich in nitrogen and other nutrients that other types of compost lack. Additionally,food composting operations would create more jobs and could reduce produce costs by improving overall crop yieldand crop diversification.

• Environmentally, compost with food waste creates overall healthier soils that hold water and macronutrients moreefficiently while filtering out harmful chemicals that would otherwise leach into our streams, reefs, and ocean. Foodwaste compost could also be used to remediate old agricultural land where soils are too acidic, leached, or hazardous,such as the plantation/pineapple lands. Other benefits of food compost extend further to reforestation aid, wetlandrestoration, and carbon sequestration initiatives.

Once we incinerate food waste and it releases into our earth, we cannot reverse the negative effects or take advantage of itsgreater potential benefits.

As of 2021, the City and County of Honolulu is the 10th largest city in the United States, only behind cities such as New york,Los Angeles, and Austin. Most of these cities have already implemented large-scale food waste collection systems, and all(including Honolulu) have a website dedicated to the advantages of diverting food waste and turning it into nutrient-richcompost for farmers and residents to benefit from. Food waste composting is a major step toward a more sustainable futureand ensuring healthy, fertile land for our future generations.

There was a city of Honolulu policy made in 2007 to recycle food waste and the City Department ofEnvironmental Service still does not have any food recycling program 14 years later. My name is Austin Torn. I am a Diversified Agriculture and Small Livestock Manager at Kualoa Ranch. Isupport Bill 62 as amended to request the City to recycle food waste to compost instead of incinerating atHPower. By allowing food waste to be recycled and composted, you will be helping us farmers haveaccess to nutrient rich compost so that we can grow healthy local food for our Island and also help us inthe fight against global warming and environmental degradation.

Higher quality compost that contains decomposed food waste has more macronutrients such as nitrogenand also adds more organic matter that benefits our soil’s health. The healthier our soil, the more we cangrow nutritious food for our community. Healthier soil also sequesters more carbon, reducing atmosphericgreenhouse gasses and helping mitigate global warming effects.

Incorporating higher quality compost into our soils will give us the ability to help protect our localwatershed ecosystems. One of the most harmful marine pollutants come from agriculture operations suchas excess synthetic fertilizers leaching from our soils into the oceans and streams. Adding compost to oursoil is a natural and organic way to incorporate beneficial nutrients that won’t leach from our soil into ourwater ways. It increases the health of our soil by incorporating more organic matter that can improve soilstructure and pore space, trapping and allowing microbes to break down harmful pollutants before makingit into our watersheds.

With the passage of Bill 62, we can turn a previously disregarded product like food waste into somethingthat will not only benefit our local agriculture and environment, but also create a more sustainableHawaii.

We support a change to composting of the food waste on Oahu in place of eitherincineration or landfill.This waste will be a benefit to the composting process and the quality of the finalproduct.We farmers need access to a high quality compost material to buffer pH, improvemoisture retention and contribute nutrients to our soils. Food waste will improvethe nutrient level of the compost material. Offsetting the cost of expensivefertilizers is of tremendous value to our operation.

We already use Hawaiian Earth Compost material, but with the inclusion of thefood waste into the process we look forward to increased levels of severalimportant nutrients, most importantly Nitrogen.

We support Bill 62 as amended that the director shall include the collection of food waste alongwith the collection of other recyclable materials before January 1. 2024.

[he main objective of recycling is to minimize waste and reduce what is incinerated or sent tothe landfills. As food waste comprises 1/3 of Oahu’s waste stream, recycling food waste issomething that must be addressed as soon as possible.

Eco—Feed. Inc. is a food waste recycling company that has been doing business on Oahu for 22years. Although we provide food waste services for the largest of food—waste producers on theisland. the amouni that is collected is only about 25% of the total 1/3 that needs to he recycledimmediately.

In 1997 I-tawaii was one of the first States to pass a mandatory business food waste recyclingordinance on the island of Oahu. The ordinance required large ftod producers to separate andrecycle their food waste. Since then. 10 other States between the periods 2009—2016 imposedfood waste bans and mandatory recycling requirements on food establishments. l-lawaii was apioneer amongst other States to implement a thod waste recycling ordinance and after 24 yearswe must catch up and establish further requirements to achieve full compliance.

As a leader in recycling, we have made efforts in educating and changing the habits of 0ahusthod industry. Man want to recycle but inthrmation and facilities must he more readilyavailable. By recycling food waste. we will he able to convert this commodity into value—addedend—products such as nutrient—rich compost — that would greatly- benefit our community.

I am writing in full support of Bill 62 CD1, due to my interest in hopefor Hawaii to become more sustainable and green.Composting is a great way to turn waste into beneficial compost thatis good for soil quality, good for better crop growth, and good for theenvironment.

Added to the above benefits, its beneficial for the local economy byproviding job opportunities and keep the local money in the state.

WrittenTestimony Composting is known for many many years, very small changes have

been made into the process, mainly due to that it is like nature. Doeswhat does at its best.

Burning organic waste can lead to major environmental pollution withnitrogen, and other nutrients. However, composting is turning thewaste into soil conditioner or fertilizer that will help Hawaii be moreself sufficient.

Locally produced fertilizers can help reduce the state reliance onimported crop growth inputs, which could lead to more affordable localfood, less need for waste disposal locations, and more money stayingin our beloved Hawaii.

Soil health is an important aspect in agriculture and environmentalstudies, composting and the derived compost, which is known to berich with good biology, can improve soil health. Food makes up a significant portion of the overall disposed waste stream. HEB supports thecollection of food waste from households to be properly composted for use as a potential sourceof soil amendment for growers, while saving landfill space, reducing greenhouse gas emissions,and improving HPower efficiency.

In contrast with this proposed program for household collections, we continue to support the useof food waste diverted from commercial enterprises such as restaurants and grocery stores, orCounty facilities as a valuable source of feed for the islands’ pig farmers, as needed.

Thank you for the opportunity to provide testimony in support of Bill 62 (2020),recycling.

CD1 relating to

We stand in support of this bill as it addresses the immediate need to close theagricultural circular economy. In agriculture, we generally concentrate on the growthand consumption of our crops, and the sustainable use of natural resources. We do notsufficiently deal with the waste that is generated by our actions. In a tropical urbanenvironment, landscape waste is a common and abundant waste to be dealt with. Wealso waste approximately half of what we grow and prepare for consumption.

Therefore, living on a remote island in the Pacific makes this bill particularly significantbecause it determines how waste is handled as a short- and long-term issue. Suchissues can define the long-term quality of life for the residents of Honolulu. Increasedrecycling, including the separation and preparation of waste for collection, is one of theobvious strategies for dealing with waste in this unique environment.

We also support the idea of including food waste by 2024 as another positive outcomeof this bill. Our hope is that composting will be a process used to deal with organicwastes as it is another mechanism for closing the circular economy.

We support Bill 62 CD1 to request the City and County of Honolulu to

Writtenrecycle food waste to compost instead of incinerating at H- Power.

SUBJECT: Bill 62 (2020), CD1 Curbside Collection of Food Waste — COMMENTS

Aloha Chair Waters and Councilmembers,

Thank you for allowing testimony on Bill 62 (2020), CD1, which mainlyrequires the city to collect food waste. I have a number of concerns about thisbill such as:

• Adding another cart will take up valuable space for homeowners;

• A separate pick up would likely be required to collect the food waste,and some areas of Oahu already have delays in pickups;

• Odors may be an issue; and

• Adding another level of separation will increase the cost of trash pickup— labor, trucks, carts, facility processing, etc., were mentioned by theadministration.

Windward Zero Waste School Hui works with schools to turn their food wasteinto rich soil. I would rather see support for this type of program thanmandating food waste pickups.

Individual worm composting is another alternative that has worked well forsome people.
