“Three-Step” Strategy: By the first step, it is expected to realize regional GDP of 1 tillion Yuan, public fiscal revenue 110 billion Yuan by 2015, realizing the target of “Twelfth Five-Year” plan of Binhai New Area. By the second

step, it is expected to realize regional GDP of about 1,3 tillion Yuan by 2017 and public financial income of 150 billion Yuan, and the per capita disposable income of urban and rural residents double that of 2010, and the

construction of core areas of Binhai New Area will be completed and the goals of moderately prosperous society will be realized three years ahead. By the third step, it is expected to realize regional GDP of 1,800 billion Yuan by

2020 and public fiscal revenue of 200 billion Yuan and that the functional positioning of Binhai New Area by national government will be primarily realized.
