For the past one and a half years she served as High-Level Liaison for the Austrian 2017 OSCE Chairmanship in the Office of the OSCE Secretary General, and, since 2011, as Deputy Coordinator of OSCE Economic and Environmental Activities/Head of Environmental Activities, with responsibility for energy security matters. A career diplomat, she was Deputy Head of the Austrian Permanent Mission to the OSCE as well as Deputy Head of Division in the Federal Ministry for European and International Affairs for OSCE and Council of Europe Affairs from 2008. Prior to that, she was responsible for European Union (EU) enlargement issues. Her overseas postings have included Washington, D.C., New York and Islamabad. She holds a Doctor of Law degree from the University in Vienna is an alumna of the Austrian Diplomatic Academy. Mr. Stefano MANSERVISI, Director General of DEVCO, European Commission Mr. Manservisi has more than thirty years of experience in the Commission to this job, including six years as Director-General of the department for Development and Relations with Africa, Caribbean, Pacific States (DG DEV) and four years leading the department for Migration and Home Affairs (DG HOME). His work experience spans over 22 years in developed and emerging economies with a progressive focus on sustainable industrial transformation, energy transition, policy advocacy, applied research and capacity development. Before joining UNIDO, he worked as a senior research fellow at the International Institute for Industrial Environmental Economics (IIIEE) at Lund University, Sweden, and prior to that served as the executive director of the Regional Center for Renewable Energy and Energy Efficiency (RCREEE) based in Cairo, from 2012-2015. Mr. Emtairah holds a PhD in Industrial Environmental Economics from Lund University in Sweden; a Master’s degree in Environmental Management and Policy also from Lund University; a Diploma in Engineering (Materials Science) from Tokyo Institute of Technology in Japan and a Bachelor’s degree in Engineering, also in Materials Science from the State University of New Jersey in the United States of America. Mr. Rene KAROTTKI, Consultant at Nordic Consulting Group

Develops innovative programs and initiatives within green growth, sustainable energy, access to energy and climate change, which translate political objectives into action on the ground. Contributes to policy processes in governments and multilateral organizations, including the UN, the European Union and the Global Green Growth Institute. Managed organizations and developed cooperation programs in Denmark and abroad, including design and appraisals, feasibility studies and technology exchange in more than 30 developing countries across Africa, Asia, Latin America and the Pacific Island Countries. International long-term work experience from Argentina, the European Commission (Brussels), South Africa and South Korea. SESSION 1 Mr. Mahama KAPPIAH, Executive Director, ECOWAS Center for Renewable Energy and Energy Efficiency (ECREEE)

Mahama is the Executive Director of the ECOWAS Centre for Renewable Energy and Energy Efficiency (ECREEE). He was eminent in the establishment of the Centre which aims to ensure increased access to reliable, affordable and clean energy in the West African region. Under his leadership, ECREEE has attained international recognition as a unique regional renewable energy and energy efficiency promotion agency in sub-Saharan Africa, with other regional economic communities such as the EAC and SADC seeking to emulate. Prior to the establishment of ECREEE in 2010, Mahama was Head of the ECOWAS Energy Division. Some of his achievements include the creation of the West African Power Pool (WAPP) and the ECOWAS Regional Electricity Regulation Authority (ERERA). Before joining the ECOWAS Commission, he worked in the Planning and Development Department of the Volta River Authority (VRA) of Ghana, where he served in various capacities. Mahama is a member of the REN21 Board. He holds a Master of Science degree in Electromechanical Engineering from the Kharkov Polytechnic Institute, Karkov, Ukraine. He has over 20 years of experience working on issues related to energy, environment, climate change and sustainable. Mr. Kudakwashe NDHLUKULA, Executive Director, SADC Centre for Renewable Energy and Energy Efficiency (SACREEE) Before SACREEE, Mr Ndhlukula has worked as an energy infrastructure expert, operating in the SADC region and previously he worked for the International Renewable Energy Agency

(IRENA) in Abu Dhabi since November 2012. Before joining IRENA, he was the Director of the Renewable Energy and Energy Efficiency Institute (REEEI) in Namibia where he formulated and executed various projects including establishment of Green Building Council Namibia and managing the concentrated solar power and off-grid energization, amongst many other programmes. Mr Ndhlukula also comes from the power utility background having worked for the Zimbabwe Electricity Supply Authority as an electricity trader. He is a Certified Energy Manager and Certified Energy Auditor. He possesses an MSc in Renewable Energy Engineering and an MBA, amongst other qualifications. Mr. Brian KELLY, Founder & Managing Director at Virunga Power, Virunga Power (Kenya)

Brian is Founder & Managing Director at Virunga Power since 2011, he has experience in Developing and Investing in Rural Utilities and Renewable Energy Project Development in East Africa. He worked as Principal of Renewable Energy for Responsibility Investments AG for 2 years in Kenya experiencing in Renewable Energy Project and Renewable Energy Project Investments and Financing in Africa. He has been Assistant Vice President for Barclays Capital from 2009 to 2011 in Hong Kong working in Asia-Pacific Power & Utilities Group, Investment Banking Division Mr. Ashraf KRAIDY, Planning Director at the Regional Center for Renewable Energy and Energy Efficiency (RCREEE)

Ashraf has been working for Regional Center for Renewable Energy and Energy Efficiency (RCREEE) for seven years, he is now Planning Director since 2017. He worked as Senior Energy Expert for Deutsche Gesellschaft für Internationale Zusammenarbeit (GIZ) GmbH from 2009 to 2011. He was working as Head of Energy Regulation Department for the National Research Center from 2005 to 2009 and as Engineer for the Ministry of Electricity in Syria. SESSION 2 Mr. Felice ZACCHEO, Head of Sustainable Energy and Climate Change, DG DEVCO, European Commission Felice Zaccheo has over 25 years of experience in cooperation and development. He started his professional career in Ethiopia where he was responsible for a rural development project. He has been project manager and adviser for several development projects financed by the Italian Ministry of Foreign Affair in Peru, Tanzania, Tunisia and Nicaragua. Zaccheo joined the European Commission in 1997 at the Food and Veterinary office in Dublin. He moved back to Africa in 1999 as Head of Rural Development for the EU Delegation in Nigeria. Among other tasks, he was responsible for rural development micro-projects in the Niger Delta. In 2003-2007 he was Head of Rural Development for the EU Delegation in Jamaica. One of his main tasks was the execution of development projects in the Caribbean, including Jamaica and Belize. He started working in the European Commission Headquarters in Brussels in 2007. He is currently Head of Unit for Sustainable Energy and Climate Change. Mr. Solomone FIFITA, Manager of the Pacific Centre for Renewable Energy and Energy Efficiency (PCREEE) and GN-SEC Chair

Mr. Solomone Fifita is the former Head of the Pacific’s Regional Energy Programme, housed at the Economic Development Division of the Pacific Community in Suva, Fiji. He has served as Project Manager for regional energy and climate change projects for the Pacific Islands and prior to that he was the Energy Planner for the Kingdom of Tonga. Solomone was a lead author in the IPCC Special Report on Renewable Energy, the IPCC 5thAssessment Report and was recently a Lead Reviewer of National Communications for the UNFCCC. Solomone has more than 25 years in the energy sector of the Pacific Islands and holds a Master of Science in Energy Planning and Policy. Mr. Gary JACKSON, Executive Director of the Caribbean Centre for Renewable Energy and Energy Efficiency (CCREEE) In October 2018 Mr. Jackson was appointed as the Executive Director of CCREEE. Gary Johnson has over 20 years of extensive experience designing, leading and managing sustainable energy projects within the Caribbean, working primarily within the energy and tourism sectors. He brings world-class methods and practices to engineering design of HVAC systems, sustainable energy development, modelling of processes and plant requirements

using best practice engineering and management to create energy efficient, cost-effective operation through energy conservation and project management execution. He has a PhD in Mechanical Engineering, MSc in Project Management, B.Sc. in Mechanical Engineering, and he is a Certified Energy Manager. Mr. Martin LUGMAYR, Sustainable Energy Expert and GN-SEC Coordinator, Climate Policy and Partnerships Division, Department of Energy, UNIDO

The UNIDO expert manages a broad range of sustainable energy projects in LDCs and SIDS and is coordinating the expansion of the Global Network of Regional Sustainable Energy Centers Programme. For several years he worked as technical UNIDO expert in Praia, Cape Verde, to assist the ECOWAS Commission in the establishment of the ECOWAS Center for Renewable Energy and Energy Efficiency (ECREEE) and its flag-ship programs. From 2004 to 2010, the expert was in charge of the energy program at the Austrian Development Agency (ADA) and worked on international energy policy issues at the Austrian Ministry for Foreign Affairs and for the Global Forum on Sustainable Energy (GFSE). Before he was expert and lecturer on European Integration and EU-Enlargement issues and media consultant. Mr. Lugmayr holds a MSc in Renewable Energy Technologies of the Vienna University of Technology and a MA in Political Science of the University of Innsbruck. Mr. Ryan COBB, Acting Energy Director/Belize, President Pro Tempore of the Central American Integration System (SICA)

Mr. Ryan Cobb is the Energy Director in the Ministry of Public Service, Energy and Public Utilities with 9 years of experience working in the energy sector. As energy director he is responsible for the development and implementation of the country’s sustainable energy policy and action, development of energy projects to foster adoption of sustainable energy technologies and attain universal access (electricity) to all households in Belize. Prior to transitioning from the private sector to the public sector, Mr. Cobb was employed at Belize Natural Energy Limited where he worked at different stages of production until ultimately working at the Control Room Operations overseeing all stages

of operation from field work to loading of crude oil unto tankers for international shipping. Mr. Al BINGER, Secretary General SIDS DOCK

Al Binger, former Professor and Director for the University of the West Indies Centre for Environment and Development, was Interim-Director of the Caribbean Centre for Renewable Energy and Energy Efficiency (CCREEE). Mr. Binger was also coordinator of the Small Island Developing States (SIDS) Sustainable Energy and Climate Resilience International Organization (SIDS DOCK) and energy Science Advisor of the Caribbean Community Climate Change Centre. He is a member of the United Nations Framework Convention on Climate Change Technology Executive Committee and also the former Science Advisor and Technical Coordinator to the Alliance of Small Island States (AOSIS) and Visiting Professor at Saga University, Saga, Japan, in Ocean Thermal Energy Conversion (OTEC). Mr. Fuad Farzalibeyov, Director of Energy, Minerals and Environment, Economic Cooperation Organization (ECO) Prior to joining the regional inter-governmental organization – ECO, he was working between 2002 and 2016 in the Economic Department of the Ministry of Foreign Affairs of the Republic of Azerbaijan, as well as in the Embassies of Azerbaijan in Italy and Turkey. His portfolio primarily encompassed the regional economic cooperation, energy and environmental diplomacy, international organizations and multilateral issues. He has also served as the Deputy Permanent Representative of the Republic of Azerbaijan at UN Agencies in Rome (FAO, IFAD, WFP). Fuad Farzalibeyov completed his BA (cum lode) in International Relations in 1998 at Baku Institute of Public Administration and Political Science, MA (Hons) in Public Administration Academy in 2000 and Certificat d'Etudes Politiques at the Institut d'Etudes Politiques de Bordeaux in France. He received his PhD in Italy at Sapienza University of Rome. Ms. María Luisa MARCO ARBOLÍ, Head of the Knowledge Management Division & Training CIEMAT She has a university degree in Physics and a postgraduate diploma in Health Protection in the medical field. She in part of the staff of CIEMAT and she is responsible for Education and Training on Energy and Environment issues and she has led the development and

implementation of the Virtual Training Centre of CIEMAT. She has been a contributor to a number of lecturers of the main FP 7 EU PROJECTS FOCUSED ON E&T. She served as expert in the IAEA training activities particularly in the development and implementation of the IAEA education and training strategy and she participated in some missions. Now she is member of the Steering Committee and Implementation of a Strategy for Sustainable Education and Training on Racing Safety. She has also been involved as a Project Manager and Coordinator of Education and Cooperation programs at the national and international level mainly in Latin-America and Africa in the framework of the Agencia Espanola de Cooperaciòn International para el Desarrollo (AECID) programs and the CEDDET Foundation in a joint initiative between the Spanish Ministry of Economy and Finance and the World Bank. Lunch Session Mr. Johannes Peterlik, Secretary General for Foreign Affairs in the Federal Ministry for Europe, Integration and Foreign Affairs

Mr. Johannes Peterlik is a senior career diplomat, rank of Career Ambassador, currently serving as Deputy Minister of Foreign Affairs. Prior to his current function he served as Deputy Director-General for Cultural Policy at the Austrian Ministry of Foreign Affairs from 2016-2018. He also served as Chief of Staff to the Federal Minister for Families and Youth from 2013 to 2015. Prior to that he held the post of Ambassador Extraordinary and Plenipotentiary of the Republic of Austria to the Kingdom of Thailand, co-accredited to Cambodia, Laos and Myanmar from 2009 to 2013 and the post of Ambassador Extraordinary and Plenipotentiary of the Republic of Austria to the Socialist Republic of Vietnam from 2004 to 2009. Before that, from 1995 to 2004, he served as Director of the strategic Foreign Policy Planning Unit and spokesperson to the former State Secretary of Foreign Affairs and former Foreign Minister of Austria, Mrs. Benita Ferrero-Waldner. Johannes Peterlik was born on 23rd January 1967 in Vienna and joined the Austrian Federal Ministry of Foreign Affairs in 1994. He is married and has two sons. He holds a Masters degree in Economics and Business Administration from the Vienna University of

He also holds an honorary degree of Doctor of Arts (Public and Private Management) awarded by the Christian University of Thailand. Mr. Philippe Scholtès, Managing Director, Programme Development and Technical Cooperation, UNIDO

He oversees in that capacity the technical assistance programme of UNIDO—a portfolio of over 700 projects with a total value $1.2b, delivered by 200 staff at UNIDO HQs in Vienna and over 1,200 project personnel in a hundred countries. The programme carries out UNIDO’s mandate of Inclusive and Sustainable Industrial Development (ISID). It rests on four Departments: Energy, Environment, Agribusiness Development, as well as Trade, Investment and Innovation. A fifth Department, Partnerships and Results Monitoring, leverages these resources in joint operations with private firms, investment banks and development finance institutions. Prior to his role of Managing Director, Philippe was heading UNIDO’s Agribusiness Development Department; he also served as UNIDO Representative in Vietnam and Regional Director for South Asia in New Delhi, India. Philippe, a Belgian national, holds an MSc degree in engineering and an MSc degree in economics. He has published in economics, energy economics, industrial organization etc. Ms. Rachel KYTE, Chief Executive Officer of Sustainable Energy for All (SEforALL), and Special Representative of the UN Secretary-General for Sustainable Energy for All .

As a leading advocate for sustainable development, Kyte is focused on affordable, reliable and sustainable energy as the key to combating both poverty and climate change. As Special Representative for the Secretary General she is the point person in the UN for action towards the recently agreed global goal on sustainable energy. Kyte served until December 2015 as World Bank Group Vice President and Special Envoy for Climate Change, leading the Bank Group’s efforts to campaign for an ambitious agreement at the 21st Convention of the Parties of the UNFCCC (COP 21). She was previously World Bank Vice President for Sustainable Development and was the International Finance Corporation Vice President for Business Advisory Services. Recipient of numerous awards for women’s leadership, climate action and sustainable development, she is a Professor of practice in

sustainable development at Tuft’s Fletcher School of Law and Diplomacy. Mr. Gary JACKSON, Executive Director of the Caribbean Centre for Renewable Energy and Energy Efficiency (CCREEE) See bio above. Mr. Michael AHIMBISIBWE, Executive Director, East African Centre for Renewable Energy and Energy Efficiency (EACREEE)

Mr. Michael Ahimbisibwe, from Uganda, took charge as the Executive director of EACREEE in September 2017. As senior officer from the Ministry of Energy and Mineral Development, Mr. Ahimbisibwe brings in rich experience in promoting sustainable energy in Uganda and East Africa. Prior to becoming director, he was a Principal Energy Officer in the Renewable Energy Department, Government of Uganda. Mr. Ahimbisibwe was the national focal point officer for national and regional policy matters. He has gained deep understanding of energy issues in the EAC region as a member of the energy working group of the EAC Secretariat. Some of his previous assignments include formulating regional strategy for scaling up access to modern energy, developing an energy security policy framework for the EAC region, Energy and Environment Partnership (EEP) coordination, focal point for IRENA activities in Uganda. He was also focal point for gender at the Energy Resources Directorate (MEMD), among others. Mr. David MOLDEN, Director General of ICIMOD

Dr. David Molden is the Director General of the International Centre for Integrated Mountain Development (ICIMOD), an intergovernmental knowledge organization dedicated to the mountains and people of the Hindu Kush Himalayan (HKH) region. Now in his second term, Dr Molden has been instrumental in positioning ICIMOD as a regional organization working within and across eight countries in fields such as climate change, adaptation and resilience building, ecosystem management, the cryosphere, air pollution, water resource management, and information systems. Dr Molden has been instrumental in the development of the Himalayan University

Consortium to promote academic learning and exchange, and the Hindu Kush Himalayan Assessment, an IPCC-like assessment that lays out policy options for sustainable development in HKH region. He is now formulating the HKH Science Policy Forum to bring countries together to jointly address issues of mountain environment, livelihoods, and regional cooperation. Ms. Monica Maduekwe, Resource Mobilization Specialist (Fundraising & Partnerships), ECOWAS Centre for Renewable Energy and Energy Efficiency (ECREEE)

With rich experience in developing regional policies and regulatory instruments for renewable energy, energy efficiency and gender mainstreaming, she has worked on several energy programs and served as regional coordinator for the GEF-UNIDO Strategic Program for West Africa (SPWA), and the ECOWAS Program on Gender Mainstreaming in Energy Access. Ms. Tania Rödiger-Vorwerk, Deputy Director General Directorate 41 – Federal Ministry of Economic Cooperation and Development (BMZ), Germany.

Tania is currently the Deputy Director General at Directorate 41 – Sustainable Development; Natural Resources; Economic Policy and Infrastructure; and Director of Strategy and Policy planning in the Federal Ministry of Economic Cooperation and Development (BMZ). She studied Law and Northern Languages at the University of Freiburg and Munich, going on to earn a degree in law from the University of Munich, and her PhD in European Environmental Law. Formerly, she was the Head of the Policy Planning Staff at the German Federal Ministry for Economic Cooperation and Development (BMZ), Head of the Department of General Personnel Matters and Personnel Development, and Deputy Head of the South Asia Department at the BMZ. Prior to her work at the BMZ, she was Deputy Head of the Department of International Affairs and Protocol of the City of Bonn as well as a senior consultant at the international management consultancy Kienbaum. She is a research fellow at the Faculty of Law in the University of Bonn, and a UNESCO staff member for its Global Educational Program in Munich and Seoul.

Dejan Ostojic is a Sector Leader – Energy, in the World Bank East Asia and Pacific (EAP) Region covering China, Indonesia, Vietnam, Myanmar, South East Asian countries and Pacific Island States. He leads the 30-people strong energy practice in developing and implementing the EAP energy portfolio with outstanding commitments of more than US$3 billion. Dr. Ostojic has extensive experience in the energy sector, including institutional, regulatory, and technical aspects of electric power industry, gas industry and municipal utilities. He has a diverse experience in energy and infrastructure development in Europe and Central Asia, East Asia, Middle East, Latin America and USA, where he worked both in the public and private sector. Mr. Daniel-Alexander SCHROTH, SE4ALL Africa Hub Coordinator, African Development Bank Dr. Daniel Schroth is a Principal Energy Specialist in the Energy, Environment and Climate Change Department of the African Development Bank (AfDB) and the coordinator of the Sustainable Energy for All (SE4All) Africa Hub hosted by the AfDB in partnership with the AU, NEPAD and UNDP. Daniel has extensive experience in energy policy. Prior to joining the AfDB, he worked for several years for the European Commission in both headquarters and the field, for the natural resources team of the European Bank for Reconstruction and Development (EBRD) in London and in the private sector. Mr. Robert ZEINER, Director, Programmes and Projects International, Austria Development Agency (ADA) Robert Zeiner has more than 30 years of experience in diverse organisations of development co-operation and he is, since the beginning of 2004, the Director of international programmes and projects for the Austrian Development Agency (ADA). M. Zeiner started his professional career in the Austrian steel industry (feasibility studies) and worked from 1983 to 1985 as managing director of an SME in Austria. From 1986 to 1991 he was program-coordinator of the Austrian Service for Development Co-operation for Central America, where he was based in Managua, Nicaragua. From 1991 to 2003, Robert Zeiner was director of the Austrian Service for Development Co-operation and HORIZONT3000. Mr. Hiller has over 30 years of experience working in sustainability issues, climate change and clean energy policy, as well as environmental campaigns and communications. Prior to joining REEEP, Martin had a distinguished career with the World Wide Fund for Nature (WWF): from 2002 to 2011, he led campaigns and communications in WWF´s global climate and energy programme, culminating in the WWF campaign for COP15 in Copenhagen, which mobilised 6.5 million sign-ups, the highest number of any NGO. From 1994, he pioneered the first European Union focused campaign operation for any environmental NGO in Brussels. He developed WWF’s Europe-wide communications operations, creating the

Prior to REN 21 Rana worked for over 10 years in private industry and applied research in the area of renewable energy, energy access, and waste management. Vince HENDERSON, Ambassador of the Commonwealth of Dominica to the United States of America and the Permanent Representative to the Organisation of American States (OAS). His Excellency Dr. Vince Henderson is the Permanent Representative and Ambassador of the Commonwealth of Dominica to the United Nations in New York since March 2010. He is the chairman of SIDS Dock, a sustainable energy initiative for Small Island Developing States (SIDS), since 2011. SIDS DOCK has a membership of 31 Small Island Developing States (SIDS).
