Dr Judit Kimpian chairs the Architects Council of Europe’s (ACE) Sustainability Work Group. On behalf of over half a million EU architects she leads ACE’s campaign for changes in regulatory and financial incentives that can create a step-change in building performance through architectural design. Status of the building sector & GABC activities Martina Otto, Head of the GABC Secretariat and the Cities Unit, UN Environment

Martina has over 20 years of experience in Environmental Policy and Programme Management, with a particular focus on energy and transport. In her 16 years with UN Environment, she has served in different functions out of Paris and Nairobi, now heading UN Environment’s work on Cities. Before joining UN Environment, Martina worked on Trade and Environment and Economic Instruments in the Area of Environmental Protection with the United Nations Conference on Trade and Development, the European Commission and the Foundation for International

Environmental Law and Development. A fully qualified lawyer, specialised in environmental law (LLM from London University in International Environmental Law; Bar exam Frankfurt/Main, Germany) she also worked with a major US law firm on environmental due diligence in the context of mergers and acquisitions.

Nora Steurer, Associate Programme Officer, UN Environment Nora Steurer is an Associate Programme Officer at UN Environment’ Economy Division, Cities Unit. She works on sustainable buildings with the Secretariat of the Global Alliance for Buildings and Construction (GABC) as well as with the Sustainable Building and Construction Programme (SBC) of the 10 Year Framework of Programmes on Sustainable Consumption and Production Patterns (10YFP). Prior to joining UN Environment she worked, among others with the Netherlands Environmental Assessment Agency (a part of the Dutch Ministry of Infrastructure and Environment) as well as with the SWITCH-Asia Network

Facility, and the ILO Asia-Pacific Regional Office in Bangkok. Nora holds an MSc in Environmental Change and Management from the University of Oxford.

John Dulac, Energy Analyst, International Energy Agency

John is an Energy Analyst in the Directorate of Sustainability, Technology and Outlooks at the International Energy Agency. He leads the energy technology and policy analysis in the buildings sector, contributing to IEA efforts to better understand the implications for an energy-efficient and low-carbon economy. He

Thomas Guéret, Project Manager eco-energy efficient buildings, Ministry of Ecological and Inclusive Transition

Thomas Guéret is a French engineer and a post-graduate in Statistics and Ecology. He has extended experience in energy efficiency and climate mitigation policies and strategies including: Energy efficiency of buildings (Building Energy Code of the French government – 1997-2000), of electrical appliances and of transportation (International Energy Agency 2004-2007); Interministerial coordination of the French Climate Plan (2000-2004); Policies & Measures UNFCCC negotiations & technical expert meetings including ahead of COP21; Sustainable districts and cities (2007-2009); Climate and Energy Efficiency strategies of the local and regional authorities in developing countries (UNDP 2009-2012 and European Commission 2014-2017) He is currently in project manager at the French Ministry of Ecological and Inclusive Transition, working on building energy efficiency recommendations in the framework of the GABC. Thomas Guéret also has regular participations in trainings and events as a lecturer and an associated professor.

Financing large-scale energy efficiency building projects – role and activities of PEEB Dr Mike Enskat, head of Infrastructure Section (Energy, Water and Mobility), Sectoral and Global Programmes, GIZ – Deutsche Gesellschaft fuer Internationale Zusammenarbeit

Dr. Mike Enskat is Head of Section for Energy, Water and Mobility in the Department for Sectoral and Global Programmes at Deutsche Gesellschaft für Internationale Zusammenarbeit (GIZ). In his position, he provides leadership to GIZ’s global programmes in the field of sustainable infrastructure. He is advising different ministries of the Federal German Government in their involvement with

international organisations such as the EU, World Bank, UN, IRENA and others in the relevant sectors. Mike Enskat leads a team of about 100 international professionals in the fields of energy, water and mobility. He is a frequent speaker on issues related to sustainable infrastructure at international meetings and conferences. Mike Enskat holds a Master degree in European and International Politics from the University of Edinburgh and a doctoral degree from the University of Heidelberg in Germany. Mathilde Bord-Laurant, Head of Energy Department, AFD

Mathilde Bord-Laurans has 15 years’ experience in development finance in the energy industry. She joined AFD in 2005 where she managed energy projects with state owned utilities. She notably worked on utility scale renewable energy projects in Kenya, Morocco, Ethiopia and South Africa. In 2015, she joined the infrastructure team of Proparco, the private subsidiary of AFD. Mathilde Bord-Laurans is now head of the Energy division of AFD which covers all activities related to power and energy efficiency. She holds two engineering degrees from Ecole Centrale Paris and Ecole Nationale du Génie Rural des Eaux et Forêts.

Dominique Campana, Director of International Affairs, ADEME

Dominique Campana is Director of International Affairs at ADEME, the French Environment and Energy Management Agency. For more than 30 years, she has dedicated her career to the promotion of energy efficiency and renewable energy, the protection of the environment and the fight against climate change. After starting as a research engineer at the Ecole des Mines in Paris, she joined ADEME in 1993. She has been involved in bilateral and multilateral cooperation programs, particularly on the themes of sustainable buildings and cities and access to energy in order to support the energy and ecological transition of many countries. She played a very active role in the international negotiations on climate and sustainable development, especially during the Paris Agreement at COP 21 or the Earth Summit (Rio + 20). She has also supported the development of green industries, in partnership with the Club ADEME International, which brings together 130 innovative eco-companies, leading French SMEs at the international level. She holds a Ph.D. in Physical Sciences and was awarded the title of "Knight of the National Order of Merit" in 2006 and "Knight of the Legion of Honor" in 2014.

Previously, Terri was with the C40 Cities Climate Leadership Group where she spearheaded C40’s networks that have had a direct impact on policy in over half of C40 cities. Terri also served as the London City Director for the Clinton Climate Initiative, worked with the Government of Ontario on clean technology and creative industry development, and worked for the British Broadcasting Corporation as a Head of Strategy. Terri is Canadian, based in London, UK

Association (AVN), Cécilia Rinaudo manages the

strategy, development and advocacy of AVN, a

non-profit organization aimed at improving the

the Nubian Vault. The Nubian Vault Association enables access to bioclimatic

Humanitarian Manager, and has worked for different NGOs in France, Mexico and

India (among which Human Rights Watch and Libraries Without Borders) before

joining AVN in 2013.

Majida El Ouardirhi, Architect and Director, Directorate of Quality and Technical Affairs, Ministry of National and Urban Planning, Housing, and City Policy, Kingdom of Morocco

Majida El Ouardirhi has held several positions of high responsibility. Since 2011, she is Director, Directorate of Quality and Technical Affairs. Until 2008 she was Regional Inspector for Spatial Planning, Urban Planning and Housing in the Region of Chaouia-Ouardigha in the Kingdom of Morocco.

Dr Christine Lemaitre - CEO, DGNB

Dr. Christine Lemaitre was born in Gießen, Germany in 1975 and studied structural engineering at the University of Stuttgart from 1995 to 2000. After working in the USA for two years as structural engineer, she started in 2003 working at the Institute of Lightweight Structures Design and Construction at the University of Stuttgart as a research and

teaching assistant. In 2007, she started as a project manager for R&D at Bilfinger Berger AG in the area of resource efficient buildings. She completed her phd thesis on adaptive lightweight structures in 2008i. In January 2009 she took on the role as director certification system of the German Sustainable Building Council. Since February 2010 Dr. Christine Lemaitre is the CEO of the German Sustainable Building Council. Since 2013 she is member of the board of directors of the Sustainable Building Alliance, and in 2015 she was elected as Chair of the European Regional Network (ERN) of the World Green Building Council. Since 2016 she is board member of the World Green Building Council (WGBC).

Kurt Emil Eriksen, Senior Policy Advisor, VELUX Group.

Mr. Eriksen has more than 25 years experience from the building industry and has since 1992 been employed in the VELUX Group, where he has been working with energy legislation and energy efficiency in the construction sector. He has chaired several alliances and networks within energy efficiency among others EuroACE and

After working as an architect for ten years, he was selected for the state body of civil architects and city planners and joined housing departments in the national state administration of districts in Ile de France region. Advisor and deputy chief of staff for ministers in charge of housing, and urban developement he became in 2006 “Délégué interministériel à la ville” and head of the national administration in charge of deprived areas. After 2009 he was successively responsible for developing sustainable urban development in the Union for the Mediterranean and working on major urban projects in the “Grand Paris” area. Yves-Laurent Sapoval is now is

Senior Advisor for the Directorate for Housing, Urban Development and Landscapes and has been in charge of the COP 21, notably of the “Global Alliance for Buildings and Constructions”.

Brian Dean, Energy Analyst, IEA Brian Dean is in the International Energy Agency’s Energy Efficiency Division and supports the Energy Efficiency in Emerging Economies programme, where he has provided support to China, India, Indonesia, South Africa, and Mexico. Brian also supports IEA’s Policy and Measures database, Building Energy Efficiency Policies database, the Energy Efficiency Market Report, and the development of regional energy efficiency policy recommendations. Prior to coming to the IEA,

Brian was Senior Manager at ICF International and Head of the Energy Efficiency Policy and Analytics team where he supported the development of ENERGY STAR, utility-based energy efficiency programs, IECC building energy codes and US energy demonstration projects. Brian has education in engineering, architecture and political science from Rensselaer Polytechnic Institute and Massachusetts Institute of Technology.

Dr Luong Quang Huy, Director, Division of GHG emission reduction and ozone layer protection, Department of Climate Change, Ministry of Natural Resources and

Environment, Socialist Republic of Vietnam Dr. Huy is the Director of the Division of GHG emission monitoring and low-carbon economy, Department of Climate Change, Viet Nam Ministry of Natural Resources and Environment. He has extensive experience in research and policy making in the field of climate change mitigation, carbon market development and other climate change related fields. Dr. Huy is currently coordinating a number of international projects that develop Vietnam national policies on GHG

Jérome Gatier, Director, Strategic Committee on Buildings, METS, French Republic. Jerome Gatier is since 2009 at the head of the Sustainable Building Plan, which is a mission embedded in both the French Ministries of Ecology and Housing, and aimed at making the professional world work together in favor of improving the energy performance of the French building stock. Trained in Science (Ecole Polytechnique de Paris-1984) and Civil Engineering (Ecole Nationale des Ponts et Chaussées-1987) he first worked as a civil servant in motorway engineering, then public hospital engineering and then General

Inspection of Public Finance. He then turned to management positions in private businesses, first in the hospitality business as Executive VP for hotel renovations in ACCOR Group, and then as Executive VP for Real Estate and Development at KORIAN Group, a publicly listed company operating senior residences and post-surgery clinics. Since then he is working at the Sustainable Building Plan.

Jennifer Layke, Global Director, WRI Energy Program Jennifer Layke is the Global Director of the Energy Program at World Resources Institute. Jennifer spearheads WRI’s work on energy efficiency, renewable energy and energy access. She leads the Building Efficiency Accelerator, a public private collaboration of over 35 partners supporting 30 cities implementing efficiency policies and projects in support of the Sustainable Energy for All Initiative. From 2010-2014, Jennifer created and directed Johnson Controls’ Institute for Building Efficiency, a global initiative to provide

information and analyses on the technologies, policies, and practices to deliver high performance buildings. Jennifer’s prior experience includes 12 years at the World Resources Institute where she was deputy director, Climate and Energy Program. She developed innovative energy procurement paths for corporate use of clean energy in the U.S. and Europe, managed corporate partnerships to reduce GHG emissions, and led work on U.S. carbon cap-and-trade policy. Jennifer’s international experience includes consulting for the World Bank and the U.S. EPA on technology transfer for ozone layer protection under the Montreal Protocol. In 1990, she was awarded a Thomas J. Watson Foundation fellowship for a year of sociology research in Singapore, Malaysia and Taiwan. She has an A.B. in Asian Studies/Political Studies from Pitzer College in Claremont, CA, and was a student at Nanjing University, China during her undergraduate years. She also has an M.S. and MBA from the University of Michigan’s Erb Institute for Sustainability.

Cedric De Meeûs, Head, Group Public Affairs, LafargeHolcim Cedric is an Environmental Engineer with 17 years of experience in senior positions in the environmental management, infrastructure, waste and construction materials industries. He works across a wide range of topics, with main focus on energy & climate, circular economy & resources and the sustainable development agenda. Currently Cedric is responsible for LafargeHolcim’s public affairs and governmental relation function. In this capacity he supports the Group’s management teams and their operations in effectively tackling and integrating the regulatory agenda across all relevant regions. He plays a prominent role to convey a leading international voice and

positioning the Group on relevant external forums while dealing with public policy issues in Brussels. Prior to his current role Cedric was responsible for Holcim’s European Government Relations. Prior to that, Cédric was Deputy Representative to the EU Institutions for Veolia Environment, the world leader in environmental services. Dan Hamza-Goodacre, Executive Director, Kigali Cooling Efficiency Program. Dan Hamza-Goodacre is Executive Director of the Kigali Cooling Efficiency Program. Dan has over 20 years of experience working on climate change and sustainable development in the public and private sectors, across all major continents. Previous positions include: Director Buildings & Industry, ClimateWorks; Deputy CEO of the Climate and Development Knowledge Network (CDKN); U.K. Environment and Agriculture Ministry - Head of the Secretary of State’s office, co-founder of the UK’s Adapting to Climate

Change Program, Adaptation Policy Lead on the UK Climate Change Act and Sustainable Agriculture Advisor; UK Foreign Office, Climate Attaché. Dan is a regular speaker and moderator at conferences and events and has written widely on climate and development. Dan has an MSc in International Development from Bristol University, where he also was a lecturer and researcher in global environmental politics. In his early career Dan lived and worked in the rainforests of Latin America. He volunteers regularly in schools in support of their ‘green’ teams.

Roland Hunziker is Director, Sustainable Buildings and Cities, at the World Business Council for Sustainable Development (WBCSD), based in Geneva, Switzerland. He leads the Sustainable Cities program, including projects on Energy Efficiency in Buildings, Sustainable Mobility and Zero Emissions Cities, and manages the Council’s relationships

with key city networks and stakeholders. A Swiss national, Roland holds an MBA with distinction from INSEAD, France, and an MA in history and political science from the University of Zurich, Switzerland

Bernard Mathieu also held various

positions amongst national and European sector associations and as lecturer for universities in Brussels and Liege (Belgium). Bernard is chemical engineer from the University of Liege (Belgium) and holds a Management Degree from the ICHEC Business School in Brussels.

Emmanuel Normant, VP Sustainable Development, Saint-Gobain

Emmanuel Normant, French citizen, is graduated as engineer from Ecole Polytechnique and Ecole des Mines de Paris (Corps des Mines - France). Before joining Saint-Gobain, he worked for the French Ministry in charge of environment with various responsibilities, eventually as technical adviser of the Minister. Since 2002, he works for Saint-Gobain, mostly within the Construction Product Sector, in Brazil between 2002 and 2005, in China between 2005 and 2012, in France since then. In Asia, after having been in charge of the development of the pipelines activity for China, he took over the responsibility of General Delegate for Asia-Pacific for the Saint-Gobain Group as well as Regional Managing Director for the Construction Product Sector for the same region. Between 2012 and 2016, Emmanuel Normant was President of the insulation activity of Saint-Gobain, the worldwide leader for sustainable insulation solutions. He has been appointed in May 2016 as Vice President for sustainable development for the Saint-Gobain Group

Andreas Hermelink, Associate Director, Ecofys Dr. Andreas Hermelink studied Business Economics (Dipl.-Kfm.) and Civil Engineering (Dipl.-Ing.), and holds a PhD on Sustainability Evaluation of Buildings (Dr.-Ing.). The certified consultant for rational use of energy in buildings has 17 years of professional experience in the fields of energy related user behaviour, environmental life-cycle assessment, cost-benefit-analysis and application of passive house philosophy in new and existing buildings and neighbourhoods. In 2006, he was awarded the European Solar Prize 2006, the Energy Globe Hungary 2007 and the 3rd prize in the International Energy Globe for the EU FP5 project SOLANOVA. Before joining Ecofys in 2008, Andreas worked as project manager at the University of Kassel

(Germany) and research manager at the Florida Solar Energy Center (USA). Being an associate director at Ecofys, Andreas manages the Ecofys office Berlin. Dr. Hermelink frequently supports conferences as a key note speaker, session moderator or member of the scientific committee.

Alberto Carrillo Pineda, Director SBT and RE procurement, CDP Alberto acts as Director of Science Based Targets and Renewable Energy Procurement for CDP, the global environmental reporting system for companies, cities, states and regions. In this role, Alberto leads CDP’s efforts to help scale-up and mainstream the adoption of science-based target setting and the procurement of renewable energy in the corporate sector. Before joining CDP, Alberto led WWF’s Climate & Business efforts globally; first, as Head of Climate Business Engagement for WWF’s Global Climate and Energy Initiative, and then as Leader of Science Based Targets for WWF’s Climate and Energy Practice. Before joining WWF, Alberto occupied different management and consulting positions in leading global carbon asset management firms

John Dulac, Energy Analyst, International Energy Agency John is an Energy Analyst in the Directorate of Sustainability, Technology and Outlooks at the International Energy Agency. He leads the energy technology and policy analysis in the buildings sector, contributing to IEA efforts to better understand the implications for an energy-efficient and low-carbon economy. He also leads the IEA Collaborative on Combined Heat and Power and efficient District Heating and Cooling (CHP/DHC) and is the desk officer for the Technology Collaboration Programmes (TCPs) on Energy Conservation

through Energy Storage (ECES), Heat Pump Technologies (HPT) and District Heating and Cooling including Combined Heat and Power (DHC).

Idriss Kathrada, Associate Director, Novasirhe & Member of CINOV & FIDIC Sustainable committees

Idriss provides a support to 2° objective with environmental, carbon, energy and life cycle assessments and action plan assistance at different levels, an organisation, a building or a city. He carries out projects with a wide range of actors, private companies, publics services, as well as architects and building owners. He is involved in carbon ISO standardization and french regulation for seven years and since 2015, he works on the french low carbon buildings framework, software development and experimentation of performance levels.

Dr. Soumen Maity holds a PhD in Materials Science from Central Glass and Ceramic Research Institute (CSIR). After a brief stint in CSIR, he joined Development Consultant Limited, Kolkata and was instrumental in managing a R&D Group on developing low cost building materials. During this period, he had set up two start-up companies, producing studio

potteries and alternate building materials. Presently he is with TARA (Development Alternatives Group) leading the Innovation-Incubation-Multiplication value chain. His current sectors of interest are industrial waste utilisation, resource efficiencies of small scale technologies, alternate building materials and technologies in producing them and water purification systems. He has also successfully transferred home grown Indian technologies to Asia and Africa supporting them in development process.

As the Executive Director of IPEEC, Mr. Lebot has had an extensive career in the fields of Energy Efficiency, Climate Change Mitigation, and Clean Energy Policies. Beginning as a Research Engineer, Mr. Lebot worked at the Energy Efficiency Division of the Lawrence Berkeley National Laboratory, in California from 1987 to 1990. Between 1990 and 1997, he was part of the French National Energy and Environmental Agency (ADEME), where he led numerous

background technical studies for the first directives related to the promotion of energy efficiency in the European Union, which ignited his international career. From 1997 to 2003, Mr. Lebot worked at the International Energy Agency (IEA) as an advisor within the Energy Efficiency Policy Analysis Division and from 2004, he worked as a Climate Change & Sustainable Energy Policy Advisor for the United Nations Development Programme (UNDP); where he provided technical leadership on activities designed to address Climate Change and Sustainable Energy policies in developing countries and emerging economies. He also developed and managed the UNDP’s portfolio on Climate Change Mitigation projects in sub-Saharan Africa with a specific focus on energy efficient public policies that included legal, fiscal and technical measures.

Marcene Broadwater, Global Head of Strategy and Business Development, IFC Marcene D. Broadwater has over 25 years of international finance experience with leadership positions in Project and Corporate Finance, Business Development, Strategic Planning and Client and Government Relations. She is currently Global Head of Strategy and Business Development in Climate Business Department of the International Finance Corporation (IFC), the private sector arm of the World Bank. In addition to

her work in climate business and sustainability, Ms. Broadwater has substantial international investment experience in project and corporate finance for energy-related industries such as Oil and Gas, Petrochemicals, and Power. Prior to her current position, Ms. Broadwater led the Corporation’s Chemicals and Fertilizer business, and served as the Country Manager for IFC in the Andean Region. She also held various positions at IFC in the Corporate Strategy, and Infrastructure and Natural Resources departments. Before joining IFC, Ms. Broadwater was a Finance Manager with the Amoco Corporation and was responsible for structured financial transactions for Amoco’s Power, Petrochemical and Oil and Gas divisions.

Ir. Martin Mooij (1962) joined the Ducth Green Building Council (DGBC) in 2015 as Head Certification and Management. In this position he is responsible for the development and management of the BREEAM-NL certification schemes. Martin has been educated as an architect at TU of Delft. During his study he has focused on flexible housing

development. After that, he worked for 5 years as a product developer at Fort Bouw, part of BAM. where he has developed flexible housing and commercial building systems. In 1998 he went to Ecofys, an international consulting firm in the field of energy efficiency and renewable energy. Within Ecofys, he was head of the energy into the built environment department and advised a large number of local authorities, utilities, construction companies, etc. From Ecofys he has been involved with the DGBC from the beginning in 2008. Prior to his arrival at the DGBC, Martin was responsible for the public and real estate segment at energy company Nuon, part of Vattenfall.

Sean Kidney, CEO, Climate Bonds Initiative Sean Kidney is CEO of the Climate Bonds Initiative, an international NGO working to mobilize debt capital markets for climate solutions. Projects include a green bond definitions and certification scheme with $34 trillion of assets represented on its Board and some 200 organizations involved in its development and governance; working with the Chinese central bank on

how to grow green bonds in China; an international Green Infrastructure Investment Coalition; market development programs in Brazil, Mexico, Colombia and East Africa; and a green finance aggregation platform with UNDP. He is a member of the European Commission's High Level Expert Group on Sustainable Finance and the UK Government’s Green Finance Task Force, co-Chair of the India Green Bonds Council and has been a consultant on green bonds to the United Nations Secretary General.

James Alexander, Director C40 James Alexander is Director of the City Finance Programme at the C40 Cities Climate Leadership Group. In this role, James is responsible for C40’s work supporting global megacities to overcome the barriers to financing climate action. Specifically this is focused on providing technical assistance and support, helping cities address their challenges through peer-peer exchanges, sharing best practices and lessons learnt, and working at the international level to address the systemic financing barriers impacting on cities. James is the C40 lead for the C40 Cities Finance Facility, a project implemented in partnership with GIZ,

and funded by the German Federal Ministry for Economic Cooperation and Development (BMZ) and the United States Agency for International Development (USAID). The C40 Cities Finance Facility supports C40 cities in developing countries to prepare and deliver finance-ready sustainable infrastructure projects, whilst building financial capacity, and sharing lessons learned.

Luca Bertalot, European Mortgage Federation - European Covered Bond Council (EMF-ECBC) EeMAP Coordinator

Luca Bertalot is Secretary General of the European Mortgage Federation - European Covered Bond Council (EMF-ECBC), representing the interests of EU mortgage lenders and the covered bond community in discussions with the European Institutions and stakeholders in general on all issues relating to the retail and funding sides of the mortgage business. Established in 1967, the EMF is the voice of the European mortgage industry, providing data and information on European mortgage markets, which were worth c. €7 trillion at the end of 2016. In 2004 the EMF founded the ECBC, a platform that brings together covered bond market participants including issuers,

analysts, investment bankers, rating agencies and a wide range of interested stakeholders. ECBC members represent over 95% of covered bonds outstanding, which were worth c. €2.5 trillion at the end of 2016. Luca joined the EMF-ECBC in 2006, becoming Head of the ECBC in 2007 and was appointed Secretary General in 2014. Prior to this, he worked as a financial analyst in Italy and Australia. Luca holds a degree in Economics and Financial Markets from the University of Rome, Tor Vergata. He also studied at the University of Mannheim, Germany, and at the Wharton School - University of Pennsylvania, in the United States.

Breakout group IV – Building data capture and management as a catalyst for moving the sector onto a 2°C pathway. Session lead & moderators I: Kyryl Tomliak, Ukraine State Agency on Energy Efficiency and Energy Saving (SAEE), Ukraine.

Kyryl has more than 10 years of professional experience in carbon emission reduction, energy efficiency, and power generation projects. Since 2014, Kyryl has been advising the State Agency for Energy Efficiency on the mentioned topics on a pro bono basis. Besides, Kyryl runs two companies. One company - Soloma Project - generates heat energy from straw and supplies the heat to public buildings in Kyiv region of Ukraine since 2013. The other company - KT-Energy - provides consultancy services in buildings energy efficiency, power generation,

and climate change mitigation sectors since 2010. In 2017 the company developed a working prototype of a mobile application the "Climate Drops", which tracks and rewards climate-friendly actions of individuals. In 2016 Kyryl has helped to draft and approve the Sustainable Energy and Climate Action Plan for a Ukrainian Bila Tserkva city. As a member of Ukrainian delegation, Kyryl has taken part in the adoption of Paris Climate Agreement in 2015. Before that Kyryl has led the development of several Kyoto Protocol Joint Implementation projects which had generated up to 580 000 tCO2 eq. of emission reductions.

Session lead & moderators II: Ursula Hartenberger, Global Head of Sustainability, RICS Prior to taking on the role as Global Head of Sustainability at RICS, Ursula had worked on environmental issues for a number of multi-national companies. Since she joined RICS in 2006, Ursula has been instrumental in shaping the organisation’s strategic approach towards sustainable development issues. She is a member of a series of international sustainable development initiatives, responsible

investment platforms and UN steering groups and has been closely involved in both RICS and stakeholder publications and projects regarding the business case for sustainability in the built environment and associated investment decision-making. Recently, Ursula initiated and led a joint UN Global Compact and RICS sectoral project with the objective of translating the Compact’s Ten Principles and the Sustainable Development Goals for sector stakeholders through a whole life cycle approach and has also actively helped to shape the Global Alliance for Buildings and Construction and the first ever Buildings Day at COP21 in Paris. Ursula writes for external publications and academic journals and is a regular speaker at international conferences.

Moderator III: Brian Dean, Building Efficiency Lead, International Energy Agency Brian Dean is in the International Energy Agency’s Energy Efficiency Division and supports the Energy Efficiency in Emerging Economies programme, where he has provided support to China, India, Indonesia, South Africa, and Mexico. Brian also supports IEA’s Policy and Measures database, Building Energy Efficiency Policies database, the

Brian has education in engineering, architecture and political science from Rensselaer Polytechnic Institute and Massachusetts Institute of Technology.

Andrew Smith, Deputy Director, Centre for Energy Epidemiology, UCL Energy Institute, University College London

Andrew is Deputy Director of the RCUK Centre for Energy Epidemiology, a research centre within the Energy Institute, part of University College London’s Bartlett Faculty of the Built Environment. After training as a mathematician, and spending some time as the stage manager of a circus, a designer and builder of industrial PV power plants, a transport planner and a management consultant, he joined UCL’s Energy Institute in 2010. His peer-

reviewed publications cover the thermal performance of building elements, the potential impacts of heat-pump penetrations on the national grid, recent developments in wind power, and the frictional costs of energy performance contracting. His research also covers the co-benefits of buildings and energy data, MACC curves, and the Green Economy.

Alexander Passer, Associate Professor, Working Group Sustainable Construction, Institute of Technology and Testing of Construction Materials, Graz University of Technology

Alexander Passer completed his civil engineering degree at Graz University of Technology (TU Graz, Austria) in 2002. After finishing his studies, he began working at the Institute of Technology and Testing of Building Materials at the university. During his time there, he was also project leader of research projects in the field of sustainable construction. For his PhD, he focused on the applicability of environmental assessment methods on building products and buildings. After his PhD, he lectured on sustainable construction at TU Graz and the University of Applied Science in

Vienna. In 2010, he co-founded a consultancy engineering company. In 2011, he was appointed as Assistant Professor for Sustainable Construction at TU Graz, where he set up a working group for sustainability assessment. Since 2013 is subject editor for construction materials and buildings for The International Journal of Life Cycle Assessment. Additionally, he is the Austrian delegate to CEN/TC350 works and other national and international technical committees. In 2014, he was appointed as a visiting professor at the Chair of Sustainable Construction at ETH Zu ̈rich. In 2017, he was promoted to Associate Professorship and received the venia docendi for the scientific field of sustainable construction. His research focuses on the Life Cycle Sustainability Assessment (LCSA), the design process and optimization of sustainability performance buildings using a systemic approach. Other foci are Building information modeling (BIM), as well as building material technology, Life

Zsolt Toth, Leader Valuation Work Package, Energy Efficiency Mortgages Action Plan (EeMAP) Project Consortium

Zsolt works in the Brussels office of RICS as an EU policy and public affairs manager. He is responsible for developing strategic relationships, informing the policy making process and placing RICS standards and guidance in the market place. He is also the technical leader of the valuation work package of the Energy Efficiency Mortgages EU supported initiative (EeMAP) aimed to

develop a private sector financing scheme for the energy efficiency improvements of buildings. Zsolt has been with RICS since 2009. Prior to his current role, he has been working in the academic environment as a research fellow and university teaching assistant. He holds a PhD in Political Theory and has contributed to a series of academic and industry publications on energy efficiency, construction and sustainability. He is involved with several key EU initiatives and European sustainable built environment stakeholder partnerships.

Sean Lockie, Head of Urban Transitions, Climate-KIC, FRICS Sean is Director of Urban Transition at Climate-KIC.A Fellow of the Royal Institution of Chartered Surveyors (RICS), in 2012 he was singled out as one of the world’s top 20 surveyors for his contribution to sustainability. He pioneered the BREEAM environmental rating system for buildings while at BRE. Previously he was Global Head of Sustainability at Atkins, where he managed a global network of 100 people. His role at Climate KIC includes

developing solutions to catalyse cross-sectoral, transformational change through ‘systemic’ innovation. This entails providing funding, composition of innovation consortia, working together with partners to take a portfolio approach to innovation options, enrichment of business model design and implementation, and provide tailored support for experimentation and scaling and support for very early stage ideation and pre-seed innovation. Priority areas include; deep retrofit, zero emission mobility, smart sustainable districts and nature based solutions. He is married with 3 children and is based in North Italy.

York Ostermeyer, Associate Professor, Civil and Environmental Engineering, Chalmers University of Technology

York is the founder of the CUES analytics foundation that publishes the Building Markets Briefs, an effort to provide cross country aligned data to support low carbon innovation uptake in the built environment on a European scale. In the related project, he leads a consortium of more than 20 partners over a timeframe of four years. York`s research focusses on the transformation of the built environment and the role of innovation and technology diffusion in

the EU building stock. He has a strong background in energy modelling and

He is involved in the IEA Annexes 70 and 75 where he leads tasks related to data in the built environment and the EU building stock. Dr. Le Trung Thanh is the Director General of the Department of Science Technology and Environment, Vietnam Ministry of Construction. One of his main management areas is the response to climate change on built environment that comprises residential waste treatment, energy efficiency in buildings, construction materials and so forth. The Department implements a number of international projects regarding the response to climate change with international partners including WB, UNDP, USAID, NDF, ADEME and others. Before joining the Ministry of Construction in 2012, Thanh worked as a lecturer in National University of Civil

H.E. Mr Inia Seruiratu, High Level Climate Champion and Minister for Agriculture, Rural & Maritime Development, and National Disaster Management, Republic of Fiji

Inia Seruiratu has been the Fijian Minister for Agriculture and the Minister for Rural and Maritime Development and National Disaster Management since 2014. Prior to this he held ministerial appointments for fisheries, forestry and provincial development. For over 10 years, Mr Seruiratu has served as chairperson, director, and member for various national and international boards and bodies, in both the private and public sector. This has provided him with in-depth insights into the dynamics of engaging with an array of actors and has exposed him to the intricacies of local and international policy development issues, including climate change, in different sectors but more especially in

food security, agriculture, disaster risk reduction, rural development, fisheries and forestry. Mr Seruiratu is a strong advocate for strengthening the resilience of local communities against the impacts of natural disasters and climate change, having experienced first-hand the impacts of sea-level rise and costal erosion in his own village.
