Kenneth Alston Special Advisor to the United States Secretary of Energy, Department of Energy, United States Session 12 Chair

Kenneth Alston is Special Advisor to the United States Secretary of Energy. Since joining the U.S. Government in 2012, he has worked at the White House and U.S. Department of Energy on financing clean energy technologies and projects. Kenneth is co-founder of the Clean Energy Investment Center, chairs the Department's Energy Finance Working Group, led the Department's efforts to raise $4 billion for the White House Clean Energy Investment Initiative, and is an advisor on regional energy issues in Asia and Africa. Prior to this, Kenneth worked in venture capital/private equity investing at Penta Group and Investor's Circle, in startups Simbol Materials and Editas, and as a strategy consultant at Booz Allen Hamilton. He holds an MBA from the Stanford Graduate School of Business, and an MS in Environment and Resources from the Stanford School of Earth, Energy, and Environmental Sciences.

Masatsugu Asakawa

Vice Minister of Finance for International Affairs, Ministry of Finance, Japan

Keynote Speaker

Masatsugu Asakawa is Vice Minister of Finance for International Affairs and responsible for all international policies of the Japanese Ministry of Finance (MOF).

Since he joined the ministry in 1981, he has held many senior positions, including Director-General of the International Bureau, Deputy Vice Minister for Policy Planning and Co-ordination. He also served as Executive Assistant to the Prime Minister (2008-09), and Deputy Prime Minister and Finance Minister (2012-13). He was also Head for Technical Assistance Management Unit, Fiscal Affairs Department at the IMF, and Executive Assistant to the President of Asian Development Bank.

Besides, he held several positions at the Committee on Fiscal Affairs (CFA), OECD, including Co-Chair for Board for Co-operation with Non-OECD Economies, and Co-Chair for Forum on Harmful Tax Practices, and Member of the Advisory Board, and Chair for CFA since June 2011.

He obtained his BA from University of Tokyo (Economics Faculty) in 1981, and MPA from Princeton University in 1985.

Preety M. Bhandari

Director, Climate Change and Disaster Risk Management Division, Sustainable Development and

Climate Change Department, Asian Development Bank

Session 11 Speaker

Preety M. Bhandari is currently the Director for Climate Change and Disaster Risk Management

Division of the Sustainable Development and Climate Change Department (SDCC) at ADB, and also

serving as Technical Advisor for Climate Change and Disaster Risk Management thematic group. She

is responsible for providing policy and strategic direction to ADB’s climate change program and

also leads the work on climate finance, with a particular focus on accessing finance from the Climate

Investment Funds (CIFs) and the Green Climate Fund (GCF). Coordination of ADB’s activities in

disaster risk management is also part of her portfolio.

Prior to joining ADB, she was heading the Finance, Technology and Capacity Building Program of the

secretariat of the UN Framework Convention on Climate Change. She led the support to the

international negotiations on climate finance, which culminated in the launch of GCF and the

Standing Committee on Finance. She coordinated the establishment of the Technology Mechanism

under the Convention, which includes the Climate Technology Centre and Network.

She has also worked as the Director of the Policy Analysis Division at TERI (The Energy and Resources

Institute) in India.

She has over 28 years of experience in environment, climate change and sustainable development,

having worked on projects across Asia, and in multicultural and diverse organizations. She is on the

editorial board of Climate Policy and has in the past served as a member of the core group on

climate change, established by the Government of India to assess India’s strategy for the UN climate

change negotiations.

Timothy Bishop

Senior Advisor, Directorate for Financial and Enterprise Affairs, OECD

Session 10 Commentator

Mr. Timothy Bishop is Senior Advisor within the Directorate for Financial and Enterprise Affairs at the OECD Secretariat. He has been with the OECD since 2006 and is currently responsible for leading selected Directorate-wide projects, including the launch of the new OECD Centre on Green Finance and Investment. He previously led, for several years, the Financial Affairs Division which supports the activities and outputs of the Committee on Financial Markets, the Insurance and Private Pensions Committee, and their sub-bodies, including the Working Party on Private Pensions and the G20/OECD Task Force on institutional investors and long-term investment financing. Mr. Bishop has been responsible for such outputs as the OECD Policy Framework for Effective and Efficient Financial Regulation (2009), Report on the Impact of the Financial Crisis on the Insurance Sector and Policy Responses (2010), the revised OECD Guidelines on Insurer Governance (May 2011), and the G20/OECD Methodological Framework for Disaster Risk Assessment and Risk Financing (2012).

Prior to the OECD, Mr. Bishop worked in the Financial Sector Policy Branch at the Department of Finance in Ottawa, Canada. For close to a decade, he worked on a wide range of financial sector policy issues, including domestic and international financial stability and regulatory policy, deposit insurance, payment clearing and settlement systems, and corporate governance and market integrity. Prior to this experience, he worked on a broad range of economic policy issues within the Government of Canada. Mr. Bishop has an M. Phil in Economics from the University of Oxford and BA from McGill University.

Adrian Blundell-Wignall

Special Advisor to the OECD Secretary-General on Financial Markets and Enterprise Affairs, OECD

Session 5 Speaker / Session 7 Chair

Dr. Adrian Blundell-Wignall is the Special Advisor to the OECD Secretary-General on Financial

Markets and Enterprsie Affairs. The OECD supports governments to improve the domestic and global

policies that affect business and markets. Key areas of work include anti-bribery, competition,

corporate affairs, international investment, financial markets, insurance and private pensions.

He is founder and chairman of a charitable foundation (The Anika Foundation) that raises and invests

an endowment fund to provide scholarships in a critical area of healthcare.

Mr. Blundell-Wignall is an Australian citizen. He has a 1st class Honours degree and PhD in

Economics from Cambridge University, UK.

He is the author of extensive publications on financial markets and monetary policy in learned

journals and books, as well as broker analyst studies and reports.

He held senior positions such as:

Brian Cahill

Managing Director, Moody’s Investors Service Pty Ltd

Session 4 Speaker

Brian Cahill is Managing Director of the Corporate Finance and Public, Project and Infrastructure

Finance Groups for Asia and Australia. In this role, he has overall responsibility for Moody’s ratings

and research for the region’s corporate, public, project and infrastructure finance institutions,

managing teams in Sydney, Singapore, Hong Kong, Beijing, Shanghai and Tokyo.

Brian is also the global executive sponsor for Moody’s Environmental, Social and Governance

initiatives which coordinates Moody’s activities in this area of growing market focus.

Brian has held various senior analytical and management positions with Moody’s. He joined the

company in 1996, working first in Structured Finance and then Corporate Finance.

He was appointed MD of the Corporate Finance Group for Asia Pacific in 2002, was MD and country

manager for Australia from 2005 to 2009 and Managing Director with overall responsibility for

Moody’s Financial Institutions Group for Asia Pacific from 2009 to May 2016.

Prior to joining Moody’s, Brian practiced as a lawyer in London, New York and Sydney. He received

an MA and Master of Law from St. John’s College, Cambridge University.

Ben Caldecott

Director, Sustainable Finance Programme, University of Oxford Smith School of Enterprise and the

Environment

Session 4 Speaker

Ben Caldecott is Director of the Sustainable Finance Programme at the University of Oxford Smith

School of Enterprise and the Environment. The Sustainable Finance Programme incorporates and

builds on the Stranded Assets Programme that he founded in 2012. He is concurrently an Adviser to

The Prince of Wales’s Accounting for Sustainability Project, an Academic Visitor at the Bank of

England, and a Visiting Scholar at Stanford University.

Ben has authored and edited a wide range of publications related to the environment and is an

experienced media commentator and public speaker. He is also a regular peer reviewer and has a

number of board and advisory panel appointments, including with the City of London Green Finance

Initiative, the University of Oxford Socially Responsible Investment Review Committee, Green

Alliance, Carbon Tracker Initiative, and the Natural Capital Declaration.

Prior to joining the Oxford Smith School he was Head of Policy at investment bank Climate Change

Capital, where he ran the company’s research centre and advised clients and funds on the

development of policy-driven markets. Ben has previously worked as Research Director for

Environment and Energy at the think tank Policy Exchange, as Head of Government Advisory at

Bloomberg New Energy Finance, as a Deputy Director in the Strategy Directorate of the UK’s

Department of Energy and Climate Change, and as Sherpa to the UK Green Investment Bank

Commission.

Ben read economics and specialised in development and China at the University of Cambridge and

the School of Oriental and African Studies, University of London. He has been a Visiting Scholar at

Peking University and held Visiting Fellowships at the University of Oxford, the University of Sydney,

and the University of Melbourne. Ben is also a Fellow of the Royal Asiatic Society and Royal

Geographical Society, an Associate Fellow at Bright Blue, a Senior Associate at E3G, and a Member of

the Senior Common Room at Oriel College, Oxford.

Andrea L. Colnes

Coalition for Green Capital / Executive Director of the Energy Action Network

Session 8 Speaker

Andrea Colnes currently serves as Executive Director of the Energy Action Network (EAN), a systems-based effort to transform Vermont’s energy economy to one based on efficiency and renewables. She also serves on the board of the Coalition for Green Capital, working to accelerate the growth of clean energy markets through establishing Green Banks at the local, state, federal, and international levels. Andrea has led strategic energy and environment campaigns over a 30 year career at the regional and national levels. Prior to joining EAN, Andrea worked on natural resource public policy and coalition building in New England and nationally, focused on large-scale land conservation, sustainable forestry and energy. She co-authored Vermont's first Comprehensive Energy Plan under Governor Madeleine Kunin, served as policy director for the Biomass Energy Resource Center with a focus on community-scaled biomass and atmospheric carbon research, was the founding executive director of the Northern Forest Alliance, policy director of the Northern Forest Center, policy leadership director for the Carsey Institute at the University of New Hampshire, and deputy director of the Vermont Natural Resources Council. She co-founded “Americans for Our Heritage and Recreation” and the “Eastern Forest Partnership” and helped launch the “National Rural Assembly.” She currently serves on the Board of Directors of the New England Forestry Foundation. Andrea holds a BA in Political Science from Williams College and Master’s in Wildlife Conservation from the University of Maine. Andrea currently serves on the following boards and commissions:

Chief Advisor for Climate and Energy Finance, Danish Ministry of Energy, Utilities and Climate

Session 10 Speaker

Chief Advisor for Climate and Energy Finance at the Danish Ministry of Energy, Utilities and Climate.

Responsible for linking the international negotiations on climate finance to operational

implementation through international channels and bilateral cooperation.

From his background as an economist, focuses on climate finance and climate change mitigation, in

particular mobilizing private investments in renewable energy and energy efficiency through

innovative instruments.

Over time covered several areas of international collaboration from positions in government,

financial institution, consultancy, and civil society:

As a practitioner developing and promoting instruments and policies that redirect

investments toward a low-carbon economy.

In international processes and forums that focus on finance mobilization and greening of

Matthias Helble

Research Fellow, Asian Development Bank Institute (ADBI)

Session 9 Chair

Matthias Helble joined ADBI as a research fellow in August 2013. His research interests include

international trade, health, environment, and urban economics. His work has been published in

flagship reports of international organizations such as the World Trade Organization's World Trade

Report, as well as in numerous books and scientific journals, including the Review of World

Economics, Kyklos, Journal of World Trade, World Economy, Japan and the World Economy, Health

& Place, Health Policy & Planning, and the Bulletin of the World Health Organization. His columns

and policy work have been published and cited in prominent international media such as the

Associate Press, BBC, Jakarta Post, Nikkei Asian Review, and VoxEU. He also teaches regularly at

Hitotsubashi University and the University of Tokyo. Matthias began his professional career in the

trade team of the Development Research Group of the World Bank in Washington, DC, before

joining the World Health Organization in Geneva, Switzerland, where he was responsible for

research on the intersection of trade and health. He then worked as an economist for the World

Trade Organization in the areas of environment, climate change, and technical standards. Prior to

coming to Tokyo, he managed the statistics program, including a project on big data together with

the United Nations Global Pulse, of the United Nations' Universal Postal Union in Bern. He holds

degrees in economics from the University of Tübingen (BA, MSc) in Germany, the University of

Wisconsin-Madison (MA) in the United States, and the Graduate Institute of International and

Development Studies (MSc, PhD) in Geneva. During his doctoral studies he was a research fellow at

Yale University. Matthias is fluent in German, English, French, and Spanish. He has good knowledge

of Portuguese and speaks basic Japanese.

Iain Henderson

Programme Officer, UNEP

Session 3 Speaker

Iain Henderson has been working on sustainable finance at UNEP since 2012. He currently is a

Programme Officer in Geneva at the UNEP Inquiry into the Design of a Sustainable Financial System,

which is an initiative to advance financial policy options that more effectively mobilise capital for an

inclusive, green economy. Most recently, this role has included supporting the G20 Green Finance

Study Group as part of the secretariat. Prior to that he led UNEP Finance Initiative’s work

programme on Sustainable Land Use.

Iain previously spent over a decade in the investment banking and wealth management divisions of

UBS and Deutsche Bank in the City of London. This included a variety of structuring, sales and risk

management roles across multiple sectors and asset classes. He also spent several years in Hong

Kong with WWF working on a range of sustainable finance issues before joining the UN.

Iain is an Oxford University Geography graduate and has postgraduate qualifications in Management,

Economics & Politics (St. Andrews) and Agricultural Economics (SOAS). He became a Chartered

Financial Analyst in 2002 and is a member of the World Economic Forum's Global Agenda Council on

Forests.

Emma Howard Boyd

Chair, the U.K. Environment Agency

Session 10 Chair

Emma Howard Boyd was Acting Chair of the Environment Agency. She was appointed to the Board

of the Environment Agency in 2009 and was made Deputy Chair in 2015.

Emma has spent her 25-year career working in financial services, initially in corporate finance, and

then in fund management, specialising in sustainable investment and corporate governance.

As Director of Stewardship at Jupiter Asset Management until July 2014, Emma was integral to the

development of their reputation in the corporate governance and sustainability fields.

She currently serves on various boards and advisory committees including the Future Cities Catapult

(Vice Chair), ShareAction (Chair of Trustees), the Aldersgate Group, Menhaden Capital PLC, the 30%

Club Steering Committee, the Executive Board of The Prince’s Accounting for Sustainability Project

and the Carbon Trust Advisory Panel.

Her past board and advisory roles have included being a director of Triodos Renewables PLC; Vice

Chair and Chair of the UK sustainable investment and finance association (UKSIF), and a member of

the Commission on Environmental Markets and Economic Performance, set up by the UK

government to make detailed proposals specifically on enhancing the UK environmental industries,

technologies and markets.

Bert Hunter

EVP & Chief Investment Officer, Connecticut Green Bank

Session 8 Speaker

The Connecticut Green Bank (“Green Bank”) formed in 2011 is recognized as the first full-scale state-

level Green Bank in the US. As CIO, Mr. Hunter leads the development of new and innovative

financing programs and in the past four years, the Green Bank team has:

Attracted more than $185 MM for residential and commercial programs including a Solar Lease Fund, a Solar Loan fund and “Smart-E” Clean Energy Loan program using structures with tax equity, non-recourse financing, loan loss reserves and “crowd funding”;

Arranged a $100 MM funding facility with Hannon Armstrong to fund the Commercial Property Assessed Clean Energy (or “C-PACE”) program – recognized as the leading C-PACE program in the nation;

Pioneered the technique to secure power purchase agreement payments using C-PACE;

Attracted a $5 MM PRI from MacArthur Foundation to finance energy efficiency projects for low-income multifamily housing;

Structured a $6 MM subordinated secured loan to facilitate the development of the largest fuel cell project in the US ($70MM / 15 MW);

Auctioned a $20 MM portfolio of C-PACE loans totaling to private investors;

Arranged Qualified Energy Conservation Bond funding for 1 MW of solar PV for ~15 affordable housing properties;

Arranged New Clean Renewable Energy Bond financing for “run of river” hydroelectric facilities.

Before joining the Green Bank, Mr. Hunter was VP Finance / CFO of Spectrum Capital, an investment

bank focused on global commercial aircraft finance and investment in US electric power generation.

Prior to Spectrum, he was VP/Treasurer of the international leasing company of Chemical Bank (now

JP Morgan Chase). Mr. Hunter holds an MBA from The Wharton School and a BS in Mathematics and

Economics from Wake Forest University.

Suk Hyun

Research Fellow, Korea Capital Market Institute

Session 9 Speaker

He is a research fellow at Korea Capital Market Institute (KCMI) since 2010 and concurrently a

director of center for global financial collaboration of KCMI and also serving as a secretariat

representing Korea in the ASEAN+3 Bond Market Forum, an appointment made by Ministry of

Strategy and Finance in Korea.

He is also a founding member of Capital Market Association for Asia, and a visiting research fellow at

Waseda University since 2007. Before that, he worked as an economist with Bank of Korea for a

year (2009-2010) conducting research on Korean flows of funds system and for three years (2006-

2009) in Japan as a bond market specialist in charge of Asian Bond Markets Initiative (ABMI) Task

Force at Japan Bank for International Cooperation which is the export credit agency of the Japanese

government.

His recent research areas includes the internationalization of Asian currencies and developing Asian

bond markets, cross-border use of currency and volatility of exchange rates, and establishment of

regional settlement intermediary and Asian capital market development and integration.

Dr. Suk Hyun’s undergraduate was done in Korea, with Yonsei University, but for both his Master’s

and PhD’s degrees, he went to Japan, with Keio University, all in economics.

Ali Izadi-Najafabadi

Head of Japan, Bloomberg New Energy Finance

Session 3 Speaker / Session 12 Speaker

Ali oversees an analyst team focused on research and analysis of Japan’s energy sector covering topics such as impact of nuclear restarts on LNG demand, new energy retail strategies as a result of energy market reform, and the future of electrified transport. His prior experience includes working at the National Institute of Advanced Industrial Science and Technology, and the fuel cell manufacturer, Ballard Power Systems. Ali has an undergraduate degree in Engineering Physics and a Masters in Electrical Engineering from the University of British Columbia, and a Doctorate in Materials Science from Meijo University.

Shigemoto Kajihara

Vice-Minister for Global Environmental Affairs, Ministry of the Environment, Japan

Session 3 Speaker / Keynote Speaker for reception

Mr. Shigemoto KAJIHARA is the Vice-Minister for Global Environmental Affairs, overseeing international affairs including the climate change negotiations at the Ministry of the Environment, Japan. He started his career as a civil servant in 1979. Since then he held various important positions at the Ministry including Director of Public Relations Office, Minister’s Secretariat; Director of Environmental Impact Assessment Division; and Director of Climate Change Policy Division. Recently, he was Director-General of Waste Management and Recycling Department, and then DirectorGeneral of Global Environment Bureau. He graduated from the University of Tokyo, Faculty of Engineering, Department of Urban Engineering.

Mr. Christopher Kaminker FRGS is an economist and project manager in the Environment

Directorate of the OECD in Paris. He manages an empirical research project focusing on the role of

institutional investors and capital markets in financing sustainable infrastructure investment and

oversees the Green Investment Financing Forum as well as annual high-level policy dialogues with

investors.

The author or co-author of over 20 publications, his research has been featured in The Economist,

Institutional Investor, Environmental Finance, Euromoney and other media. Prior to his appointment

at the OECD in 2010, Christopher worked in investment banking at Société Générale and Goldman

Sachs in New York. Christopher is a PhD candidate at Oxford University and graduated from the

School of International and Public Affairs at Columbia University.

He is a Fellow of the Royal Geographical Society and other current appointments include: OECD

delegate to the G20 Green Finance Study Group; Research Associate at Oxford University’s Smith

School; and Reviewer of the Journal of Sustainable Finance & Investment. He has held faculty

appointments as adjunct lecturer at SciencesPo Paris, and as research associate at Columbia Law

School.

Hiroyuki Kato is the Director General, Treasury Department of Development Bank of Japan (DBJ) since June 2016. He served as the CEO of DBJ Europe (DBJ’s UK subsidiary) for three years from May 2013. He has held a number of different positions at DBJ since April 1990 (then known as Japan Development Bank), including: Assistant Director, International Co-operation Department; Deputy Director, Planning Department for Investment Banking; Director, Finance Division, Treasury Department; and Director, International Strategy and Coordination Department. Between January 2001 and September 2004, he was seconded to the International Energy Agency of Organisation for Economic Co-operation and Development. Dr. Hoseok Kim is a Senior Research Fellow at the Korea Environment Institute (KEI). His primary

research field is the economics of sustainable development, with a focus on economic analysis of

environmental, energy and climate policy issues, and a green economy transition. Prior to KEI, Dr.

Kim was Principal Economist and Head of Green Growth Methodology Development at GGGI, where

he led GGGI’s role in offering knowledge services for green growth. After his first book UNFCCC and

Climate Policy (2005), he explored many areas of climate economics and policy, from theoretical

studies on induced technological change to empirical analysis of climate policy using various types of

models, and worked on these matters with many research institutions and international

organizations, including UENP, UNFCCC, World Bank, OECD, ADB, ADB Institute, SEI, JICA, Nautilus

Institute, and Columbia University. In 2008, Dr. Kim served as advisor to the Prime Minister’s Office

on climate policy, and from 2003 to 2006 he was a research professor of Institute of East and West

Studies at Yonsei University.

Dr. Ma Jun is Chief Economist at the People’s Bank of China (PBC)’s Research Bureau, Co-Chair of the

G20 Green Finance Study Group, and Chairman of Green Finance Committee of China Society of

Finance and Banking. Before joining the PBC in early 2014, he worked for 13 years at Deutsche Bank,

where he was Managing Director, Chief Economist for Greater China, and Head of China and Hong

Kong Strategy. Prior to joining Deutsche Bank in 2000, he worked as public policy specialist,

economist and senior economist at the International Monetary Fund and World Bank from 1992-

2000. From 1988-1990, he was a research fellow at the Development Research Center of China's

Kazuo Matsushita is Professor Emeritus Kyoto University as well as Senior Fellow of the Institute for

Kaori Miyamoto

Senior Policy Analyst, Development Co-operation Directorate, OECD

Kaori Miyamoto is a Senior Policy Analyst of the OECD’s Development Co-operation Directorate. She

produces annual publications on data and activities by multilateral and bilateral development

partners in supporting developing country infrastructure, including green infrastructure and for

mobilising private investment. She has also carried out case studies on how Development Finance

Institutions and aid agencies leverage private investment for highways, solar powered plants, and

hydroelectric plants in Africa. She is currently focusing on the role of aid agencies in helping

developing countries improve the investment climate through reforms and capacity building,

including for regional connectivity. Prior to joining the OECD, Kaori worked for the World Bank on

social sector projects in Africa and CARE in Asia. She has a Master of Public Administration from

Mr. Hiro Mizuno has served as the executive managing director and chief investment officer of

Japan’s US$1.3trillion Government Pension Investment Fund (GPIF) -the largest pension fund in the

world - since January 2015.

Prior to joining GPIF, he was a partner of Coller Capital, a London-based private equity firm. He

previously worked at Sumitomo Trust & Banking Co., Ltd. in Japan, Silicon Valley and New York.

Mr. Mizuno is also an executive adviser to Japanese Cabinet on healthcare and medical growth

strategy, a member of Japanese Government Strategic Funds Integrated Advisory Committee, a co-

Mr. Toshiro NISHIZAWA is Professor at the Graduate School of Public Policy (GraSPP) of the

University of Tokyo. Immediately prior to this position, he was Director General of Country Credit

Department at the Japan Bank for International Cooperation (JBIC). He also served as Director of

Asia Department II at the Japan Center for International Finance (JCIF). He was involved in JBIC's

country operations as Deputy Director General of International Finance Department I (Asia and

Oceania) and has held various positions at the Export-Import Bank of Japan, Ministry of Foreign

Affairs, IMF and the World Bank. Mr. Nishizawa has been teaching as a guest professor at the Osaka

School of International Public Policy (OSIPP) of Osaka University and as a visiting professor at

Chulalongkorn University, Thailand. He has been involved in policy dialogue with Asian countries and

has published a number of articles and chapters on Asian economies, financing for development,

Public-Private Partnerships (PPPs) and sovereign risks. He serves as a member of the Expert Group

Hiroshi Ozeki

CIO, Nippon Life Insurance Company

Hiroshi Ozeki is the CIO of Nippon Life Insurance Company, the largest mutual life insurance

company in Japan. He is also a Member of the Board & Executive Officer.

Mr. Ozeki has had a long and distinguished career with Nippon Life Insurance Company spanning

almost 30 years. He joined the company immediately after graduation in 1987 and experienced

varieties of roles including loan portfolio management, risk management, corporate strategies,

hybrid capital finance, investor relations, ALM and Asset Allocation of the Life Insurance General

Account.

He was promoted to General Manager of Finance and Investment Planning Department in 2008.

Continuing in his capacity as General Manager, Mr. Ozeki moved to the Credit and Alternative

Investment Department in 2009 where he stayed for two years before moving to the Investment

Planning Department of Aioi Nissay Dowa Insurance Company. In 2013 Mr. Ozeki returned to the

Finance and Investment Planning Department, as its General Manager and a year later he moved

into his current position.

Mr. Ozeki obtained a B.A. in Physics from the University of Tokyo and an A.M.P. from Wharton

School, University of Pennsylvania. He is also a Chartered Member of the Security Analysts

Association of Japan and a Member of the Nippon Finance Association. He was awarded The

Securities Analysts Journal Prize (1999) from the Security Analysts Association of Japan in the article

on the usage of the benchmark for fixed income.

Nicholas Pfaff is a Senior Director in the Market Practice and Regulatory Policy team of the

International Capital Markets Association (ICMA). He is the Secretary of the Green Bond Principles,

Sector Issuer Forum, and is the Head of ICMA’s Paris office. Nicholas is a senior banker with

extensive international experience in investment banking and capital markets, as well as in

Vice President for Investment Funds, Brooks Preston oversees a department which has committed

more than $4.4 billion to dozens of emerging market private equity funds since 1987. The Funds

team currently manages approximately 50 financial commitments to private equity funds in Africa,

Asia, Latin America, the Middle East and Emerging Europe and has the intention to grow the existing

portfolio.

Before coming to OPIC, Brooks was the co-managing partner of the Virgin Green Fund Emerging

Markets and a member of its Investment Committee. VGF EM focused on growth investments in the

sustainability sectors in emerging Europe including CEE, Russia/CIS and Turkey.

Prior to founding VGF EM, Brooks was the Principal at Wolfensohn & Company, an emerging market

private equity firm led by former World Bank President James D. Wolfensohn where Brooks focused

on low carbon energy investments in global emerging markets. From 2003 to 2008, Brooks had a

number of senior management roles at BP plc in emerging markets, including head of global

business development and M&A for BP Solar, and chief of staff to a Group Vice President running 10

large downstream oil businesses with $450 million in EBIT operating across 100 countries, most of

them emerging markets.

Brooks was Chief of Staff to the Under Secretary of Natural Resources and Environment and Acting

Deputy Under Secretary for Forestry at USDA in the Clinton/Gore Administration. He wrote 15 laws

passed by the U.S. Senate as Professional Staff Member at the Senate Committee Agriculture,

Nutrition and Forestry, where he covered forestry. Brooks also managed energy and environment

issues for Senator Patrick Leahy.

Lila Preston

Lila first joined Generation Investment Management in 2004 as a member of the public equity

investment team in London. Since 2008 she has worked on the firm’s growth equity platform, called

the Climate Solutions Fund, which invests in businesses that are generating value by enabling the

transition to a low carbon economy (www.generationim.com). She covers a broad range of sectors

including consumer, agriculture/food, water, biomass economy, and supply chain. Before joining

Generation she worked with American Express and Bridges Ventures while studying for her MBA.

Prior to 2003, she worked as a Director of Finance & Development at VolunteerMatch in San

Francisco, and also as a consultant for clients such as Save the Children (YouthNoise). From 1998-

2000, Lila served as a Fulbright Fellow in Southern Chile where she worked on community-based

forestry projects. Lila graduated from Stanford University with a B.A. (Honors) in English and Latin

Lars Strøm Prestvik

Chief Lending Officer, Kommunalbanken Norway

Mr Lars Strom Prestvik has been heading KBN Norway’s Lending Department since August 2014. As

the Chief Lending Officer, he is in charge of KBN’s customer relations as well as a lending portfolio of

some USD 30 billion or 50 per cent of the total Norwegian municipal debt market.

During the last year, Mr Prestvik has directed the redevelopment of KBN’s Green Lending Program

that eventually led to a Dark Green Shading from second opinion provider CICERO. The objective of

the new Green Lending Program is to incentivize local governments to make climate-smart

investments suitable for a low-carbon future.

Prior to his career in KBN, Mr Prestvik worked within corporate banking in Nordea, the largest bank

in the Nordics. He has also headed various corporate treasury organizations in Norway.

Anissa Roberts

Director of Strategic Finance, SunCulture

Anissa Roberts is the Director of Strategic Finance for SunCulture. SunCulture is an AgTech company,

which designs and sells solar-powered irrigation systems and agricultural extension services to

farmers in East Africa. The company’s products make it affordable, cleaner and easier for farmers in

across East Africa to grow high-value horticultural produce.

Anissa is currently developing SunCulture’s Pay-As-You-Grow Agricultural Asset Financing platform,

which seeks to catalyze the way smallholder farmers globally are able to access ag financing.

Prior to joining SunCulture, Ms. Roberts gained a plethora of experience in agribusiness investments

and finance, with a particular focus on Mexico and Brazil. Her experience includes various positions

at AMERRA Capital Management, Ingenio Los Mochis, and AgroFinanzas.

During her 12+ years in the financial industry, she has not only developed a particular understanding

of the operational drivers of her clients’ success, but also created innovative approaches to

structuring both debt and equity investments to unlock additional growth. Ms. Roberts has a

particular interest in incorporating the quality and usage of both water and soil in the investment

equation for smallholder farmers.

Ms Annika Rosing was appointed Head of Department for Growth and Climate at the Nordic Council

of Ministers in February 2012. The Nordic Council of Ministers is the official body for Nordic

intergovernmental co-operation. Ms. Rosings portfolio includes the responsibility for the Nordic co-

operation within finance, environment, climate, enterprise policy, regional development as well as

energy co-operation. She is also responsible for three Nordic institutions, Nordregio, Nordic Energy

Research as well as Nordic Innovation.

Mr. Tsutomu Sato is Deputy Director General of New Energy and Power Department II and Director

of Global Environment Division of Japan Bank for International Cooperation (JBIC).

Since JBIC started its untied facility for mitigation projects in developing countries so called GREEN

operation in 2010, Mr. Sato has been in charge of climate change policy issues in JBIC. He also

established GHG accounting methodologies for the GREEN operation, “J-MRV Guidelines”.

Mr. Sato joined the Export-Import Bank of Japan (presently JBIC) in 1992. Since then he worked on

financing for some infrastructure projects in China, Vietnam, Myanmar and other Asian countries. He

is a former board director of Credit Guarantee and Investment Facility, an international trust fund

for Asian Bond Market Initiative.

Haje Schütte

Head of Statistics and Development Finance Division, Development Co-operation Directorate,

Haje Schütte is Head of the Statistics and Development Finance Division, and leads work at the OECD

Development Assistance Committee (DAC) in support of the 2030 Agenda for Sustainable

Development on Development Finance through data collection and reporting, establishing statistical

measurement frameworks and analysis on key development finance topics. In addition, In

coordination with the Environment Directorate, he leads work to leverage private sector investment

to achieve sustainable green, low-carbon and climate resilient development.

He has 20 years experience as a development banker with the International Labour Organisation

and Kreditanstalt für Wiederaufbau (KfW) Development Bank working in Asia, sub-Saharan Africa

and Eastern Europe. Prior to joining the OECD he was Director of KfW Development Bank's office in

Nairobi, where he managed its largest country portfolio in funding health, water, agriculture,

education and energy.

Mr. Schütte, a German national, holds a Bachelor’s degree in Ethics, Politics and Economics from the

Albert-Ludwigs-Universität Freiburg, a Diploma in Economics from the London School of Economics

and Political Science, a Master’s degrees in Economics from the Saïd Business School of the

University of Oxford, and an Executive Masters in Consulting and Coaching for Change from HEC

Paris.

Karnam Sekar

Deputy Managing Director & Chief Sustainability Officer, State Bank of India

Mr. Karnam Sekar is presently the Deputy Managing Director & Chief Sustainability Officer, State

Bank of India. In his present assignment, he oversees State Bank of India’s credit policies and

multifarious initiatives in the Renewable Energy and Sustainability domains. In a career spanning

over 33 years at SBI, Mr. Sekar has held various positions in areas like Large Value Credit,

International Banking, Treasury Operations and Credit Policy formulation. In addition, he has Core

operational experience as Head of one of the Bank’s 14 domestic “Circles” with functions covering

the entire gamut of banking services. In such capacity, he undertook a major, pioneering project for

Solarisation of ATMs in the Circle. His immediate priority is to position the Bank’s Environment,

Social and Governance policies on a firm and sustainable footing, with standards matching global

best practices.

Rajiv Sharma

Research Program Director, Global Projects Center, Stanford University

Rajiv Sharma is Research Program Director at Stanford University’s Global Projects Center and an

honorary research associate at the Oxford University Smith School of Enterprise and the

Environment. He received his Doctorate at Oxford University where his thesis title was the role of

private institutional investors for the development of urban infrastructure assets. Rajiv has worked

as a consultant economist for the Organisation for Economic Cooperation and Development (OECD)

in Paris and as a research fellow for the United Nations Environment Program Finance Initiative.

While at the OECD, he worked at the International Transport Forum on a project looking at the

financing of transport infrastructure. He was also part of the OECD-G20 Long Term Investment

Project. Promoting long-term investment by institutional investors is a focus of his current work at

Stanford and through this, he has worked with a number of global institutional investors and

governments. He is the co-author of the forthcoming book by Stanford University Press: Reframing

Finance: New Models of Long-Term Investment Management. He has also worked for venture capital

private equity firm Oxford Capital Partners and London-based Infrastructure/Private Equity Advisory

firm, Campbell Lutyens.

Michael Sheren is Senior Advisor in within the Prudential Regulation Authority division of the Bank of

England. In his role, he provides counsel and independent challenge to senior management on

matters concerning policy, governance, supervision and research relating to the financial markets.

On behalf of the BoE, Mr Sheren co-chairs the G20 Green Finance Study Group work with

China. Additionally, he is actively involved in the Banks work in the areas of fintech and digital

finance. Prior to Joining the Bank, Mr Sheren spend over twenty five years in the debt capital

markets where he specialized in the structuring, distribution and trading of commercial debt for

major global financial institutions in New York and London. Mr Sheren holds master’s degrees from

Harvard, The London School of Economics and New York University where he studied finance,

economics, philosophy and public policy. He also holds a BA from the George Washington University.

Takejiro Sueyoshi

After graduating from Tokyo University, Takejiro Sueyoshi joined the Mitsubishi Bank (the Bank of

Tokyo-Mitsubishi UFJ) in 1967 and worked for the bank until 1998.

He is Special Advisor to UNEP FI in the Asia Pacific region. During his years with Nikko Asset

Management as Deputy President, he was appointed as a member of the UNEP FI Steering

Committee.

In addition to the involvement in the UNEP FI activities, he is giving many educational speeches

about environmental problems and CSR/SRI in various government councils, seminars, universities

and schools.

He is advisors to mayors of local governments and outside directors of corporations in Japan. He is a

member of the Central Committee on Environmental Plan for Ministry of the Environment. He is a

Trustee member of CDP (Carbon Disclosure Project). He is CEO of Green Finance Organization Japan

(Green Fund) since May 2013.

Mitsugi Sumiya joined AXA Japan in 2001 as a General Manager of Risk & Profit management and

contributed to several tasks such as Product Profitability test, Introduction and leverage of EEV and

and improvement of ERM. In 2008, he was appointed Chief Risk Officer, Senior Corporate Officer.

Dr. Bambang Susantono is the Vice-President for Knowledge Management and Sustainable

Development of the Asian Development Bank (ADB). He assumed the position in July 2015.

Dr. Susantono is responsible for management of ADB’s Sustainable Development and Climate

Change Department, Economic Research and Regional Cooperation Department, and Department of

External Relations.

Prior to this, Dr. Susantono was the Vice-Minister of Indonesia’s Ministry of Transportation and

Deputy Minister for Infrastructure and Regional Development. He has extensive experience

providing policy advice to government, private sector organizations and international institutions. He

chaired several research institutes and taught in universities. He was also Member of the Board for

airline, port, telecommunications and media companies.

He served as the President of Indonesia Intelligent Transport Society; Vice President of East Asia

Society of Transportation Studies based in Tokyo, Japan; and a member of the Board of Trustee of

the SouthSouthNorth Foundation in Johannesburg, South Africa.

Dr. Susantono holds a PhD in Infrastructure Planning and Master’s degrees in Transportation

Hideki Takada

Senior Policy Analyst, Green Finance, OECD

Lead organiser of the Forum

Mr. Hideki Takada works as a Senior Policy Analyst on green finance in the Environment Directorate

at OECD since July 2015.

Mr. Takada is seconded from Japanese Ministry of Finance which he joined in 1995. He has had a

wide range of experience in policy-making at the heart of the government including public finance,

tax, trade policies and financial services. During over 20 years of his career he spent 5 years in the

UK: study at Cambridge and LSE (1997-99), and secondment to HM Treasury (the UK finance

ministry, 2003-06) where he worked on financial regulation, investment market policies and public

spending.

In 2009, he became the first staff of the newly created National Policy Unit and worked in the Prime

Minister’s Office and the Cabinet Secretariat as an architect of the new public finance framework

and as a private advisor to the Prime Minister. His latest position in Tokyo which he held until 2015

was the Director of Public Relations, in charge of management of external communications of the

Ministry of Finance.

Mr. Takada received a Bachelor degree in Law (University of Tokyo), a Master degree in Law

(Cambridge University) and an MBA (Imperial College London).

Mr. Jun Takashina was appointed Deputy Director-General for Environmental Affairs at the Ministry

of Trade, Economy and Industry (METI) of Japan, in June 2016. In his current capacity, Mr. Takashina

is in charge of international negotiations on climate change, as well as policies towards simultaneous

achievement of environmental protection and economic growth.

Throughout his twenty-seven-year career in the Japanese Government, Mr. Takashina has been

working on a wide range of key policy issues in the areas of economy, trade, industry, energy and

the environment. His recent positions include Director of the Industrial Science and Technology

Policy Division; Director of the Policy Planning Division at the Energy Conservation and Renewable

Energy Department of the Agency for Natural Resources and Energy; Director of the Multilateral

Trade System Department at the Trade Policy Bureau; Counsellor of the Permanent Mission of Japan

to the International Organizations in Geneva; and Deputy Counsellor at the Prime Minister’s

Residence.

Mr. Takashina earned a degree in Law at the University of Tokyo, and an MBA degree at the

Northwestern University, Kellogg School of Management.

Cecilia Tam

Cecilia Tam joined the Asia Pacific Energy Research Centre (APERC) in March 2015 and is Special

Adviser responsible for managing APERC’s research programme and leading the development of the

APEC Energy Demand and Supply Outlook.

Prior to joining APERC, Cecilia was Head of the Energy Demand Technology Unit at the International

Energy Agency (IEA), where she was also responsible for the IEA’s Energy Technology Roadmaps

Programme. Having joined the IEA in 2006 her work has covered technology roadmaps, finance,

deployment and innovation, industry and energy efficiency. She has authored numerous IEA

publications including Energy Technology Perspectives, Energy Technology Transitions for Industry,

Transition to Sustainable Buildings, and a number of Technology Roadmaps.

Cecilia began her career as a Financial Analyst in Chile before moving to Dresdner Kleinwort Benson.

In her role as a Senior Equity Research Analyst covering Latin American utilities, she has worked on

numerous privatisations and equity offerings. Cecilia holds a Bachelor of Arts Honours degree in

Economics and Art History from Queen’s University in Canada and a Master’s degree in Industrial

Economics from Université Paris-Dauphine.

Mr. Rintaro Tamaki was appointed Deputy Secretary-General of the OECD on August 1, 2011. His

portfolio includes the strategic direction of OECD policy on Environment, Green Growth, Taxation,

Financial and Enterprise Affairs & Anti-Corruption, along with representing the OECD at the Financial

Stability Board meetings.

Prior to joining the OECD Mr. Tamaki, a Japanese national, was Vice-Minister of Finance for

International Affairs at the Ministry of Finance, Government of Japan.

During his prominent 35-year career, Mr. Tamaki has worked on various budget, taxation,

international finance and development issues in the OECD and at the World Bank preceding his

appointment as Finance Minister at the Embassy of Japan in Washington DC. He then became

Deputy Director-General before becoming Director-General and subsequently Vice-Minister for

International Affairs at the Ministry of Finance.

Gavin Templeton

Gavin leads the UK Green Investment Bank’s Green team. He is responsible for all of the

organisation’s external and internal engagement on green issues, and leads the sustainability

element of its work. Gavin has worked in finance and commodity markets for 20 years, beginning his

career at BP before moving to Morgan Stanley, Rabobank and VTB Capital. Over his career, Gavin has

worked in both physical and financial emission and commodity markets covering sales, marketing,

finance, origination, trading and analysis. He has worked on the sustainability agenda since the

beginning of the European Emissions Trading Scheme and United Nations Clean Development

Mechanism, as well as financing renewable energy and emission reduction projects across Europe,

Simon Upton

Director, Environment Directorate, OECD

Simon Upton is the Environment Director at the Organisation for Economic Cooperation &

Development (OECD). The Environment Directorate is responsible for Environmental Performance

Reviews of Member Countries, the economic analysis of policy instruments used to improve

environmental outcomes and a wide range of work related to water, biodiversity, climate and

chemicals. He has played a key role in the development of the OECD’s Green Growth Strategy.

Mr Upton is a New Zealander and former Member of Parliament. He held a variety of ministerial

offices between 1990 – 1999, notably the Environment and Research, Science & Technology

portfolios. He chaired the UN Commission on Sustainable Development in 1999. He chaired the

Round Table on Sustainable Development at the OECD between 1998 and 2014, and became

Environment Director at the OECD in 2010.

He holds a BA and LLB(Hons) degrees from the University of Auckland, New Zealand, and an M.Litt

from the University of Oxford. He is a Rhodes Scholar and Privy Councillor.

José Viegas

Secretary-General, International Transport Forum, OECD

Session 3 Commentator / Special Remarks

José Viegas has been Secretary-General of the International Transport Forum at the OECD since

August 2012. A Portuguese national, Mr. Viegas has had a distinguished career in academia and in

the private sector before joining the ITF. A full Professor of Transport at the Technical University of

Lisbon, he served as Director of MIT-Portugal’s Transport Systems focus area. As chairman of TIS.pt

consultants, he advised governments and international institutions on key transport projects and

policies.

At the helm of the ITF, Mr. Viegas has implemented new initiatives to increase value for member

countries. He has created a work stream for rapid-delivery policy analysis for countries,

strengthened ITF’s links with the private sector through the ITF Corporate Partnership Board and

advanced the harmonisation of pan-European road freight transport by helping to secure approval

for the Quality Charter developed by ITF’s European Road Transport Group.

Mr. Viegas holds a PhD in Civil Engineering from the Technical University in Lisbon and undertook

postgraduate studies in regional Studies at the University of Karlsruhe, Germany.

In September 2015, Mr Viegas was appointed as a member of the UN Secretary-General’s High-Level

Advisory Group on Sustainable Transport.

Tomas Werngren

President and CEO, Kommuninvest, Sweden

Tomas Werngren has a 30-year career within banks and credit institutions, starting at the

government-owned PK-Banken, today part of Nordea, in 1983. Tomas became a trader for the bank

in 1986 and two years later joined PK-kredit, where he was chief dealer until 1990. Tomas then

joined SBAB as treasurer and head of funding for four year. In 1994, Tomas was appointed deputy

managing director and chief financial officer at Kommuninvest. Two years later, he began a ten-year

tenure as executive vice president and chief financial officer. He was appointed president and chief

executive officer of Kommuninvest in 2006.

Since 2007, Tomas has held various other duties including: board member of Vasallen; board

member of SK Asset Management, chairman of the Swedish Eventing Committee; and member of

the Institute of Financial Research. Tomas has a BSc in Public Administration from the Universities of

Örebro and Stockholm and has completed the advanced management programme at Stockholm

School of Economics.

Robert Youngman is Principal Policy Analyst for Climate Finance and Investment in the OECD's

the role of institutional investors in the low-carbon transition. Prior to joining the OECD, Robert was

Director of Economic Analysis at Natsource LLC, a leading asset manager in global carbon markets,

Naoyuki Yoshino is Dean of the Asian Development Bank Institute, Chief Advisor at the Japan

from Johns Hopkins University in 1979. Dr. Yoshino has served as Chair of the Financial Planning

Asian Development Bank Institute. A national of the Republic of Korea (ROK), Dr. Yu previously

worked for the World Bank and the European Bank for Reconstruction and Development (EBRD). Dr.

Yu has extensive experience as a policy maker on both economic and environmental issues. He has

served as Secretary General of the ROK's Presidential Committee on Green Growth. He also served

as a Deputy Minister in ROK’s Ministry of Finance, as well as holding several Director General-level

positions in the ministry's Policy Coordination Bureau and International Economic Affairs Bureau. Dr.

Yu holds an MA and a PhD in political economics from the University of Cambridge.
