Ltd., New DelhiCOUNTRY PROFILESouth Sudan, officially the Republic of South Sudan and previously known as Southern Sudan, is a landlocked country in east-central Africa that is part of the United Nations sub-region of Eastern Africa. Its current capital is Juba, which is also its largest city.

South Sudan is divided into ten states, which correspond to three historical regions: Bahr el Ghazal, Equatoria, and Greater Upper Nile.

The region contains many natural resources such as petroleum, iron ore, copper, chromium ore, zinc, tungsten, mica, silver, gold, diamonds, hardwoods, limestone and hydropower.

Oil revenues constitute more than 98% of the government of South Sudan's budget according to the southern government's Ministry of Finance and Economic Planning and this has amounted to more than $8 billion in revenue since the signing of the peace agreement.

Country has two limestone's deposits in Yombio and and Kapoeta near capital city of Juba near the border cities of Kenya and Democratic Republic of the Congo. The Govt. of South Sudan is now inviting the private developers to develop these limestone mines and install the cement plants in the country.

Southern Sudan is divided in 10 states with only 3 of the state capitals (Juba, Malakal and Wau) having decentralized generation with localized distribution network. It is rich in resource potential such as hydro, solar and biomass, but severely impacted by the effects of a civil war. As a consequence, the region has poor infrastructure and its energy needs are predominantly met by biomass. The percentage of the population with access to electricity is very low, currently only about 1% and most of these consumers are in Juba. The total existing generation facilities consist of about 25 MW of thermal capacity.

The GOSS established Southern Sudan Electricity Corporation (SSEC) as a subsidiary of the Ministry of Energy and Mining (MEM) and mandated it to be responsible for generation, transmission, distribution and sales of electrical energy to consumers in Juba, Malakal and Wau.

SSEC currently has approximately 15,000 domestic customers but no industrial or commercial consumers. The installed capacity of SSEC in Juba is about 17.5 MW out of which 6.5 MW is now under operation.

16ENERGY PLANTATION - OVERVIEWThe biomass power projects are designed to operate on biomass. The feedstock proposed for the biomass power plants by nature has following risks-

Dependence on rainfall and other natural factors Low density & gross calorific value requiring very high volume of feed to be handled. Availability of crop residue as feed-stock for limited period during harvest period Uncontrolled pricing of feedstock

To mitigate the above risk and complete dependency on the Agricultural waste, Energy crops are the alternate source of Feed Stock. An alternative reduce the above risk is to develop special plant species that can be grown in Cultivable Waste Land and Fallow Land. These wastelands can be developed in a variety of ways designed to meet the needs of South Sudan economy -Biomass energy plantations for fast-growing trees crops to generate electricity on marginal waste land.

17Strictly Private & Confidential eGateway (I) Pvt. Ltd., New DelhiENERGY PLANTATION - OVERVIEWEnergy crop trees are fast growing species of trees such as cottonwoods, willows, and eucalyptus, which re-grow (called coppice) from their stump after harvest. Because of their fast growth and ability to coppice, these tree species can be repeatedly harvested on short crop rotations of every year without having to replant. In fact, the fastest growth (and highest crop yields per acre) will occur after the trees are first harvested, since their root system will be already established. This ability of tree energy crops to coppice provides sustainable renewable energy option.

The viable, employment-oriented program for production of biomass fuels for electric power on huge extent of degraded wastelands is established fact today. In combination, these programs generate additional rural employment opportunities, while creating additional rural income and environmental pollution. 18Strictly Private & Confidential eGateway (I) Pvt. 19Strictly Private & Confidential eGateway (I) Pvt. Ltd., New DelhiSUPPORT REQUIRED FROM THE GOVERNMENT

20Strictly Private & Confidential eGateway (I) Pvt. Ltd., New DelhiBENEFITS TO THE GOVERNMENTThe country will save the huge foreign exchange revenue by manufacturing the cement in the country itself. The project will provide the reliable and consistent power to the cement plant. Which will reduce the cost of the cement in the country, which enables Govt. to spent the saved money into the other infrastructure projects. The project will help to improve the power situation in the Country and will helpful in reducing demand supply gap in the region/ country. It will expedite the economic and social development of the country.Project will create an investment climate and will open the opportunity for other industries to invest in the country. Will provide a reliable source of electricity. Will provide consistency in the operations. Will improve the infrastructure in and around the Power Plant. Will generate extra revenue for the Government through Taxes.
