Citrus Heights-Early History

Birdcage Heights is one of 11 neighborhoods in Citrus Heights, CA. which has a deep history dating back to the late 1800's. The area was substantially rural from the 1850s to early 20th century consisting of 160 – 500 acre ranches and farms. The area remained largely agricultural until after 1950.

By 1951, new streets and post-war subdivisions began to modernize the rural nature of the area. Farm land began to disappear, and with it, the century-long rural nature of Citrus Heights.

Sunrise Mall was built In 1970. Over thenext 20 years, development sprouted adjacent to the mall and spread to other parts of the city.

In 1997, the City of Citrus Heights was incorporated.

Citrus Heights-Early History

Historic sites have been preserved and the City along with its Arts & History commission continues to protect and create awareness for the history of the area the buildings which serve as reminders of its past.

One of the most interesting civic and community institutions was the Ladies Auxiliary of the Citrus

Heights Volunteer Fire Department. The auxiliary provided fire fighting services during World War II. After the war, the Auxiliary continued to provide volunteer emergency services from 1951 to 1986.

San Juan High School, built in 1914, is celebrating its 100th anniversary this year with many events. The school recently underwent a $27 million renovation.

A Fight for Cityhood History

One of the most interesting aspects of Citrus Heights’

history is its long struggle for cityhood. Residents and

civic leaders fought a 12-year battle to win the right to

vote for incorporation of their city.

It all started in the mid-1980s with the guiding force of

the Citrus Heights Incorporation Project (CHIP). Even

though there were enough signatures on the petition for

cityhood in 1986, the residents met with opposition. For

the next 12 years, residents held countless meetings,

sought legal advice and went to court. The matter went

all the way to the U.S. Supreme Court, which upheld the

California Supreme Court's decision that Citrus Heights

residents could put the incorporation measure on the

ballot.

Measure “R” was passed on November 5, 1996 with

62.8% in favor of cityhood. Citrus Heights officially

became a City on January 1, 1997.

Citrus Heights Police Dept.

After contracting with the Sacramento County Sheriff's Department for several years, in June 2006, the City of Citrus Heights formed its own police department (CHPD). Residents and businesses had expressed dissatisfaction with the county’s service.

The City built a state of the art police station with a full communications center. The Department is well regarded throughout the state. CHPD was awarded the James Q. Wilson award for excellence in community policing in both 2012 and 2013.

The Dept. has a close and unique relationship with residents and visitors. Officers work closely with community groups and attend all neighborhood association meetings.

Citrus Heights Community Center

The city also built a state of the art community center, using green architecture with many sustainability features. The 29,173 square foot center hosts meetings from 12 to 966 people. The center boasts a high occupancy rate and is booked a full year in advance. Both, the police department and this community center were constructed with cash; no debt was acquired.

Residents petitioned the City to donate a parcel that could be utilized as a community garden. The garden has been a great success and is tended by volunteers.

Even throughout the downturn in the economy

beginning in 2008, the City of Citrus Heights,

has maintained a healthy surplus, currently at

approximately $30 million. City Manager,

Henry Tingle and City Councilmembers have

implemented a conservative budget process

while dealing with the city’s aging

infrastructure and other issues.

City Council and staff have implemented many

projects that have greatly improved the quality

of life for residents; while enhancing the local

economy. The city is currently working with

Dignity Health to build a medical office building

on the site of the current City Hall, which will

be re-located in the process.

Toward the end of 2007, the city

contracted with a private research

firm to conduct the 3rd Resident

Satisfaction Survey since its

incorporation in 1997.

Overall, the 2007 Resident

Satisfaction Survey found that 10

years after the City's incorporation,

residents of Citrus Heights are

very satisfied with the job the City

is doing to provide services.

89% of respondents stated they

were satisfied with the City's

overall provision of services, and

over half of those respondents

were very satisfied.

“Citrus Heights, CA - During tough economic times, the city of

Citrus Heights is running in the black. Since its incorporation in 1997, the city of Citrus Heights

has grown its reserve each year, according to City Manager

Henry Tingle.

Tingle said the operating budget for the city is $30.6 million.

The city has $36 million in its reserve fund. Tingle attributes the city's surplus to a number of

factors, including saving up for major purchases. "All of our

major infrastructure in the city is paid for. The city is not faced

with decades of debt repayments," said Tingle.

Community involvement and volunteerism also plays a big

part in the city's financial success. Tingle said volunteers help

at the police department and the Citrus Heights Community

Center. "We have people who sit and answer phones at the

reception desk. Citrus Heights is a wonderful city," said Tingle

- who shared he loves coming to work everyday.

Citrus Heights offers great amenities for residents. Birdcage Heights is adjacent to Sunrise MarketPlace (SMP) which offers great shopping, dining services and entertainment.

The District includes Sunrise Mall, MarketPlace at Birdcage, Citrus Town Center and features 400 stores, restaurants and services. Businesses include: Lowe’s, Target, Sprouts, Old Navy, Sports Authority, Best Buy, Elephant Bar, Habit Burger, Panera and many others.

SMP has worked with the City to improve the medians with more than $3 million in gateway signs and median improvements.

SMP hosts several events for residents throughout the year including the Sacramento Capitals team tennis events and the Sunrise at Night Concert.

Sunrise Parks and Rec manages 23 parks in Citrus Heights, including Rusch Community Park where the City hosts events throughout the year. Sunrise Parks is currently developing Arcade Creek Preserve. The Plan includes a trail system, children’s adventure play area, workout station par-course, a shaded picnic area, pathway seating, and an interpretive walk.

Sunrise Golf Complex is located nearby and includes a 9 hole course in the midst of oak trees and creeks, a driving range and the Back 9 Bar and Grill.

Amenities- Neighborhood Associations

Citrus Heights has an excellent reputation for its neighborhood associations. There are 11 different zones in a collaborative area known as REACH, which consists of different neighborhood as associations.

Neighborhood areas are groups of grassroots communityvolunteers who work together to make a difference intheir neighborhoods and in the city. Citrus Heights isdivided into 11 neighborhoods, with 10 differentNeighborhood organizations representing each area. Infact, creation of the "Neighborhoods" was voted by thepublic as one of the Top 10 Accomplishments by the Cityof Citrus Heights. Each Neighborhood has its own bylawsand Board which meets on a regular basis to discussimprovements and neighborhood projects.The boards usually meet once a month and work to solveneighborhood issues, such as traffic, crime, or blight.Board members share information on city planning andprojects, host educational presentations about communityresources, such as the UC Davis Master Gardeners or theSylvan Oaks Library, and promote community involvement,such as providing volunteer opportunities and promoting

community events.

Within the city of Citrus Heights there are ten elementary schools, one middle school, and two high schools.

These schools serve over 12,000 students from the City of Citrus Heights. San Juan Unified School District also offers other educational schools and programs such as a special education centers, adult schools, adult handicapped schools, preschool, and before-and after-school programs.

Universities and colleges that serve the area include: University of California, Davis; California State University, Sacramento; American River College; Sierra College; McGeorge School of Law; Lincoln Law School; Golden Gate University; University of Phoenix; and National University.

Citrus Heights Community Organizations

Citrus heights has an active Rotary club that works to improve the community. Some projects include providing school books to all Citrus Heights elementary school students, foreign exchange programs for students, scholarships. They also provide funding to many local charities. The citrus heights chamber of commerce works with local businesses and the city to improve the local economy. They also have several educational initiatives to improve local schools.

Many other organizations such as the Women's club, Kawanis, the Arts and History commission, the community marching band all work to improve the quality of life for Citrus Heights residents.

The dominant architectural style homes are mainly tract and ranch style homes. Also a lot of multi family homes and duplexes. Citrus Heights has built new high density cluster homes such as Candin Place located on Auburn Blvd. The city offers home buying assistance, home energy assistance, foreclosure resources, and home repair loans and grants.

The current home value in Citrus Heights is $241,800, the monthly change is -0.2% and the annual change is 13.8%.

Citrus Heights home values have gone up 13.8% over the past year and Zillow predicts they will rise 7.2% within the next year. The median list price per square foot in Citrus Heights is $156, which is lower than the Sacramento Metro average of $178. The median price of homes currently listed in Citrus Heights is $225,000 while the median price of homes that sold is $219,550.

Market Data Trends

Citrus Heights is an aging inter-ring suburb surrounded by newer housing developments in Roseville and Folsom. As well as older communities in Carmichael, Fair Oaks and Orangevale. The city and Birdcage Heights are built out communities, offering few opportunities for new home developments. The trends include infill development, redevelopment and renovation of existing home stock. One infill project is the 555 Mariposa project which was approved by the city and in the planning stages.

What I found most interesting about the successful real estate agents in Citrus Heights is how involved they are in the community. They are constantly networking the community to make a great impression and difference. I noticed, they both go to neighborhood association meetings, rotary meetings, women’s club meetings, and also they do fund raisers for the community. They would be strong competitors because of how many people they know and are involved with.

Additionally they have both been working the area of citrus heights for decades and have sold many homes. This would result in a lot of referrals. If I were a realtor and chose this area I would follow exactly what they’ve done and get just as involved in the community as they are. It is important to cultivate a reputation of being the market expert in the area.
