Ganesha Chaturthi is a majorHindu festival celebrated on thebirthday (rebirth) of the Lord Ganesha,the son of Lord Shiva and GoddessesParvati. Ganesha is widelyworshiped as the god of wisdom,prosperity and good fortune andtraditionally invoked at the beginningof any new venture or at the start oftravel. The festival, also known as

Vinayaka Chaturthi is observed in the Hindu calendarmonth of Bhaadrapada, starting on the shukla chaturthi

(fourth day of the waxing moon period). The date usuallyfalls between 19 August and 20 September. The festival

lasts for 10 days, ending on Anant Chaturdashi (fourteenthday of the waxing moon period).

Traditional Hindu Shastras tell that Lord Ganesha, son ofGoddess Parvati consort of Lord Shiva. Parvati created Ganesha out of sandalwoodpaste that she used for her bath and breathed life into the figure. She then set him to stand guard ather door while she bathed. Lord Shiva, who had gone out, returned and as Ganesha didn’t know him,didn’t allow him to enter. Lord Shiva became enraged by this and asked his follower Ganas to teachthe child some manners. Ganesha who was very powerful, being born of Parvati, the embodiment ofShakti, defeated Shiva’s followers and declared that nobody was allowed to enter while his motherwas bathing. Angry Shiva severed the head of the child. Parvati seeing this became enraged. SeeingParvati in anger Shiva promised that her son will be alive again. The Devas searched for the headof dead person facing North, but they found only the head of a dead elephant. They brought the headof the elephant and Shiva fixed it on the child’s body and brought him back to life. Lord Shiva alsodeclared that from this day the boy would be called Ganesha (Gana Isha : Lord of Ganas).

While celebrated all over India, it is most elaborate in Maharashtra, Gujarat, Tamil Nadu, Goa,Andhra Pradesh, Karnataka, Odisha, Kerala and Chhattisgarh. Outside India, it is celebrated widelyin Nepal and by Hindus in the United States, Canada, Mauritius, Singapore, Indonesia, Malaysia,Thailand, Cambodia, Burma, Fiji, Trinidad & Tobago, and Guyana.

.15th August 2014 – 68th Independence DayPrime Minister Narendra Modi hoists the tricolour at red fort for the first time.The day has left an indelible mark on the memory of the nation. It was a special

day as entire nation joined hands to celebrate the independence from the foreign rule,people eagerly waited for newly elected Prime Minister Shri Narendra Modi’sIndependence Day speech. The nation has very high expectations and hopes from thePrime Minister. While the aspirations of India is rising as youth are taking charge inalmost every sphere of life, people are looking for leadership which may convert thisyouth power into opportunity and make the country ready to reap this strength. Amidstthe rising aspirations of the youth, expectations of the poor and hopes of the people ingeneral, Narendra Modi delivered an inspiring speech setting the roadmap of a risingIndia. The nation was reassured of its future and the faith of the people was reinforcedthe destiny of the nation.

The Independence Day celebration at the Red Fort which was closed for decadeswas opened for the common people. The people also responded in large numbers bygathering at the Red Fort to join the celebrations. It was a message given to the nationthat the Independence Day celebrations which has for last few years become a governmentfunction was in fact an occasion for national celebrations and everyone was part of thethis national festival. Prime Minister Narendra Modi won the hearts of the people whenhe asked the security personnels to remove the bullet proof glass as he did not wantanything to come between him and the people of India. He was able to strike anemotional chord when he described himself as Pradhan Sevak and not as Pradhan Mantrithereby making clear the approach of his government and his idea of governance. Hespoke from his heart and in his extempore address he was able to communicate withthe people and his message has been well received by almost every section of the society.The occasion marked the beginning of a new era where people were inspired to contributeto the nation building process.

The significance of the prime minister address lay in the fact that he inspired almostevery section - from bureaucracy to political class, from corporate to common man. Hehad appealed to everyone and tried to instill them with a sense of responsibilitytowards the nation. In his address while he re-emphasized his commitment towardsconsensus rather than rule by majority he said that recently concluded parliamentarysession was an example where he applauded the support of the Opposition in makingthe parliament function effectively. He also stressed that the functioning of thegovernment should be guided by the concept of organic unity of the system. He soughtto make efforts towards nation building and development take the shape of a movementas he announced schemes related to cleanliness drive, Pradhan Mantri Jandhan Yojana,Sansad Adarsh Gram Yojana and call for ‘Make in India-Made in India’. NarendraModi should be congratulated for his rare ability to connect with the masses and toinvolve them in his agenda of making a vibrant India.

The decision to replace Planning Commission with a new institution should beviewed in the context of making India ready to face new realities of the world whichrequired fresh approach and innovative thinking. Seen as one of the last vestiges ofNehruvian economy Planning Commission has outlived its utility as it was considered

The newinstitution will strengthenfederalism and leadtowards decentralizationand devolution of powers.The decision is expected togive new lease of life to oureconomic planning withnew approach andinnovative ideas.

“The power crisis in UP is prevailing because of less power generationin the state. UP government is not concerned over increasing powergeneration,” he said.

Pointing towards the party MPs present in the meeting, Shri Shahsaid Modi is so dedicated to his duties that he neither sleeps norallows others to do so, and all MPs and Union Ministers will learnthat soon.

He also asked workers to aggressively raise public issues and nothesitate in taking on the state government on these issues.

country forward.125 crore countrymen havetaken the country forward with this credo. We are not among those who function on thestrength of majority. We want to move forwardon a strong base of consensus. I also greet all Members of Parliament and allpolitical parties from the ramparts of the RedFort with pride. We ended the Parliamentsession yesterday with an importantexperiment of taking the nation forward withstrong consensus.When I had an insider’s view after coming toDelhi, it looked as if dozens of parallelGovernments were running within theGovernment, each with its own fiefdom. Iwitnessed conflict and scattering. I havebegun an attempt to make the Governmentan organic unit. The machine called Government orestablishment is to be made sharper andswifter for fulfilling aspirations of the people. Right from a peon to the Cabinet Secretaryeverybody is capable. Everybody has powerand experience. I want to harness their powerand use it to speed up national welfare. I willcertainly do it. Our great leaders won freedom, do we nothave a duty towards the India of their dreams,and don’t we have a national character. Atime has come to think seriously over theseissues. Should 125 crore countrymen not have amantra to ensure that their every step is innational interest. Everything is not for self. Some things arealso for the nation. One should rise above theself-interest and think about the nationalinterest. Parents ask a number of questions when adaughter goes out, but do they ever have thecourage to ask their son about his friends orwhere is he going or why. After all a rapist isalso someone’s son. Nepal provides an example of youth layingdown arms and taking to education. It caninspire the youth who have taken to violence,all over the world. Even after independence we sometime facepoison of casteism or communalism. Howlong will it continue and who is going to

benefit from it? I appeal to youth of the country that the poisonof casteism, communalism or sectarianism isa hindrance to country’s progress. Think andtry a ten years moratorium to get a society freeof all these tensions. In Commonwealth games our 64 sportspersons won medals. These include 29women. Let us be proud of these daughters. There are two tracks in the country to moveforward, good governance and development.We can progress only on these tracks. Crores of families have mobile phones butnot a bank account. We have to change thissituation. Those in Government service are not doing ajob but a service, this feeling is to be renewed. Just imagine, if 125 crore countrymen take astep forward the country will move 125 croresteps forward. Who so ever will open an account underPradhan Mantri Jan Dhan Yojana will beprovided with a debit card and insuranceworth Rs.One lakh. We want to link poor people of the countrywith a bank account facility throughPradhan Mantri Jan Dhan Yojana.Our country is the youngest nation of theworld. Skill development is our mission fordevelopment of the country. I want to develop such youth who are jobcreators.If we wish to provide maximum employmentto youth we will have to promotemanufacturing sector.We have skill, talent and discipline and awill to perform. We want to give a collectiveopportunity to the world. ….Come, make inIndia, we have the strength, come to ourcountry, I invite you. A farmer serves the country by filling thegranaries in the same way as a soldierdefends the motherland. It is also a nationalservice. Youth should resolve that may be at a smalllevel, they will make at least one article thatthe country imports, so that it may never needbe imported in future. Youth belonging to the IT profession havepaved the way for establishing India’s new

identity in the world. Digital India is our dream for the nation.When I say ‘digital India’ it is not meant forthe rich but for those who are poor. If we move with the dream of electronic digitalIndia and manufacturing of electronic goodsand become self-reliant, it will be a majorgain for the country. There was a time when it was said thatRailway unites the country. I say, today IThas the power to unite the country and itspeople. We want to promote tourism. Tourismprovides employment to the poorest of thepoor. Even the small vendor, autodriver, chaat seller and tea stall owner earnsfrom it. While talking of tea seller, I feel adegree of affinity. Biggest obstruction to development ofnational character is the filth seen all aroundus. The first job in the government I did aftercoming here, was that of cleaning. Peoplewere surprised. Is it the job of aPrime Minister. But for me, it is a very bigjob. If 125 crore countrymen decide not to everspread filth, then no power in the world canmake our village or town dirty. Let us decide that in 2019 when we observeMahatma Gandhi’s 150th anniversary, wewill not let our village, city, country, school,colony, temple, hospital and all other areasremain dirty. It is not Government’s job, it isto be done by public participation. Presently, our mothers and sisters are forcedto defecate in open. Do we like this and is notour responsibility to arrange for toilets atleast? I have to launch a Swachch Bharat campaignfrom 2nd October and we want to carry thisforward within four years.One task which I would like to begin today,is toilet in all schools of India and a separatetoilet for girls. Only then the girls will notdrop out of schools. I urge all Members ofParliament to use their MPLAD fund forconstruction of toilets in the schools for oneyear. When we stand here on next 15th August, weshould be confident that there is no school

left in the country without separate toilets forboys and girls. I today announce a scheme named after theParliamentarians- ’Saansad Adarsh GramYojana’. Every MP has to develop one villagein his or her constituency into a model villageunder this scheme. A Parliamentarian should develop two morevillages before going for election after 2016 inthe year 2019. After that every MP has todevelop at least five villages during a fiveyear tenure. A complete blue print of Saansad AdarshGram Yojana will be presented to all MPsand all State Governments by 11th October, Jayprakash Narayan’s Jayanti.We will have to think about giving a newshape to the Planning Commission in orderto utilise our federal structure as a heritage ofdevelopment and better team work betweenthe Centre and states.Strengthen State Governments, federalstructure, with new outlook, new body andsoul and with new direction, we will createa new institution. Very soon this new institutewill start working in place of PlanningCommission.India’s divine strength and spiritual heritagewill play a major role in world’s welfare.These thoughts were expressed byShri Aurobindo.As Swami Vivekananda said that once againMother India has awaken, my mother Indiawill take her place as teacher of the worldand every Indian will be a tool of globalwelfare.Why shouldn’t all SAARC countries fightagainst poverty and defeat it. I went to Bhutan and Nepal. Dignitaries fromSAARC countries came to swearing inceremony. This is a very good beginning.Definitely there will be good results. I assure you, if you will work for twelve hourI will work for thirteen because I am not aPrime Minister but a Prime Servant. I havecome with this government as a servant notas a ruler.I felicitate country’s security forces, paramilitary forces for protecting Mother Indiaand for their determination and sacrifice.

Prime Minister NarendraModi’s address to thenation from the ramparts of

Red Fort on Independence Day haswhile reinforcing the faith of thepeople in destiny of India hasgenerated a new confidence andhope. While the Prime ministeraddressed the nation, peoplelistened in rapt attention trying tocomprehend his vision for a vibrantIndia. It was an address to thepeople in true sense as the PrimeMinister spoke directly to thepeople strinking an emotional chordwhile articulating their concerns andsharing his plans for the future. Thenation was thrilled to see their PrimeMinister talking to them directlywithout having bullet proof glassesbefore him and intermingling withthe children after the speech. Theconfidence exuded by the primeminister represented the rise of aconfident India which was ready toengage with its present with an eyeon future in style. While deliveringhis extempore speech he deviatedfrom the tradition of reading aprepared speech and this helpedhim establish an immediate connectwith the people of India whoapplauded him for his vision,confidence and commitment todeliver his promises.

It was an occasion which wasnot allowed to remain limited withinthe periphery of a governmentfunction. The people were allowedin the venue to celebrate theIndependence Day in true spirit ofdemocratic fervor. In fact it was forthe first time after 1984 that safetyand security was not used as anexcuse to stop people’s

participation in the event. Thegesture along with removal of bulletproof glass overwhelmed thepeople from every walk of life whoparticipated in the event freely in afestive mood.

The nation was eager tolisten to the Prime Minister andto know about his roadmap forfuture. True to his style PrimeMinister spoke from his heartestablishing a bond ofpartnership with the peopleinviting them to join the nationbuilding process in the spirit ofnational movement. Heendeared the masses by callinghimself Pradhan Sevak and notas Pradhan Mantri which hasbeen well by the people acrossthe country and have beenapplauded for his humility andkeeping the spirit of thedemocracy alive.

Message for the Society– emphasis on female

The Prime Minister’s speechwas a message to the society. Hismessage was unique as the PrimeMinisters have rarely shared theirconcerns on social issues on theoccasion of Independence Day. Hetried to shake the conscience of thenation particularly on the issuerelated to females. Whiledenouncing rape in strongestpossible terms he raised thequestion of equal treatment betweenboys and girls. In pointing out that“Parents ask their daughtershundreds of questions, but haveany parent ever dared to ask theirson as to where he is going, why heis going out and who his friends

are. After all a rapist is alsosomebody’s son”, he raised arelevant question as to withouthaving an equitable social systemwe cannot rein in heinous crimeslike rape. In the same vain he pointedout the responsibilities the parentsshould feel towards their childrenwhich may save the society fromeven the disasters like Maoism.While pointing towards the skewedsex ration in the country he appealedto the doctors and mothers todiscourage female foeticides.Highlighting the fact that out of 64medals won by India in CommonWealth Games 29 were won by girls.He further said that girls are servingtheir parents in even better ways.He also raised the issues of absenceof toilets which results inunexplainable hardships forwomenfolk leading to physicalailments and assault on dignity.Even girl students are compelled toleave schools in the absence of girltoilets. Prime Minister by raisingsuch sensitive social questions inhis independence day speech hasnot only increased the importanceof the issue manifold it has evensensitized a crucial section in thesociety which may play a vital rolein the days to come and helpfemales achieve a rightful place inour social system.Moratorium on Violence

Persistently rising pricesof commodities was major challengebefore the new government.Outgoing UPA‘s rampantcorruption & policy paralysis hadspoiled every sector be it economy,foreign policy or other sectors. Twomonths are not sufficient time tobring derailed state of economy onthe track. These sixty days for anygovernment are just a drop in theocean, though Prime MinisterNarendra Modi‘s hard workreinstilled common man’s faith inthe government. In May 2014India‘s Wholesale Price Index(WPI) was recorded 6.1%. Withintwo months, despite poor monsoonand upheaval in Iraq, presentgovernment’s policies decisionsand hard work brought down WPIto a five-month low 5.19% in July.At present, except tomato, prices ofall essential commodities are undercontrol.

Tackling rising food inflationModi government has takenwelcome initiatives to delist fruits& vegetables including onion fromAgriculture produce MarketingCommittee (APMC) Act. Bydelisting them, these items becomefree from APMC yard taxes andlocal fees.The government hiked theminimum export price of onions by67 percent and brought it under theEssential Commodities Act to curbhoarding as prices soared in thedomestic markets. With a view todiscourage onion exports,

government had on June 17 set upa minimum price of onion exports at$300 per tonne. The government hasalso decided to include onions andpotatoes under the purview of stockholding limits under the EssentialCommodities Act, 1955.This stepempowers the state governmentsto undertake de-hoardingoperations and to control the pricesof onions and potatoes.

So its successdependents mostly onimplementing of the Act by stategovernments.Released 5 million tonnes ofgrain in the open market.Extended a line of credit to StateGovernments to import pulsesand edible oil to bridge theshortage in the domestic market.Other causes of inflation are

high cost of transportation, and

poor storage infrastructure. Indialacks a good physical connectivityin the urban and rural areas, whichis essential for economic growth.

Each region in India has aspecific soil and climate, suitablefor certain types of farming. annually without irrigation, so theseregions have the ability to doublecrop. West Coast, West Bengal,parts of Bihar, U.P. and Assam areall associated with this sort ofclimate and they grow crops suchas rice, sugarcane, jute, and manymore. If we have goodtransportation facilities then thesurplus production of the crops canbe transported to the other parts ofthe county.

Fresh produce is sensitive andneeds to be refrigerated to remainfresh and quality intact during suchlong transportation times. Presentgovernment is planning to improvetransportation facilities (byincreasing connectivity through rail,road, coastal shipping, air transport,inland water transport etc.)especially, refrigeratedtransportation so that mobility ofsensitive produce like vegetable,fruits could be increased fromsurplus area to shortage area. Thegovernment is working on a nationalfood grid, connecting deficient areaswith producing regions, as part ofa plan to reduce wastage of fruitsand vegetables while ensuringstable prices that can help tameimmovable food inflation. Food gridacross the country will work likepower grid which connectselectricity. Online real time data ofavailability of essential food stocks,perishable fruits and vegetables,poultry, fisheries, dairy livestockwould be available on the food gridfor faster decision making in timesof any price spike.

A study had estimated thatfood products worth nearly Rs44,000 core are wasted annually dueto lack of adequate processing.Barring milk, just around 4% ofoverall produce is processed. Thegovernment has identifieddevelopment of food processing as

a key focus area to keep inflationunder check.

As part of the plan, thegovernment is developing a foodmap and a national cold chain grid.The food map will help to have abetter picture of what is surplus inwhich state where it is grown. It willhelp in creating the infrastructureat the time of harvest in these areasto stop wastage and ensureprocessing.

To give a boost to railmovement of fruits and vegetables,the Government is working withWarehousing Corporation (CRWC)to provide requisite facilities oftemperature controlled storages at

10 locations viz Vatva,Vishakhapatna, Badagara,Cheriyanad, Bhivandi Road, Azara,Navlur, Kalamboli and Sanand onIndian Railways in the first phase.

Improving these types offacilities will take time. No one cando this within 60 days. It is knownfact NDA government has far bettertrack record of tackling inflation thanUPA government. During Vajpayeeled NDA regime at Centre, inflationwas 4.8% while first 9 years of UPArule has witnessed 6.7%. In droughtyear of 2002(NDA rule),foodinflation was just 1.8% but droughtyear 2010 which was ruled by UPAsaw 15.3% .

The mandate was so decisive in our favour that itreduced the Congress tally below the required mark tobecome a recognized opposition party in the Lok Sabha.It is noteworthy that the 130 year old Congress Partyfailed to open its account in 14 states and 7 unionterritories.

Friends, the BJP has expanded its base among theyouth, women, SCs, STs and backward communities aswell. Our historic victory marks the beginning of theend of the Congress era. Our taking over the reins ofpower at the centre is of great historicsignificance. We must realize that it is astupendous achievement by anystandard. A leader of the post-independence generation, has establishedhimself as the harbinger of the golden eraof good governance in the political historyof independent India. We entered theelection fray with the Mantra of SabkaSaath – Sabka Ka Vikas and emergedvictorious. There were neither hollowpromises nor populist and emotiveappeals. Our slogan was a simplecommitment to the people, that convincedthem and they registered their completefaith in the leadership of Shri NarendraModi ji.

The verdict of this election is a clearrejection of the politics of dynasty,appeasement and vote bank. It also is anundisputed triumph of the hope andaspirations of the people of India. Let us not forgetthat the BJP is the only non-Congress party to havecome to power at the centre with an absolute majorityof its own.OUR TRADITIONS

Friends, it is in this backdrop that I am taking thereins of leadership of the party. Let all of us be remindedthat to achieve power is just one part of our largerobjective. A prosperous India and a cohesive societyis our ultimate goal. It is our firm belief that politicalpower is just a path to achieve our ultimate goal.Translating the concept of Antyodaya as propoundedby Pt. Our party has a rich tradition of grass root work.Many of us have seen the pictures where a leader no

less than Atal ji serving food to the delegates at partyconventions. For decades, it was Advani ji who usedto undertake the thankless job of documentation ofparty papers. From Kushbhau Thakare to Nitin Gadkari,all have risen to the top from the grass roots. The riseof Shri Narendra Modi to the highest position in ourdemocracy, beginning as a grass root organiser andbelonging to an economically backward family, is alsoin keeping with this tradition. We must be proud of thefact that in our party, family background has neverbeen a consideration for leadership. It is because ofthis, I believe that for Good Governance, a healthy andwell knit party organisation with a team of able and self

motivated cadre is a must. With attainmentof power, the responsibility of the partyorganisation has increased many folds andwe have to shoulder this with all ourabilities.IDEOLOGY OUR FOUNDATION

Sisters and brothers, this is anoccasion to look into the glorious past ofour party. Any organisation that forgetsits past can never build its future. Howcan we forget that it was ideology thatshaped the events in 1951 when the JanaSangh was founded, or in 1980 when theemergence of the BJP marked our rebirth?Our very existence is for our ideology. Wemust remember that Nationalism is ourinspiration and Antyodaya our ultimategoal.

Our journey from the foundation ofthe Jana Sangh till date had three distinctsegments. From 1951 to 1980, we braved

political opposition. Thereafter, we had a decade ofgrowing acceptance. Post 1990, we were recognised asa political force, and now after 2014, the era of politicalimpact has dawned. This journey was far from easy.The sacrifice of Dr. Shyama Prasad Mookerjee, Pt DeenDayal Upadhyay, Rajmata Vijayaraje Scindia,Kushabhau Thakare, Sundar Singh Bhandari, NanajiDeshmukh, Jaganath Rao Joshi, Mahavir Tyagi as alsoAtal ji and Advani ji among others, has greatlycontributed in this journey. It is because of the untiringefforts of these towering persons that we have reachedwhere we are today. Now that we are in power, we haveto dexterously run the government and also conductour party. political power and organisational prowess. We have tostrive to give the best performance on both the fronts.

Friends, for any ideological movement, simplyattaining power is not enough. In our country, foralmost six decades, society was influenced essentiallyon the basis of the Congress ideology. Infact, politicswas over-shadowed by a Congress culture. Now, it isour duty, that our ideology should positively influencethe thinking and work culture of our society.

Let me also point out that it is not for the first timethat a new Party President has taken over when theparty has assumed power. In December 1967, Pt DeenDayal Upadhyay had taken over as President of theJana Sangh. It is worth recalling what he had said atthat occasion. And now I quote Deen Dayal ji, “Duringthe half century gone by, the country’s mind has beendominated completely by the Congress and itsideology. Its leaders have been not only the framers ofnational policy but the arbiters of contemporary life-values as well. After independence, the reins ofgovernment also came into their hands. The country’stransition into the new era, therefore, is not beingsmooth. It is accompanied by severe strains andstruggles. It is against this background that we mustanalyze present problems and draw up our policy.”

Similarly, in 1998, immediately after the installationof the Vajpayee Governement, Shri Kushabhau Thakarehad addressed the National Council Meeting inGandhinagar. What Thakare ji had said is relevanteven today. He had said, “Our main effort should betwo pronged: first, provide the Government withdirection and perspective; and second, serve as a bridgeconnecting the Government with the masses.” He hadfurther said, “More importantly in the newcircumstances, members of the party organisation mustbe dedicated and scrupulously honest; their integritymust be above reproach. Lastly, the organisationshould not become a part of the establishment.”ACHIEVEMENTS OF MODIGOVERNMENT

My fellow delegates, let us understand thedistinctive message in the massive popular mandatethat we have achieved in these Lok Sabha elections.This mandate is not merely to replace one ruling partywith another. It is a mandate for an all roundtransformation. People were desperate to bring abouta genuine change and a new approach in every aspectof governance.

It is a matter of pride for all of us that ourgovernment under Prime Minister Modi from day one

itself has embarked upon a new model of governancekeeping in mind the aspirations of the people. A seriesof result-oriented measures have already been initiatedby all the ministries with a view of ushering in an eraof a work culture based on dedication, commitment andhard work.

We strongly believe that development cannot beperceived as a programme of the government; insteadit has to be a mass movement of peoples’ aspirations.The Modi government’s respect for the federalstructure of our polity is creating goodwill among thestates and they have faith that all state governmentswill get a fair treatmentfrom the centre. It is just75 days in power and ourgovernment has alreadyestablished a balancedapproach in economicand foreign policies intune with the emergingscenario. We do favourco-ordination with globalinstitutions ininternational financialmanagement. But not atthe cost of India’snational interests. Andthat is a key element ofour foreign policy as well.Terrorism is no longerconfined to geographicalboundaries of anyparticular region. Eventsin Iraq can havereverberations in India aswell. Our overallapproach in matters ofeconomic and foreignpolicies will be based onan objective assessmentof the emerging globaland regional scenarios and without compromising ournational interests.

Sisters and brothers, we have completed just 75days and in this brief span of time our government hasrecorded impressive achievements under the leadershipof Prime Minister Shri Modi. I would like to mentiononly some of them:

affairs, economic management, agriculture sectorand infrastructural development.Good governance has commenced with the cabinetmeetings itself.The “My Gov” portal has ensured wide-spreadand meaningful participation of the people ingovernance.Special efforts for a proper coordination amongdifferent ministries to expedite decisions makingprocess.The Modi government Budget has laid thefoundation of fresh initiatives to promoteentrepreneurship and employment generation.Effective measures to restore investors’ confidencein the Indian economy.Initiated a series of short term and long termmeasures to check price-rise.Provided new impetus to governmentpolicies on several matters includinginternal security and disastermanagement.Adequate measures have been takento check red-tape in several ministriesincluding the ministries of Highways,Shipping, Environment,Communication and Commerce.Special emphasis on transparency ingovernance with effective use ofinformation technology.Fresh initiatives to improve bilateralrelations with all our neighboursincluding the SAARC members.Ensured protection of the interestsof farmers and the poor sections ofsociety through our pro-active role in the WorldTrade Organisation (WTO). We remain committedto our policy of no compromise with our nationalinterests.We have played a significant role in the setting upof the BRICS Bank.

GLOBAL SCENARIOSisters and brothers, the current global scenario is

full of serious challenges. The UPA, during its ten-year regime failed to establish India as an emergingglobal power at international forums. India, for quitesome time, was experiencing some irritants in ourrelations with our neighbours. We are now trying toimprove our bilateral relations with all our neighbourswithout compromising our security concerns. Ourpolicy of promoting regional cooperation and

developing goodwill with our neighbours has helpedin convincing the international community about ourpotential to play a meaningful role in global affairs.

There seems to be no end to the conflict in themiddle-east. Tension between Ukraine and Russia is acause of concern for the international community.Human sufferings - the Malaysian airlines tragedy,causalities in the Middle-East, or any other kind of lossof lives anywhere in the world - are acts againsthumanity. We do hope that those engaged in avoidablebloodshed will realize the gravity of these unfortunatedevelopments and try to find an amicable resolution ofthe crisis through dialogue.FOCUS ON ELECTION MANIFESTO

Friends, we have to understand that the entireemphasis of the Congress-UPA government was on

entitlement based policies. They believedin Entitlement first and Empowermentlater. In our thinking, Empowerment hasto come first and Entitlement wouldnaturally follow. We do believe thatpeople have right to good governance.But more importantly, first and foremostit is the duty of the government to givegood governance. Using Rights as a votecatching gimmick is just unacceptableto us. We believe that neither framing ofan act nor an agitation by the people isrequired for them to get their rights. It isour considered opinion that we have tocreate conditions in such a manner thatpeople automatically get their rights.

Our governance, our policies andour decisions are inspired by our

ideology. The Prime Minister’s invitation to the SAARCleaders on the oath taking ceremony, steps takentowards greater job creation, the proclamation ofcreating one hundred smart cities in view of the growingurbanization, all reflect our thinking about integrateddevelopment. I earnestly appeal to all our brothers andsisters in the government to bear in mind thecommitments made by us in our manifesto. I wouldsuggest that they come out with a time bound plan forthe implementation of the promises made and theyshould communicate the same regularly to the partycadre. This is possible if various morchas and cells ofthe party regularly coordinate with the respectiveministries.

was functioning. Their regime has inflicted great lossto our national life. For reasons, one can easily imagine,they had put obstacles in the progress of severalinfrastructural projects, and now we have removedthem.

In this backdrop it is important to note that in justabout 75 days, the PM has restored confidence ingovernance. The realization that somebody who caresfor us is now sitting in Delhi has not only reassured thepeople but also inspired them. During the Vajpayeegovernment, the nation had experienced a climate ofaspiration, only to be destroyed by UPA later. Wehave to recreate that climate. We areconfident that 21st century is theCentury of India.

All our challenges are yet to beovercome despite the numerousactivities that we are undertaking oncontinuous basis. This year, onaccount of the late onset of themonsoon, in some parts of thecountry our farmers are worried.Appropriate agricultural prices for ourfarm produce, enabling farmers tobecome economically viable and selfreliant against natural disasters andalso creating alternative avenues ofemployment in addition to agriculturein our rural areas, continue to bechallenges for our rural economy.

We are aware that ourgovernment is preparing an extensiveroadmap and campaign for cleaningthe Ganga. All of us, as party workers, should activelyjoin this national campaign and simultaneouslymotivate every citizen of the country to become a partof this national mission.CHALLENGES OF ASSEMBLYELECTIONS

My fellow Karyakartas, brothers and sisters, wenow have to establish fresh mile-stones of victory inthe forthcoming assembly elections on the strength ofour remarkable success in the recent Lok Sabha polls.Assembly elections are due in Jammu & Kashmir,Haryana, Jharkhand and Maharashtra and we have toaccept the challenge of forming our government in allthese states, yes I repeat, in all these states. While ourtop leadership will ensure good governance at thecentre, all of us will have to commit ourselves to themost challenging task of winning the assembly

elections.We will win these elections by reaching out to the

people on the strength of our well-knit organisationalstructure and on the commitment of providing goodgovernance in these states.

The BJP will enter the electoral arena with aharmonious balance of a vibrant organisational set-upand our track- record in good governance at the centreand in the BJP-ruled states.

Friends, winning the ensuing assembly electionsmay be our immediate priority. But our long termobjective is to provide good governance to the entire

country.This is the centenary year of

Lok Manya Bal Gangadhar Tilak’srelease from Mandale jail. Tilak hadcoined the slogan of Swaraj is mybirth right more than a century ago.Let us resolve as workers of the BJPthat we will commit ourselves toproviding Surajya orgoodgovernance to every Indian citizen.

We will be accomplishing thissacred duty only if we work toestablish a BJP or a BJP-ledgovernment from J & K to Keralaand from Gujarat to Nagaland.

Therefore, our foremostcommitment should be to return BJPto power in the election-bound statesof Maharashtra, Haryana, Jammu andKashmir and Jharkhand.

Besides, there are eight morestates where we need to re-capture power. We mustform our governments whenever elections are held inDelhi, Himachal Pradesh, Uttarakhand, Uttar Pradesh,Bihar, Odisha, Arunanchal Pradesh and Meghalaya.Also, we will have to make special efforts to winelections and form our governments in states likeAssam, West Bengal, Andhra Pradesh, Telangana,Kerala and Tamilnadu where we have polled significantpercentage of votes. To realize this objective, we shouldmake BJP’s effective presence felt in each and everyvillage Panchayat, Zilla Parishad, municipalCorporations and other elected bodies.

This may not be possible only by slogansmongering and putting up hoardings. This may requireour total commitment and dedication to the partyorganisation and to its objectives and by maintainingmutual trust among fellow party workers.

This is exactly what we did in Uttar Pradesh. Ourexceptional success in UP was due to our rightapproach in social engineering, introducingaccountability and transparency in organisationalmanagement, widening the scope of direct contact withthe cross-section of society and winning the confidenceof the electorate by consolidating organisational unity.These were the key elements behind our sensationalvictory in the Lok Sabha polls in UP and we must focuson them in our march ahead to reach out every nook andcorner of the country. Let there be no state or unionterritory where the BJP is not a force to reckon with.CHALLENGES AHEAD

Friends, now that we have achieved a tremendoussuccess in the Lok Sabha elections, our responsibilitieshave also increased manifold. Some of our opponentsare yet to reconcile to their humiliating defeat in thepolls and are currently engaged in forging an unholyalliance of non-BJP parties. They are bewildered and notable to come to terms with the realities of the electoraloutcome. We must guard against this Machiavellianpolitical tactics and frustrate their designs.

We must remember that the dawn of the Modigovernment is heralded the end of the climate ofcynicism across the country. The decisive verdict inour favour is not only to usher in good governance butalso to establish clean politics. People are fed up withthe Congress culture. We will have to evolve a newculture of qualitative democratic polity based on activeparticipation of the masses.

In this context, Prime Minister Shri Modi has beenpromoting the concept of Team India. We need to getthis message across to the people. We will have tokeep in mind that our crusade on the ideological frontis far from over. Our organisational functioning mustreflect our ideology. We are a cadre-based mass party.Today we are in government. We have emerged as thepreferred choice of all well meaning citizens of thecountry and we must consolidate this relationship.

I appeal to all our party karyakartas that we should-Strive to strengthen and consolidate our boothmanagement across the country.Focus on all every forthcoming election fromPanchayat to Parliament and win them with fullcommitment and hard work.Expand our base in states along the eastern coastfrom West Bengal to Tamil Nadu and also Keralaand convert our votes into seats; and,Function as a bridge between the government andthe people.

My fellow delegate brothers and sisters, this willbe possible only if our elected representatives at alllevels, along with party organisation, continue tomaintain Cohesion (Sauhardaya), Communication(Samvad), and Coordination (Samanvaya). These threeelements (Cs/Ss) are the corner stone of our thinking.

We need to pledge ourselves to carry forwardthese principles when we return back to our respectivestates from this National Council meeting. This is myhumble appeal.INTEGRAL HUMANISM

Friends, in the year ahead, we will be celebratingthe silver jubilee of Integral Humanism. Year 2015 marksthe centenary year of our ideologue Pandit DeendayalUpadhyaya. This provides us with an opportunity toonce again enlighten the masses about our principlesand policies. The twin-celebrations will also be anoccasion for all of us to further dedicate ourselves toIntegral Humanism and reach out to the peoplepropagating the basic tenets of Deendayal Ji’sphilosophy in all its manifestations.

I believe that the ideals of Integral Humanism arenot restricted by time. This is an invaluable treasure ofideas. This philosophy can enable us to find solutionsto each and every one of our contemporary problems.The government, of course, will function in the light ofthese principles. But that may not be enough. We allmust re-dedicate ourselves to these ideals and striveto promote and expand the BJP on the basis of theprinciples of Deendayal ji’s philosophy of Antyodaya.

Good governance can be delivered only byideology-inspired leadership. As we all know,ideological commitment has gone a long way in makingour Prime Minister and all our Chief Ministers enviableicons of good governance. Let us resolve to marchahead as torch -bearers of our ideology.

Friends, our Prime Minister Shri Narendra Modi,during the Lok Sabha election campaign, had given aclarion call of Congress Mukt Bharat. What he meantwas freeing India from corruption and bad governance.But a Congress-free India can become a reality only ifwe ensure the BJP’s victory in every part of the country.I call upon party functionaries at every level torededicate themselves to this ambitious task with fullvigour and commitment.

The people of the country giving a decisivemandate have brought a historic change inthe elections of the world’s largest

democracy. This election was also the biggestelections ever held in the world with about 55crores voters exercising their franchise. This kindof enthusiasm among the electorate was neverwitnessed before. People have given a positivemandate for development and good governance.This National Council of the Bharatiya Janata Partyexpresses its gratitude towards the people. It is thefirst occasion in the history of independent Indiathat a non-Congress political party has succeededin getting full majority on its own. Another featureof this election is that a leader born afterindependence is for the first time leading thecountry. It can be aptly described as the goldenchapter in the political journey of Bharatiya JanataParty since the time of Jan Sangh.

People have reposed faith and confidence inthe leadership of Shri Narendra Modi. Hestrategized this election in such a way that allsections of the society voted for the BJP. The firsttime voters in the age group of 18-28 years madeclear that their first choice is Narendra Modi.People voted differently this time making departurefrom voting on caste lines. dimensions also. After a huge leap BJP hasincreased the numbers of its voters by whopping10 crores as compared to that of 2009 generalelections. Out of 282 parliamentary constituencieswon by BJP, its candidates have won by more than1 lakh vote in as many as 206 constituencies.

It was such an historic election that Congresscould not open its account in 14 states. (Gujarat,Rajasthan, Delhi, Himachal, Uttarakhand, J&K,Goa, Nagaland, Odisha, Jharkhand, Sikkim,Tripura, Tamil Nadu, Andhra Pradesh). Congresscould not register victory even on one seat in 6 outof 7 union territories (Andaman, Chandigarh,Dadra Nagar Haveli, Daman & Diu, Puducherry,Lakshwadeep).

In these elections Bharatiya Janata Party hasachieved an unprecedented success in country’slargest state, UP. Out of 80, 71 seats were won byBJP and two other seats were won by our allied

parties. SP and Congress were confined to seats oftheir family candidates only. In this historicsuccess of the party there is a huge contribution ofparty president Shri Amit Shah for which the partycongratulates him whole heartedly. The big factorof BJP’s victory was the charismatic and decisiveleadership of Prime Ministers Shri Narender Modiji backed by the strong support of the Organisationand hard work of local leadership andKaryakartas.

The successes achieved in Chhattisgarh, Bihar,MP, Jharkhand, UP, Rajasthan, Rural Gujarat,Rural Karnataka and Rural Maharashtra by BJPshows that this is the mandate given by the poor.One more important aspect is that BJP got hugesupport on seats reserved for SC/STs in theseelections as a result of which maximum number ofSC/ST MPs got elected on BJP ticket. Three SCcandidates of BJP, won on general seats. Moreover,BJP is honoured to have maximum representationof women MPs in parliament today.

There is a lesson for the Organisation in these

elections. The wave of popular leader andsentiment gets converted into votes where theorganization is strong and the local leadership isestablished. That is why it is essential to strengthenthe Organisation in all the states of the countryand that is our responsibility.

The mandate of this election has been acceptedvery humbly by the BJP leadership, but Congressis not able to digest their worst defeat. Thedesperation is clearly visible. Their scramble forthe post of LoP, their opposition to the bills whichthey presented during their tenure and disruptionof parliament shows their inability to accept thepeople’s verdict.The New Beginning

On 26th May, 45-member cabinet has takenoath under the leadership of Prime Minister ShriNarendra Modi. Prime Minister Narendra Modihas displayed his vision by inviting heads of

SAARC countries on the dayof oath taking ceremony heldin the courtyard ofRashtrapati Bhawan. Thisone gesture has earned ourPrime Minister a massivegoodwill from the leaders ofthe world.

The decision of theUnion Cabinet at its first meeting itself to set up aSIT headed by Justice M B Shah to bring back blackmoney stashed abroad amply displayed PrimeMinister Shri Narendra Modi’s decisiveleadership. The issue of black money was veryimportant for the country. development of the country, the Budget gave certainimmediate reliefs and support to all sections of thesociety. With the mantra of ‘SABKA SATH SABKAVIKAS, this budget has taken a strong initiative ineach sector. This budget is definitely the first steptowards building a golden India. Effective stepsand adequate budgetary support have also beenextended for the development all crucial sectors,particularly, Education, Health, Infrastructure, andEmployment Generation. Finance Minister ShriArun Jaitley deserves kudos for laying the strongedifice for the realization of the vision of “Ek BharatShrestha Bharat’ of Prime Minister Shri NarendraModiji through his budget. Members of theNational Council would like tocongratulate the BJP governmentwholeheartedly for this budgetwhich has been presented forbuilding a strong anddevelopment oriented India.Well organised Railsystem:

An effort has been made topresent rail budget with a view tobring back Indian Railways on track, which wasneck deep under loan of crores of rupees. Insteadof new projects, an initiative has been taken in thedirection of completing key projects. Specialattention has been paid to passengers’ amenities,safety and punctuality of trains. 58 new trainshave been proposed and also provision has beenmade to run high spread trains. An initiative hasalso been taken in the budget to introduce bullettrains. Special emphasis has also been laid onsanitation as well as upkeep of stations. Instead ofharping on propaganda, the Rail Budget has listedseveral steps with regard to enhancing passengerfacilities.Concrete initiative on price-rise

Congress-led UPA government had promisedto contain price rise within 100 days but aftercoming to power they not only raised their handsbut throughout its regime failed to take adequateand concrete steps to contain price rise. Even asprices of essential commodities went up, theCongress virtually remained a mute spectator. Thefailure of the Congress to rein in inflation resultedin the people showing them doors.

On the other hand, soon after coming to power,the BJP Government has shown its earnestness tocheck inflation by taking strong measures tostabilize prices of essential commodities. Ganga is glorious heritage of India and ourcultural identity. Its present condition is a matterof great concern. To save Ganga is the priority ofthe government for which a separate ministry hasalso been set up. In the first general budget a

The crisis going on in Iraq has affected Indiansalso, who are working there. Minister Shri Narendra Modisaid on 9th Aug 2014 that aftercompleting 60 days of hisGovernment he is confident thatthe Government has startedmoving in the right direction andgood results are expectedin time to come to fulfil hopeand aspiration of thepeople of the country.

Addressing the firstcouncil meeting of BJP afterthe Lok Sabha GeneralElection Prime Ministertold thousands of workersthat the government andparty should have one goalwhich must be inclusiveand reach to the last manin the queue. Shri Modi stressedthat his Government will fulfillall the expectations andaspirations of the people.
