BDDA Board Meeting Minutes June 12, 2019

The Downtown Development Authority of Blackman Charter Township held a regular Board meeting at 7:00 a.m., Wednesday, June 12, 2019 at Blackman Charter Township Meeting Hall at 1990 W. Parnall Road, Jackson, Michigan 49202. Members Present (6): Mike Ambs, Dan Decker, Don Hoadley, Pete Jancek, Rebecca Roberts, and Steve Shotwell Members Absent (3): Roger Auwers, Kevin Ganton, and Greg Vogt Others Present: Jack Ripstra, Township Engineer Staff: Amy Guerriero and Debbie Kelly, The Enterprise Group of Jackson Chairman Jancek called the meeting to order at 7:04 a.m. Public Comment: None. Meeting Minutes of May 08, 2019: Under Chairman and Board Comments, Mr. Shotwell noted that the minutes should be corrected to read over 250,000 tons of asphalt to repair Jackson County Roads – not 250 tons. Mr. Shotwell moved to approve the BDDA Meeting Minutes of May 08, 2019, as amended, with Mr. Decker supporting. Unanimously approved. BDDA Invoices and Budget Reports through May 31, 2019: The budget and expense report through May 31, 2019 showed a refund of interest. Mr. Decker noted that the O’Larry Drive should read O’Neill Drive on the Clark invoice. Mr. Hoadley moved to approve the May 31, 2019 BDDA Invoices totaling $160.00, and the BDDA Budget Reports through May 31, 2019, as amended, with Mr. Shotwell supporting. Unanimously approved by roll call vote. Updates: BDDA and County Property: Chairman Jancek had a discussion with the bond attorney regarding interest refunds being in jeopardy if the BDDA sells the property, noting that the property can be split. Chairman Jancek provided a list of items needed by an interested party, as well as how much property would be necessary for their development. As a result, Chairman Jancek continues to wait on the anticipated offer in writing, since there is an issue to have the required amount of parking. Mr. Shotwell suggested that if there is more than one tenant, parking could be shared. Chairman Jancek and Mr. Ripstra mentioned that they need about 100 more parking spots. Mr. Decker stated that the BDDA needs to review the purchase offer prior to the Township Planning Committee review, and approval.

Ms. Guerriero reviewed the bond correspondence and is confused about splitting of the property. She explained that economic development funds were used, and the law has changed. Mr. Shotwell and Ms. Guerriero both agreed that we need to have these concerns addressed by bond council. Branding: Ms. Guerriero reminded the BDDA Board that The EG hosts the website for the BDDA and we have no BDDA logo. She asked for consideration of two logos; one for the BDDA and another for the BLDFA to try and market the Jackson Technology Park North Property. Mr. Shotwell suggested asking the Northwest senior class Art Department to design the BDDA logo, and that Mr. Bontrager would love the collaborative project. Mr. Ripstra asked if Northwest would be designing both logos and Ms. Guerriero and Ms. Kelly replied no, that we need the BLDFA logo sooner than next spring. Chairman Jancek stated that Ms. Guerriero will contact Mr. Bontrager about the BDDA logo design project. Mr. Ambs asked about Baker College, and Chairman Jancek replied the enrollment is shrinking, there are no cars, and they are not thriving. Chairman and Board Comments/Updates: Chairman Jancek shared that paving has begun on Stone Gate Farms. They are milling, resurfacing and addressing drain issues. Mr. Shotwell stated that the Airport Board is not meeting this month, and there is a waiting list for hanger rentals. The County Board is working with Consumers Energy for the possibility of building additional hangers. Chairman Jancek updated the board that the Township has issued 150+ permits in 2019. Chairman Jancek mentioned that he was approached by Mr. Behncke about the property behind Sam’s Club. Mr. Behncke is investing in vacant parcels for medical marijuana, especially in Leoni Township, and asked about this parcel for a test plot to grow hemp. Chairman Jancek told him that this property is not zoned to be farmed, it is currently zoned Industrial, and shared that the Township would not be interested – as the odor would not be appreciated by the neighbors at Sam’s Club and Blain’s. Mr. Ripstra reported that the staff at Texas Roadhouse is interested in maintaining the flower beds on Boardman Road, since the current property owner is not. Chairman Jancek will make contacts to ensure someone is taking care of the flowers. Mr. Hoadley shared that he heard a rumor about Klavon’s interest in the Save-Time property. Mr. Decker replied that he heard the rent is too high at the first location. Next Meeting: The next Blackman Charter Township DDA Board Meeting is scheduled for Wednesday, July 10, 2019 at 7:00 a.m. Updates will be shared prior to the meeting via email from Ms. Kelly.
