PREFACE

The orders for grant of Conveyance allowance to blind

and orthopaedically handicapped State Government employee.s

were isst1ed during 1979. Since then several changes have teken

place to the said orders from time to time, due to issue of various

orders.

2. Therefore it is felt necessary to compile the said orders as

a seperate book incorporating the orders issued uptd June 2000 .

3. Any err<?rs or qmissions noticed may kindly be brought

to the notice ofthe Secretary to Government (Resources). Finance

2. Government are pleased to order that such of the :State

Government -~mployees borne on regular establishments (includin.g workch~rged staffs) who are blind or are orthoi?aedic.ally handicapped with disability of lower'extrerliities', shall be granted a conveyance allowance of 5 per c'erit' of 'basic pay subject to a maximum of Rs.40 p·.m-. subjeet'to the foHo'Win'g conditions :- .,. ,. Department concemed to refer the cases of the c·oncerned

em~loyees to the appropriate medi.cal authoriti~s for obtaining

tbeu·. recommendations forthe grant of the conveyance allowance.

The allowance may be grante~, with effctct from the date the recot;nme~dations of the concerned medical authority is recei·ved by the Head of the Department However, in the case of existing employees the allowance may be. granted witp eifect from 1st

February 1979, after obtaining the recommendation~ of. the appropriate medical autholities. ·

In G.O.No.FD 1 SRP 79, dated 14th February 1979, sanction w~.s accorded t9 grant of conveyance allowance to blind and orthop~.edically handicapped State Government employees. Government have examined the question as to whether the existing

criteria for 1:he grant of conveyance allowance to orthopaedically

handicapped State Go~emment employees could be relaxed so as to grant the allowance to such of these employees as have

disability of either the lower or upper limbs only in the light of

the orders issued by the Government of India.

· Govern:p1ent are now pleased to order, in modification of

para 2(i) of G.O.No.FD 1 SRP 79, dated 14th February 1979,

that conveyance allowance _shall be allowed to an orthopaedically handicapp•!d State Government employee if he or she has a minimum of 40% permanent paJt?.al disability of either upper or lower limbs or 50% permanent. partial disability of both upper e;tnd lower limbs together. For purposes of estimation of disability, the standards as contained in the Mannual for Orthopaedical

Surgeon in Evaluating Permanent Physical Impairment brought out by American Academy of Orthopaedic Surgeons, U.S.A. and published on their behalf by Artificial Limbs Manufacturing Corporatit)n 'of India, G.T. Road, Kanpur shall apply. Other

Government are also pleased to order that in case where handicapped employees ar:e referred ?Y H~ads of Departments concerned to Government qv~l ~ospjtals located at stations outside their headquarters for getting recommendations for grant of conveyance allowance,: they m·a·y· be reimbursed actual travelling expenses, subject to a minimum ofT.A. admissible for a journey on tour with.out any' daily all~warice for the period of :

journeys, and for halts. The period spent on journeys, as also at

the hospitals, shall however be treated as duty.

These orders shall have effect 'from the date of issue.

Government are now pleased to extend the benefit of Conveyance All9wanc~· at 5 per cent of basic pay subject to a maximum of Rs.40 p.m. to the bi.ind (total blindness) and orthopaedically handicapped emoloyees of aided educational

their appointment whichever is later subject to the fulfilment of • ' I

The allowanc~ mJy be sanctioned by the Management of the aided ec;Iucatiqnal institution on the basis of the recommendation of the Head of the Opthalmological I Orthopaedics Department of a Government Civil Hospital and after obtaining prior approval of the Head of the concerned D~partment i.e., Commissioner for Public Instruction!pirector of Collegiate Education/ Director of Technical Education/Director of Pre-University Education.

Fainance assistance. on this accoaunt shall be regulated in

accaordance with the provisions of Grant-in-aid code.

PREAMBLE:-Consequent on the introduction of new scales of pay, it is

considered necessary to modify the existing percentage rates of Special Pay, Project Alalowance, Foreign Service Allowance and Conveyance Allqwance to Blind and Orthopeadically handicapped Govemmednt servants.

Order No.FD 25 ~RP 82(1Jl) dated 29th March 1982. Government are pleased to order that the existing

percentage rates of Special ·pay, Project Allowance, Foreign Service Allowance and Conveyance A11owance to Blind and Orthopaedicaly handicapped Government servants shall be. regulated \Vith effect from 1st Aprill982 as follows :-

Clarifications' have b~e~ ·sought as to ·whether the

Conveyance Allowanc~ sanctioned to blind or orthopaedically

handicapped employees in purs.uance of the G.O.No.FD _1 SRP 79, dated .14th February 1979·as modified by G.O.No.FD 1 SRP 79 dated 15th April 1980 and. fD 25 SRP(Ill) 132, dated 29th M~rch 1982, will be admissible to the ·employees of the Vacation Department during the vacation pet?od. ·

Pending decision of Government on the recommendations made by the J(amataka State Third Pay Commission in regard to

special pay and other allowance, it was ordered in G.O.No.FD 24 SRP 87 dated 18.3.1987 that where special pay or an allowance

is sanctioned as a percentage of pay drawn by the Government servant or mean of the scale of pay held by him, he should be allowed to draw it in the pre-revised scak up to 31.3.1988 ·or until further orders, whichever is earlie'r.

Government have examined the Pay Commission's

recommendation in regard to grant of conveyance allowance to

blind and orthopaedically handicapped State Government

employr.es and are pleased to revise the rate of the said allowance from four percent of basic pay, subject to a maximum of Rs.40/­p.m. in the pre-revised scale to four percent of basic p~y,.subject

to a_ maximum of Rs.60/-p.m. in the revised scale, wi.th effect.

2. The Official Committee constitued to examine the

recommendations of the IV State Pay C~mmittee in t~is regard

have recommended revision in the rates ·of said Allowance . . .

3. Government have accepted the r~commendation of the

Official Committee in regard to enhancement of Conveyance

Allowance to Blind and Orthopaedically handicapped State

Government employees and are pleased to revise the rates of said

Allowance from four percent of basic pay subject to a maximum

of Rs.60 pet: month in the per-revised scale to Six percent of basic

pay subject to a maximum of Rs. l OO per month in the revised

scale with effect from 1st September 1994 .

2. The Official Pay Committee constituted vide Government

Order N(j).FD 37 SRP 1997 dated 5.2.1998 ltave have

recommended revision in the rates of said Allowance.

3. Government have accepted the recommendation of the

Official ·Pay Committee in regard to enhancement of Conveyance

Allowance to Blind and Orthopaedically Handicapped State Government employees and are pleased to revise the rates of said

Allowance from six percent of basi<: pay subject to a maximum

of Rs.IOO/- per month in the pre-revised scale to sjx percent of

basic pay subject to ma~imum ofRs.200/-per m~nth in the revised

scale with effect from 1.1.1999.
