Also increased have been fatalities on our roads, both in Kansas and nationwide. This past six months, we have refocused, and rededicated ourselves to our traffic safety mission. We have been conducting special enforcements and held a statewide RAVE. Now I want to focus on the CARE (Combined Accident Reduction Effort) program and some comments we’ve had regarding our enforcements. With the special enforcements, we have discussed them with local media, and have broadcasted them on social media. RETIRED K-94 TURNS 94

In October, the Patrol put together a special surprise for Retired K-94, Major Tim Edwards, for his 94th birthday. CAPT Josh Kellerman, TECHTRP Steve La Row, and Media Director Will Downing met with the Edwards family for coffee and a special gift in celebration of Tim’s birthday. Conincidentally, this was the day after his wife, Marty’s birthday. They had a great time sharing stories, and it was a good experience for all.

Tim began his career with the Patrol in 1948 in Colby. From there, Tim and his wife, Marty’s, duty stations included Phillipsburg, Atwood, Wakeeney, and Topeka. Tim shared countless stories of working as a trooper through the 40’s, 50’s and 60’s. He retired in 1975.Tim’s passion for the Patrol has not changed since the first day he put on the uniform.

TOUGH MUDDER COMPETITION

Team Wolfhunters got a little bigger this year. Tough Mudder came to Dallas, Texas on October 22nd. KHP’s law enforcement team consisted of two Salina PD officers; CSS Nicole Ascher and her husband Mike (SO LT); TECHTRP Robyn and MSTRP Greg Arnold; and recruit TRP Tyler Bartee. Tough Mudder is all about dedication to teamwork and camaraderie. This course was approximately 12 miles of mud and 20+ team-oriented obstacles designed to drag you out of your comfort zone by testing your physical strength, stamina, and mental grit. Tough Mudder raises money for Team Rubicon, the only nonprofit disaster response organization that mobilizes military veterans to support communities devastated by natural disasters. The event brings in law enforcement and military from all over. The motto this year…“Warriors Bleed Blue, Legionnaires Bleed Orange”. Exciting atmosphere and great group of American’s coming together to get through a tough course.

It is terrifying to have such a life-changing event happen hundreds of miles from home. Your thoughtfulness and concerns helped to make this stressful time more manageable.

RETIREE REUNIONThe Kansas Highway Patrol Retiree’s Reunion was held October 21 & 22, 2016 at the Best Western Airport Inn, Wichita.

The reunion began on Friday afternoon with registration and a barbeque, followed by lots of visiting and reminiscing about the past.

The business meeting was held on Saturday morning.

• It was suggested and retirees voted to give $400 to the Retiree’s Memorial Fund. Since Gary Herman could not attend, he sent the report of the Retiree’s Memorial Fund, which Marvis Gaddie presented and also the list of those who have passed away since our last reunion.

• Graphic Designer Mary Jane King from headquarters was available to help retirees sign up to use and receive information from the KHP Retiree’s Web portal. Mary Jane also scanned information that retirees brought for the 80th anniversary KHP Yearbook. Mary Jane will take back to headquarters several suggestions from the meeting.

• Alan Stoecklein and John Schimmel will be in charge of the 2017 reunion which be held October 20 & 21, at the Best Western Airport Inn, Wichita.

After the business meeting, a lunch of the barbeque leftovers was served with lots more visiting the rest of the afternoon.

A banquet held Saturday evening with 38 in attendance.

Certification Training Maricopa County AZ, June 12 – 15, 2017

REQUIREMENTS: Applicants must have current SFST credentials as well as be ARIDE trained.

DEADLINE: Applications must be submitted by March 1, 2017. Incomplete applications will not be considered.

All selected DRE candidates are required to attend Certification Training in Maricopa County, (Phoenix) Arizona. Any requests for an exemption to this requirement must be presented to the State Coordinator prior to the DRE application being accepted. Transportation to Certification Training will be provided by the Kansas Highway Patrol. Meals and lodging for Certification Training is the agency responsibility. There may be a limited number of grants available to help off-set these costs, based on geographical needs of the program.

DRE class size is limited to 15 officers. Selection will be made based on application and geographical needs of the program.

GUNS AND HOSES - SALINABy CSS Nicole Ascher, Salina Guns and Hoses event organizer

10/02/16: The Salina Guns vs Hoses charity flag football game was held at KWU Stadium. Andy, Jadea, and their families arrived in style in a stretch limo and really enjoyed the show. There were several activities all throughout the game. 600 people came out to watch the Guns end their winning streak. The final score was Guns 7-Hoses 12. The event raised over $17,000 to split between the families, with enough leftover for a Christmas surprise. Salina is a very giving community, and to see them come together, not only for these two local kids who need us, but to show up and support their local heroes playing for a good cause was amazing! The Guns team was made up of Salina PD, Saline County Sheriff’s Office, and three of KHP’s finest, MSTRPs Greg Arnold and Marcus Seirer; and TRP Kyle Seiler. They honored the Goodness family and Deputy Trostle’s family at the beginning of the game by saying a few words and presenting them with a Hometown Guardian memorial plaque. KHP Honor Guard made a special appearance to present colors for the National Anthem. We appreciate TECHTRP Carson Nuss, TECHTRP Brent Lies, LT Dennis Dinkel, and TECHTRP Ben Gardner for volunteering their time. There were also two dispatchers, CS IIs Julia Duell and Vanessa Crotinger, who are members of the B.A.C.A. Smoky Hill Chapter that helped take donations at the front gate. We sold over 400 t-shirts this year. We had about 30 Guns, 30 Hoses, 15 volunteers, and 10 businesses that helped everything run so smooth. Without the players, volunteers, and community, this event wouldn’t be possible. We try to make this a positive experience for everyone involved and we love to watch it grow each year!

THANK YOUThank you to everyone who attended our Dad/Grandpa’s funeral. It was an amazing show of support for our family, and meant more to us than words can express. We will never forget the line of fellow Troopers paying their respects for our loss. We would also to thank everyone for the phone calls, e-mails and prayers we received. Everyone has been so supportive of our family during this difficult time and we really appreciated it.

You serve and protect everyone, even the people who have turned against you. Without a respect for the law, our society will decay into chaos.

I write this letter to say I stand with our police officers. You do not deserve to be painted in the light you have. You are good people whom we should support.

Thank you for everything that you do. Thank you for making the choice to protect and serve. Thank you for keeping us safe. Most importantly, thank you for doing a job most of us couldn’t do. It takes a strong and brave person to deal with the things you do on a daily basis.

LETTER OF APPRECIATIONI would like to take the opportunity to send a quick message to say what a great experience I had with a Patrolman on duty last weekend. I can not remember the name of the Patrolman, but our exchange occurred in Eudora, Kansas, on Sunday morning, November 5, around 10AM.

I was talking to a good friend, who is a local firefighter and offered to take him for a ride after paying for my gas. As I was entering to pay, the officer addressed me and made a comment about my car. I was surprised when he addressed me, and after speaking for a few minutes, I came away thinking what a great experience; an officer who took the time to address an individual and have a normal discussion with a stranger because of a liked interest. The interaction showed myself, and others around, that Patrolman are personable, friendly, and are not someone to fear or be anxious when around.

I think we hear of all the negative and never hear anything positive. His gesture was nothing more than initiating a small conversation, but those few minutes he took had a significantly positive influence on myself and others.

I just wanted to let him, and other Patrolmen know that the work and time they take are appreciated. It was a small gesture, but one that had a long lasting influence for many.

10/10/16: The MVE unit held a training day where unit members from across the state gathered to receive training and get better acquainted with their fellow unit members. COL Mark Bruce also presented the MVE unit with the Distinguished Unit Citation for their accomplishments during the 2015 calendar year.

11/08/16: TECHTRP Raul Carrillo organized a cook out at the Troop F VIN Office for some camaraderie and team building. Carillo didn’t drop any of the grilled items, and everyone got their fill!

ESUTECHTRP Brandon Koch, ESU / HDU, was elected by his peers as Chapter Director for the Kansas Chapter of the International Association of Bomb Technicians and Investigators. His appointment was immediate and he is now serving in his new position. What an honor for Koch and the Kansas Highway Patrol. This will undoubtedly benefit everyone involved.

Later in November, MCI LT Stewart drove the ’37 Plymouth to the delight of spectator in Topeka’s Miracle on Kansas Avenue Parade.

TROOP A 09/15/16: LTs Keith Hudson, Kenny Woods, and Ian Ingram were invited to the National Thank a Police Officer Day at Prairie Ridge Elementary School in Shawnee (photos next page). First grader and event organizer, Grant, was in attendance and wearing his SWAT gear. Members from Shawnee PD, Lenexa PD, Olathe PD, and the Johnson County Sheriff’s Office were in attendance. Students listened as officers gave a safety program and were then provided hands-on tours of patrol cars. Officers were treated to snacks and gifts gathered and donated from the community. Each agency was given a commemorative plaque. The program was an overwhelming success.

This is just another example of excellent community involvement, and introducing positive role models to students, parents, and teachers.

10/12/16: TRP Zach Bachert and LT Kenny Woods assisted Johnson County Sheriff’s Office with the Honor Flag in remembrance of Master Deputy Brandon Collins, who was hit and killed by a drunk driver in September. The flag was there for 21 hours, one for every year of his service.

10/29/16: TRPs Zach Bachert, Nick Irwin, Lindsey Murphy, and TECHTRP Robert Armitage were working with Leavenworth PD to provide security for the traveling Vietnam Wall Memorial.

Six-year-old Evangeline Ensign of Olathe was a regional winner in the 2016 Put the Brakes on Fatalities Day poster contest. She won a bicycle and a helmet donated by Safe Kids Kansas.

A total of 824 poster contest entries were received from across Kansas with 18 students receiving regional honors and three students receiving statewide honors.

TROOP B

06/26/16: MSTRP Bryce Whelpley worked a crash on I-70, milepost 353. Two vehicles were eastbound on I-70, entering the construction zone. Vehicle 2, a truck pulling a fifth wheel camper and boat, slowed and started to move into the left lane, due to the right lane being

closed. Vehicle 1 failed to slow down and struck the rear-most trailer of Vehicle 2. The boat was shoved into the fifth wheel camper, where it came to rest. Driver 1 sustained possible injuries and was transported to a local hospital.

11/02/16: MSTRP Luka Henderson conducted school bus evacuation drills at the USD 329 Alma-Wabaunsee District Schools. He used a fog machine to fill the bus with “smoke” while the students were onboard and had them practice exiting safely, under the direction of the bus driver. Ret. KHP LTs Dennis Tate and Keith Dreiling, both of whom now work for the Kansas Department of Education, were present for part of these drills. They spoke highly of Henderson’s presentation. This was the first live smoke evacuation drill they had been present for involving students. Dreiling thanked Henderson for the great job he did and stated the importance of these drills since the students will respond to how they were trained when in a stressful situation. LT Dax Lewis was also present for the drills.

11/17/16: KHP Troops B, K, and LT Dennis Shoemaker from ESU, participated in a large scale active-shooter training exercise, which was conducted at the National Guard Armory in Topeka. Agencies involved were KHP, Topeka PD, Topeka FD, AMR, Kansas National Guard Police, Kansas Division of Emergency Management, and the National Guard. This was a valuable exercise to practice skills for these types of calls, as well as working with other agencies.

Troop B personnel participating were LT Dax Lewis, TRPs Dray Carlton, Tanner Blakesley, and Jory Custar. Troop K personnel were LTs Eric Hatcher and Tim Tillman; CP OFCRs Lamont Jackson and Florencio Chavez; and CAPT Andrew Dean.

Eight-year-old Austin Lamb of Osage City was one of three northeast Kansas regional winners in the 2016 Put the Brakes on Fatalities Day poster contest. As a regional winner, he received a bicycle and a helmet donated by Safe Kids Kansas.

10/17/16: KHP troopers from Manhattan and Junction City assisted the Manhattan Fire Department and Riley County Police Department with a three-alarm structure fire. The fire was at the Founders Hill Apartment Complex, 1401 College Avenue in Manhattan. Approximately 100 people were displaced by the fire and the neighboring complex due to smoke damage. KHP troopers assisted RCPD with traffic control, road closures, and joint agency operations at the on-scene command post. Fortunately, no one was hurt. Damage assessments and investigations were handled by the Kansas State Fire Marshal’s Office and Manhattan FD. LT Greg Harkrader; MSTRPs Mike Paynter and Randy Cameron; and TRP Derek Carr assisted at the scene.

10/27/16: MSTRP Randy Cameron responded to a grain truck rollover on K-177, near Zeandale Road. The driver braked and steered rapidly away from a stopped vehicle, causing it to roll to its side, dumping 600 bushels of corn on the roadway.

11/19/16: MSTRP Derric Thompson was part of the Parade of Lights in Salina.

TROOP D 09/16/16: At approximately 8:10 a.m., KHP dispatch received a call from a citizen concerning a vehicle stopped on about two miles east of Edson, KS on eastbound I-70. The caller said there was a man outside of the vehicle holding a baseball bat or a machete. TRP P. Scott Baker arrived on scene at 8:12 a.m., and found a 2014 Dodge passenger vehicle stopped in the middle of the road. Baker advised there was one male subject hiding in front of the car. He called for back-up, got out of his patrol car, and was subsequently rushed by the male subject, who was armed with a machete. Baker gave several commands to the subject to drop the machete, but the subject continued to advance on him. Baker then fired his weapon, striking the subject. The subject was transported Goodland Regional Medical Center, where he was later flown to a Denver hospital.

SEIZURESFour large cash seizures were found while stopping vehicles for speeding:

• 09/07/16: MSTRP Brant Birney, Russell County, along with a cash seizure, Birney found 11 lbs of marijuana.

• 09/15/16: MSTRP James Wright, Gove County, located currency in a backpack in the trunk.

• 09/21/16: During a vehicle stop in Thomas County, MSTRP Charley Brattin found in suitcases in the trunk and some in a compartment in the dash: Edibles- 488.35 grams; shatter-14 grams; wax-3 grams; oil-3 grams; and marijuana-419 grams.

• 10/18/16: TRP Brian Lee, Trego County, found cash that was located in a ziplock bag in a black duffle bag on back seat.

• 11/08/16: MSTRP James Wright located 24.5 lbs of meth in a duffle bag in rear cargo area of a vehicle during a traffic stop in Gove County

• 11/17/16: TRP Jonathon Richards, Thomas County, currency was located in a small cash box located in the front passenger area of the vehicle.

10/03/16: LT Travis Phillips, MSTRP Dave Schoenberger, TECHTRP Tod Hileman, TECHTRP Jason Draper, along with local law enforcement attended Trego Elementary Service Day in WaKeeney. They helped clean, serve lunch, and explained why things are done during a Lock Down Drill.

11/19/16: MSTRP Shawn Summers and TECHTRP Tod Hileman stand in front of the US National Capitol Christmas Tree before Hileman escorted the tree and Idaho Potato from Hays to Kansas City.

TROOP E10/01/16: A citizen reported a bus traveling east on US-56 in Pawnee County on a Saturday morning. It was speeding and driving unsafe. The bus failed to stop at the railroad crossing outside of Larned. MSTRP Terry Stanton started looking for the bus east of Larned and found it a few miles into Barton County.

Stanton stopped the bus for driving 74 mph in a 65 zone. He spoke to the bus driver about his driving and violations of the law. The driver admitted to driving over the railroad crossing without stopping.

Stanton took appropriate enforcement action on the bus driver and explained the importance of school bus safety to both the driver and to the other school official on the bus. The bus full of kids was then allowed to proceed to their destination in Great Bend.

10/12/16: TRP John Lawson assisted Garden City Police Department with a one vehicle motorcycle collision. He arrived on scene and there was no driver. During the search for the driver, a short foot pursuit occurred. The suspect jumped a wooden fence into a back yard. Lawson investigated the area, found a broken piece of fence and was unable to enter the yard. Lawson asked the owner if he could search the back yard. He found the suspect hiding behind a shed. The individual was arrested by GCPD for DUI.

10/26/16: TRP Greg Etris stopped a vehicle for speeding on US-50 at milepost 60, in Finney County. Etris noticed the nervousness of the driver and could smell marijuana coming from the vehicle. After a search of the vehicle he found personal use marijuana and a small locked box in the trunk. After obtaining a search warrant, he located one pound of crystal meth inside the box, as well as a stolen handgun. The case was adopted by the DEA and the gun charges were adopted by the ATF.

In early November, TRP John Lawson worked a commercial vehicle versus train collision in Wichita County. No one was hurt during the crash.

11/15/16: TRP Ashley Martell worked a unique injury crash on US-56 east of Larned, involving an antique winch truck pulling a fully assembled, 200 foot irrigation pivot down the highway. The irrigation unit was connected to the winch truck in the front, and another antique pickup at the rear. The rear pickup acted as a steerable trailer with a driver, but without power. The setup did not have any caution lights, flags, or escort vehicles. It was also lacking insurance, registration, and oversize permits.

As the extra-long load pulled out onto US-56 from a county road, the driver failed to yield to another truck/tractor semi-trailer. The other truck struck the irrigation unit, knocking it and the trailing pickup over in the middle of the highway. The driver of the trailing pickup was injured. MSTRP Ty Lothman responded to the scene and determined that this was a commercial operation, but the operator did not have any commercial operating authority. A truck inspection was conducted on scene, with multiple violations discovered and citations issued. The highway was briefly shut down until the evidence could be documented and the irrigation pipe removed from the roadway.

11/23/16: TRP James Tiede worked a fatal crash in Finney County on US-83. A passenger car failed to yield right of way to a CMV, and when the crash occurred, the car was pushed into a tree row.

11/24/16: LT Brent Hemken was fueling his patrol car at Casey’s General Store, when he was approached by a citizen needing directions. The woman was looking for her son who had been missing for about a month. She believed her son was a patient at Larned State Hospital, and she intended to go visit him or pick him up from the mental health facility. Hemken explained to the woman that she would need to get approval from the

secure facility to visit. He made a few phone calls and put the woman in touch with the social service director of the facility. The staff were able to obtain approval for the last minute visit. In the end, the woman found and visited her son, who had been missing since October.

11/24/16: On Thanksgiving Day, MSTRP Keefe Hemel checked the speed of a Dodge Charger at over 100 mph in a 40 zone in Dodge City. He attempted to pursue the vehicle, but due to the extreme speed, the vehicle disappeared. A call then came in about a wrecked vehicle near Boot Hill in Dodge City. Hemel responded and identified the wrecked vehicle as the speeding vehicle from minutes earlier. The driver had fled the scene. Hemel interviewed the two passengers and obtained a description and name of the suspected driver. The suspect was located with the assistance of the Dodge City PD and Ford County Sheriff’s Office. Hemel arrested the driver, who was under the influence of alcohol. The driver was taken to the Ford County Jail, and was booked in on a variety of charges, including DUI and speeding.

TROOP G 10/10/16: MSTRP Matt Brooks attempted to stop a stolen vehicle as it went westbound through the Eastern Terminal. The driver attempted to flee. MSTRP Joshua Reischman successfully deployed stop sticks about a mile west of the terminal. The vehicle continued on, until MSTRP John Kerby conducted a TVI, causing the vehicle to spin out. The driver was taken into custody. A stolen handgun, which was thrown out during the pursuit, was recovered.

11/05/16: MSTRP Matt Brooks was looking for a vehicle involved in a hit and run which occurred on westbound I-70 at mile marker 222. Brooks located the vehicle as it approached the Lawrence Service Area. He checked the speed at 90 mph. Brooks got the vehicle stopped and as he approached, the driver sped away. A pursuit ensued and as it approached the West Lawrence interchange, MSTRP Ryan Mosher successfully deployed his stop sticks as the subject took the exit ramp. The subject got to the roundabout and drove off into the field, where the vehicle became disabled. The suspect was uncooperative during the felony traffic stop and Brooks deployed his taser to get the subject in custody.

A loaded assault rifle was located between the driver seat and center console. Another small silver handgun was located in the center console. The suspect was given medical attention and transported to jail.

11/12/16: LT Wes Ludolph and MSTRP Scott Koehn stopped a northbound vehicle at milepost 69 for a turn signal violation. The driver would not give consent for a search. A KHP K9 responded and indicated on the vehicle. A box in the trunk contained 22.8 lbs of marijuana. The driver was arrested and booked into the Butler County Jail. TECHTRP Allen Bosley assisted.

11/23/16: LT John Lehnherr conducted a walk and talk at the Belle Plaine Service area. After a brief discussion with the driver, it was noted that he was not on the rental agreement and the rental company requested that the vehicle be impounded. When retrieving the driver’s belongings from the vehicle, a strong odor of marijuana was detected. Sixty pounds of marijuana was located in Rubbermaid tubs in the rear storage area, and a large amount of cash was in a back pack in the front seat. MSTRP Jeff Dietz and TRP Cody McKaig assisted.

TROOP H 09/26/16: A crash involving a school bus and a semi occurred on US-54, west of Yates Center. The bus was turning left onto a county road, when the semi struck the bus while attempting to pass it on the left. Troop H and I p e r s o n n e l responded. Nine students where on board, and one child was transported to the Coffey County Hospital in

Burlington with minor injuries. The semi-driver was arrested and transported to Woodson County Sheriff’s Office for a DRE evaluation, and other testing. Troopers responding were: MSTRPs James Phillips, Jacody Helton, and Chris Markham; TRP Zachary Schwab; LT Richard Mahoney; and TECHTRPs Eric Akins and Rob Istas.

09/27/16: LT Mark Drennan and MSTRPs Chris Woods and Jeff Scott (not pictured) assisted the Allen County Sheriff’s Office with a visit from Supreme Court Chief Justice Lawton Nuss and Justice Marla Luckert. The justices spoke to local high school seniors from Allen, Neosho, Wilson, and Woodson counties and also to the Allen County Bar Association in Iola. Drennan, Woods, and Scott provided security for the event. Other agencies involved were: Iola Police Department and Linn County Sheriff’s Office.

11/03/16: Troop H hosted a Retiree Coffee. COL Mark Bruce and LTC Randy Moon were in attendance. Coffee and stories were shared by all.

11/22/16: A fire and explosion occurred at the Aerosol Plant in Neodesha. KHP Troops H, I, T, and MVE responded, along with Neodesha Police, Fire, and EMS, Wilson County Sheriff, and other local police, fire, and EMS units. One person was taken to Wichita with injuries and two others drove themselves to Neosho Memorial Hospital in Chanute. KHP assisted with the evacuation of residences north of the Aerosol plant, security, and rerouting of US-75 highway.

TROOP I

TECHTRP Matt Mullen, Troop I, and TRP Jason Griner, Troop F, drove in the parade at the Goddard Fall Fest.

BAU members, TECHTRPs Matt Payne and Carson Nuss presented at the Drugged Driving Summit.

10/13/16: MCI LT Mike Marnach was hit by a car, while parked in the median of eastbound I-470, between Gage and Fairlawn, in Topeka. Marnach and the two occupants from the other vehicle were transported to a local hospital.

TROOP K

In October, Capitol Police, Topeka Police Department Bomb Squad, and multiple other agencies were on the Capitol grounds as a suspicious device was investigated. Early in the morning, a man entered the Topeka Police Department to tell them someone had left a barrel with a hazardous material label on it, somewhere near the Capitol. He did not believe there were explosives in it. Capitol police officers were able to locate the barrel on the southwest side of the statehouse grounds, near a statue. The Topeka PD Bomb Squad responded and to investigate the item. The incident is still be handled by the FBI Task Force, with charges pending. Three suspects were interviewed.
