HabitatLlonservation

FundThe $3.00 surcharge on all hunting, trapping and guiding licencesprovides revenue to be used to enhance habitat for wildlife. ln 1981-82,'15 enhancement projects were completed wrth an allocation of over$400,000. Enhancement projects underway include the use of pre-

scribed fire to rejuvenate habitat for bighorn sheep, elk, deer andmoose; wetland improvement to establish productive breeding andresting areas for waterfowl and other wetland species: and thinningtechniques to increase forage for elk. New projects have been initiatedin 1982-83.These habitat enhancement projects for wildlife complement enhance-ment projects for fisheries, and the acquisition of habitat for both fish

DEFINITIONSAntlered Animal means a member of the deer family over one yearof age bearing visible bony antlers.

Antlerless Animal means a member of the deer family bearing novisible bony antlers. The small skin or hair covered protuberancesof fawns and calves do not constitute antlers.Arrow means a slender shaft, which may be pointed at one endand may be feathered at the opposite end, for shooting from a

bow.

Baii means anything, including meat, cereals, cultivated crops,restrained animal or any manufactured product or material, thatmay attract wildlife and includes plastic or other imitation foodsbut does not include a decoy as described under these regula-tions.

Big Game means any mountain sheep, mountain goat, caribou,elk, moose, deer, grizzly bear, black bear, cougar, wolf or mammaldesignated by regulation.

Boll means a shaft or missile designed to be shot from a crossbowor catapult.

Bow means any flexible curved device with a cord connecting twoor more ends used to propel arrows, but does not include a cross-bow.

IMPORTANT REGULATION NOTICES 1982/83

This is not a r6sum6 of allchanges in the regulations for this year.Major changes from last year's regulations are shown incoloured type. in the following pages.1 . A new deer species licencing system has been introduced this

year, employing two different types of deer licence.. The special area deer licence is valid only in the Special

deer hunting areas of the Queen Charlotte lslands (M.U.'s6-12 and 6-13) and the Saanich Peninsula (situated in M.U.1 -1).

Bucks and Bulls are males of the Deer family who are antleredanimals.

Call means a moose, elk or caribou less than twelve (12) months of age.

Cancelled Specles Llcence means a species licence from whichthe portion bearing the month and day of the month have beenremoved by lhe hunter to indicate the date of kill. The SpeciesLicence must be cancelled immediately upon killing the animal.

Crossbow means a bow fixed across a stock with a groove for thearrow or bolt and a mechanism for holding and releasing the string.(Note: The use of crossbows is permitted during special Bow and Arrowseasons unless excepted under Regional schedules.)

Decoy means any material or manufactured product that simulatesthe appearance or has the form of wildlife.

Deer Famlly means moose, caribou, deer and elk.

Endorsed Species Licence means a species licence which has beenstamped on the reverse side by an official of the Ministry of Environmentto indicate the type of animal which the hunter is permitted to take andthe area in which he must hunt.

Flrearms (Wildlife Act) means any gun using, as a propellant,explosives, compressed air or gas, and in addition, includes air orpellet guns and includes a long bow or crossbow.

Flrearms (Firearms Act) includes any gun using, as a propellant,explosives, compressed air or gas. (Note: long bows and cross-bows are not included under the Firearms Act.)

Full Curl Blghorn Ram means any male Bighorn mountain sheepwhich has attained the age ot eight (8) years as determined by the hornannuli or whose horn tip extends upwards beyond a straight line drawnbetween the centre of the nostril and the lowest hindmost portion of thebase of the horn.

3/4 Curl Blghorn Ram means any male Bighorn mountain sneep whichhas attained the age ol six (6) years as determined by the horn annuli orwhose horn tip, when viewed from the side, extends beyond a straightline drawn through the centre of the eye and at right angles through aline drawn between the centre of the nostril and the lowest hindmostportion of the base of the horn.

Full Curl Thinhorn Ram means any male thinhorn mountain sheepwhich has attained the age of eight (B) years as determined by yearlyhorn growth annuli or whose horn top extends upwards beyond theforehead-nose bridge.

Fur-bearing animal includes any fox, badger, beaver, marlen, fisher,Canada lynx, bobcat, mink, muskrat, land olter, raccoon, skunk, redsquirrel, sea otter, weasel, wolverine, wolf or coyote,

Game Bird includes any grouse, partridge, quail, pheasant, ptarmigan,migratory game bird, or bird designated by regulation.

Game includes all big game, small game, game birds and fur-bearinganimals.

Hunt and Hunting includes shooting at, attracting, searching for,chasing, pursuing, wonying, following after or on the trail, stalking, orlying in wait for wildlife;(a) while in possession of a raptor, firearm or other weapon; or(b) with intention to capture any wildlife and any shooting at any

wildlife, whether or not in any such case the wildlife is then orsubsequently wounded, killed, or captured.

Llcence Year means the period from April 1 to March 31 of thefollowing year.

Loaded Flrearm means any firearm containing live ammunition ineither the breech or the magazine. A clip containing live ammuni-tion, when attached to the firearm in an operating position, is con-sidered as the magazine.

Mlgratory Game Birds for which there is an open season in B.C.and for which a Canadian Migratory Bird hunting permit isrequired are waterfowl (ducks and geese, including brant), coot,common snipe, band-tailed pigeon and mourning dove.

No Huntlng Area means a designated area in which hunting (seedefinition) is prohibited.

No Shooting Area means a designated area in which the dis-charge of firearms is prohibited under the Firearms Act. NOTE: NoShooting Areas as prescribed under the Firearms Act are open tothe use of Bows and arrows and Crossbows unless specificallyrestricted under hunting regulations.

Power Boat means any boat, canoe or yacht powered by electric,gasoline, oil, steam or other mechanical means, but not a boat poweredby oars or a boat with an outboard motor which has been detached orremoved from its operating position.

Small Game includes fur-bearing animals and game birds.Spike Buck means a male deer having antlers that are composedof a main beam from which there are no bony projections, greaterthan 1 inch in length.Wildlite means game and other species of vertebrates designatedby regulation.

IT IS UNLAWFULo to make a false statement to a Conservation Officer or Con-stable.a to hunt Game animals at any time throughout the year exceptduring the open season, or by authority of a permit issued underthe Wildlife Act.o to use any other person's licence or permit, or to loan or transferany licence or permit under any circumstances.O to be in possession of a big game animal without a properlycancelled species licence.o for a hunter to continue to hunt game species on any day inwhich he has taken his daily or seasonal bag limit of that speciesof game.o to hunt moose, elk, mountain sheep, mountain goat, caribou orgrizzly bear with a shotgun. (Shotguns may be used only for thehunting of deer, black bear, cougar, coyote, wolf, game birds andsmall game). NOTE: a person using a shotgun for hunting deer,black bear, cougar and wolf must: (a) use a bore size of 20 gaugeor larger; and (b) use shells of shot size SG, or larger.o to hunt game birds with a rifle, except grouse and ptarmigan.o to hunt Migratory Game Birds using: a rifle, or shotgun loadedwith a single bullet; or any weapon other than a bow and arrow ora shotgun larger than number 10 gauge.o to use, while hunting Migratory Game Birds, more than one shot-gun, unless each shotgun in excess of one, is disassembled orunloaded and encased.oto use or possess any swivel, set gun, machine gun, or any shotgunlarger than a 10 gauge, or possess a pump, repeating or auto-loadingshotgun with an unplugged magazine capable of holding more than twoshells.a to use full metal jacketed, non-expanding, tracers, incendiary orexplosive bullets for hunting game.o to use rimfire cartridges for hunting big game.O to carry loaded firearms in or on or discharge same from anautomobile, snowmobile or other vehicle either on or off a high-way, or from an aircraft.o to hunt or transport hunters or wildlife by helicopters.a to shoot from any sailboat, power boat, aircraft or motorizedvehicle, or any vehicle to which a draught animal is attached whilehunting wildlife.O to use a sailboat, power boat, aircratt, motorized vehicle or anyvehicle to which a draught animal is attached to disturb game forthe purpose of driving them towards another hunter.

provided bY regulation.o to possess or wantonly take, injure or destroy a bird or the nestof a bird except the nest and eggs of crows, English sparrows,magpies, Rock doves or European starlings as designated by reg-ulation.O to buy or sell migratory birds or their eggs or nests.o for any person to buy, sell, trade, or barter any fur-bearer peltun less(a) he is the holder of a valid trapping licence or permit or(b) he is the holder of a valid fur-traders licence or(c) he has taken a fur-bearer under a valid hunting licence, in aprescribed open season.(NOTE: See Royalty Fees Section on Page 5)o to buy, sell or barter or offer to buy, sell or barter any wildlifemeat except as authorized by permit.O for a hunter to waste or wantonly dispose of a migratory birdkilled or retrieved by him or in his possession.o to place bait for the purpose of attracting a migratory game bird,except under permit.a to use live birds as decoys, or recorded bird calls to hunt gamebirds.o to discharge, dump, discard or dispose of litter on any land orfresh water.o to hunt on private property without permission.o to shoot or capture any hawk, falcon, owl or eagle.O to deface any notice posted under authority of the Wildlife Act.

PENALTIES(1) There is an automatic cancellation of a Migratory game birdhunting permit upon conviction of an offence under the MigratoryBird Convention Act.(2) There may be a suspension or cancellation of licence uponconviction of an offence under the Wildlife Act or Firearms Act.

sPEiIAL RESTRIcTIoNln Regions 1, 3, 4, 6 and 8 there are no open seasons on femaleor other Grizzly Bear in the company of two year old or youngerGrizzly Bear or on two year old or younger Grizzly Bear.ln Regions 5 and 7 there are no open seasons on female or otherGrizzly Bear in the company of one year old or younger GrizzlyBear or on one year old or younger Grizzly Bear.Do not shoot any Grizzly Bear when observed in a familyunit.

SPECIAL REOUEST

Hunters are encouraged to select male mountain goat whenhunting. Males tend to be larger than females and males usuallydo not exhibit a noticeable curvAture at the tip of the horns. lnaddition, males tend not to be found in nanny/kid groups.

LICENCE REOUIREMENTSAll persons of any age must obtain a hunting licence if he huntswildlife in British Columbia. There is no reduced fee for youngpeople. All persons 14 years of age or over, whose place of resi-

dence is within the Province of British Columbia shall be issued ahunting licence provided:(a) he possesses a certificate signifying that he has successfullycompleted a Conservation and Outdoor Recreation EducationExamination, or(b) he has been issued a previous hunting licence after his 14thbirthday.A person under 18 years of age must submit an official "ack-nowledgement of responsibility" form signed by his parent orguardian before obtaining a hunting licence. ln addition, a personunder 18, when carrying a firearm, must be accompanied andclosely supervised by a person 20 years of age or older.

NOTE: Persons under 14 years of age may obtain a huntinglicence, without taking a compulsory examination, provided theycomply with restrictions contained in the Criminal Code and otherProvincial Regulations.

lndlans as defined under the Wildlife Act are not required to obtain anytype of hunting licence. Under the Wildlite Act an lndian is defined as aperson who is registered, or entitled to be registered as an lndian underthe lndian Act (Canada).

FIREARMS ACQUISIT!ON CERTIFICATEAll persons are required to obtain a Firearm's Acquisition Certifi-cate before taking possession of a gun whether you plan to buy,borrow or trade to obtain it. Application forms are available atfirearms dealers or from local police and the certificate will cost$1 0.00

NOTICE TO NON-RESIDENT HUNTERS

Non-residents of British Columbia hunting Big Game must be accompa-nied by a licenced B.C. guide. On the completion of the huntnon-residents must obtain a completed form of declaration from theirguide. Failure to do so constitutes an offense on the part of the hunterand the guide. A non-resident of B.C. who is a resident of Canada maybe accompanied by a resident of B.C. in place of a licenced B.C. guide,provided the B.C. resident is a Canadian Citizen and has also obtainedthe required permit from the Regional Otfice of the Ministry ofEnvironment of the Region in which he intends to hunt. A non-residentof Canada may also be eligible under this procedure providing that he isa close relative of the B.C. Resident.

Special restrictions on non-resident hunting are indicated under Re-gional schedules.

LICENCE AVAILABILITYResident licences are available at all Government Agents'Offices andsome Ministry of Environment Offices and many sporting goods stores.

Non-resident licences are only available from Regional Ministry ofEnvironment Offices, Government Agents, and the Fish and WildlifeBranch, Parliament Buildings, Victoria, VBV1X4. Non-residents mayalso obtain their licences by mail.

REFUNDSRefund requests which must be accompanied by the appropriatesupporting documents, i.e. doctor's certificate, licenced guide'sconfirmation of non-hunt, etc., will only be considered if receivedat the Fish and Wildlife Branch, Victoria, within two months of thelast day of the proposed hunt.

When hunting or transporting migratory game birds, you mustcarry with you a valid Canadian Migratory Bird hunting permit inaddition to any required provincial hunting licence. The permit isavailable at the Post Office.*lncludes $3.00 surcharge for the HABITAT CONSERVATIONFUND.

.Resident licences for these species are not valid until the second dayafter the date of issue.

Any person who kills any of the above big game species mustimmediately cancel the appropriate species licence. All hunting andspecies licences expire March 31.

ROYALTY FEESEvery holder of a valid hunting licence who kills a fur-bearing ani-mal is exempt from paying the prescribed royalty unless he offersthe pelt for sale. See current Trapping Regulations Synopsis forroyalty fees. Payment of a royalty fee is required only upon theinitial sale of the pelt. Furbearers may only be hunted where anopen hunting season is declared.

OPEN SEASONSFor the purpose of defining the open seasons for big game, smallgame and game birds the Province is divided into ManagementUnits (M.U.'s) being B.C. Reg. 4'15/75. For the purpose of thesehunting regulations, A and B parts of a Management Unit shall beconsidered as a single unit except for Units 6-174 and 6-178which are considered as separate units. The open seasons for thehunting of each species of game are shown in Regional scheduleson the following pages. All dates mentioned therein are inclusive.

Unless seasons are indicated lhere are no open seasons on any gameanimal. Where open seasons do not apply to the entire ManagementUnit reference is given to detailed maps showing the area anddescribing the pertinent regulations. The open seasons declared bythese Regulations shall cease to be in effect in any area covered by aclosure order issued by the Forest Service of the Ministry of Forests andshall continue to be ineffective during the period covered by such forestclosure order. Dates for Hunting Seasons may be changed by order ofthe Minister only in unusual conditions. Such changes will be given localpublicity.

BAG LIMITS AND POSSESSION LIII|ITSSeason bag limits for big and small game and daily bag limits forgame birds for each Management Unit are shown in the Regionalschedules on the following pages directly following the date of theopen season.Whe.e speclal reslrlclions exist as to species, sex or age, theyare shown on delailed maps.These bag limits are printed in bold type, e.g. 3.Where no bag limit is in etfect, the abbreviation NBL appears.An entry such as "2(1)" for ungulates in the schedules means theseason bag limit is two animals of that species in the aggregate, one ofwhich may be anterless.An entry such as 2 for Big Game (except ungulates) and Small Game inthe schedules means the season bag limit and possession limit is twoanimals.An entry such as 10(20) for Upland Game Birds and Migratory GameBirds in the schedules means the daily bag limit is 10 while thepossession limit is 20.Subject to exceptions in the Regional schedules or below, the maximumnumber of each species of small game and big game which a huntermay take in the Province in one licence year (the season bag limit) isone. Provincial Bag Limits may be achieved by hunting in one or moreregions provided the Regional Bag Limits are not exceeded.

(1) Deer: the maximum number which a hunter may take in one licenceyear is two ol which one may be antlerless,NOTE: The Provincial bag limit of two for deer may only be exceeded upto the Regional bag limit by hunting in Region 1, on Texada lsland inRegion 2, in M.U.'s 6-12 and 6-13 in Region 6 and in the Limited Entryantlerless deer season in Region 8.

(2) Black Bear: The maximum number which a hunter may take inone licence year is two (2).NOTE: For Black Bear, the Provincial Bag Limit may be exceededin portions of Regions 3, 7 and 8.

(3) Cougar: The maximum number which a hunter may take in onelicence year is two (2).

NOTE: For Cougar, the Provincial Bag Limit may be exceeded in aportion of Region 3.

(4) Wolft The maximum number which a hunter may take in onelicence year is three (3).NOTE: For wolf, the provincial bag limit may be exceeded inRegions 6 and 7.

(5) Coyote, Raccoon, Skunk and Fox: There is no maximum num-ber which a hunter may take in one licence year. (No bag limit -1{BL).

(6) Wolverlne and Lynr: The maximum number which a huntermay take in one licence year is one (1) of each species.

(7) Bobcat The maximum number which a hunter may take in onelicence year (the season bag limit) is five (5).

No Person while in the field either actually hunting or returningfrom hunting shall have in his possession game birds in excess ofthree times the daily limit. For possession limits on migratory gamebirds see Regional schedules.The daily bag limit for all Geese in aggregate is 5, possession (10).

Bear, Wolf or fur-bearing animal, shall provide evidence of speciesby leaving attached to the carcass a readily identifiable part of thehide which is not less than '100 square centemetres (4 inches by 4inches)(NOTE: Evidence ol Sex is not required for black bear, wolf orfur-bearers).

The requirements as outlined above must be provided in addition toparts required for compulsory inspection (see below).NOTE: leaving adequate evidence ol species and sex as above willNOT spoil or in any way contaminate the meat.

Game BirdsEvidence of species and sex shall be provided by leaving one wingand the plumage thereof attached to the carcass.

Exporl PermilsAll hunters (Resident and Non-resident), in order to export gametrom the Province, must obtain a permit for this purpose from anyConservation Officer. Also see Notice to Non-Resident Hunters onpage 5.

COMPULSORY REPORTING

The Ministry of Environment will be operating numerous CheckingStations throughout the Province. lt is mandatory lor all hunters tostop ai all checking stations and report. Hunters are reminded thatcertain species of game must be reported at designated compulsorycheck centres to an officer of the Ministry of Environment for purposesof taking measurements or parts of the animals required for manage-ment. Sportsmen must also leave evidence of species and sex attachedto the carcass, consistent with the section as outlined above.Each Region of the Ministry of Environment has established designatedcentres where Compulsory Reporting of Caribou, Grizzly Bear, Cougar,Mountain Sheep and Mountain Goat must take place. All suchCompulsory check centres are open during workrng hours (B:30 a.m. to4:30 p.m.), Monday to Friday. lf two or more animals are to be checked,24 hours notice (by phone) must be given to statf of designated centres.

All Caribou, Mountain Sheep, Mountain Goat, Grizzly Bear and Cougartaken in the Province and all Wolf taken in Region 1, M.U.'s 1-3 to 1-13 byhunting must be inspected at a designated centre by a ConservationOfficer, Wildlife Biologist, Wildlife Technician or Official at a designatedGame Check Station of the Ministry of Environment for purposes oftaking measurements or parts of the animal required for management(i.e. tooth) within ten (10) days of the kill except:(1) Persons who gain the written approval from a Conservation Officer,Wildlife Biologist, Wildlife Technician or Otficial at a Game CheckStation of the Ministry of Environment prior to hunting can submit suchanimals for inspection within ten (10) days after the last day of the hunt;or(2) Persons who use the services of a licenced guide for the pur-pose of killing a Caribou, Grizzly Bear, Mountain Goat or MountainSheep can submit such animals for inspection within ten (10) daysafter the last day of the continuous season in which the animalwas taken (i.e. fall killed Grizzly Bear must be submitted after theend of the fall season). or(3) Persons who kill a Grizzly Bear in Region 4 must submit suchanimals for inspection within four (4) days of the date of kill.

(4) Persons who kill a Cougar in M.U.'s 1-1 to 1-13 must submitsuch animals for inspection within four (4) days of the date of kill.

Any person wishing to transport within British Columbia a portion of acarcass should possess the species licence under which the animalwas taken or obtain a Sundry Permil from the Ministry of Environmentand have a record of the successful hunter's hunter number, his nameand address. Any person having had a carcass butchered andpackaged should obtain from the butcher a receipt which indicates thehunter number, species tag number, and the species and sex of theanimal taken.

CONVENTION ON INTERNATIONAL TRADEThe "Convention on the lnternational Trade of Endangered Spe-cies" (C.l.T.E.S.) requires that a special Convention export permitbe obtained for the export from Canada of all Rocky Mountain andCalifornia Bighorn Mountain Sheep, Grizzly Bear, Cougar, Lynx,Bobcat and Wolf or parts of these animals. Such permits for ani-mals or parts thereof, leaving Canada direct from British Columbiamay be obtained only at certain offices during normal workinghours. Check the Regional schedules for the location of thesecentres.NOTE: only certain U.S.A. border crossings will accept a C.|.T.E.S.permit.

HUNTING METHODSSpecific restrictions on the use of firearms for a given Manage-ment Unit are outlined under the detailed maps on the followingpages.

Archery HuntingBows and arrow and crossbows and bolts (quanels) may be used forhunting all big game, small game and game birds except a crossbow isprohibited to hunt Migratory Game Birds. The following restrictionsapply to the use of Bows and Crossbows Province-wide. CheckRegional Schedules for open seasons and additional restrictions.

Crossbows(1) No person shall hunt Big Game, other than deer, with a cross-bow having a pull of less than 68kg (150 lbs.) and a bolt (quarrel)weighing not less than 16.2 grams (250 grains).(2) No person shall hunt deer, Small Game, or Game Birds with acrossbow having a pull less than 55kg (120 lbs.) and a bolt (quar-rel) weighing not less than 16.2 grams (250 grains).(3) No person shall hunt Big Game with a Crossbow having a bolt(quarrel) other than one having a broadhead of at least 2.22 cen-timeters (% of an inch) at the widest point.

Bows and ArrowsNo person shall hunt Big Game with a bow having a pull of less than18 kg (40 lbs.) within the archer's draw length and an arrow other thanone having a broadhead alleasl2.22 centimetres (7is of an inch) at thewidest point.No person shall hunt Small Game with a bow having a pull of less than18 kg (40 lbs.) within the archer's draw length.

Muzzle LoadersA muzzle loader containing powder and shot in the barrel butUNPRIMED (i.e. no powder in the pan of a flint lock or no cap onthe nipple of a percussion lock) does not constitute a loaded fire-arm.

DogsThe use of dogs is permitted in the hunting ol all game except MountainSheep, Mountain Goat and Caribou.Dogs must be on leash when used to hunt Mule Deer, Black-tailed Deer,White-tailed Deer, Fallow Deer, Elk and Moose.

Any person may train dogs by allowing them to pursue game birdsunder supervison lrom Aug. 1 to April 30.

FalconryLicenced falconers may hunt game birds (migratory and upland) by theuse or with the aid of raptors throughout the Province during the regularopen seasons subiect to the applicable bag limits as indicated in theregional schedules.

BaitingThroughout the province the hunting of Black Bear and Grizzly Bear bythe placing of bait is prohibited.No persons shall hunt Migratory Game Birds within one quarter mile ofany baited area where bait has been deposited solely to attractMigratory Game Birds (see it is unlawful . . . Page 4).

Shooling HoursShooting hours during which the hunting of game is permitted,except for Migratory Game Birds, are from one hour beforesunrise, to one hour after sunset. Exceptions are noted under theopen season maps on the following pages. No person shall huntMigratory Game Birds earlier than one-half hour before sunrise orlater than one-half hour after sunset.

RetrievalIt is lawful for a person to retrieve a dead or injured game animalwith the assistance of a power boat provided no person in thepower boat is in possession of a loaded firearm. No person shallkill, cripple or wound game without making all reasonable effort toretrieve and include it in his bag limit. The retrieved game shall bekilled immediately and included in the hunter's bag limit.Recreational AtlasThe Ministry of Environment has produced a Provincial Recre-ational Atlas which depicts the Administrative and ManagementUnit boundaries.Special Note: Hunters should note that the "M.U. 4-21" designa-tion on Page 23 of the B.C. Recreational Atlas (1st edition) is inerror and should be "M.U.4-27".

Topographic MapsDetailed maps of various parts ol the Province may be obtained from aGovernment Agent or the Director, Surveys and Mapping Branch,Ministry of Environment, Victoria, B.C.

Bear MeatTo prevent possible infection by Trichinosis, bear meat should notbe consumed unless it is thoroughly cooked or adequately frozenfor a period of time.

Park RestrlcllonsNatlonal ParksHunting and the transportation of an "unsealed" firearm is prohi-bited in all National Parks.

Provincial Parks and Recrealion AreasHunting and/or the discharge of firearms is not permitted in anyClass C Park, Nature Conservancy Areas, nor in the majority ofClass A or B Parks and Recreation Areas. Only those Parks andRecrealion Areas listed in the following regional summaries areopen to hunting and/or the discharge of firearms. These Parksand Recreation Areas are only open during the legal hunting sea-son as described in the regional summaries.

When a park or recreation area is closed to hunting or there is no openseason for any species, the possession as well as the discharge of a

Ecological ReservesHunting, trapping or fishing is not permitted in any EcologicalReserve in B.C. A complete list of Reserves is available from: Eco-logical Reserves Division, Ministry of Lands, Parks and Housing,Parliament Buildings, Victoria, V8V 1X4.

Municipalities and Regional DistrictsMost municipalities have local by-laws restricting and controlling theuse of firearms within their boundaries. Consult Municipal Clerks andRegional Districts lor details of closures. The Ministry ol Environmentpublishes the Fraser Valley Special Area brochure which depictsProvincial and Municipal firearm regulations in the Fraser Valley.

Many hunters are interested in recording their hunting experiences. TheMinistry of Environment is also interested in such information and eachyear mails out Hunter questionnaires and requires compulsory checksand reports on certain harvested game. We, therefore, recommendeach hunter keep a record of his hunts as indicated below, and that hekeep this brochure until April 1983 as an aid to completing his HunterQuestionnaire.

Fish & Wildlile violationsThe unethical hunter is a threat to both wildlife and the huntingrecreation. Regulations are set for the protection of wildlife popu-lations, and those who violate these regulations damage the wild-life resources of our province. The first result is a loss of game tothe legitimate hunter. But other wildlife users suffer as well, andoften tend to blame all hunters for the actions of a few. ln this way,the unethical hunter can damage the public image of hunting,resulting in a loss as well of hunting opportunities.The Conservation Officer is responsible for the enforcement ofWildlife Regulations, but the job is an enormous one. BritishColumbia is a large and rugged province, and many hunting activi-ties take place in remote areas. This means that offences may becommitted, and damage done, without the offenders always beingapprehended. When this happens, both wildlife and the sport ofhunting suffer the consequences.An important goal of enforcement is the prevention of violationsbefore lhe damage is done. This is where you can help. Thewatchful eyes of sportsmen throughout the province can provide astrong deterrent to potential violators and stop wildlife offencesbefore they happen.What can you do?

Observe, Record, ReportRemember: Do NOT confront a suspected violator. You cannotmake a "citizen's arrest" or seize private property as evidence.Only a Conservation Officer or a constable is legally authorized todo this. lnstead:

Observe:Familiarize yourselt with current regulations. Some common violationsare:(1) Killing game during a closed season.(2) Killing female or young animals during a male only season.(3) Exceeding the daily bag limit.(4) Angling in closed areas.(5) Property damage (shooting powerline insulators, roadsigns, indus-trial equipment).(6) Night hunting or pitlamping.

Record:Carry a pencil and record your observations in note form as soon as youcan. Photographs provide an extremely useful addition to theseobservations it they can be taken without alarming the violator. Takenote of any features that will be of use to the enforcement ofiicer in hisinvestigation. These include:(1) Time, date, location and weather conditions.(2) ldentity or accurate description (size, clothing, hair colour, etc.) of

the violator and his companions.

(3) Vehicle licence and description.(4) Evidence at the scene (head or viscera of animal, empty cartridges,etc.).(5) Action of the violato(s) (number of shots, etc.).

Report:As soon as possible to the nearest Conservation Otlicer or to police ortelephone Zenith 2235 toll+ree. The longer you wait, the more diflicult it

will be to investigate the violation.Always give your name, address and phone number to verify that yourintentions are serious.

The B.C. Wildlife Federation pays rewards up to $500 for informationleading to the conviction ol persons doing wanton damage to wildlile,wildlile habitat, or thd property of companies or individuals who allowhunters and fishermen access to property lhey control.

GAME CHECK STATIONSEach year the Ministry of Environment operates Game Checkstations on well lravelled roads in order to contact a largenumber of sportsmen returning from hunting. All hunters, with orwithout game, are required by law to stop and report. Sportsmenwill be asked about their hunting activity, including the locationand species hunted, time spent hunting and success. Animalstaken by hunters will be checked to determine sex, age andcondition. Biological samples may be taken, e.9., a lower fronttooth. The collected data is used to set hunting seasons and toetfect good land management in cooperation with other privateand government agencies.Sportsmen are encouraged to ask questions about, or commenton, hunting regulations and wildlife management. We need toknow your requirements. At certain locations, sportsmen arechecked to determine their compliance with wildlife and firearmslaws.The Game Check usually takes only a few minutes, bul providesvaluable inlormalion that will be used lor many years indeveloping better wildlife management. Please assist us inprotecting your wildlife and your recreational opportunities.

Hunters are reminded that the onus is on them to clearly identity thespecies and sex of their target before shooting.

Every person who has a firearm in his possession or under his controlshall exercise due care for the safety of other persons and property.

Grouse: The daily aggregate bag limit for grouse (Blue, Spruce(Franklin), Rutfed, Sharp- tailed Grouse and Ptarmigan) is ten (1 0)through the season. The possession limit is three times the dailylimit provided that the daily limit is not exceeded for any one spe-cies.

COMPULSORY REPORTING

It is mandatory for all Mountain Sheep, Mountain Goat, Grizzly Bear,Cougar and Caribou to be inspected. Designated Compulsory Checkcentre is Kamloops. These animals may be checked at all other DistrictOffices by appointment only.

NON.RESIDENTS

Mountain Sheep are not open to non-resident hunting in M.U.'s 3-17 and3-31.

SNOWMOBILE RESTRICTION

The use ol snowmobiles to hunt wildlife, transport wildlife or transporthunlers to or from the location of wildlife is prohibited in M.U.'s 3-28 and3-46.

NOTICE TO HUNTERS(1) Hunting is prohibited in M.U. 3-45 (Murtle Lake Nature ConservancyArea).(2) Convention on lnternational Trade - Export permits will be issuedfor Bighorn Sheep, Grizzly Bear, Gougar, Lynx, Bobcat and Wolf fromthe Kamloops Fish and Wildlife Branch otfice. See Convention onlnternational Trade section on Page B.

(3) Hunters should note that hunting, trapping and the discharge offirearms is prohibited within the Tunkwa Lake Wildlife Sanctuary. Thearea is designated as the largest island in Tunkwa Lake (M.U. 3-18).(4) Yellow Badger are protected under authority of the Wildlife Act.(Hunting is prohibited.)

Successful applicants will be allowed to harvest one anterless deer inthe designated zone. There is no cost for the endorsement and furtherinlormation is available from the Ministry of Environment office at theabove address (Phone: 392-6261).

(2) Hunters should take note that the operation of all vehicles totransport wildlife or hunters to or from the location of wildlife isprohibiteda) on the Clusko-Thunder Mountain Forest Road (No. 7365) from apoint 5 km (3 miles) north of the junction of the Clusko-ThunderMountain Forest Road and the Clusko River. (Situate in M.U. 5-13).b) on the Lord River Mining Development Road southerly from thejunction of the Lord River Mining Development Road and theNemaia Valley Road (No. 5'14). (Situate in M.U. 5-4). BAG LIMITSDeer: The bag limit for Mule (Black-tailed) Deer is one except inM.U.'s 6-12 and 6-13 where the season bag limit is ten (10).

Grouse: The daily aggregate bag limit for grouse (Blue, Spruce(Franklin), Ruffed and Sharp-tailed) is ten (10).

SNOWMOBILE AND SNOW VEHICLE RESTRICTIONSThe use of snowmobiles or snow vehicles to:(1) hunt wildlife,(2) transport wildlife, or(3) transport hunters to or from the location of wildlife is prohibited inM.U.'s 6-4, 6-5, 6-6, 6-8, 6-9, 6-15 and 6-178, except as authorized bypermit by the Ministry of Environment.

VEHICLE RESTRICTIONThe use of tracked vehicles, other than snowmobiles, andlor vehi-cles with more than four (4) driving wheels to:(1) hunt wildlife(2) transport wildlife, or(3) transport hunters to or from the location of wildlife is prohi-bited in M.U.'s 6-19, 6- 20,6-21 and 6-23.

COMPULSORY REPORTINGIt is mandatory for all Mountain Sheep, Mountain Goat, GrizzlyBear, Cougar and Caribou to be inspected. The designated com-pulsory check centres in Region 6 are Smithers and Terry Lake(Hwy. 37). Compulsory checks may be carried out at all districtoffices by appointment only. See Page 7 for those portions of ananimal which are required.Special note: Resident hunters wishing to transport a carcass, orportions thereof, through the Yukon Tenitories (and back to B.C.) mustobtain an export and transporting permit. This permit is available fromthe Smithers Regional office and Teny Lake and may be received priorlo the hunt. For full information contact the Ministry of Environment,Bag 5000, Smithers, B.C. VOJ 2N0 or phone 847-4411.

NOTICE TO HUNTERS(1) The hunting of big game (see definition) is prohibited within .4 km (1/4

SNOWMOBILE RESTRICTIONSThe use of snowmobiles to: (1) hunt wildlife,(2) transport wildlife, or(3) transport hunters to or trom the location of wildlife is prohibited inM.U.'s 7-1 to 7-18,7-23to7-30,7-37 andT-39.The use ol snowmobiles, motorcycles or other unconventional oft-highway motor vehicle to:(1)hunt wildlife,(2) transport wildlife, or(3) transport hunters to or from the location o{ wildlife is prohibited inM,U.'s 7-38 and 7-39.NOTE: A licenced trapper is exempt from (2) above within the area forwhich he is aulhorized by licence to trap, and only respectingfur-bearing animals during the legal trapping season.

MAJOR REGULATION CHANGES1. There is no open season for grizzly bear in M.U. 8-23.2. Please take note of new Region bag limits for deer and

mounlain sheep as outlined below.

BAG LIMITS

Grizzly Bear: ln M.U.'s B-13 to 8-15, no person shall hunt for or takemore than one (1) Grizzly Bear in any five (5) year period commencingon the year of his last reported Grizzly Bear kill. This regulation shallapply commencing April 1, 1978. There are no open seasons on femaleor other Grizzly Bear in the company of two year old or younger GrizzlyBear or on two year old or younger Grizzly Bear. Do not shoot anyGrizzly Bear found in a family unit.

Grouse: The daily aggregate bag limit for Grouse (Blue, Spruce(Franklin), and Ruffed) is five (5).

COMPULSORY REPORTINGIt is mandatory for all Mountain Sheep, Mountain Goat, GrizzlyBear, Cougar and Caribou to be inspected. The Designated Com-pulsory Check Centre is Penticton. These animals may bechecked at all other District Offices by appointment only.

SNOWMOBILE RESTRICT!ONThe use of snowmobiles to hunt wildlife is prohibited in Region 8.

NOTICE TO HUNTERS(1)The carrying of firearms in a motorized vehicle for the purpose olhunting is prohibited on the Kobau Mountain Road lrom the junction withHighway 3 to "Mile 12" at the summit.(2) Convention on lnternational Trade - Export permits will be issuedior Bighorn Sheep, Grizzly Bear, Cougar, Lynx, Bobcat and Wolf fromthe Penticton, Grand Forks, and Vernon Fish and Wildlife Branchoffices. See Convention on lnternational Trade section on Page B.(3) White-tailed Jackrabbit, Mountain Cottontail and Yellow Badger areprotected under authority of the Wildlife Act (hunting is prohibited).(4) No Shooting Areas: Hunters should note the Highway NoShooting Areas as outlined on Page g.

(5) The operation of all vehicles is prohibited from June 1 to Oct. 31 inthe Galloping Hills Area. Contact your local Ministry of Environmentoffice for details.

PARKS AND RECREATION AREASThe lollowing Parks and Recreation areas are only open to thedischarge of firearms from during a lawful gamehunting season.
