In form ation on es tab ­lishm ent p ra c t ice s and supplem entary w age benefits (B -s e r ie s tab les ) is obtained e v e ry th ird y ea r. Th is rep o rt has no B -s e r ie s tab les .

Each y ea r a fte r a ll ind iv idua l a rea wage su rveys have been com ­p leted , two sum m ary bu lletins are issued. The f ir s t b rings to ge th er data fo r each m etropo litan a rea su rveyed ; the second p resen ts national and reg ion a l es tim a tes , p ro jec ted fro m individual m etropo litan a rea data, fo r a ll Standard M etropo litan S ta tis tica l A rea s in the United S tates, excluding A laska and H awaii.

A m a jo r con sideration in the a rea w age su rvey p ro g ra m is the need to d escr ib e the le v e l and m ovem ent o f w ages in a v a r ie ty o f labor m arkets , through the analysis o f (1 ) the le v e l and d istribu tion o f w ages by occupation, and (2) the m ovem ent o f w ages by occupational ca tegory and sk ill le v e l. The p rogram develops in fo rm ation that m ay be used fo r many purposes, including w age and sa la ry adm in istra tion , c o lle c t iv e barga in ing , and ass istance in determ in ing plant location . Su rvey resu lts a lso are used by the U.S. D epart­m ent o f Labor to m ake wagd determ inations under the S e rv ic e Contract Act o f 1965.

Appendix A.Scope and Method of Survey

In each o f the 75 1 a reas cu rren tly surveyed, the Bureau obtains w ages and re la ted benefits data fro m rep resen ta tive estab lishm ents w ith in s ix broad industry d iv is ion s : M anufacturing; transportation , com m unication,and other public u tilit ie s ; w h o lesa le trade; re ta il trade; finance, insurance, and rea l estate; and s e rv ic e s . G overnm ent operations and the construction and ex tra c tiv e indu stries a re excluded. Establishm ents having few er than a p re s c r ib ed num ber o f w o rk e rs a re also excluded because o f insu ffic ien t em ploym ent in the occupations studied. Appendix table 1 shows the number o f estab lishm en ts and w o rk e rs estim ated to be within the scope o f this su rvey , as w e ll as the num ber actually studied.

These su rveys m easu re the le v e l o f occupational earnings in an area at a pa rticu la r t im e . Com parisons o f ind ividual occupational averages over t im e m ay not r e fle c t expected w age changes. The averages for individual jobs a re a ffec ted by changes in w ages and em ploym ent patterns. F o r exam ple, p roportion s o f w o rk ers em ployed by h igh- or low -w age firm s may change, or h igh-w age w o rk e rs m ay advance to b etter jobs and be rep laced by new w o rk e rs at low er ra tes . These d iffe ren ces in occupational structure do not a ffec t m a te r ia lly the accu racy o f the earnings data.

W age trends fo r se lec ted occupational groups

The percen t in c reases presen ted in tab le A -7 are based on changes in average hourly earn ings o f men and women in estab lishm ents reportin g the trend jobs in both the current and prev iou s yea r (m atched estab lishm en ts ). The data a re adjusted to rem ove the e ffec ts on a ve ra ge earnings o f em p lo y ­ment shifts among estab lishm ents and tu rn over o f estab lishm ents included in su rvey sam ples. The p ercen t in c rea ses , h ow ever, a re s t i l l a ffec ted by factors other than w age in c rea ses . H ir in g s , la y o ffs , and tu rnover m ay a ffect an establishm ent a ve ra ge fo r an occupation when w o rk ers a re paid under plans p rov id in g a range o f wage ra tes fo r ind ividual jobs. This perm its the grouping o f occupational w age ra tes rep resen ting com parable job content. Because o f th is em phasis on in terestab lishm en t and in terarea com parab ility o f occupational content, the Bureau 's job descrip tions may d iffe r s ign ifican tly fro m those in use in ind ividual establishm ents or those p repared fo r other purposes.
