GENERAL PRINCIPLES
The responsibility for the protection of the person of theV.V.I.P
rests with the Provincial Governments, through the InspectorGeneral of Police of the Province concerned.
Any force to supplement the security arrangements shouldfunction under the overall command of the Inspector General ofPolice.

The aim of the personnel on security duty
No bodily harm is caused to the VVIP;
No incident takes place which causes

GENERAL INSTRUCTIONS
The Military Secretary to clear the tentativeprogramme of the VVIP with the Provincial
Government, I.B. or the local or political authoritiesconcerned, who will give their views with due regardto the time, place and circumstances of every visit.
The Military Secretary to send copies of the VVIPsProgramme well in advance. Prior intimation of thechange to be given by the quickest means.

The Provincial Special branches will maintain files ofthe members of the gentry frequently invited to the
places to be visited by the President/Prime Minister andquietly verify their personal conduct, general behavior,political leanings etc periodically.
The Special Branches to maintain a file of employees ofthe Airlines, Civil Aviation, etc, generally selected forduty and verify their personal conduct, etc, periodically.

Press representatives to be issued identity cards.

The Information Officer to render a certificatethat the equipment carried by the pressmen and
photographers has been checked by him, and thatthere is nothing which could be used as a weapon ofoffence or otherwise hazardous to life.

Duty Passes
All officials on duty to be security cleared and to be
issued with passes with photographs by the Policeauthorities to be worn on outer garment at the chest.

Baggage of the VVIP
Baggage of the VVIP to be carried from one place to
another under proper Police escort. A responsiblemember of the VVIPs staff to accompany it & toassist in its identification, loading and unloading.
Every item of the baggage will have an identifying
label signed and dated by the Officer on Special Duty(Security).

Private arrival and departures
The arrangements for private arrivals anddepartures must depend upon the circumstances of
each case. The arrangements should preferably be unobtrusive,
with particular emphasis on the use of plain clothesstaff for the purposes on security.

Functions of the police
In Uniform
Form outer cordons and inner cordons.
To ensure that any room to be occupied by the VVIP does not contain anyexplosives material/device nor it is bugged. The Provincial Governments toprocure the latest equipment for accomplishing the task and train persons fordoing this job.
Mount guards on aircraft, motor cars etc for the use of the VVIP while they arenot in use, except when they are within a Defence installation.
Keep the routes to be used by the VVIP free from hindrance.
Control the enthusiastic crowds and keep them at a reasonable distance.

Plain Clothes
Mix up amongst the guests, spectators and the staff on duty atevery public function to:-
(i) Collect advance and timely information.(ii) Collect similar information about suspects.(iii) Check and watch hotels, restaurants, railway stations,
air and sea ports and bus.(iv) Help in vetting the identity of the invitees,
technicians and other workmen. Help the uniformed Police in checking the entry of unauthorized
persons at the outer and inner cordon gates.

Move about to spot unauthorized persons within thecordoned area and ensure correct use of invitation cardsand duty passes.
Check food and edibles and ensure security clearance ofthe kitchen staff, bearers, etc.
Except the Personal Gunmen, all other gunmen shouldremain outside the inner cordon at a place to bedetermined by the senior most officer in charge of thesecurity arrangements.
In any particular area, the Police Officers and men shallfunction under one supervising officer selected by theInspector-General of Police in consultation with the headof the Special Branch.

Orders and instructions
Orders concerning duties to be performed during
each visit to be issued by all departments concernedin writing.
An officer from the Intelligence Bureau will bedeputed to oversee and advise the local authoritieson all aspects of the personal security of the VVIP.

JOURNEY BY AIR
The Captain of the aircraft/helicopter by which theVVIP is to travel will be responsible for its
serviceability and the correctness of the fuel, samplesof which will be retained, sealed and made over tothe police . He will sign a certificate and make it overto the local representative of the Inspector-General
of Police.

When housed at a P.A.F. aerodrome, the
aircraft/helicopter will be guarded by the Pakistan Airforce.
The Captain will make a thorough search of the cockpitand all the cabins and storage areas.

The baggage of the VVIP and his party will be loadedin the aircraft by the Police staff on baggage duty inthe presence of the Officer on Special Duty(security), who shall sign a certificate that-
All packages have been personally examined by him;
They contain no hazardous items; and
That every package has a correct label showing
ownership and no item of un-accompanied baggageis included.

JOURNEY BY ROAD
The duration of the traffic block to allow passage tothe VVIP motorcade will not exceed two minutes;
Only one side for the road will be blocked;
When the motorcade catches up with slow movingtraffic, the pilot car/jeep will ensure clearance of onelane;
Security of the VVIP will be ensured by manningonly the vulnerable points on the route includinghigh buildings and over-head bridges.
Highly trained Police escort in open cars willaccompany the VVIP;

All authorities responsible for the maintenance ofthe roads, bridges, culverts, etc, en route the VVIPs

The route be divided into sections for purposes of Policearrangements .
A small reserve be allotted to each section. Each section shall be in charge of a responsible officer.
Adequate police force must be employed to stop al roadsadjoining or intersecting the line of route. The erection of barriers in places also becomes helpful. Where possible to avoid narrow streets and dangerous
corners, the house-holders warned in writing of their
responsibility. One or two lines of constables, stationed 15 or 20paces
apart, will usually be sufficient along sections of the routesparsely inhabited or where spectators are few.

Every alternate sentry should face the crowd, while
the rest towards the road/route. The sentry facing the road/route shall also be given
the responsibility of keeping the trees/buildingsacross the road/route under watch.

JOURNEY BY MOTOR CAR
The VVIPs car, which should be bullet proof, will bepreceded at a reasonable distance by an advance pilot (agazette Police Officer along with subordinate staffproperly armed).
The car shall be closely followed by a uniformed escortcar (one gazette and two other police officers properlyarmed). A protection car (one gazette and two other
plain clothes police officers, properly armed) will follownext to the escort car.
A spare vehicle shall follow the cavalcade/motorcade.

Instead of following closely behind the VVIPs car,the escort and police car should travel slightly on theright and left respectively so to have a clear view of
both the flanks of the road and the crowds alongside.
In the event of a break-down or mishap or anoutrage, the armed escort will form a standing guardon the VVIP to cover all the four flanks, as an outer
cordon. The inner cordon will be provided by theVVIPs protection team or personal gunman.

ISOLATION CORDON: The enclosed area in a roomand or hall which the VVIPis visiting would constitutedthe Isolation Cordon. In case of a pandal or bigger place,the area upto 50 yards of the state/platform will beconsidered as Isolation cordon.
INNER CORDON: The area immediately beyond theIsolation Cordon and upto the boundary wall of thepremises will form the Inner Cordon.
OUTER CORDON: The area beyond the boundary wall ofthe premises will be regarded as the area of OuterCordon.

The route and site of a public meeting to be attended by theVVIP should be carefully selected and should not be in acongested area. The meeting should ordinarily not be heldafter sunset.
Care should be taken to ensure that except for the officers onduty, no one carries arms, particularly within 50 yards of theVVIPs seat.
Maximum number of points of entry and exit should be
arranged for the public who should be seated in blocks, withlanes in between, which are connected with the point of entryand exit and kept absolutely clear to keep the crowdmanageable.

There should be a separate gate for the entrance andexit of the VVIP preferably behind the dais and theroute to this gate should be kept absolutely clear.
If a meeting is held at a place surrounded by publicdwellings, armed policemen in uniform as well as inplain clothes should be posted in and on the top ofthe surrounding buildings and obscure places and
corners.

There should be a distance of at least 40 yards fromthe general public all round the dais.
The speakers desk should be adequately
reinforced or otherwise protected in order to make itbullet proof.
A cordon of personal body guards supported byplain clothes staff selected by the CSO shall escort
the VVIP from his car to his seat. The crowd shouldbe kept at a safe distance from him and his passagekept clear.

The first principle of guarding the VVIPs camp is isolation, by acordon of police.
The Military Secretary to the President/Prime Minister will send tothe principal Police Officer concerned, a list of such servants whoare accompanying the VVIP on each journey.
To enter the inner cordon, a pass will be required except by officialsand visitors known to the police officer in charge of the cordon.
The outer cordon consists of Policemen in uniform. They will guard
the outer perimeter of the camp or building. Entry of visitors shouldbe through one specified gate only at which the identity of thepersons should be checked.

A pass issued by the local Police authorities will berequired by all, except officials and visitors known byface to the police, who form the cordon.
If the outer cordon cannot be formed by the Police orentirely by the police, it should be provided orsupplemented by the military. Each sentry must be
within the sight of the two sentries immediately on hisright and left.
If there are no perimeter lights, the outer cordon cannotbe taken as secure because one can always get throughthe two sentries in darkness.

Plain clothes staff will keep a check on the kitchen andthe employees. The food and other edibles will bechecked by a competent doctor.
Necessary fire fighting equipment be located at aconvenient place from the camp or the temporaryresidence. The fire fighting staff should remain alert onduty and should be available on urgent call. Detailed firefighting orders to be issued by the authorities concerned.
Alternative light arrangements will be made to meet anybreak-down.

Provision of an alarm scheme should be made.
The Police employed on outer cordon duties will prevent personsfrom entering the grounds except by the authorized entrances.
Those deployed at outer cordon will be issued outer cordon passesand those who are to have access to the VVIP should be suppliedwith inner cordon passes.
Those visitors who have to interview VVIP will be issued innercordon passes which should be collected at the time of their exit.
Arrangements should be made for the periodical verification of theantecedents of permanent employees in the House as well as of thetemporary employees.

GUIDELINES FOR CHECKING THE FOOD TO BESERVED TO THE VVIP
Medical Officers of the Departments concernedare required to conduct a test of food to be taken by the
VVIP, when on four within the country and furnish a
certificate to the effect that the food is fit for the VVIPsconsumption.
2. The Medical Officer should not permit anyeatables being brought ready made from the market.
