BMW NEWS.hOW ThE BUDgET AFFECTS YOUR FLEET.The 2013 budget brought in a number of significant changes that could have an impact on the running costs and model choices of your fleet.

The main areas of interest are the introduction of two new company car tax bands, changes to first year capital allowances and the cancellation of the planned rise in fuel duty.

COMPANY CAR TAX BANDS.As part of a £100 million package to incentivise the purchase and manufacture of ultra-low emission vehicles, two new company car tax bands, 0-50g/km and 51-75g/km CO2, will be introduced from April 2015. In tax year 2015-16, the 0-50g/km band will incur a 5% rate of BIK tax, while the 51-75g/km will attract 9%. These will rise to 7% and 11% in 2016-17.

BIK for vans will be frozen at £3,000 for 2013-14 and will only increase in line with inflation from 2014.

CAPiTAL ALLOWANCES ThREShOLDS.From April 2013 until 31 March 2014, the 100% first year capital allowance threshold drops from 110g/km to 95g/km or less. The 18% main rate of capital allowance threshold will be reduced from 160g/km to 130g/km. Above 130g/km will be 8%.

FUEL DUTY AND BENEFiTS.The cancellation of the proposed 3% rise in fuel duty, equivalent to 1.89p per litre, has been welcomed by everyone. However employees in receipt of company-funded fuel used privately will see their benefit-in-kind tax bills rise from April 2013. The fuel benefit charge multiplier for company cars will increase from £20,200 to £21,100 in 2013/14.

vEhiCLE EXCiSE DUTY.Vehicle Excise Duty rates will increase in line with inflation with the new rates coming into force from April 2013. Band D (121-130g/km) and below remain at £0 for the first year.

Following the launch of the BMW 320i xDrive Saloon last year, the intelligent all-wheel-drive system is now available on selected models in the 1 and 3 Series range.

BMW xDrive is the most advanced all-wheel-drive system available. It reacts to changing road and weather conditions within a tenth of a second in combination with the ABS braking system. Unlike competitor four wheel drive systems, BMW xDrive is fully variable meaning almost 100% of power can be distributed between the front and rear axles maintaining BMW’s class leading driving dynamics in a range of weather conditions.

With little compromise on efficiency, the BMW 120d xDrive 5-door can achieve 60.1mpg (combined) and CO2 emissions from 123g/km, meaning 19% BIK. BMW 320d Saloon and Touring models deliver up to 58.9mpg (combined) and CO2 emissions from 125g/km, with a BIK from only 20%.

UNvEiLED iN JANUARY 2013. The Detroit Motor Show in January 2013 saw BMW unveil the BMW Concept 4 Series Coupé for the first time. This latest concept represents a new direction for the BMW 3 Series Coupé and has been designed to show the way ahead for the fourth generation.

Longer, lower and wider than the current BMW 3 Series Coupé, this concept takes design cues from the 6 Series and iconic 8 Series models with an emphasis on dynamism and aesthetics.

Displaying a clear link to its predecessor, the new concept features a large air intake in the front apron that guides the eye to the flared wheel arches, and the full LED headlights provide an angular take on the customary BMW twin circular design. In profile, the elegant lines and contoured surfaces create an athletic, stretched silhouette where exclusive three-dimensional 20" alloy wheels complete the look.

The interior is equally impressive with luxurious, leather upholstery in two-tone Black and Shiaparelli Brown, complemented by Natural Chestnut finewood trim.

ELECTRiC CARS.iMPLiCATiONS FOR COMPANY CAR DRivERS.BENEFiT-iN-kiND TAXATiON AND vEhiCLE EXCiSE DUTY (vED).What taxes are payable on an electric car?Pure electric cars, such as the new BMW i3, are zero-rated for Benefit-in-Kind (BIK) tax until 31 March 2015. From 6 April 2015, a new 5% rate of BIK tax will now apply to cars with CO2 emissions of between 0-50g/km, while those with CO2 emissions of 51-75g/km will attract a 9% charge. In 2016/17, the rates increase to 7% and 11% respectively.

iNFRASTRUCTURE.how developed is the national infrastructure for electric vehicles?Transport Minister Norman Baker, MP, said the Government were aiming to spend £11 million by the end of 2012/13 from a budget of £30 million on schemes such as Plugged-in Places, which creates a charging network in urban centres. A further £37 million package will support a national charging infrastructure. BMW will also offer a home-charging ‘Wallbox’, adding smart charging at up to three times the speed of a standard outlet.

TEChNOLOgY.What advances have been made in driving range and battery technology?Lightweight materials and efficient lithium-ion batteries, as well as the provision of ‘smart’ energy advice built into infotainment systems has meant that drivers are increasingly able to travel further in an electric car without the need to recharge batteries. The BMW i3 Concept, for example, uses a carbon fibre ‘Life module’ and offers a range of up to 100 miles on a single full charge, which is doubled with the range extender model, reducing ‘range anxiety’. The driver also receives estimates of the vehicle’s current range, which can be viewed before setting off.

CONgESTiON ChARgiNg.Do pure electric cars qualify for a 100% Discount?Transport for London stated that: “From 1 July 2013, all electric vehicles which emit 75g/km of CO2 or less and meet the Euro 5 standard for air quality, would qualify for a 100% discount from the Congestion Charge if they are registered with TfL.Plug-in hybrid electric cars and vans that are on the TfL approved list are currently eligible for the Electric Vehicle Discount and would qualify for the new Ultra Low Emission Discount.”

Further information: www.tfl.gov.uk

gRANTS AND SUBSiDiES.Are grants and subsidies available for electric vehicles?Government support in the form of the Plug-in Car Grant is available to UK businesses and consumers to reduce the higher initial cost of purchasing an electric car or a plug-in hybrid. The grant provides a subsidy of 25% (up to £5,000) towards the purchase price of a new electric car or plug-in hybrid with CO2 emissions of 75g/km or less. Electric cars must have a minimum range of 75 miles between charges (10 miles for a plug-in hybrid) to be eligible for the grant, and must be able to reach a top speed of 60mph or more. In 2012, 1,858 eligible plug-in car grant vehicles were registered, compared with 1,052 in 2011 and just 111 in 2010, the year the scheme was launched. Supporting these schemes, free parking for electric vehicles in some urban areas has also further encouraged their uptake.Further information: www.gov.uk/plug-in-car-van-grants

Consolidating its position as the most innovative and sustainable automotive manufacturer, BMW is responding to challenges of the future today with the development of BMW i. Producing an electric vehicle range that is as sustainable to build as it is to run means using renewable primary products and innovative design without compromise on performance.

BMW i3 CONCEPT.Marking the latest step towards a BMW i production vehicle is the BMW i3 Concept Coupé, the most recent concept in the BMW i range, powered purely by electricity. Like the five-door BMW i3, the new three-door Concept Coupé is propelled by an electric motor capable of 170hp, providing an impressive 0-62mph in less than eight seconds. A purpose built carbon-fibre body is extremely light yet strong meaning minimal impact on performance and range. The BMW eDrive system is designed to allow the car to travel around 100 miles on a full battery charge, meaning the i3 Concept Coupé is suitable for more than just urban mobility. An optional range extender lengthens this even further, potentially doubling the range.

FIRST FULLY NETWORKED ELECTRIC VEHICLE.The BMW i3 Concept Coupé is the world’s first fully networked electric vehicle, which means that it is equipped with a BMW ConnectedDrive navigation system consistently customised to the needs of e-mobility. A central piece of this navigation feature is a dynamic range indicator that takes into account all relevant factors such as battery charge and driving style, as well as topographic conditions or even the current traffic situation. Upon the driver’s request, a charging station located near the destination is displayed and can be reserved with the touch of a button. With this comprehensive approach to navigating an urban environment, the BMW i3 Concept driver’s mobility can be managed with unique precision, reliability and comfort.

BMW CASE STUDY:CELESiO Uk.

Responsible for around 110 trucks, 600 cars and 1,300 vans, Geoff is no stranger to managing a large fleet. In fact, he helped the company win last year’s Fleet News 1,001+ Fleet of the Year award. He knew that by choosing only Ford (for light commercial vans) and BMW for company cars he would see significant financial savings through better rental terms, but he also had several other important reasons for choosing BMW.

“BMW is at the forefront of engine technology,” says geoff, “and our drivers want to be seen to be driving the most advanced, fuel-efficient cars. They like the quality, the ergonomics, the driving experience and the safety features, and the engine technology keeps their Bik tax down. Also, having BMW as your company car is an attractive option in recruitment, and it simplifies switchovers when people move on. Drivers don’t get landed with a car they don’t like.”

Geoff is very much focused on whole-life costs – one of the reasons Celesio won the Fleet News award. “It’s not just about the rental,” he says. “BMW helps me control fuel and running costs. I know from past performance what mpg drivers should be getting”.

The BMW range is another big plus point for Geoff. By being able to offer a choice of BMW 1, 3, 5 and 6 Series models, he has no need to go elsewhere. He’s also found that because the cars come with a high standard spec, there’s also no need to add lots of extras.

“BMW is a positive image for the company. We’re in pharmaceuticals and have to maintain the right ethics so it’s good to be seen driving high quality, green cars. And it’s not just the cars; BMW as an organisation is easy to deal with. Our Sales Manager, Louise, really looks after us. She has good product knowledge, but if there’s anything she doesn’t know about, she won’t pretend she knows the answer. She’ll check it out and get back to us. That sort of thing is really important.”

in 2012, Celesio, the parent company behind AAh Pharmaceuticals and Lloyds chemists, took the decision to reduce its Uk fleet from eight manufacturers to two. Fleet Services Manager, geoff Wright, explains the reason behind the change and why it is proving to be so successful.

MINI Corporate News.Fleet news from MINI. summer/AUTUMN 2013.

MINI Makes sense Tour. The MINI range took to the roads to visit nine of the largest leasing companies during March. For many of the team members at these companies, it was their first opportunity to drive a MINI and to explore the key reasons as to why the range makes sense in the corporate market.

Adopting an innovative and fun approach, the glass box facility that visited each company acted as a unique conference room in which the MINI team presented product information, attracting abundant positive feedback from over 300 attendees.

‘Previously hadn’t considered MINI a corporate car, but the practical range available means it will definitely be a consideration from now on.’

‘An impressive new concept from a forward thinking manufacturer.’

‘Good to learn about the large range of models available…and I thought there were only two!’

All attendees gained a better understanding of the MINI proposition before taking to the roads in a fleet of cars for a fun and entertaining convoy test drive. For more information about the MINI range, please visit www.minicorporate.co.uk

MINI AwARDs.The MINI Hatch has reinforced its leading position in the business car arena by winning the ‘Supermini of the Year’ award for an impressive 11th year running as voted for by BusinessCar readers.

BusinessCar Editor Paul Barker said: “MINI’s combination of brand prestige, fun-to-drive character, alongside efficiency and residual values that lead to unbeatable running costs mean it’s no surprise it held onto the award for an 11th year.”

MINI TO THe ResCUe.MINI could soon be playing a key role for fire brigades across the UK, with plans proposed to replace some traditional fire engines with smaller more economical models as budgets are cut.

The London Fire Brigade is already leading the way, with a fleet including a modified two-seater MINI Countryman model. Equipped with six fire extinguishers, plus a first aid kit and defibrillator, the vehicle is intended to cope with a third of all call outs including small fires and automatically triggered fire alarms. The vehicles are said to reduce response times and are able to manoeuvre more easily than larger fire engine vehicles.

The initiative is likely to be rolled out across several years, with Dan Stephens, Merseyside’s Chief Fire Officer, suggesting “small vehicles probably make up less than 5% of fleets at the moment, but that number could increase to 30% in the next 10 years”.

MINI CONNeCTeD.All models involved in the MINI Makes Sense tour were fitted with MINI Connected. MINI Connected integrates the Navigation system, entertainment and online functions into a MINI. Offering an intelligent link between the driver, the MINI and the outside world. Web radio, Google local search, RSS news feeds and social media updates from sites such as Facebook and Twitter can all be accessed via the in-car display. MINI has become the first manufacturer to offer a newly developed USB interface enabling access to such features, collectively referred to as infotainment. MINI PACeMAN JOHN COOPeR wORKs.The new MINI Paceman John Cooper Works tops the range with a sporty 218hp engine that achieves 0-62mph in just 6.9 seconds. Exclusive John Cooper Works 18" Twin Spoke alloy wheels, body styling and exhaust system all come as standard, as well as lowered sports suspension, sports steering wheel, red stitching and dials in Anthracite. Sports stripes are available as a no-cost option.

THe New MINI PACeMAN. Since joining the MINI range in March 2013, the stylish MINI Paceman has proved that the combination of practicality, looks and a healthy balance sheet can go hand in hand.

Packed with MINI character, the sloping roof line and unique exterior styling immediately catches the eye, but being stylish does not mean compromising on practicality. The Paceman interior features four independent Sport seats, 330 litres of boot space, or up to 1,080 with the rear seats folded.

Also packing a punch in the standard equipment stakes, all models feature Bluetooth with USB audio, air conditioning, DAB radio, rear Park Distance Control and 16" alloy wheels, while 17" alloy wheels come as standard on the Cooper S and Cooper SD models.

The figures also make it a smart choice thanks to MINIMALISM technologies, with fuel consumption up to 64.2mpg (combined), CO2 emissions from just 115g/km and a BIK of 18%.

The flagship diesel model, the Cooper SD, for example returns 0-62mph in just 9.2 seconds while achieving 61.4mpg (combined) and 122g/km CO2. The new MINI Paceman is available in a range of petrol and diesel engines, as well as two-wheel-drive and ALL4 variants.

THe New MINI BOND sTReeT.The new MINI Bond Street made an entrance at the 2013 Geneva Motor Show. Finished in Midnight Black metallic paintwork with Cool Champagne contrasting pillars, roof, mirror caps and bonnet stripes as well as Black 17" light alloy wheels, this is an exclusive MINI with a difference. Adding increased levels of sophistication to the inherently practical MINI Clubman, this special edition model also features lounge leather sports seats in Carbon Black with Champagne piping and stitching to provide a highly distinctive and premium cabin.

Available with a choice of two petrol and two diesel engines, all featuring MINI’s hallmark efficiency and performance, the model boasts BIK from just 15%, up to 72.4mpg and CO2 as low as 103g/km.

THe MINI COUNTRYMAN. The MINI Countryman is proving highly popular with fleets looking for legendary MINI character and drive but with the convenience of four doors, five seats, and ALL4 four-wheel-drive option.

Designed with the same great MINI styling and delivering the same dynamic MINI handling, the MINI Countryman offers a practical and economical alternative for company car drivers.

The bigger dimensions mean more head and leg room and 350 litres of boot space. With the seats down, you’re looking at 1,170 litres. However this additional space doesn’t compromise fuel economy. The two-wheel-drive MINI Cooper D Countryman achieves a very practical 64.2mpg (combined), 115g/km CO2 and 18% BIK while the MINI Cooper D ALL4 achieves 57.6mpg (combined) – the most fuel efficient all-wheel-drive car in its sector.

“MINI Countryman has the advantage of being a premium brand, with very low CO2 output, good residuals and a solid reputation in its favour.”Alan Senior, Vehicle Information Publishing, Fleetworld SWOT Team

“Arguably it is the best of both worlds: economy of a small, front-wheel-drive hatchback nicely balanced by the presence, status and added security of an off-roader.”Matt Master, The Sunday Times.

THe MINI RANGe 2013.

4

THe MINI HATCH. Always a firm favourite with drivers and fleet managers alike, the MINI Hatch range offers both impressive fuel-efficiency and high performance.

With CO2 emissions of just 99g/km, the Cooper D Hatch achieves 14% BIK. And, thanks to MINIMALISM fuel-saving technology, it reaches an impressive 74.3mpg (combined). The MINI Cooper SD packs a punch in performance, with a top speed of 134mph and the ability to cover 0-62mph in 8.1 seconds.

As well as delivering low fuel economy, the MINI Hatch range boasts a generous standard specification with DAB radio, air conditioning, and USB audio interface standard on all models.

For more information on the MINI Hatch range, visit www.mini.co.uk

THe MINI ROADsTeR. The adventure continues with the MINI Roadster. Available as Cooper, Cooper S, Cooper SD or John Cooper Works models, key features include automatically extending active rear spoiler, 240-litre luggage compartment with through-loading, up to 62.8mpg and CO2 emissions from 118g/km.

THe MINI COUPÉ. The first two-seater MINI, the Coupé offers a level of agility and quality unmatched in the small car segment. A true sports car, it delivers a thrilling driving experience with the MINI Cooper SD Coupé achieving a nippy 0-62mph in 7.9 seconds. Yet, thanks to a wide range of MINIMALISM technologies and a six-speed manual gearbox fitted as standard, fuel economy is up to 65.7mpg and CO2 emissions are just 114g/km.

THe sTAR ATTRACTION. When Tristan Campbell, Fleet Advisor at Chivas Brothers, first saw photos of the new MINI Clubvan, he was reminded of the grocer vans of the 50s and immediately knew this was the perfect vehicle for the beautiful Strathisla whisky distillery in Keith, North East Scotland.

CAse sTUDY: THe sTAR ATTRACTION.

6

Chivas Regal, one of the world’s most famous luxury whiskies, is part of the Pernod Ricard wines and spirits group. Tristan has been managing the UK fleet of over 300 vehicles for six years and was already very positive about BMW and MINI.

Currently running two MINI Countryman models, appropriately liveried for the Beefeater gin distillery in Kennington, South London, he had no question over choosing another MINI.

“Strathisla is often referred to as the ‘home of Chivas Regal’,” said Tristan. “Dating back to 1786, it is thought to be the oldest operating distillery in Scotland and definitely the most picturesque. It is one of our main tourist attractions and visitors love seeing our branded MINI Clubvan, sitting outside or driving around town.”

Used for journeys between distilleries, Tristan chose the MINI Cooper Clubvan which features up to 51.4mpg and is also classed as an LCV. The livery reflects the company’s heritage with tribute paid to its founders, brothers James and John Chivas who ran a grocer’s shop in Aberdeen in the mid 1800s. But in keeping with the company’s famous ‘blending techniques’, it also discreetly incorporates the modern brand image.

“We were probably among the first to take delivery of the new Clubvan,” adds Tristan, “so it turns heads as our Still man makes his way between the distilleries to check the boilers. If its success at Strathisla is anything to go by, we may be looking at adding a few more for our visitor centres.”
