CANADIAN TRANSATLANTIC MAlLS By F. W. STAFF

The finst Government Mail Packet service ·between Can·ada and the United Kingdom · commenced in March 1788 when the Falmouth-New York Packet put In at Halifax on both Its outward and Inward trips to New York. ·

Previous· to this letters were sent pri''ate!y by any ·ship, -or were given to a traveller g·Oirig to England who would po&t them on arrival. .Much of the mall went via Montrea-l to N ew York, but the whole system was a haphazard affair and was a real cause f-or discontent among the early B.rltlsh settlers, besides being a cause .for considerable loSIS of revenue to the G. P. o.

The HSJllfax-New Y-ork-Falmouth Packet service of 1788 was maintained on­:ry during the summer months, when a re·gular courier service was established . between Quebec and Halifax from March to November, and during the winter ·months letters went by New York as bef-ore. · Thl& Pack et service was very unpopular--the Packet boats often waited In ·Halifax for a week or so after the a;rrival of the mall and there was no knowing how long a Jetter would take to get to England.

The pu•bllc much preferred to send :letters by the small trading ves.sels w.hich came up the St. Lawrence River 'Or which .put In at Halifax, or at St. Joh.n, New Brunswick. Not only were they quicker-they were als;o cheaper, and postage rates in thO's:e daye was no small matter.

In 1790 the British Ship Letter Act was passed which more or Jess regular­i·zed: the sending of letters by private fihip. A charge of 4d was made on each lett·er entering the United Kingdom, but on outward letters the charge' wae one half (eventually ·one third) the Pa~k-etboat rates and the ships captains 're­ceived: a gratuity -of ld on every Jetter del!vered by them to the Post O!!ice.

' This S·hlp Letter Rate was ·increased in 1814· to 6d and again in 18•37 to 8d. ·During these years a number of attractive looking postmarks were in uoo at t'he Ship Letter offic-es attached to those Post Offices of Ports handling overseas mail by private ship.

only. The letter was ob-viously' ca;rrled by traveller ·and ·posted on arrival in LO'nd•on for delivery in London.

(Napoleonic War period) and after writing, that he had called· at the Post Office and learned of the arrival of two stiips flfom the Clyde, with a las, no mail for him, goes on to say '' . ... no less than four veSISeis have arrived from Glyde­the Countess of Darlington, Qughton, the EUza and the Neptune ... . But ·per­haps you wrote by the Oughton, and if you have you may console yourself with the very pleasing idea that they. are now at the bOttom of the ocean. •She was chased upon the Banks of Newfoundland by a Vessel under French colours and the Captain with an amazing deal o'f prudence thought pr-oper to throw all his paper.s and letters overboard. To be sure it w-ould have been of great con!Je­quence indeed, altho the Republicans had got our loving epistles. lt's the !lrst time I ever he.ard of a Merchantman throwing her ·letters overboard till once she wa,s fairly boa'!"ded. Curse it, it I don't think the fellow deservee a round cLoz!m at the Gangway for hds foolishness .... "

By the W(llr of 1812 the I'IlJOvement of mails through the United States to New York, and the British Packet Boa;t Service there, naturally came to an end and· the ov6l"Jand route to Hlalijjax: had to be resorted to. This route was a verY unpopular one; furthernnore the inl·and po'stage added considerably to the total. A letter In my coJ.lection dla.ted Leatherhead (Surrey) Oct. 21, 1815 addreesed to Fredel'icrton, N. that nearly a.:Il overseas letters coming to Canada were being carried bY Amer­ican Paclu!ts; the letters wou·ld be sent to the care of V'arlous Agenta of the d.tf­ferent U. S. Packet Boat Companies tor posting In New York. The Ocean Postage wu only two cents so that, with the U. S. and Canadian Inland postage added, the tota;l postage on ·a Jett-er was usually about 2/1d (currency).

These American Paolret }}oats began first in 1816 with the famous Black Ball Line (New York to Liverpool); other well knoiWn Llnee were the R-ed Star Line, the Dramatic Line, the SwaBowtail Line, ·and a host of others, all plying oetween Llve!1POOI and London from New York, Philadelphia or Boston ..

I have several covers caNied by these Pack-et services; aU are from England, dating between 1S.21 and 1835 and addressed to Montreal and Quebec. None bear any British Postal markings or postage. All .have the New York arrival postmark.s, and· are rated to the U. S. ·bord-er in cents, and In sterling to their Canadlan destination.

One of my faV'Ourite cov-ers, "stample¥1$" In every meaning of the term, be­cause it bears not a single handstruck postmark, Is one from Glasgow, March 30, 18•28, to St. Catherines, near Montreal, endorsed 'per Favorit-e'. The con­tents concern an Invoice for pig Iron 'shipped on board the Brig Favorite, Alex­ander Allan, Mas·ter'. Alexander AHan was the father of H'Ug:h AHan, the found­er of the Allan Line, and· according to a book on erurly Canadian shipping, the "Favorite" was one of the most -p:opulaT ves:soeLs sailing from the Cly·de to the St. Lawrence River, and was owned by Alex.ander Allan.

I recoHect buying this cover for a fe·w cents In M-ontreat a year or two ago, and wu attracted not only by the name Allan, but by ll~d w.rltten In red Ink in the top right .hand corner. I have been unable to ascertain just where thl& letter was handed In tor It to be assessed ll~d postage. Obv·lously somewhere along the St. Lawrence River. Another slmUar cover dated South Shields March :n, 1.825 by the "Ho~>atio," addressed simply to Montl'eal, carries the pen­written pollltage (In red, denoting paid) l/8.~d. Whether this was also given in by the Capta.ln at a little St. Lawrence port or not I cannot determine for sure. Doubtless people depended a great deal upon these sm·all tradlng veSI8elEJ for the carrtage of mall to and tram the oJ.d country in the first quart-er of the 19'th century.

Around 1830 great agitation arose -for lmll'l'Oved postal services, not on-ly on the Overseas services but a.lso within the Provinces and Canadian merchants as well as those In High Offices, including the Governor General, voiced their protests In no uncertain terms. There Is no oouM that this continued agitation stirred the British Government to action and that the arguments put forward by the peopie of Canada had .90rne weight In bringing about their decision to IIUbsldlze a new Mail Packet service, what was to become the famous Cunard Line.

The year 1838 saw the first mall carried acrose the Atlantic to New Yor~ by steamship, the "Great \¥estern" and the "Sirius" belng the two Pioneo·r Mail Steamers. The "Great \Ve&tern" continued for many yean& In service and Can ­adian mall carried by this ship Is not uncommon. On May 4th 1839, Samuel Cunard, a well-known and respected citizen of Halifax, N. S., secured a. con­tract with Her Majesty's Government for the carriage o! Ma.tls by steamship and on July 4, 1840 the ttrst of his neet of four stearnen "The Britannia.'• made the V'oyage .across the Atlantic from Liverpool to Boston In 12% cLays, The contra-ct was for two trips monthly each way between Liverpool and Halifax, between H&llfax and Boston, and between Pictou, N. S .. and Quebec, and the British Governll'\~nt granted a substantial 9\lbsldy, whilst requiring of Samuel Cunard a most exactln'g and efficient service. The Cunard Line, or to give it Its correct title, ·'The British & North American Royal Mall Steam Packet Company," was the British Governrrent's remedy to the year long complaints of the people of Canada tor a good and efficient Packet service, and the Cuna.rd Line certainly surpassed all expecta tions In the magnificlent service It ren­aered not only the merchants and citizens of the United States. but also to qanada, and ~rade and good relations between these two •countr·ies was . eub­!ltantlally lncrea&ed as a cause of lt. A further boon. wa.B> the reduction In the t>oetage rates--1/- ' per ~'Oz between the U. K. and Halifax, N. S. and l/2Jd (1/4d currency) to pta£es beyond Halifax.

The Cunard Line quickly glllned supremecy or the Atlantic a nd In spite of hard and healthy com~tltlon from the United States became one of the World's lfreatest Steamship Ltnos. .

In 185•3 the Can-adian Government contracted· with a Livet·pool firm, M·essrs. McKean, McLarty and Lamont, to run a line 'Of screw ste.uners tor the con­veyance of H. M. Canadian Mall twice a month In summer to Quebec and once lt month to Portland, :\<Ialne In the winter. This Llvert>Ool firm tailed badlY 1"{1 maintaining any regular service and after two years t he contract was can­celled. This failure was the opportunity for Hugh Allan, a prominent .M·ontreal merchant and a man of great ene1·gy a nd enteq)r\s.e to found what eventually came to be known as the Allan· Line, a Line which existed up to the beginning ot the present century. In April 1866. Hugh Allan, having obtained a Mail contract from the Canadian Government, founded the Montreal Ocean Steam­ship Co. Both Allan a nd the · Cana.dlan Government tried repeatedly though unl!uccesstulty to secure a Malt carrying contrru:rt f,rom the British Government. Gt. ln the Railway Mail Service Distribution Liat of April 29, 193·9 (this Is Iss• ued weekly), the following notice was printed:

"Unprecedent in the history pf CanadJian Posot Ot'tlce Department will be the opening and operation 15th Miay to 1·5th J .une of Accounting Office No. 395-6, Royal Tra.in, with POstmaster, G. W. Ross. . "This post office operating ·1n the pilot train wiU function as does any ac­counting office, .handillng stamps, . money orders." This notice did not register ·with me for several days. Then, when d1B·

cussln·g the new Silver Dollar then IB.lrued, I told· one of my banker friends that I would get a souvenir more unusual than the Silver Doltar. I wrote the P. M. ot the Royal Train P. o: enclosing a money order to cover three ordeM of one dol.lar each and •the return postage, a.aldng that they <be ·returned under regis· te1-ed cover. Instead· they were returned by air mall but the stamps were can· . celled with the large clrc.u·lar hand-stamP. not the u.sual nag machine cancella­tiOn. The three. I received (each . for $1.00) were nos. 10, 11. & 12; Issued on May 28oth, 1939. I believe the train wa.e then In the Canadian We&t.

The check figures on the left were not properly cut as they should have shown "not over $1 . 00" whereas the complete line of figures were left to show "not over $100. 00." The ·remitter's receipt wa.& not detached .. f·r.om any of the orders. I don't consider thi~J unusual a.s the ordel'S were all mailed to me.

I still hold order #10. One I sold; the other I donated to an auction that WillS held at the Royal York Hotel in Toron<to du·rlng the War, the proceeds trom this awc:tlon g.olng to the Br!Ush Bomb VIctim's Fund.

I later tried for an order on the last day of operation of the Royal Train. Un!ortunatEMY, my letter arrived •too late and my remittance was returned. I have not learned how ma.ny orders . were Issued bY this office but my gueaa Ia that there were less than one hundred .

Harry A. Mac Master, BNAPS # 48>4, .has written to ask for Informa­tion concerning the Newfoundland cancellation ''235" between bars. Boggs mentions that the cancellation may be a. registry mark, but such is definitely, . not the case as we find the cancella­tion on a cover ·posted at Fogo <Jn June 11, 1873, add-ressed to England fra.nked with the 6c dull r.ose (S·:.ott's #35) . There are no regl!jtry marks on the cover and -the rate to England at that time was 6c per 7ft ou.nce. ·we also have the same cancellation on a oover posted at St. John's on July 3, 1-886, and add·ressed t10 Hat,bor Grace. To review its history a bit. the G. W. R. had ltifl beginning in 1834 when it was granted a charter under the title of London & Gore Railroad. The Railway Poet Office came Into being In 1855. The early rai-lway post o~ce was a space set off in · a coaeh wlth compartments for sorting malls and n ewspapei\s. The mall clerks · In the early days travelled .singly tak.lng care of the -sev·eral duties of sorting, etc. Th~ length of the run was. not long, and each travelled the line from end to end. 'The conductors were few, 32 permanent and 12 temporaries, and bY September 30, 1857, the staff had lncreal!ied to 59.

line circle type, \\·ith G. •v. R. set at the -top. Tllis Is shown below. and is Jarrett'.s #1606.

'l'hese cancellations are not rare, as you wi.Jl find them struck on many of the Large and Small Queens covers. How­ever, like all handstruck &tamP8, they a-re scarce In superb strikes. The Sarnla Branch of the G. W. R. used a slmllar strike except that "~arnia Branch" was added around the IX>t­tom of the cir. le, Jarr•ett #1605. The London Railway a lso had Ita own cancellation, same tYI>e as above, Jarrett #1606x.

At a rec&nt auction I bid on 1300 covers with the 2c red of the 1912 issue, Scott # 106. 1 was In sea1·ch or postal slogans and my other sidelines, like railroad cancellations, hotel covers, etc., and I also wanted to make a study of the 2c Itself. But now, !rom this lot, starts another sideline as am.ong them were 14 telegraph cover-a, all of the type shown cor this C()lllpany on the ·last page of the Marks 1945 catalog. ·we find some new types· forom d~alls noted on the.9e covers. The .Marks catalog lists only one form, which we use a& the No. 1 on the following IJstlng. No. 1 Form 51 appear.e over the Insignia on the face of the envelope. Nothing

else on the face eX'. ept the Insignia. The paper is orange yel·low, of good Quality, and the Bide seams are Inside. From Quebec to Naplervme, diWted 20 Nov. 19>12.

No. 2 Form 61a. over the Insignia which, like No. 1, Is prln.ted in black. Also printed on the front Is "Manager/ Great North Western Teleg:ra.pb Com­pany" and below are two lines for the ·address. The color ot the paper Is the same as No. 1 but thinner. The side !Seams ·a re outside and the flap ha..s squared shoulders to r halt an Inch which, when the flap Is cl~d. lay along the edge or the sldea. I think I ·shall start a new sideline in the way 'Of covers created by BNAPS'er Walter S. Bayley, #141, the "Fearless PhllateUst.'• The latest to come to my attention is a cover with a hand-drawn scene of a tree and hill. A sign hanging on !lie .tree reads, "B Day January 1st." To the uninitiated thils means "Bayley Day." The puzzle to me is how does the Tor­onto Stamp Club stand it? Snow me under with the anawer.s, boys.

Other postmarks associated with the AJ.lan Line are numeral obliterators which woere lasued to some of the Mall Packets. These are very rare, especially w hen found· on entire cover.s. Among those definitely :kfrown to have been used on Alls;n Line Mall are B.l7. B.l8. B.27. B . 28. and B.29.

P•ate proot11 on colored paper, perforated and gum­med, various colors, or the 2c, 5c, 10c and 13c 186·6 l·ssue, ten Items in all, sold for $60. In the regular Issues, a tine mint copy of # 1 realized $6. 60. An exceedingly fine mint copy of #I with wdde and even marg-Ins, fetched $60. The late A. Stanley Deavllle had been working on n. book on Can.1dlan stamps for a number o! years and was looking fonvardJ to completing this \vben he ret ired this year. All! we all know and regret, "F~~ote" decreed oth­erwJse. Ju!Vt what will be the final dispos ition of the book, no one knows as yet. It Is not likely that Mrs. Dea­ville will pub!Lsb It, and while the1·e Is a chance that the Can~d·lan Govern­ment mlg'ht, yet It Is a rather remote chance. I n the absen-ce ot any concrete plan, I believe Jt would be apJ>roprlate for the B.N.A.P.S. to act. Wlllle the Society may not be able to dJrect~r publish It, from my conversation with some or the members, It is feasible to form a syndlcate to underwrite the venture.
