June 24, 2015The May meeting of the Colonial Intermediate Unit 20 Board of School Directors was held on Wednesday, June 24, 2015 at the Colonial Intermediate Unit 20, 6 Danforth Drive, Easton, PA. President Baxter called the meeting to order at 8:07 PM at which time the Pledge of Allegiance was recited.Members Present:

6. MOTION TO Approve the Report of the Treasurer & Request for Approval of Bills – May, 2015On motion by Ms. Colton, seconded by Mr. Butz, and unanimously passed by voice vote, the Report of the Treasurer for the month of April, 2015 was approved and bills ordered paid.

a. Dr. Brennan pointed out the award, on the Agenda, for the Donald Marsh Memorial Fund was awarded to Cody Martin from Easton High School.
b. Dr. Brennan told the Board about the wonderful graduation ceremony at Colonial Academy and the Special Olympics banquet. Ms. Nester, who attended graduation, commented about the moving speech given and how supportive the parents are of these students.

It is recommended the Board approve the Race to the Top extension and additional grant funding intent by Lehigh Valley Academy. Pennsylvania Department of Education has offered additional funding and an extension due to some LEA’s choosing not to participate. Additional funds are $538.00 and are extended to June 30, 2016. It is recommended the Board approve the Race to the Top extension and additional grant funding intent by Lehigh Valley Charter School for the Arts. 4. Approval – Authorization to Solicit BidsIt is recommended the Board authorize the CIU20 Transportation Department to solicit bids for 3 new 26-passenger school buses with wheelchair lifts.
5. Approval – Amendment to CIU20 Healthcare Plan(s) It is recommended the Board approve the Amendment of the CIU20 Healthcare plan(s) by adopting new appeal provisions effective July 1, 2015 in order to comply with timeframes of the Federal Patient Protection and Affordable Care Act (ACA). ATTACHMENT 13.5
6. Approval – Amendment A-1 to the Truancy Agreement It is recommended the Board approve the Amendment A-1 to the Truancy Agreement increasing the amount $4,806.00 to $214,806.00 for the 2014-2015 school year ATTACHMENT 13.6

9. Approval of Year-end Budgetary TransfersIt is recommended the Board authorize the Director of Business Services to make necessary budget transfers as of June 30, 2015 and to make budget transfers resulting from auditor’s adjustments after the closing of the fiscal year

Approval of Facsimile SignaturesIn accordance with the Uniform Facsimile of Signature of Public Officials Act, Act of 1961, July 25, P.L. 849, as amended 65 P.S. 301facsimile signatures may be used. It is recommended that the CIU20 Board Officers be authorized to use facsimile signatures during the 2015-2016 school year.
11. Authorization to Solicit QuotationsIt is recommended the Board authorize the Director of Business Services and/or Coordinator of Billing and Insurance to solicit quotations for investments during the 2015-2016 school year.
12. Approval of Public Officials’ BondsIt is recommended the Board purchase public official bonds for the Secretary and Treasurer for the 2014-2015 fiscal year. The amount of coverage for the Secretary shall be $10,000, whereas the coverage for the Treasurer shall be $50,000. The cost of this coverage is to be provided by the Administrative Budget.

18. APPROVAL – NEW CLASS/POSITIONS
a. Guaranteed Daily Substitute Bus Driver/Van Driver/Monitor (3 positions) effective for the 2015-2016 school year. Due to the continued shortages of substitutes for bus drivers, van drivers and monitors, these positions are necessary to ensure daily coverage for student transportation.
b. Change in Position – from Coordinator of Transportation (Level IV) to Supervisor of Transportation (Level III), effective July 1, 2015. The duties of this position are aligned with those of other Level III positions. ATTACHMENT 13.18.b

c. Custodian at Colonial Early Learning Center, effective August 1, 2015. This position will provide custodial service to Colonial Early Learning Center instead of contracted services.
d. (1) Teacher and (3) Associate Teachers, effective August 11, 2015. An additional Elementary level class at Siegfried Elementary School in the Northampton Area School District is needed due to growth in student numbers in the Autistic Support program.
e. (1) Teacher and (3) Associate Teachers, effective August 11, 2015. An additional Elementary level class at Lehigh Elementary School in the Northampton Area School District is needed due to growth in student numbers in the Autistic Support program.
f. (1) Teacher, (2) Associate Teachers effective August 11, 2015. An additional High School level class is needed at Saucon Valley High School in the Saucon Valley School District, due to growth in student numbers in the Autistic Support program. ATTACHMENT 13.18.f
g. (1) Teacher, (1) Mental Health Treatment Specialist and (3) Associate Teachers, effective August 11, 2015. An additional School-age Autistic Support center-based program is needed to meet the needs of students with autism at the Colonial Early Learning Center. ATTACHMENT 13.18.g
h. Mental Health Worker (1:1), effective August 11, 2015 and will continue until student moves or no longer needs services. Pocono Mountain School District has requested the Intermediate Unit provide a Mental Healther Worker to meet the needs of an individual student in the Autistic Support program at Swiftwater Elementary School in the Pocono Mountain School District. i. (2) Speech Therapists, effective for the 2015 – 2016 school year. These positions are needed to meet the needs of students who will be served in new classrooms in the School-Age Speech and Language Impaired Support program in Northampton County. ATTACHMENT 13.18.i
j. Associate Teacher (1:1), effective June 3, 2015 and will continue until the student moves or no longer needs services. The East Stroudsburg Area School District has requested the Intermediate Unit provide an Associate Teacher to meet the needs of an individual student in the Autistic Support program at J.T. Lambert Intermediate School in the East Stroudsburg Area School District. ATTACHMENT 13.18.j
19. Approval – Raise in Substitute RatesDue to the shortage in substitutes in our programs, it is recommended the Board approve the following rate changes: Effective May 8, 2015 – June 29, 2015 the following rates will be in effect:

20. Approval – Parental LeaveIt is recommended the Board approve the following Parental Leave:
Julie Eates Starting Date: June 27, 2015 Return Date: November 2, 2015Ms. Eates will receive salary and health benefits during the FML portion of this leave. The remainder of the leave will be without pay and benefits.
21. Approval – Salary Increase for Mary Beth BiancoIt is recommended the Board approve a 2% salary increase for Mary Beth Bianco for the 2015-2016 school year.

It is recommended the Board uphold the denial of Grievance 2015-01 from the Colonial Education Association.
23. Report of Nominating CommitteeThe nominating Committee (Mr. Butz and M. Colton) recommended Ms. Colton as President and Mr. Baird as Vice President of the CIU20 Board of Directors for 2015-2016. Those elected will begin their one-year term July 1, 2015.
24. Approve – Changes to the Organizational ChartIt is recommended the Board approve the changes to the Organizational Chart as presented, including staff positions of Assistant to the Executive Director for Management Services, Level I, (Formerly Director of Business Services) at a salary to be at least 5% higher than the highest Level II salary and position of Director of Fiscal Affairs at the 2015-2016 start salary for Level II (formerly Assistant Director of Business Services – this position will not be replaced), and one-time $2500 additional increase for the Director of Human Resources and Research Services. An employment contract outline other terms for the Assistant to the Executive Director for Management Services will be presented in August.

15. NEW BUSINESS – Ms. Colton asked why, under 14.B, we no longer listed the reason for the resignation. Dr. Brenna explained that a lot of districts no longer list them, so we stopped. Dr. Brenna offered that we could begin listing them again if the Board would prefer. It was decided that beginning in August, the reason for a resignation would appear on the Board Agenda.
Dr. Brennan noted that it’s been a wonderful year working with the Board, and that she was looking forward to a great 2015-2016 School Year. She reminded them that there is no meeting in July.
She also informed everyone that the new exit from Route 33 will be opening any day, so Board members would be able to take advantage of the Tatamy Exit when traveling to the next meeting.

Mr. Baird wanted it noted that Addendum item 13.24 was driven by the Board and that hopefully these changes will allow Dr. Brennan to focus on the responsibilities of her position.
Ms. Baxter asked about the Summer Administrative Workshop. Dr. Brennan and Mr. Kalinoski shared that it was to be held at the Hotel Bethlehem on July 30, 2015.
