SECTION A - READING (20 Marks)

Q.1) Read the passage carefully. (8)1) Article 370 of the Indian constitution gave special status to Jammu and Kashmir—a state in India, located in the

northern part of the Indian subcontinent, and a part of the larger region of Kashmir, which has been the subjectof dispute between India, Pakistan, and China since 1947 — conferring it with the power to have a separateconstitution, a state flag and autonomy over the internal administration of the state. The government of Indiarevoked this special status in August 2019 through a Presidential Order and the passage of a resolution inParliament.

2) The article was drafted in Part XXI of the Constitution : Temporary, Transitional and Special Provisions. TheConstituent Assembly of Jammu and Kashmir, after its establishment, was empowered to recommend thearticles of the Indian constitution that should be applied to the state or to abrogate The Article 370 altogether.After consultation with the state's Constituent Assembly, the 1954 Presidential Order was issued, specifying thearticles of the Indian constitution that applied to the state.

3) This article, along with Article 35A, defined that the Jammu and Kashmir state's residents live under a separateset of laws, including those related to citizenship, ownership of property, and fundamental rights, as compared toresident of other Indian states. As a result of this provision, Indian citizens from other states could not purchaseland or property in Jammu & Kashmir,

4) On 5 August 2019, President Ram Nath Kovind issued a constitutional order superseding the 1954 order, andmaking all the provisions of the Indian constitution applicable to Jammu and Kashmir. Following the resolutionspassed in both houses of the parliament, he issued a further order on 6 August declaring all the clauses of Article370 except clause 1 to be inoperative

5) In addition, the Jammu and Kashmir Reorganisation Act was passed by the parliament, enacting the division ofthe state of Jammu and Kashmir into two union territories to be called Union Territory of Jammu and Kashmirand Union territory of Ladakh. The reorganisation is scheduled to take place on 31 October 2019.

1) Everything in this modern age is powered by media from the moment we wake up until we sleep at night. Havewe ever asked ourselves how all of this affects our reasoning, our power to choose and our lifestyle.

2) Mass media plays a very prominent role in our lives. Therefore, there are various effects of mass media onsociety at large. The wide reach offered by mass media is phenomenal. It can target both local and globalaudience. Over the years, mass media has played an important role in making people understand the meaning ofdemocracy. We also come to know about the strengths and weaknesses of the economy of our country, thevarious problems faced by the nation, achievements of the nation in different sectors, through the prompt andprecise reporting of different forms of media. In a country like ours, where there are many castes, religions andlanguages spoken, media has even more tough responsibility of conveying the true news to the citizens. Mediaplays a very important role in shaping the personality of people. Media has done much good to society byexposing various scams, scandals, frauds, embezzlements and many other cases of corruption, leading toinitiation of inquiries and other processes of prosecution against the perpetrators of these crimes.

3) However media does have some shortcomings; growing consumerism and materialism have adversely impactedour media. At times, the information reported may not be authentic from every angle. Hence, there may be a

misinterpretation of a situation. News can be manipulated to influence the minds of the audiences. Media biascan occur due to various issues. A journalist or an editor may give personal preference to an issue.A particular event or a celebrity may receive undue importance and set wrong ideals before the youth.Unnecessary sensationalism of an issue may project incorrect information to the public.

4) There is the danger that comes when making money is more important than quality of information flow. Itclearly hampers the honest and unbiased functioning of the organisation. For long term solutions, we will haveto bank on the educational institutions to educate, train, groom and prepare the youth to be more discerningviewers rather than passive spectators or participants in order to avoid any irresponsible influence or working ofthe media.
