The Oklahoma Board of Nursing held its sixth regular meeting of FY 2017 on May 23, 24 & 25, 2017.
Notice of the meeting was filed with the Secretary of State’s Office on December 9, 2016.
Notice/agenda was posted outside the meeting room at the Sheraton Oklahoma City Downtown, 1
North Broadway Avenue, 2nd Floor Ballroom, Oklahoma City, Oklahoma, and on the Oklahoma
Board of Nursing website. A notice/agenda was also posted on the Cameron Building front entrance
at 2915 N. Classen Blvd., Oklahoma City, as well as the Board office, 2915 N. Classen Blvd., Suite
524, May 18, 2017, at 3:00 PM, and not less than 24 hours prior to the meeting.

1.5.5 Changes in Schools/Programs
(a) Brown Mackie College Associate Degree Nursing Education Program
is scheduled to complete the program’s last cohort of four students at
the end of September 2017.
(b) Ron Dyer, MS, currently Superintendent of Central Technology Center,
assumed the duties of the administrative supervisor of the Central
Technology Center Practical Nursing Education Program on April 1,
2017.
(c) Eastern Oklahoma State College is temporarily suspending admissions
to the Idabel campus for the fall 2017 freshmen class due to low
enrollment. The fall 2017 sophomore class at Idabel will continue.
Freshmen applicants were offered enrollment at the Wilburton campus.

K. Glazier extensively reviewed with the Board the agency statistical data for the 3rd quarter of Fiscal
Year 2017 via the agency Dashboard report (attachment #7), including a correction to indicator #10
relating to the FY to date number of suspensions for continuous incarceration reported as 0 when there
were 2 such suspensions in that quarter. The scrivener’s error will be corrected.
K. Glazier reported there were no meetings with members of the Oklahoma Legislature since the last
meeting of the Board, although some contact occurred during education outreach as it relates to the
Oklahoma Board of Nursing requested legislation, HB1886.
K. Glazier reported there were not formal meetings with members of the Oklahoma Executive Branch
since the last meeting of the Board; however, there were numerous instances of contact due to the
flooding disaster the agency experienced while in disaster recovery mode to resume operations.
K. Glazier reported twenty states have adopted the enhanced Nurse Licensure Compact (eNLC) with
2 more states in the last stages of passing the required legislation for enactment in their respective
states. The data integrity project is expected to be completed by October 1, 2017, for Nursys entry.
The enhanced Nurse Licensure Compact (eNLC) will be enacted when 26 states have passed law
adopting the compact or December 31, 2018, whichever occurs soonest. The eNLC will not be
implemented until after the Interstate Commission develops rules and sets the implementation date.
K. Glazier notified the Board that HB1886 was signed by Governor Fallin on May 16, 2017, and will
permit Board officers to suspend a license if there is an imminent threat to the public with identified
requirements to be met within ninety (90) days of the suspension. K. Glazier also reported on
legislation the agency is tracking.
K. Glazier gave a verbal report only with no discussion on the following:
The Board was notified the agency was impacted by an EF2 tornado that damaged the roof of the
office building in which OBN is located on April 29, 2017, necessitating a declaration of emergency.
Extensive damage occurred in the 524 suite requiring relocation to a suite on the 3rd floor while
restoration and remodeling occurs. A presentation is planned for the July Board meeting to
demonstrate the agency’s Disaster Continuity Plan and how that plan assisted with resuming

operations to the public in an efficient manner. The operation involved multiple groups, including the
Office of Management and Enterprise Services-IT, State Leasing, and Building Management for the
Cameron Building.
