RESOLUTION NO. 2019- \ 7 A RESOLUTION APPOINTING JIM ROBINSON AND BOB WRIGHT TO THE SHAWNEE

COUNTY SOLID WASTE MANAGEMENT COMMITTEE AND PROVIDING RECOMMENDATIONS TO THE BOARD OF COUNTY COMMISSIONERS

SPONSORED BY COMMISSIONER ARCHER

WHEREAS, in accordance with K.S.A. 65-3405, the BOARD OF COUNTY COMMISSIONERS of the COUNTY of SHAWNEE, KANSAS, has established a Solid Waste Management Committee;

WHEREAS, there are two citizens who wish to serve on the Shawnee County Solid Waste Committee;

WHEREAS, the Solid Waste Management Committee is responsible for developing and reviewing the Shawnee ColUlty Solid Waste Management Plan;

WHEREAS, the Shawnee County Solid Waste Management Plan is scheduled for a review and a five (5) year update to the plan in the spring of2020; and

WHEREAS, the Solid Waste Management Committee has met and has established recommendations for the Shawnee County Board of County Commissioners;

THEREFORE, BE IT HEREBY RESOLVED by the BOARD OF COUNTY COMMISSIONERS of the COUNTY of SHAWNEE, KANSAS, meeting in regular session this 28th day of March, 2019, that:

1. Jim Robinson shall replace Allen Moore on the Solid Waste :Management Committee and serve pursuant to K.S.A. 65-3405(b)(3);

2. Bob Wright shall serve on the Solid Waste Management Committee pursuant to K.S.A. 65-3405(b)(3);

3. The Shawnee County five-year Solid Waste Management Plan was written and approved on September 10, 2015. In accordance with K.S.A 65-3405(c)(2) the Committee has reviewed the plan and has no changes this year. The Committee is requesting approval of this update from the Collllty Commissioners in accordance \Vith K.S.A. 65-3405(d). The Committee will begin work on the next Five-year Solid Waste Management Plan that will be due in 2020.

4. The Solid Waste Management Committee has met and has issued the report attached as hereto as Exhibil A. The Board of County Commissioners hereby accepts and adopts the recommendations of the Solid Waste Comlp.ittee, and incorporates by reference those recommendations into this Resolution.

SOLID WASTE MANAGEMENT COMMITTEE REPORT TO THE BOARD OF COUNTY COMMISSIONERS OF SHAWNEE COUNTY

As directed by the Board of County Commissioners of Shawnee county, the Solid Waste Management Committee held two public meetings to discuss the future of the Shawnee County Solid Waste Department (February 27 and March 6, 2019). Public comment was allowed in both meetings.

Various issues and topics were raised and discussed in these meetings. On the topic of possible privatization of the Solid Waste Department, the primary concerns focused around the possibility of future rate increases and continuation of the level of service currently provided by the Department. Many are also concerned with the future of the current recycling program given the fluctuations in the markets for recyclable materials and the strong possibility that the cost of recycling in Shawnee County will increase in the future. On balance, most Committee members and members of the public expressed satisfaction with the rates and level of service provided by the Shawnee County Solid Waste Department.

During the March 6, 2019 meeting, the Chair opened the meeting by asking each Committee member to discuss his/her concerns and recommendations regarding the Solid Waste Department. Following presentations by each member of the Committee, the Chair explained that he did not support the privatization of the Shawnee County Solid Waste Department at this time. The Chair made the following Motion that was UNAM INOUSLY approved by the members of the Committee:

Motion to provide the following recommendations to the Board of County Commissioners:

1. Hire a director of Solid Waste who would report directly to the County Commission;

2. Study and implement operating efficiencies that would Improve service, and more specifically,

make sure routes are efficient and effective; and

3. Begin negotiations with bargaining unit to eliminate labor practices that threaten the safety of

our employees.

IT recommended the purchase of a four-year extended warranty for the computers that includes parts, labor, and next-business day response and onsite repair.

Archer called the meeting to order at 12:00 P.~. Roll call was taken.

Councilman Coen made a motion to approve Februaf)' Minutes. Beach seconded the motion. Motion passed.

Capital Expenditures: Gregory's operations report is atlached hereto and made a part of the minutes. There were no Capital Expenditures to vote on.

General Manager's report: Seitz's report is attached hereto and made a part of the minutes.

Financial report: Casebier stated we are currently ahead of budget by about $11,000.00 due to a large unbudgeted banquet event in January. We arc behind budget from last year a bit which is due to the Cirque show that was booked in January 2018.

Operations report: Gregory's report is attached hereto and made a part of the minutes.

Livestock report: Gregory's report is attached hereto and made a part of the minutes.

Event report: De Jesus's report is attached hereto and made a part of the minutes.

Marketing report: Manning's report is attached hereto and made a part of the minutes.

Corporate Partnership report: Tanvater's report is attached hereto and made a part of the minutes.

Expocentre Expansion and Remodel: Crowl stated that McCown Gordon has issued bids for the work on renovations. Once those bids are back, we will have actual hard numbers for this project. Ground breaking is still schedule for May 2019 weather permitting.

Capitol Plaza Hotel report: Clarizio stated that Equifest was a great event. March brings KS Kids Wrestling and the hotel staff volunleers at the BBQ before the event commences. Room signs are going up soon in Manor as well as wall ornaments for each conference room.

Heart of America report: T .ohm eyer was not present at the meeting.

Kansas State Extension report: Evans was not present at the meeting. Coultis stated Thank you to Seitz and Lohmeyer at HOA for clearing up the food vendor is:sue for the SNCOFairinJuly.

Re: February 2019 Advisory Board Report

I regret to inform you that I will not be able to attend the advisory board meeting this month, as I will be on our family spring break vacation with my fiance Jill and our son Law. Rest assured, that you will be in good hands with our administrative team during my absence! I am always available to take your call on my cell phone or respond via email during my absence, so please do not hesitate to reach

out if you need any assistance.

On February 14th we were able to present our year end financial report to the Board of Cmmty Commissioners letting them know the actual realized savings of $806,821 of Shawnee County taxpayer dollars! This was a huge milestone that we have been able to accomplish and wou1d not be achievable without the dedication of all of our Kansas Expocentre staff and team members, Our team

puts in countless hours of time and persona] effort, well beyond the nonnal 8-5 to make this vision

come through to fruition, and I personally can't thank our team enough for all that they do to help us achieve and exceed ow goals.

On this same note, I had the privilege to stand alongside HTK Architects and McCown Gordon Construction Group at the JEDO meeting on February 13th to deliver an update to the renovations

project. I spent my time focusing on the customer centric approach and the patron experience pieces

of the projec~ and how they will ultimately benefit the overall economic impact to Shawnee County and Topeka. This was a great meeting and opportunity to tell our story to elected officials at the City and County levels.

We finished up our January financials and ended the month ahead of budget by $11,500 so we are starting off the year on a good note! This was due to some great content and event revenues in January

from the Fann Show, Governor Kelly's Inaugural Ball, The KS Chamber Banquet Ohmer, The GTP Luncheon and WWE Live. We will look to continue this upward trend in the coming months. It's also worth pointing out, that our operational budget subsidy for this fiseal year is about $100,000 lower than last fiscal, so these early successes will be important to continue on track through the remainder of the year.

Events in the month of February were nwnerous as always, starting off the month with the Boat &

Outdoor Show, Kansas Garden Show, RV & Sport Show, Harlem Globetrotters, The Arab Shrine Circus, our largest equine event of the year Equifest, a concert in Ag Hall and Doorstep's Operation Soup Line.

February Advisory Board Report

Operations Update:

The boiler replacement project began on June 25th and is on schedule to be completed on September 29"'. Since installation we have been challenged with many small issues that have kept the system from working at 100% efficiency, including computer programming issues. The manufacture has sent teclmicians to work with McElroys Electrical to find a solution. We have recently faced a serious challenge with our old pumps and piping that are tied to the boiler system. Matt Rockers and Bill Kroll have been working on a solution for these issues. Expected savings is 4()Q/o energy usage efficiency once system is 100% operationaL Lockenvar sent a representative last week and discovered the natural gas line going to each boiler are not the correct size and causing failure to start when each boiler attempts to fire. We have figured out how to ensure 2 of the 4 boilers are working for the remainder of the winter season. Bill Basset and McElroys will repipe the gas supply and we hope this alleviates the issues.

On July 18~, one of the two air conditioning units at Ag Hall was vandalized to the point it was no longer operational The new outside condenser and interior coil have been installed by PC! and project was completed the last week of January. It will be swnmer before we can test the unit under full work load.

Areas of Concern: The 6 ton AC unit that services the kitchen of Ag Hall failed last fall and is not repairable. Estimated cost for replacement of this unit is $6,000.00. We are currently getting bids from area contractors for replacement of unit.

Irrigation system for the Kansas Expocentre is in declining operational shape and will need fixed before the summer of 2019. We are working with HTK, McCowoGordan and Schendel Lawo and Landscape to identify the parts of the system that needs repaired or replaced.

Capital Expenditnre Items: Emergency repair ofa boiler pump that failed on 12129/18 at a cost of$12,898.98 payable to McElroy's with funding from the Kansas Expocentre Capital Outlay account. Unit was damaged beyond repair and bad to be replaced. In addition, piping from the new boiler system also had to be replaced. Work was completed on January 17th and pump bas been working without challenge since.

This will leave a balance ofno-less-tban $21,228.04 in the accoWlt

The 4-H Livestock judging clinic was moved up from March to February and was very well attended. Over 200 youth from Shawnee County and surrounding areas visited Domer Arena and participated in the judging of swine, cattle, sheep, goats and horses.

Preparation for EquiFest 2019 began on February 1st with the relocation of 51 staJls into Domer Arena for the A venue of Breeds Showcase. The open area created in the stall barn was then ripped, leveled and repacked to create more display and event space. This event will utilize every inch of Landon Arena, Exhibition Hall, Domer Arena, warm up arena, stall barn and the entirety of the hotel's Manor Conference Center. Landon Arena will be covered with dirt and will be used as the main arena for events such as the Jumper Classic and the Ranch Rodeo. EquiFest was held in Park City, KS for 18 years and this is its fourth year here in Topeka.

February was a busy month, packed from beginning to end with big events. We had a total of 24 events,

including four trade shows, four celebratory events, one concert, one corporate meeting. one community event.. one clinic, one sporting event, and a circus. Our busiest stretch was from February 12th-24th, where we hosted 11 event sessions (including six Arab Shrine Circus Shows) in five days followed by the Boosie

Concert in Ag Hall and Equifest of Kansas, an event that spans virtually our entire campus and hosts a trade show, breed exhibition, and rodeo among other activities.

The complexity of this month was affected by a number of external factors, one of them being weather.

Winter weather affected attendance durins the Circus/RV & Sport Show weekend. Nevertheless, we

hosted six Circus sessions including a private show for local schools on that Saturday morning.

During the Equifest weekend, we hosted the Boosie concert in Agriculture Hall, an event that raised

apprehensions due to safety concerns that have followed the artist across other venues and states. For

this show, I collaborated with the Shawnee County Sheriffs Department, Topeka Police Department, as

well as our new 3r11 party contractor, Free State Security services, to ensure that we were prepared to

handle any situation that could arise during the show. Our screening process was a success and both the

artist, and our guests were able to enjoy the event without any issues. In addition, this event caused no

issues for Equifest which ran concurrently with the concert.

February Advisory Board Report

One of the big highlights from the month of February was the announcement of our newest sponsor,

Sky Zone. We executed a huge PR push to introduce the new Sky Zone Box Office. We created some

mock·ups of what the new Box Office atrium could look like and developed some keys points on what

changes the public may see, as a result of the partnership. We issued a press release to the media, set

up 1V interviews with our GM and Sky ZOne. We received just over $2000 in 1V publicity value,

according to TV Eyes.

In addition to news coverage, the announcement was also on KSNT.com, WIBW.com, and on the radio.

We made a public announcement though our email database and social media. The eblast included a

coupon to Sky Zone. The Sky Zone announcement eblast had the highest open rate since the I Love the

90s pre-sale eblast in early 2018. We hosted a contest on Facebook giving away free 60 mins jumps at

Sky Zone. The contest did incredibly well! It had 455 comments, 60 shares, and reached more than 13.6K

people organically! We have since added SkyZone to our Ticket backs, and our Print at Home tickets.

If you have been on the Kansas Expocentre website recently, you may have noticed that it has a new

look! We worked with Saffire, our website company, to relaunch a new design. We spent some time in

February getting everything ready for the relaunch, and it switched over to the new design on March

1st. There were a couple minor kinks that we had to fixed, but overall, we are very excited about the

look of the new site.

Cirque Du Solei I Corteo is back on the forefront, as we head into the home stretch of the marketing

plan. We did some brainstorming with Cirque Du Solei I on how we could help boost ticket sales during

this time when we don't have paid media buys active. Corteo created a 25% off discount offer for

Valentine's Day. We pushed this offer out to many large local companies to offer to their employees.

With this being such a great discount, we worked with Cirque to create a promotion that would draw

more awareness to their Valentine's Day offer. We partnered with Porterfield's Flowers to offer a free

single rose to anyone that showed their Corteo ticket in-store the week of Valentine's Day. We pushed

out this offer this thru social media, email and a media drop to the two 1V stations and the two radio

stations. We sold 153 tickets between Feb 12th and Feb 15, with 75 of those tickets being sold on Valentine's Day.

After sending out the Save The Dates, Brie has already had some interest from restaurants for our new

event, Pig and Pour, which will take place on June 29th. After some discussion, we have strategically,

decided to hold off announcing the event Until late April. In the meantime, we had two media partners

already on-board, and a proposal is out on a promising potential naming sponsor.

We signed one new sponsorship agreement in February with Allen Community College. Although this partnership isn't our largest, it is significant due to the method of acquisition. This partner originally won a free, one-year Expocentre advertlslng package that we gave away during the Kansas Business Expo in 2017. At the conclusion of year one, Allen College has agreed and signed an agreement that doubled the value of their original "free" package.

One of our most interesting new prospects is Johnsonville Banner Creek. Johnsonville is a nationally recognized brand and we currently sell their product through HOA. They have locaHzed promotional goals and an interest in supporting the on-premise sale of their product. They also have the potential to become a substantial partner if we can find a way into their national marketing budget.

While multi-year venue sponsorships continue to grow and flourish, event sponsorships have been a challenge area. This has been highlighted recently by the loss of one key sponsor for Capitol City Carnage. We should note that the client isn't unhappy with the event or the results they've received, they just think the existing venue sponsorship should be enough to support their product without additional event investment dollars.

There are some new additions to sign age throughout the facility including the new Core First signs. Core First is the first partner to use stretch frames for their banners and they look excellent. Stretch frames help keep banners tight and improve the appearance of the banners. They also allow for quicker banner changeouts.ln addition, SkyZone has started prepping the Sky Zone Box Office for their branding takeover and the first stage is scheduled to complete by Aprii1JU1.

A RESOLUTION REGULATING THE SALE OF ENHANCED CEREAL MALT BEVERAGES WITHIN THE

UNINCORPORATED AREA OF SHAWNEE COUNTY

SPONSORED BY COMMISSIONER ARCHER

WHEREAS, beginning April 1, 2019, Kansas law allows cereal malt beverage license holders to sell cereal malt beverages as that term is defined in K.S.A. 41-2701, and amendments thereto, and/or beer containing not more than six percent (6%) alcohol by volume (referred to herein collectively as "Enhanced Cereal Malt Beverages"); and

WHEREAS, The Kansas Cereal Malt Beverage Act, K.S.A. 41-2701 et seq., authorizes the Board of County Commissioners of Shawnee County, Kansas, to issue licenses and special event retailer's permits for sales of enhanced cereal malt beverages in the unincorporated area of Shawnee County; and,

WHEREAS, the Board of County Commissioners desires to establish regulations and fees for enhanced cereal malt beverage licenses and special event retailer's permhs.

NOW THEREFORE, BE IT RESOLVED by the Board of County Commissioners of Shawnee County, Kansas, sitting in regular session on this __ day of April, 2019, that:

1. Previously Issued 2019 Cereal Malt Beverage Licenses Valid For Enhanced Cereal Malt Beverage Sales. Any valid 2019 Shawnee County Cereal Malt Beverage License issued by Shavmee County prior to the effective date of this resolution shall permit the license holder to sell enhanced cereal malt beverages from and after April 1, 2019 with no further action required by the license holder or the County.

2. Regulations For Enhanced Cereal Malt Beverage Lkenses And Special Event Retailer's Permits. From and after April 1, 2019, any person desiring an enhanced cereal malt beverage license or special event retailer's permit for sales in the unincorporated area of Shawnee County shall make an application to the Board of County Commissioners of Shawnee County", Kansas via the Shavmee County Clerk's Office. Such licenses and permits shall be governed by the provisions of the Kansas Cereal Malt Beverage Act, K.S.A. 41-2701 et seq., and the follo~ing:

a. Any application for an enhanced cereal malt beverage license or special event retailer's permit shall be accompanied by the required fee for each place of business for which the person desires the license or permit.

b. The application shall be verified, and upon a form prepared by the attorney general of the State of Kansas.

c. Pursuant to K.S.A. 41-2703, the board of county corrunissioners may provide by resolution for the issuance of a special event retailers' permit which shall allow the permit holder to offer for sale, sell and serve enhanced cereal malt beverages for consumption on unpermitted premises, which may be open to the public, subject to the following:

1. A special event retailers' permit shall specify the premises for which the permit is issued.

2. A special event retailers' permit shall be issued for the duration of the special event, the dates and hours of which shall be specified in the permit.

3. No more than four (4) special event retailers' permits may be issued to any one (1) applicant in a calendar year.

4. Any special event permit shall be valid for a temporary period not to exceed thirty (30) calendar days.

3. Fees for Enhanced CereaJ Malt Beverage Licenses and Special Event Licenses. The fees for the sale of enhanced cereal malt beverages in the unincorporated area of Shawnee County after the adoption of this Resolution shall be as follows:

a. License for the sale of enhanced cereal malt beverages in original and unopened containers and not for consumption on the premises- Fifty Dollars ($50.00) per calendar year.

b. License for the sale of enhanced cereal malt beverages for consumption on the premises- Two Hundred Dollars ($200.00) per calendar year.

c. For licenses issued under (a) or (b) above, the full amount of the license fee shall be required regardless of the time of the year in which the application is made, and the licensee shall only be authorized to operate under the license for the remainder of the calendar year in which the license is issued.

d. Permit for special event sales of enhanced cereal malt beverages for consumption on the premises -Fifty Dollars ($50.00).

e. In addition to payment of the fees described above, each licensee or special event retailer's permit holder must purchase from the County Clerk a Twenty-Five Dollar ($25.00) state CMB stamp to be affixed to the license or pennit.

4. Ibis Resolution rescinds Resolution No. 2007-136 and any other resolutions in conflict herewith.

The Shawnee County Department of Public Works (SCDPW) is seeking approval to fill three recently vacant Road Maintenance positions (2 in 03 and 1 in 04) and any subsequent openings that might result from the filling these positions. Each vacancy is the result of a resignation whereby the former employee is pursuing other employment opportunities.

A full crew in each maintenance district is essential to provide the various and necessary road maintenance and snow removal senrices that county residents expect Smaller crews mean less production with resultant delays in project completion.

Each filled position will have a financial impact, including salary and benefits, of$43,658.48 prior to July 1 and $44,009.67 on or after July 1, 2019. These salaries correspond to Range 904, Step 1 of the 2018 & 2019 Public Works wage scales.

Funding for these positions will be paid for out of the Public Works Road Maintenance Budget (Account 10PW126 50101).

Purpose: Board of Commissioners approval is requested for the attached project budget totaling approxiimltely $18,180 utilizing Capital Maintenance (3R) funds. A committee evaluated the proposed project budget rcquesl and analyzed the infonnation, including site classifications, purpose, use and community benetit. All projccls shall adhere to the ShaYroee County Purchar-ing Policy, including proposals and qualifications.

Justification: In reference to Chapler 7 of the Commission for Accreditation of Park and Recreation Agencies (CAPRA), staff proposes having physical resource planning and management plans as a requirement. Operations of parks and facilities with respect to the Facility and Land Use Management Policy (FLUMP) are essential to ensure quality and positive experiences. As noted below, the request addresses specific outcomes related to each proposal and will be included in future plans being developed for each respective park As these management plans are implemented, the proposals supporting such will be refined and improved while addressing deferred maintenance. A brief swnmary of this proposal is as follows.

Central Park Community Center Improvements - Quadrant 2 This project is to replace the front doors of the community center, which after direction fTom the Fire Marshall, shall remain a three (3) door entry. The doors are in serious need of replacement and are a safety issue for staff, which require locking lbc doors from the outside. The project also consists of replacing two (2) basketball backboards and rims in the gym.

MISSION STATEMENT

The Shawnee County Weed Department enforces the Kansas Noxious Weed Law K.S.A. 2-1314 et seq. and the Nuisance Weed & Rank Grass Resolution H.R. 2005-3 for Shawnee County. The Shawnee County Weed Department is also indirectly responsible for the control of noxious weed iofestations on all county owned property and right-of-way and contracts with local governmental entities to fulrlll their responsibility in complying with the Kaosas Noxious Weed Law.

Shawnee County Weed Department SERVICES I DAY TO DAY FUNCTIONS

The Shawnee County Weed Department is directly or indirectly responsible for the control of noxious weeds in Shawnee County. The Kansas Noxious Weed Law K.S.A. 2-1314 et seq. requires all persons who own, or supervise land in Kansas, to control and/or eradicate all weeds declared noxious by legislative action. The department's primary role is to enforce the Kansas Noxious Weed Law and the Nuisance Weed & Rank Grass Resolution H.R. 2005-3 for Shawnee County. The department acts as a liaison between landowners to control these spreading noxious and nuisance weed infestations. As a regulatory agency, the Shawnee County Weed Department enforces weed control on private property, and provides noxious weed control for most public properties in Shawnee Conoty. Shawnee County uses a three-prong approach to encourage landowners to comply with the noxious weed statute and the county resolution. Those prongs are Education, Enforcement, and Control.

Education: The Shawnee County Weed Department strives to edncate and provide information to landuwners of the regulations and the benefits of weed control and property management, in a professional and courteous manner.

The Weed Department maintains a website with program descriptions, control options and contact information.

Educational brochures and training materials for noxious weed control and pesticide use arc available and on display at the warehouse and office.

The Shawnee County Weed Department sponsored an educational display booth at the Kansas Lawn & Garden Show, the Topeka Farm Show, each held at the ExpoCenter annually, an educational presentation and appreciation breakfast for all state & county officials, county department and township officials and a booth at the Gage Zoological Park on Earth Awareness Day.

In conjunction with the KSU Extension Service, the Weed Department publishes monthly inserts in their newsletter.

The Shawnee County Weed Department bas an excellent working relationship with other governmental educational agencies such as the KSU Ag Extension Service and the Natoral Resource Conservation Service.

The Shawnee County Weed Department conducts pesticide training seminars and other educational field days. The department conducted 1 area wide plant identification seminar, presented 1 statewide field day and spoke to 6 additional clubs & organization groups in 2018.

The department communicates the value of noxious weed control and weed management at garden clubs, extension programs, and to FF A and 4-H youth at the Shawnee County Fair.

Enforcement: The Shawnee County Weed Department encourages compUance with the law by offering incentives for proper weed management. As required by the Kansas Noxious Weed Law, the Shawnee County Weed Department provides cost-share chemical control to landowners. Landowners receive the controls at approximately 75% of the departmental cost

The Shawnee County Weed Department maintains a warehouse and sales counter to provide cost-shared herbicide controls and rental equipment to landowners. The rental sprayer program is a very popular service for property owners that do not have their own spraying equipment.

Our department strives to take a proactive and deterrent role in performing our regulatory duties and therefore, out of literally hundreds of noxious & nuisance weed investigations, the county weed department only forced action on fewer than 60 landowners.

The Shawnee County Weed Department is responsible for enforcing noxious weed control on private and public property io all areas of Shawnee County, and acts as a liaison between neighbors with invasive noxious, or nuisance weeds near property boundaries.

Landowners failing to control the noxious, or nuisance weeds within the time period allowed may result in the county treating the weeds at the landowners expense and placing a lien on the property if the bill is not paid within 30 days, or filing criminal charges for non-compliance.

The Shawnee County Weed Department routinely contacts cemeteries, golf courses, and caretakers of large manicured grass areas. to utilize the cost­shared herbiCide program to rid their properties of noxious and other nuisance weeds.

Control: Government must be a good steward of land, and just like private property owners, is required to comply with the weed control law.<. The Shawnee County Weed Department works diligently to keep the property and rights-of-way of the public, in compliance with the Kansas Noxious Weed Law.

The Shawnee County Weed Department controls invasive and noxious weeds on county property and R-0-W; all state highway R-0-W in Shawnee County; City of Topeka, Parks, R-0-Win Auburn, Dover, Grove, Menoken, Mission, Monmouth, Rossville, Silver Lake, Tecumseh, Topeka, and Williamsport Townships; Tri-County, Kaw River, North Topeka, and City of Topeka Drainage Districts, and Wakarusa River watershed lakes in Shawnee, Osage, and Douglas Counties.

Every city street and right-of-way in Shawnee County, including the City of Topeka, is inspected for noxious weeds at least once and typically three times, during the summer growing season.

Our weed control crews are working diligently to control and curtail weed infestations any day wind speeds allow, the ground is not frozen, and/or the air temperature is above 30 degrees. Normally, these conditions occur between March 1" and December 1 ".

The Shawnee County Weed Department inspects real and personal property, feed and forage crops, and topsoil extraction sites in Shawnee County for noxious and nuisance weeds.

The Shawnee County Weed Department encourages the use of bio-control agents and holistic weed control practices. Bio-control agents to control Musk Tbistle and Field Bindweed have been released within Shawnee County.

Shawnee County Weed Department FACILITY AND MAJOR EQUIPMENT

The Shawnee County Weed Department's office, equipment shop, and warehouse are located at 2044 SW Western, Topeka, Ks. This is on the southwest comer of the ExpoCentre grounds in central Topeka. The office, warehouse, and cost-share sales counter are available to the public Monday through Friday, 8:00a.m. to 5:00p.m. year around.

The following is a list of major equipment housed at 2044 SW Western and used by the Shawnee County Weed Department.

Shawnee County Weed Department FACTS & FIGURES

Noxious weeds can and will grow on any property without regard to size, location, or ownership.

There are 12 plants listed as "Noxious Weeds" by the Kansas Noxious Weed Law. Four grow readily In Shawnee County, Three are in small, localized infestations, and five are not known to exist in Shawnee County.

As of January, 1 2018, there are 75,672 different landowner parcels, approximately 556 square miles, or 355,840 acres in Shawnee County.

In 2018, the Weed Department controlled noxious and invasive weed infestations on 2300 miles of Township, City, County and State/Federal Right-of-Ways, 45 miles of drainage levees, 40 acres of sewage treatment district property, and 20 District Watershed and causeways lakes along the Wakarusa River in Shawnee, Osage, and Douglas Counties.

The Weed Department maintains a mailing/service list of over 10,000 names of landowners, operators and businesses in the County.

The Weed Department had a 2018 property tax supported operating budget of $294,057.00. The remaining portion of the budgetary expenses is funded by outside weed control contracts, sprayer rentals and reimbursable herbicide sales. The 2019 budget is $305,642.00.

In 2018, the Weed Department assisted over 3540 landowners through sales, and walk-in, or telephone inquiries. Annual revenue from chemical sales, sprayer rental and contract work totaled $234,645.67.

In 2019 the Weed Department will again partner with Shawnee County Parks and Recreation to provide equipment and labor for the purpose of noxious weed control in the 115+ 'public use' parks in Shawnee County consisting of over 640 acres.

Attending this training will certify the employee as an instructor in these topics and allow him to instruct the remaining officers at the Shawnee County Adult Detention Center (ADC).

The requested courses wilt enhance the safety of all officers within our facility, specifically;

Control/Defensive Tactics are designed, to teach officers physical techniques to defend themselves when being attacked by an inmate. These tactics are also designed to safely and adequately handle inmates that are out of control.

Handgun/Long Gun Retention and Disarming techniques increases the chances of retaining your weapon and recovering your weapon if taken by another person.

EDUCATION AND TRAINING EXPENSE AGREEMENT

The Education and Training Expense Agreement must be completed and approved by the Board of

County Commissioners, for tuition and educational expenses exceeding $1 ,000.00.

referred to below if I voluntarily leave employment with the County before the required time period stated

Due to the upcoming resignation of an EPCO Specialist in the Community Health Outreach and Planning Program, the Shawnee County Health Department (SCHD) wishes to fill this position to mitigate any potential gaps in public health emergency preparedness functions locally and in our regton.

The EPCO Specialist serves as a liaison between SCHD and the local and/or regional community in preparing, coordinating, and implementing the plans to respond to public health emergencies. This position may sel\le as the lead or provide back-up for the following programs: facilitator and fiscal agent for the assigned PHEP Region, Sha\Vllee County Emergency Support Function (ESF) 8 Coordinator, Medical Reserve Corps Coordinator, Community/Health Department PHEP Coordinator. The EPCO Specialist works closely with Shawnee County Emergency Management.
