The Board of Directors of the Ogden-Weber Technical College met on Thursday, February 22, 2018, at 4:00 p.m. in the C. Brent Wallis Student Services Building, Harold W Ritchey Board Room. The meeting was conducted by Matt Wardle, chair, and the agenda proceeded as follows: Mr. Wardle introduced guests in the audience: Monica Schwenk, development director; and Joseph Western, Fabrication/Welding Instructor and Faculty Leadership representative. Mr. Wardle noted that Will Shafer and Slade Opheikens asked to be excused from the meeting. Ms. Wilson reviewed the list of food items prepared by the Culinary Arts students. 1. INTRODUCTION AND APPROVAL OF NEW BOARD MEMBER: CAMERON

COOK, THE BOYER COMPANY Mr. Cook is originally from Ogden and graduated from Bonneville High School. He received his bachelor’s from BYU and master’s from Notre Dame. He has worked for The Boyer Company for 10 years, mostly at the Business Depot Ogden Location, and also manages The Junction. Mr. Cook was nominated to fill Jerry Ropelato’s vacancy, representing business/industry. A motion to approve Cameron Cook’s nomination to the Board of Directors representing business/industry was made by Richard Taylor, seconded by Kearston Cutrubus, and carried unanimously. 2. APPROVAL OF THE MINUTES OF THE MEETING HELD NOVEMBER 16,

2017 A motion to approve the minutes of the meeting held November 16, 2017, was made by Joyce Wilson, seconded by Paul Widdison, and carried unanimously. 3. INTRODUCTION OF OGDEN-WEBER “STUDENT OF THE YEAR (SOTY)”:

EITHAN SMALLEY, COMPOSITES The college has a formal SOTY process. Interested students are asked to submit an application; applications are screened; and finalists are interviewed by a selection committee. Each tech college selects one SOTY. President Taggart introduced Eithan Smalley, the college’s 2018 “SOTY.” Mr. Smalley explained that he first heard about the college when he was in eighth grade and wanted to enroll. Because he was too young, he participated in the institution’s summer camps instead, and enrolled in the Composites program when he was old enough. He completed the program and is now employed by Orbital ATK. President Taggart showed Mr. Smalley’s SOTY video to the board.

As the SOTY, Mr. Smalley is responsible for representing the college and technical education for the next year. The Utah System of Technical Colleges (USTC) hosted a gala dinner for all SOTYs, and the Lt. Governor was a keynote speaker. Ms. Wilson asked if the college reaches out to companies and schools to have Mr. Smalley speak on the institution’s behalf or it they contact the college; both. His schedule is coordinated through Juliane Kettering, marketing director. 4. FINAL RATIFICATION OF STUDENT ENROLLMENT AND OUTCOMES DATA The board approved the college’s preliminary student enrollment/outcomes data and auditing process at the August 2017 board meeting. USTC finalized the numbers in December 2017, and the tech college boards are asked to ratify the final data. Ogden-Weber did not have any changes in its certificate or head count data. There was a decrease of 3,000 membership hours (out of a total of 1,125,914 hours) due to a reclassification of some students. The data has already been published and provided to the legislature. However, per USTC policy, the board needs to ratify the final data. A motion to ratify the final student enrollment and outcomes data was made by Mark Jenkins, seconded by Toni Ure, and carried unanimously. 5. APPROVAL OF FY19 FEE SCHEDULE The college is adding one new fee for FY19—a certificate reprint fee of $10. In the past, replacement certificates were provided free of charge. Because transcripts cost $3, students were requesting the free certificate instead. The certificates are printed on a high-grade paper, so there are some costs associated with replacing them. As a result, the college is requesting the new reprint free as a way of encouraging students to use transcripts as they can be provided more quickly and are less expensive to produce. No other changes are being made to the fee schedule. A motion to approve the FY19 fee schedule was made by Kearston Cutrubus, seconded by Joyce Wilson, and carried unanimously. Mr. Jenkins asked about the history of the college’s fees and how much they’ve increased. President Taggart stated that the college seeks to keep both tuition and fees low. Fees are reviewed on a regular basis to ensure they are covering the college’s costs. 6. FY19 SECONDARY STUDENT FEE SCHEDULE AND CHARGES

While high school students are not charged tuition, they are assessed an annual $70 fee with a few exceptions. Fees are waived if students are on fee waiver at their home high school or if the college provides the training at the students’ home high school.

The college is not increasing the secondary student fee. Some programs have associated equipment costs (pages 13-14 of the board booklet), and students are responsible for covering those costs. President Taggart related that the college is required to share the fee schedule and information on program material costs with its secondary partners by March 31 of each year per statute. The information is sent out early so the schools can share the information with students and parents. No action was required as these were informational items. 7. APPROVAL OF FY19 STRATEGIC PLAN The college reviews the Strategic Plan on an annual basis and conducts a full overhaul of the document approximately every five years. A draft of the document is sent to the Strategic Planning Team, employees, and board members for review and comment every year. A few minor changes were made to the FY19 plan. Once approved, the document is then used to develop the annual Business Plan. Mr. Taylor pointed out that on page 19 of the board booklet, the “Introduction” states that the plan is “not a static document”—it can be amended as needed. He noted most organizations develop goals, set metrics, and amend their goals once they have been met. He indicated that goals in the college’s plan are very general and asked if more detailed goals will be developed. President Taggart explained that the college’s goals and metrics are included in the annual Business Plan which is an offshoot of the Strategic Plan. The college provides the board with a status report on the metrics on a quarterly basis. A motion to approve the FY19 Strategic Plan was made by Richard Taylor, seconded by Kearston Cutrubus, and carried unanimously.

8. APPROVAL OF POLICIES: HOLIDAYS, EMPLOYEE CONDUCT, AND

GARNISHMENT Mr. Call reviewed proposed changes to the following policies. The policies came up in the college’s three-year review rotation. Holidays: Revised the Purpose statement to more clearly define the intent of the policy. Revised the Policy statement for clarification; removed the number of paid holidays (14) in case that number changes in the future. Steps in the Procedure section were revised to reflect current practice. Ms. Wilson asked if there had been any concerns about using the term “Christmas” Break; there haven’t been. The college can change the terminology if any concerns are expressed in the future.

Employee Conduct: The Policy statement was revised to make it more concise. Additional references were added to the References section. Mr. Taylor noted that the Non-solicitation policy is listed in the “References” section and stated that the college needs to stand firm on the policy. Ms. Ure asked if conduct is based solely on acting professional. President Taggart clarified that this is an over-arching policy, and specific behaviors are addressed in other policies as well. Mr. Widdison asked if employees are notified of changes to policy. President Taggart explained that all policies are posted on the college’s website. Employees are responsible for reading all policies. As policies are revised, they are sent out to employees and legal counsel for review and feedback. Ms. Ure asked if the college has an exploitation policy since exploitation is specifically called out in the Procedure section, page 1, section 1.1. She asked if employees would know what the term means. She was concerned that employees are being asked to sign off on the policy but may not know what some of the language refers to, especially if there’s ever a situation that calls for disciplinary action. President Taggart noted that situations where exploitation could occur are covered in other policies, e.g., sexual harassment. Ms. Uri suggested adding clarifying language or adding a reference to where employees can find more information about exploitation. She felt that the policy was vague on this point; needs to be more clear. Mr. Taylor suggested revising section 1.1 to read, “…exploitation as described in (list references).” Mr. Wardle asked if the change in the procedure as discussed above will need to be brought back for approval by the board. President Taggart explained that the board approves the Policy statement, and the college can change procedures as needed. College staff will review/revise section 1.1, and he will provide the board with an update at the April meeting. Garnishment: The Policy statement was changed to make it more concise. This was the only change to the document. Mr. Widdison asked if the college’s benefits program includes employee assistance, e.g. financial management training; it does not. He noted that when employees reach a point where a garnishment is requested, they may need some type of guidance. He was concerned that this type of situation might impact their work. Mr. Call noted that the number of garnishments is very small for the number of employees employed by the college. A motion to approve the Holidays, Employee Conduct (with possible revisions to Procedure, section 1.1), and Garnishment policies was made by Paul Widdison, seconded by Cameron Cook, and carried unanimously.

9. JOINT BOARD OF DIRECTORS/FOUNDATION BOARD FUND RAISING: LAB CRAWL

Ms. Schwenk explained that, approximately a year ago, the Foundation Board of Trustees extended an invitation to the Board of Directors to participate in a joint fund raising event. With the large number of golf tournaments, dinners, etc., in the region, the foundation has been looking at a different way to raise funds—in this case, specifically for health program equipment. When the Barker Family Health Technology Building was constructed, the foundation raised over $1.1 million for equipment, and the funds have lasted 6 years. To help replenish the equipment fund, the foundation decided to sponsor a new event—the “Lab Crawl”—based on a suggestion from Ms. Cutrubus when she served on the Foundation Board. The college provides hands-on experiences for secondary students, and the foundation wanted adults to have a similar experience. The event is scheduled for Thursday, April 19, 2018, from 6:00 p.m. to 8:30 p.m. in the Barker Family Health Technology Building. This is the foundation’s first event of this nature. Members are hoping the event will grow in the future and be replicated in other programs. Sponsors can purchase teams; individuals can also sign up. Participants will receive a schedule, scrubs, and ID and participate in two rotations in seven different health programs. At the end of the evening, they will receive a “graduation” certificate and picture (will be mailed to them). Culinary Arts will prepare a light, healthy dinner, and health program students will staff a small health fair (cholesterol, blood pressure, blood sugar). Ms. Schwenk asked the board to attend and volunteer at the event, helping move the participants among the rotations and making them feel welcome. The Powell, Swanson, and Neal Foundations have already donated lead gifts, and the foundation has raised approximately $50,000 to date. The Powell Foundation also provided an additional $15,000 matching grant. Ms. Schwenk shared a short video advertising the Lab Crawl which emphasizes the Dental Assisting program. 10. LEGISLATIVE UPDATE President Taggart reported on the following:

FY19 Budget - The colleges presented their institutional and budget highlights to the Higher

Education Appropriations Committee (HEAC). The HEAC will then make recommendations to Executive Appropriations.

- Compensation: looking at 2 percent.

- Health insurance: increase still being determined.

- HEAC recommended the USTC and college requests be funded at 78 percent (Employer-Driven Program Expansion; Equipment Funding; and Student Support). Ogden-Weber’s request of $390,000 for program expansion would be reduced to $304,200.

- There is an estimated $581 million in additional revenue. Prior to yesterday’s

revenue updates, there was $327 million in ongoing tax revenue surplus and $45 million in one-time surpluses. After the revenue update, projections are now $453 million in ongoing tax revenue surplus and $128 million in one-time surpluses.

Bill Tracking

- SB 103: Strategic Workforce Investments: Passed. Funding from this source helped the college expand Non-destructive Inspection and Composites at the Business Depot Ogden (BDO) campus. The bill allows for state-wide partnerships, whereas schools were limited to regional partnerships in the past.

- SB174: Higher Education Capital Facilities: Sponsored by Senator Ann Millner and Representative Gage Froerer. The legislation would allocate capital facilities funding to the Board of Regents and USTC Board. When the funding reaches a certain level, the boards would then determine which of their projects should be funded. The sponsors felt that if the boards have their own budget, they will look at the most efficient way to fund their projects. This bill came up last year but didn’t pass.

- SB176: Student Internship Liability. Risk Management currently only covers

students in health program internships. The bill broadens the class of student interns.

- HB437: Career and Technical Education Scholarships. The Legislature has funded Regents’ and New Century scholarships in the past and would like to fund scholarships for secondary students interested in enrolling at the tech colleges.

Secondary students pay no tuition while enrolled at the tech colleges. Once they graduate, they are considered adults and must pay regular tuition. The new scholarship funding would provide $1 million (split among the eight colleges) for students who were enrolled in a technical education program while in high school to help them complete. The monies cover the costs of tuition, fees, and supplies. Students have seven months to complete. They can defer the scholarships for up to three years and would still have seven months to complete.

Approximately 24 percent of the college’s population is made up of secondary students. In the past, the college has provided Bridge Scholarships for graduating seniors to help them complete (covers the summer months). The new funding will help the college stretch its scholarship monies.

- HB300: Higher Education Governance Amendments. Sponsored by Senator Ann Millner. Authorizes USTC to call itself UTech. Permits Governor to remove, for cause, certain members of the State

Board of Regents, USTC Board of Trustees, and technical college board of directors.

The USTC Board appoints the tech college presidents. Legislation used

to state that the USTC president would work with the local board to hire the president. This process is consistent with the one used by the Board of Regents. The local board will still be involved in the selection process, with the USTC Board making the final decision.

Adds language that states that the technical college president serves at the pleasure of the Board of Trustees. Again, this process mirrors the one used by the Board of Regents.

The biggest change deals with how business/industry representatives are

appointed to the board. In the past, business/industry provided the names of proposed nominees. After May 7, representatives have to be appointed by the Governor with the consent of the Senate. If Ogden-Weber’s board has vacancies, President Taggart will contact employers, businesses, etc., for recommendations and provide the names to the Governor. The Governor’s staff may contact USTC or the local board for feedback about the potential members.

The bill changes the number of business/industry members on Ogden-Weber’s board from 7 to 8 (total of 11 board members, including 3 education representatives).

Implements term limits—members may not hold office for more than two consecutive full terms. A term on the Ogden-Weber board is four years in length.

11. PRESIDENT’S REPORT President Taggart reported on the following:

Industry Week magazine ranked Ogden-Clearfield as third in the nation for being one of the best places to work in manufacturing.

Individuals who enroll in a tech college while in high school are 41 percent more likely to complete a program. The college has excellent secondary partnerships who are working to encourage completion. For example, DaVinci expects 100 percent of its students to enroll in a tech college. Roy High set a goal to ensure that 66 percent of its students have a tech college experience.

Non-career and technical education (CTE) instructors from the Ogden School District participated in a special composites camp last year. The college has found that instructors who have a tech college experience are some of its strongest advocates and plans to offer more camps aimed at teachers in the future.

President Taggart shared a photo of Superintendent Rich Nye, Ogden School District, wearing the newly-created tech college medal. The college also sent medals to all principals and CTE coordinators. Every high school student who completes a tech college program before they graduate from high school will receive one. College staff will present the medals to the students at their local awards programs and encourage them to wear them to their high school and college graduations. The college also plans to implement a medal marketing campaign in the high schools.

The college has established a shuttle route between the main campus and BDO.

The college changed its URL to otech.edu (website and email). The system will continue to forward emails using the old URL until September.

The Regional SkillsUSA Competition was held at the college on January 30 in partnership with the Ogden and Weber School Districts. A list of the winners was included in the board booklet (pages 55-58). Winners from the regional competition are eligible to compete at the state competition scheduled for April 12-13; will provide the board with a status report on the outcomes.

Spring Graduation is scheduled for March 22 at 6:30 p.m. in the Multipurpose Facility. Members were invited to attend.

12. OPEN DISCUSSION Ms. Ure suggested hosting a weld-off to increase interest in the Welding program. President Taggart noted that the college used to host this type of event in the past but hasn’t done so for many years. He indicated that the college would need feedback from employers on what competitors would be evaluated on. The event could include

separate categories for students and employer-sponsored welders. This would be a good way to introduce students to employers. The college will give some consideration to hosting a weld-off in the future. 13. NEXT MEETING

Taggart, President DATE: April 16, 2018 SUBJECT: Utah SkillsUSA Competition Results SkillsUSA is the leading organization promoting technical education in the United States. The organization is a partnership of students, teachers, and industry representatives working together to ensure America has a highly-skilled workforce. With over 300,000 members, it is one of the largest student organizations in the country. The Ogden-Weber Technical College has been associated with SkillsUSA for decades and has a long tradition of student recognition at the state, national, and international level. Over 1,231 contestants participated in the Utah SkillsUSA competition held at Salt Lake Community College on April 12 – 13, 2018. Ogden-Weber Technical College had 40 student competitors. Of these, 25 captured medals, including 10 gold, 10 silver, and 5 bronze. Attached is a list of the tech college winners by contest. Gold medalists from the state competition are eligible to compete in the SkillsUSA National Leadership and Skills Conference to be held in Louisville, Kentucky, June 25 -29, 2018. The college will be sending 10 students and their advisors to compete in this event. We greatly appreciate the hard work and efforts of the faculty advisors in support of our students. In addition, special thanks to Jennifer Streker for providing leadership for the SkillsUSA program at the college and in the region. Taggart President DATE: April 17, 2018 RE: Approval of FY19 Tuition and Differential Tuition Proposed Tuition Increase The college is proposing a 5 cent tuition increase for FY19. As required by statute, a public “Truth in Tuition” hearing was held on April 5, 2018. Public notices for the hearing were posted in all college buildings on both the main and BDO campuses. Information about the hearing was also posted on the college’s website calendar and Utah Public Notice website. Emails were sent to all college employees to remind students of the public hearing. The following information was included in a handout for the meeting: The Ogden-Weber Technical College is proposing to increase student tuition rates. The proposed increase is 2.56 percent (5 cents per hour), which is an increase of $6 per month for a weekly full-time student who enrolls for 30 membership hours per week. In accordance with Utah Code Section 53B-7-101.5, the following information was provided for all who attend the scheduled public hearing on the proposed tuition increase.

1. Current year student enrollment for the Ogden-Weber Tech: 3,9521

2. Total tuition revenues for the current year: $1,054,0862

3. Projected student enrollment growth for the next school year: It is anticipated that adult enrollment will remain flat for next year.

4. How increased tuition revenue will be spent: Any additional tuition revenue

will be used for program growth and student support. 1 This is an estimate of adult enrollment for FY 2018, which runs from July 2017 through June 2018.

Adult enrollment for the first eight months of FY 2018 is approximately 3,277 students. 2 This is revenue through 1/31/18 with a fiscal year end of 6/30/18. Current year tuition revenue

budgeted is $1,695,000.

No one attended the tuition hearing, nor did we receive any comments from students or employees about the proposed increase. As a result, administration is recommending a 5 cent increase in tuition which will generate approximately $45,000 in revenue. Differential Tuition Rate for Academic Learning Services Utah System of Technical Colleges (USTC) Policy 204 – Tuition and Fees provides a mechanism for a differential tuition rate to be applied for a specific course or program. The differential rate is usually a lower tuition rate that is based on a unique or extraordinary circumstance. The college Board of Directors may request that the USTC Board of Trustees approve a differential tuition rate. Approved differential tuition rates expire at the end of each fiscal year, and a new request must be submitted. For the past several fiscal years, with support from the Board of Directors, the college has submitted a request to the USTC Board of Trustees to approve a differential tuition rate for the college’s academic learning services. For FY19, the requested tuition rate is $20/month. This is the same amount approved by the college Board of Directors and USTC Board of Trustees for previous years. Academic learning services are provided by the college to assist students in the development of fundamental skills required for successful enrollment in college technical programs and eventual employment. Completion of academic learning courses does not result in a college post-secondary certificate but does prepare students for success in their chosen instructional program and as a productive member of a technically-trained workforce. Mirroring successful academic learning programs offered at other institutions, the request to establish a differential tuition rate is intended to reduce economic barriers to skill attainment in areas such as remedial math, literacy, writing, and basic business courses taught in Spanish. Academic learning services also support high school completion for YouthBuild students. Upon successful skill attainment, students are either co-enrolled or fully-enrolled in college certificate programs. The regular USTC-approved tuition is applied to courses leading to a college post-secondary certificate of completion. Approval of a $0.05 cent increase in tuition for FY19 and the differential tuition rate for academic learning services is requested. Sales and Services of Educational Departments is decreasing by $10,000 due to lower revenue projections in the Culinary Arts program.

Other revenue projections are being increased due to additional Nursing Assistant Skills testing revenue.

Operating Expenses

Salary, benefit, general, and travel budgets have been decreased to accommodate shifts to capital budgets for educational capital needs and decreases in Pell funding.

Non-operating Revenues

Federal Pell Grant projections were reduced to reflect actual numbers which are down due to fewer applications and students enrolling for fewer hours which impacts the amount of Pell benefits they receive.

Investment income increased to reflect current interest earned on investments which is up due to higher interest rates at the Public Treasurers Investment Fund (PTIF).

NEPOTISM

1. PURPOSE AND SCOPE

The purpose of the policy is to define the College’s position regarding nepotism which

governs the hiring of relatives and to clearly define acceptable hiring practices. in the

interest of good management.

2. POLICY

It is the policy of the College that all employees should be competitively selected on the

basis of qualifications. In accordance with Utah Code Annotated, Section 52-3-1 to 4,

nepotism is prohibited in state government. Therefore, the College prohibits nepotism.

For purposes of this policy, no supervisor, manager, and/or coordinator may employ,

appoint, vote for or recommend for appointment, a relative in or to any position or

employment, when the salary, wages, pay, or compensation of the appointee shall be paid

from College funds and the appointee shall be directly supervised by a relative.

It is the policy of the College that supervisors shall not hire, recommend for

consideration, or directly supervise their relative. This prohibition extends further in

that a subordinate supervisor may not hire a relative of a superior at any level.

3. DEFINITIONS

3.1 Relative: For the purposes of this policy, a relative is a parent, legal guardian,

person who has custody, spouse, domestic or cohabitating partner, child,

sibling, in-law relative in these categories, or step-relative in these categories.

This list is not all-inclusive. Other familial relationships may fall within this

definition and may be reviewed on a case-by-case basis.

Means a father, mother, husband, wife, son, daughter, sister, brother, uncle, aunt,

nephew, niece, first cousin, mother-in-law, father-in-law, brother-in-law, sister-in-

law, son-in-law, daughter-in-law, stepfather, stepmother, stepson, stepdaughter,

stepsister, stepbrother, step-uncle, step-aunt, step-nephew, step-niece, step-cousin,

step-son-in-law, or step-daughter-in-law, domestic partner. For the purposes of

this policy, a legal guardian, a person who has custody, or a person who co-habits

with another are also considered a relative.

2. Relatives shall be considered for employment in work units or divisions with the College

3.1 Course Competency Mastery: For purposes of this policy, a passing score on

the final exam or the competency achieved. a course exam, challenge exam or

specific skill competency achieved.

3.2 Administer and monitor the challenge: Provide a written exam in the presence

of the instructor or a computerized version of the challenge test administered by

the Testing Center or teacher.

1. Challenge (Competency Demonstration) General Guidelines

1.1. For credit course competency consideration, the student must prove competency

through challenge test and/or skill demonstration.

1.2. Courses requiring state/federal certificates or licensure with required hours of

participation and cCourse practicums and on-the-job training (off-College work

experience) cannot be challenged. Failed challenges shall not be recorded on a

student’s transcript.

1.3. Students are not given challenge credit for on-the-job training (off-College

work experience). All students must prove competency through a challenge test

or skill demonstration.

1.4. A course for which course competency is granted shall apply toward the

occupational requirements for a program certificate or degree. Full course hours

shall be awarded. No progress hours are awarded for challenge exams.

1.5. If the course is not successfully challenged, the student must complete course

requirements. Failed challenges shall not be recorded on a student’s transcript.

1.6. Some programs/courses may offer an upfront placement exam that applies as a

challenge exam and will count for course competency mastery challenge.

2. Challenge Process – Open-Entry

To request course competency/ mastery through challenging open-entry courses, the

following steps shall be followed:

2.1. Students must be enrolled in the course they would like to challenge.

2.2. A course challenge shall be requested within five days of the course start date.

Some exceptions may be granted by the program director on a case by case

basis.

2.3. The instructor shall administer and monitor the challenge (competency

demonstration). To successfully challenge and receive course

TRANSFER CREDIT

1. PURPOSE AND SCOPE

The purpose of the policy is to provide a process for requesting granting course

competency mastery credit to a student’s transcript from an external source, course(s)

taken at the College as part of a different program outline, or an alternative source through a transfer.

2. POLICY

It is the policy of the College to grant course competency mastery credit when students

present official documentation credentials/transcripts from other institutions which that

verifiesy that the same competencies have been completed.

3. DEFINITIONS

3.1 Course competency mastery: Proven mastery of the course concepts based on

official transcripts or credentials from another institution.

3.2 Official transcript: A legal document, either on letterhead or some other official

form with a representative’s signature, from the entity verifying a student’s

educational record which certifies all completed course competencies, certificates,

and degrees awarded to a student.

3.1 Accredited institution: An institution that has received national and/or

regional accreditation as recognized by the U.S. Department of Education.

3.2 Articulation agreement: An agreement that specifies the terms and

conditions for acceptance of instructional competencies between courses.

This formal agreement is approved by the receiving institution and aligns

course work between origination and receiving institutions.

1. General Guidelines

1.1 An initial evaluation of coursework may be made either prior to or after

enrollment to determine what can be transferred.

1.2 Transcripts from colleges/educational institutions outside of the U.S. shall not

be accepted unless they have been professionally evaluated by an agency

specializing in translating/converting international grading standards to U.S.

grading standards, e.g., International Education Research Foundation (IERF)

or the World Education Services (WES).

institution in a its original sealed envelope, or have one mailed to the

College Registrar’s Office, or sent electronically through an approved

transcript exchange provider, e.g., The National Student Clearing

House. Transcripts may shall also be considered official if received

electronically or through fax if it is clear the document is received directly

from the institution.

2.1.2 The registrar shall evaluate the transcript based on a list of approved

courses. If the course is on the list, the registrar shall record the transfer

credit and source on the student’s transcript and place the transcript in

the student’s permanent file.

on the official transcript. The instructor/advisor shall make a

determination and notify the registrar by email within seven working

days. Once approved by the instructor, the registrar will add the course to

the approved list for future inquires. In the absence of an

instructor/advisor, a program director can approve credit on a case-by-

case basis. The registrar shall place the alternate documentation in the

student’s permanent file.

2.2 High School Articulation and/or High School Transcript

2.2.1 High school students or their high school representative must submit a

certificate, an official transcript. High school transcripts can be mailed or

hand delivered to the College Registrar’s Office if they are in their

original sealed envelope or sent electronically through an approved

transcript exchange provider, e.g., The National Student Clearing

House. Or document from an institution providing evidence to

substantiate the course competency. A PDF or fax will be accepted from

high school personnel only. Transcripts may also be considered official if

received electronically or through fax if it is clear the document is

received directly from the institution.

2.2.2 The registrar shall evaluate the transcript based on a list of approved

courses or articulation agreement. If the course is on the list or

articulation agreement, the registrar shall record the transfer credit and

source alternate documentation on the student’s transcript and place the

documentation it in the student’s permanent file.

2.2.3 If the course is not on the approved list or articulation agreement, the

registrar shall forward the request to the appropriate instructor for review.

2.2.4 Inquiries shall be made to the appropriate instructor/advisor.

credential or other documentation sources, e.g., A+ certification, OSHA

certifications, to the registrar.

student’s official high school transcript or they must be received directly

from ACT/SAT.

3. Internal Program Credit Transfer

3.1 Students shall meet with a counselor to identify completed courses that may

count toward the new program outline. If students are interested in changing

programs, their transcript must be re-evaluated by the appropriate advisor.

3.2 The counselor shall notify the program advisor of any transfer credits noted

and will give the student a copy of the program change form with the noted

transfer credit.

3.3 The program advisor, in coordination with any necessary instructors, shall

1. PURPOSE AND SCOPE

The purpose of the policy is to provide a policy and procedures for inventorying,

monitoring, and tracking College capital assets.

2. POLICY

It is the policy of the College to track all capital assets including equipment, buildings,

and improvements. The College shall implement appropriate controls to safeguard,

protect, and properly dispose of capital assets.

The College’s capital assets and equipment are purchased with taxpayer funds or donated

and belong to the College. Violation of this policy or misappropriation of College

equipment or assets shall be cause for dismissal from school, termination of employment,

and referral to law enforcement authorities for prosecution.

3. DEFINITIONS

3.1 Current Expense: Equipment or supplies that have a unit dollar value of $749 or

less and that is non-consumable or that has a short-lived usefulness to the College

(e.g., small hand tools, power tools, etc.).

3.2 Capital/Non-capital Equipment: Any piece of equipment that has a long-lived

usefulness to the College (e.g., at least one fiscal year or greater).

3.2.1 Assets with a unit value of $750 to $4,999 and have a long-lived

usefulness to the College are classified as non-capital equipment and will

have no need to be tracked for depreciation purposes, and therefore, are

not included in inventory.

3.2.2 Assets with a unit value of $5,000 or greater and have a long-lived

usefulness to the College are classified as capital equipment and shall be

tracked and monitored for depreciation purposes through the College’s

the asset control system.

3.3 The master property control person shall track assets classified as “capital

equipment” from the time of receipt on the College campus until the equipment is

properly tagged and located at the assigned area.

3.4 Capital Equipment Responsibility

3.4.1 The area property control personnel shall be held responsible for capital

equipment in their area upon assignment from the master property control

3.4.2 A periodic accountability report—not to exceed a two year period of

time--shall be generated by the master property control person. This

report shall be distributed to the area property control personnel.

3.4.3 The area property control personnel shall physically compare equipment

in their area with the report, make notation of any discrepancies on the

report, and sign and return it within ten working days to the property

control department for accountability.

4. Transfer/Relocation of Equipment

4.1 All capital equipment transfers/relocation must be approved by the responsible

area property control person.

4.2 Personnel requesting the equipment transfer must provide the following

information to area manager(s) for approval:

5. Check-Out System for College Tables and Chairs Use of College Property by

Employees and Outside Contractors

5.1 Outside contractors may not use College property in the performance of their

duties on the College’s campuses.

5.2 College property is not available for employees’ personal use.

5.3 Employees may check out College tables and chairs for personal use by

contacting the events coordinator.

5.4 Employees shall be held personally responsible for the tables and/or chairs until

they are returned to the events coordinator.

5.5 The events coordinator shall maintain current records as to the location of the

tables and/or chairs and who has possession.

6. Surplus of College Property

6.1 The process described in number three also pertains to surplus property, following

the same guidelines.

6.2 Upon receipt of completed information, the property control department shall

review the inventory change form and determine whether the equipment still

retains enough value to store for future use, sell, or destroy. The property control

department shall submit its determination to the area supervisor for final approval.

7. Missing/Lost/Stolen College Property

7.1 When it becomes evident to an area supervisor that a piece of equipment is

missing, an investigation shall be initiated to locate the equipment.

7.1.1 If the equipment has been determined to be lost or stolen, the area

property control person supervisor shall contact campus security, giving

them a complete description, serial numbers, etc. A copy of the theft

report shall be given provided to the Property Control Department.

7.1.2 If the equipment has been determined missing or lost, the area property

person shall initiate a security review and make any changes necessary to

safeguard College assets.

8. Donated Equipment

8.1 All equipment donations shall be coordinated with the College’s Development

Office.

8.2 Employees and their supervisors shall determine whether the donated equipment

has value and can be used in their departments or programs before formally

accepting the items.

8.3 If it is determined that the College will accept the donated items, the employee

shall complete and submit a “Donation Receipt Form” to the Development Office.

The form includes the name of the donor, an equipment description, value, value

method, date acquired, and equipment location. The employee accepting the

donation and the immediate supervisor shall sign the “Donation Receipt Form.”

A vice president’s signature is required for donated capital items with a value of

$750 or more.

7.4 Per the College Foundation Board of Trustees’ “Valuation of Donations of

Tangible Personal Property” policy, the value of the donated items shall be

determined by:

7.4.1 fair market value of assets donated;

7.4.2 donors’ best determination of value;

7.4.3 verifying value on Internet auction sites; or

7.4.4 appraisal by a third-party, if the situation warrants such determination.

7.5 The master property control person shall determine if the donated equipment shall

be classified as “Capital Equipment” or as “Non-capital Equipment.” Once

1. Cash or Cash-Equivalent Donations

All cash or cash-equivalent income is received and receipted by the Foundation secretary

or designee. The College’s Cash Handling policy and process shall be followed.

2. In-Kind Donations

2.1 In-kind gifts are receipted by the Development Office for valuation and receipt.

2.2 In-kind equipment may be transferred to the College, upon receipt, and placed

into the College inventory per the Property Control policy.

3. Charitable Value of In-Kind Donations

3.1 The value of the donated items shall follow “IRS Publication 561, Determining

the Value of Donated Property.”

3.2 The Foundation cannot provide the donor with monetary value for in-kind gifts.

4. Motor Vehicle, Boat, and Airplane Donations

Generally, the College does not accept donations in this category.

5. Donation Process

5.1 The College reserves the right to refuse any gift that does not support the mission.

5.2 All donations made to the College, whether cash, cash equivalent, or in-kind, shall

be coordinated with the College’s Development Office, prior to solicitation or

acceptance of the gift.

5.3 After speaking with the development director, employee(s) and supervisor(s) shall

determine whether the donation meets the College’s mission, has value, if there

are infrastructure accommodations to be considered, and how many years the

donation will be used.

5.4 Once it is determined that the College will accept the donation, the employee shall

submit a “Donation Receipt Form.”

5.4.1 For in-kind donations $500 and above, a picture shall be attached to the

TUITION REIMBURSEMENT

1. PURPOSE AND SCOPE

The purpose of the policy is to provide a procedures to for requesting educational

assistance and reimbursement for tuition and/or training expenses. and to encourage

employees to improve their skills and abilities through education and training which shall

upgrade the quality of their work at the College. A highly-skilled, competent employee is

the key factor in providing quality training to our customers.

2. POLICY

It is the policy of the College to reimburse employees for education or training directly

related to their employment. Tuition reimbursement is based on available funding per

semi-annual period.

2.1 To be eligible for tuition reimbursement, employees must meet the following

requirements:

2.1.1 Have been employed at the College for a minimum of one year.

2.1.2 Be a salaried employee.

2.1.3 Take classes directly related to the employee’s position at the College.

2.1.4 Course(s) must be taken at an accredited vocational/technical school,

correspondence school, junior college, four-year college, or university.

2.2 Employees shall be considered for a maximum amount distributed semi-annually

as outlined in the procedure to this policy.

2.3 A refund shall only be made for that portion of the tuition which is not reimbursed

from other sources such as Veterans Administration, scholarships, etc.

2.4 If the College offers the course, it must be taken at the College and is not eligible

for reimbursement. However, exceptions shall be made if the College’s credit is

not transferrable to another college or university, and it is a required course for

the degree being sought.

terminated is otherwise no longer employed by the College, completing the

course the employee shall be required to reimburse repay the College for the full

amount of the reimbursement all reimbursements received within the last year of

employment.

1.7 The College is entitled to deduct such amounts from any compensation of other

payments due the College. If the College is required to initiate legal action to

collect any such sums, the employee must pay all reasonable costs of collection,

2. Tuition Reimbursement Request Process

2.1 At least two weeks before the beginning of the class or course for which

reimbursement is sought, employees must shall complete and submit a “Tuition

Reimbursement Application” and “Tuition Reimbursement Agreement” (forms

available on the Employee Portal in the Human Resources Department) to their

department head supervisor.

2.1.1 The employee’s supervisor shall to review the forms for content

applicability and approve or deny the application.

2.1.2 Employees If approved, the employee’s supervisor shall then submit the

completed forms and approved application and agreement to the Human

Resources Department.

2.1.3 A representative of the Human Resources Department shall provide

written notification of approval or denial of the tuition reimbursement

request shall be sent to the employee within 10 working days after the

forms has have been submitted to the Human Resources Department.

Each employee shall be considered for a maximum amount of $400 semi-

annually.

2.2 The applicant must provide the Human Resources Department with the following

documentation prior to receiving tuition reimbursement:

2.2.1 Evidence of satisfactory completion with a passing grade; or “C” or better.

2.2.2 Receipt for tuition paid.

Eligible applicants shall be reimbursed an equal percentage of the actual expenses

MEMORANDUM

The college has two scheduling models. The first is a monthly scheduling model which requires tuition be paid on a monthly basis based on the number of scheduled hours in a month. The second model is a course-based model which requires tuition be paid in full prior to the start of the course and tuition is based on the number of hours in the course.

Students must be enrolled (scheduled) to challenge a course. This works for our monthly scheduling model since students exit a course as soon as they challenge the course and the tuition paid will apply to any other scheduled hours (courses) they have. This does not work for our course-based model since full tuition is paid up-front and can’t be applied to the next course or scheduled hours.

As a result, we have made a change to our Course Challenge policy to allow students in course-based courses to challenge prior to enrollment (scheduled) and not have to pay the full tuition to challenge a course. The college proposes a $35 fee to challenge a course-based course. This would allow the student to challenge the course without the necessity of paying the tuition.

This is an addition to the fee schedule (Course-Based Challenge Fee - $35).

FY19 Business Plan Objectives, Plans, and Expected Outcomes

Strategic Plan Long-Term Objectives

Increase enrollment growth and certificate completions to meet market demand.

Improve the perception of the value of technical education.

Increase enrollment and retention of our multicultural population in Weber County.

Expected Outcomes

Dental Assisting: Increase headcount by 20 percent, with 10 percent of enrolled students participating in apprenticeship opportunities.

Industrial Automation: Increase secondary student headcount to 20 certificate-seeking students, with 5 students participating in industry internships.

Software Development: Increase certificate completion percentage to 60 percent and placement to 70 percent. This will apply to both the Software Technology and Software Development certificates.

Plan

Dental Assisting: The Dental Assisting team has identified that many potential students are unable to attend classes during the daytime and will work to increase the program schedule to include evening classes. They have also found that many dental offices are hiring un-trained individuals and training them on the job to perform basic dental assisting tasks. The program instructors are developing an apprenticeship model which will allow students currently employed in dental offices but under-skilled to accelerate their progress through the Dental Assisting program by articulating on-the-job skill proficiencies with course skill proficiencies. Instructors will coordinate with OJT mentors and provide final programmatic sign-off on these articulated skill proficiency requirements.

Industrial Automation: The AM Robotics program will provide 120 hours of instruction to students at Ogden and Ben Lomond High Schools during the 2018-19 school year. Each site will have capacity for 20 students, and course hours will articulate directly into the college’s Industrial Automation (AMT) certificate. In addition, staff will work to articulate competencies for students that participate in the Computer Integrated Manufacturing and Digital Electronics courses developed by Project Lead the Way (PLTW) and taught in Ogden

School District, Weber School District, and NUAMES Charter High School. Students that complete these PLTW courses and/or AM Robotics courses will be invited to enroll as certificate seekers in the AMT program and be eligible for youth apprenticeships with local industry partners. Fresenius, Autoliv, and the Treehouse Foods have already pledged support in hosting these youth apprenticeship students that have completed a minimum amount of training in the certificate program.

Software Development: The Software Development certificate previously listed a completion time of 1,335 hours. Based on leaver surveys and employer feedback, the program split the original certificate into two shorter certificates. At 720 hours, Software Technology will provide students with the training to pass 3 external industry exams and aligns with employment in software testing and entry-level programming support. At an additional 720 hours, Software Development will stack onto the Software Technology certificate and provide students with additional certification in advanced programming languages qualified to work as a software developer. Each certificate additionally includes design projects to provide more student engagement with industry partners.

Expected Outcomes

Increase overall secondary student headcount by 10 percent over the prior year.

Increase secondary post-secondary completion by 15 percent over the prior year. Plan Strengthen/increase articulation with high schools. The college will work with and develop

new articulations with partner high schools. This will enable students to use their high school career and technical education (CTE) experiences and training to further their technical training at Ogden-Weber without duplicating coursework between the high school and the college.

Market strategically with high schools. The college will pursue and create specific marketing pieces for the high schools in the Ogden and Weber School Districts. The college will have more visibility in the high schools. Static signage, strategic sponsor opportunities, banners, promotional items, and apparel for the staff and students are examples of the marketing pieces.

Increase Access and Outreach (A&O) partnerships/coordination. The college's A&O team will strengthen existing partnerships and build new ones in the region. For example, the A&O staff will work with new partners and private and charter schools in the region to coordinate their CTE instruction needs. The A&O team will develop new partnerships/articulations with two schools the college has not partnered with to date.

Increase instructor outreach activities. Each instructional program will create a pipeline map that will include the names of the high school instructors that teach programs that serve as

feeders into the college’s technical certificate programs. All instructors currently have requirements to meet with a number of industry partners, and this expectation will expand to include a requirement to meet with specific high school instructors.

Increase high school instructor/counselor summer camps. All college programs will provide

a summer training opportunity for secondary school teachers and counselors. These summer camps will provide hands-on activities that give the adult advisors insight into the hands-on learning experiences of their students and will also include tours and connections with industry partners.

Increase high school student recognitions. The college will develop and implement two

recognition opportunities for secondary certificate students. These opportunities will allow the college and the high school to celebrate student success in addition to recognizing the partnerships with the college and the high schools.

Expected Outcomes

The college will implement and deliver marketing pieces, e.g., short video segments, static ads, promotional photography, testimonials, to various marketing streams in the Ogden-Weber region during FY19.

Plan

Improve perception of technical education. The college will develop and implement an extensive marketing campaign to educate the regional community about the value and benefit of a technical education. The college will partner with employers, education partners, students, alumni, and donors to tell the story of the power of technical education. This campaign will be developed and implemented in FY19.

Address employee compensation by providing a 2.5 percent discretionary increase based on performance. New funding of $280,700 has been allocated for this effort from new state appropriations. Any merit-based increases beyond the funded two percent will be absorbed from existing budgets.

Cover, in part, an 8.9 percent increase in health insurance premiums ($50,200).

Expand the Industrial Automation, Dental Assisting, and Software Development programs to address market demands ($304,400).

Address ongoing maintenance, update, and technology refresh of capital equipment for instructional programs ($376,300).

Establish CTE scholarships as directed in HB437 ($104,800).

Taggart President DATE April 18, 2018 RE: Approval of FY19 New Programs and Substantive Program Changes Approval Policy In following with the policies of the Utah System of Technical Colleges (USTC), all new instructional programs and those programs with substantive changes must be reviewed by the chief instructional officer of the college and approved by the college board of directors prior to being submitted to the USTC commissioner for review and inclusion into the USTC program inventories. A substantive change occurs when there is change in the objectives, length, or content that equals or exceeds 25 percent of an existing program. Based upon recommendations from employee advisory teams (EATs), college faculty, and program directors, Vice President Roger Snow, who serves as the chief instructional officer of the college, reviewed and approved the new programs and programs with substantive changes on April 12, 2018. These programs are now submitted to the college Board of Directors for their vote of approval. The final vote of approval will be noted in board meeting minutes and submitted to USTC in a memo for inclusion into the USTC program inventories. FY19 New Program Descriptions

Electrical Trades Preparation (46.0302) – 500 hours The Electrical Trades Preparation program meets the preparatory needs of individuals who are not yet employed in the field. The program allows high school and adult students to gain knowledge and hands-on experience before entering an electrical apprenticeship program.

Industrial Automation (47.0303) – 900 hours The Industrial Automation Maintenance program prepares students to troubleshoot, repair, and install very complex automated equipment controlled by computers, programmable logic controllers, and other controls used in manufacturing processes. Students gain the knowledge and skills need to maintain electrical control systems, programmable logic controllers (PLCs),

hydraulic and pneumatic systems, belt and chain drive conveyor systems, and more.

Machinist I (48.0501) – 900 hours The Machinist I program provides students with the knowledge and skills needed to set up and operate a variety of computer numerically controlled (CNC) machines including lathes, turning centers, and machining centers, which requires positioning work pieces, using a wide variety of cutting tools, and working with computers to machine precision parts.

Machinist II (48.0501) - 420 hours Upon completion of the Machinist I program, the Machinist II program prepares students to set up and operate metal-cutting machine tools including milling machines and surface grinders. Students learn to set up and manufacture parts using computer-aided design/computer-aided manufacturing (CAD/CAM) software. Students position work pieces and use many types of cutting and measurement tools to machine student projects representing precision components used in the aerospace, automotive, and consumer industries.

Machinist Apprentice Related Instruction (48.0501) – 590 hours The Machinist Apprentice Related Instruction is for working machinist apprentices. The program provides the related classroom and lab instruction while apprentices receive on-the-job training through their employers. Students gain the knowledge and skills needed to demonstrate safe work habits; read blueprints and interpret geometric dimensioning and tolerancing on drawings; apply mathematics in the machine tool technology field; select and plan machining operations on basic machine tools; demonstrate skills in quality control, inspection, gauging methods, and production control as they relate to manufacturing; and demonstrate proper steps and setting offsets for various CNC equipment. Students may also apply to the Associate of Applied Science (AAS) in Apprenticeship degree program at Weber State University (WSU) and receive credit for completion of the Machinist Technician Apprentice Related Instruction program.

Medical Assisting (51.0801) – 1050 hours The Medical Assisting program prepares students to work as multi-skilled health professionals specifically educated to work in ambulatory settings performing administrative and clinical duties. Students study a complex body of knowledge and practice specialized skills requiring both formal education and practical experience that serve as standards for entry into the profession. Students learn medical assisting administrative (front office) skills involving assistance with patients’ administrative needs, as well as clinical (back office) skills involving assistance with patient care. After completing the coursework, students are required to complete a 240-hour unpaid externship in an ambulatory care clinic or physician’s office. The program coordinator works closely with students to help determine the best place for students to complete the externship.

Metal Fabrication (48.0511) – 1200 hours The Metal Fabrication program provides students with the skills needed to work

in a fab shop environment as a fabricator, welder, fitter/welder, machine operator, or independent operator in welding/manufacturing. Career applications can range from aerospace to art and everywhere in-between. Students learn to apply their welding skills in conjunction with advanced blueprint reading, precision measuring, layout and pattern development, cutting, forming, rolling, bending, and finishing processes to design and build a variety of high precision projects that require a higher skill level.

Software Technology (11.0101) – 720 hours The Software Technology program provides students with the opportunity to learn sought-after languages, industry-used tools, and environments needed to get a start in the technology field. Students will gain the necessary knowledge and skills needed to develop software in a variety of technologies including Java, HTML, CSS, and SQL. Students will prepare for several industry standard certifications.

Software Development (11.0201) – 720 hours The Software Development program provides students the opportunity to learn the important languages, environments, and tools needed for employment in areas such as web development, mobile applications, embedded systems, enterprise application development, and more. Students gain the knowledge and skills needed to develop software in languages such as C++, Java, C#, and Visual Basic; understand PC hardware; use statements, expressions, functions, and libraries; exchange data dynamically and use database design tools; and understand the development, compilation, and debugging of complete programs.

Role and Mission Fit The USTC mission is “to meet the needs of Utah’s employers for technically-skilled workers…by providing market-driven technical education to secondary and adult students.” The development of the above-described certificates falls squarely within the mission. A need for this training has been identified and supported by area employers. Program Need/Market Demand

Electrical Trades Preparation – The projected employment growth through 2024 for electrician helpers in Utah is 47 percent with 50 projected annual openings. The yearly wages for electrician helpers in Utah are between $17,520 and $47,530.

Industrial Automation - The projected employment growth through 2024 for industrial automation technicians in Utah is 37 percent with 210 projected annual openings. The yearly wages for industrial automation technicians in Utah are between $35,250 and $76,430.

Chair, Board of Directors DATE: April 16, 2018 RE: College President Formal Evaluation Utah System of Technical College (USTC) policy #112, Technical College Presidents – Review and Evaluation, provides for regular informal and formal evaluations of technical college presidents. President Taggart will be receiving a formal evaluation this year. This is a collaborative process between the college’s Board of Directors and the system Board of Trustees. The evaluation process is coordinated by Commissioner Woolstenhulme and the USTC office. The evaluation committee is comprised of Commissioner Woolstenhulme, USTC Trustee Steve Moore, USTC Trustee Dale Cox, and the chair and vice chair of the college Board of Directors. President DATE: April 13, 2018 SUBJECT: Campus Development Update Capital Improvement FY 2018 Projects Phase II Restroom Remodel: Tile is being installed, and plumbing fixtures will be set after tile is complete. Estimated time of completion is scheduled for May 6, 2018. Campus Metering Upgrade Project: The electrical and steam meters have been installed. We are currently in the design phase for the gas and water meters. Estimated time of completion is June 2018. Business Building Chiller Replacement: The existing chillers have been removed and the new chillers are on order. Weekly construction meetings are being held to discuss the project and timeline. Estimated time of completion is the beginning of May 2018. Lower Pump House and Irrigation Upgrade: Engineers have finished the design and the project is currently out to bid. Estimated time of completion is May 2018. Culinary Water Pipe Replacement in Manufacturing and Construction Technology Buildings: Engineers have finished the design and the project is currently out to bid. Estimated time of completion is June 2018. Auxiliary Projects Solar Panel Project: The fuses that were blown were replaced. We are waiting on Tesla (formally Solar City) to finalize some documents with the utility company, and then a live test will be performed. Campus Pavilion: A 100 percent design meeting was held, and the project will go out to bid over the next week. Utah (CCSNU) “Youth Partner Award 2018”

YouthBuild recently received CCSNU’s “Youth Group Partner Award” for the support it provides to the organization. YouthBuild has partnered with CCSNU for the seven years that it has been at the college. Students have helped distribute holiday food baskets for Thanksgiving and Christmas every year. In addition, YouthBuild has helped CCSNU with its “bridging the gap” distribution which provides food to low-income elementary schools. CCSNU has found that students who receive free or reduced breakfasts and lunches leave school on Friday and have very little to eat until they arrive at school on Monday morning.

YouthBuild has also worked with CCSNU on its Boy Scout food drive and general warehouse work. When presenting the award, CCSNU praised the YouthBuild students for the way they empathetically helped the people receiving services and genuinely connected with them. Taggart President DATE: April 2, 2018 RE: FY18 Business Plan – Third Quarter Report The FY18 Business Plan addresses the specific Strategic Plan strategies and objectives that the college will focus on in FY18. These objectives include increasing enrollment growth, developing educational pathways, implementing new programs, focusing on retention, revising processes, reallocating resources, and strengthening partnerships. The following status report is provided for your information.

1. Objective - Composites and Non-destructive Inspection (NDI): In the first

quarter of FY18, the Composites and NDI programs will relocate to new facilities at the college's Business Depot Ogden (BDO) campus. Programs will use funds to add two additional full-time, salaried instructors—one for each program. This will provide consistent coverage and quality of instruction for day and evening students. Instructors will work with the college's Center for Teaching and Learning to update course curriculum to increase student competency-mastery and retention to completion. Funds will also be used to purchase new employer-validated capital equipment for both programs. Status: The Composites and Non-Destructive Inspection programs were relocated to the new Business Depot Ogden (BDO) campus effective August 14, 2017. Carol Giatras and Kirk Lawson were hired as full-time, salaried instructors for the Composites and NDI programs respectively. Curriculum updates are in process. The Center for Teaching and Learning is facilitating meetings with employers to ensure the college is developing industry-relevant curriculum. As supported by employers, the college has purchased a CNC pattern cutter for the Composites program and an in-plant office for x-ray darkroom for the NDI program with plans to purchase a phased array scanning system for the NDI program in the near future. The college also hired Madison Keltner as a student success advisor specifically tasked with increasing enrollment and completion in

these programs through direct mentoring connections with potential and current students.

2. Objective - Industrial Automation: Development and implementation of market-driven curriculum and state-of-the art lab to provide world-class training in programmable logic controllers (PLCs) and controls operation. Basic courses and labs will be developed for students enrolled in the Industrial Automation program, and advanced courses and labs will be developed for skills-upgrade to meet employer needs for their incumbent workforce. Funds will be used to add a full-time, salaried instructor with expertise in PLCs and controls, new PLC equipment and lab, and additional industry training/certifications for current instructors.

Status: Hired a new salaried instructor (Mike Tolson) with expertise in PLCs and controls. Purchased PLC training equipment. Currently updating PLC curriculum. Also hired James Hull who comes to the college with 30 years of PLC programming experience to bring more support to curriculum revisions.

3. Objective - Pharmacy Technician: Restructure program from group-paced, lecture-based format to open-entry, open-exit format. Program will expand from evening-only to day-and-evening delivery. Following the successful model of other college health programs, the small-group and personalized instruction better meets scheduling for high school students and adults; increases retention to completion; and creates program completers throughout the year to better meet the needs of employers. Funds will be used to add an additional full-time salaried instructor and increase budget for consumables and lab training materials.

Status: Hired a full-time program coordinator/instructor (Natalie Wilson). Restructured program to open-entry, open-exit format and expanded the schedule from evening-only to day-and-evening delivery.

4. Objective - Implement, hire, and train three student advisors for each identified program (Pharmacy Tech, Composites/NDI, and Industrial Automation): These advisors will be focused on their specific programs and provide the wraparound services (pre-enrollment, enrollment, financial aid support, program advisement, completion, and job placement resources) for all students in their respective programs. This role will be measured by prospective students, new enrollment, overall program headcount, program retention, overall graduation, and job placement. It is anticipated that these will be part-time positions working no more than 29 hours a week.

Status: Hired all three advisors for the Composites/NDI, Pharmacy Technology, and Industrial Automation programs. Seeing positive indicators in enrollment, retention, outcomes, and completion. Will continue to evaluate the outcomes from these programs and the success rate of these new positions.

5. Objective - Develop and implement a transportation plan for secondary and adult students between the college's main and BDO campuses: Many students rely upon public transportation to access college campuses. Currently, there are no public transportation routes between campuses. Transportation

services will ensure ongoing access to programs housed at the BDO campus as well as ensuring that students can still maintain connection to services provided on the main campus. Status: A bus contracted through First Student has been running between the main and BDO campus since January 2, 2018. After initially agreeing to a two -month commitment, First Student has allowed the college to continue on a monthly basis. The college has also added a route that goes to George Washington High School within the Ogden City School District at no additional cost.

The Student Services Division will implement a number of new processes and systems in the overall enrollment process to improve the student experience and increase overall headcount and graduation in the program areas. These future improvements are listed below.

1. Objective - Implement National Clearinghouse transcript process: We will be moving to an electronic transcript requesting process which will dramatically speed up the process of receiving and sending transcripts. This will allow the college to evaluate transcripts and apply alternative documentation for student transcripts in a timely manner. This will improve the student experience, and students will be able to get a clear picture of what they need to complete for their program. Status: Completed. This process has been implemented and is working well. Students or institutions now have the ability to request transcripts electronically, dramatically improving process times. This allows credits to be evaluated in minutes rather than days. In the past, the college would have to wait for official transcripts to be mailed and received.

2. Objective - Simplify the alternative documentation for admissions placement tests: The college will simplify the requirements for waiving required placement tests to help students have a better understanding of what is required to be accepted into a college program.

Status: Completed. All programs have simplified alternative documentation allowing students to show program enrollment readiness.

3. Objective - Celebrate benchmarks: The college will build in celebration benchmarks into the student experience, enabling the college to celebrate student success through the student college experience, from acceptance into the college through to graduation and job placement. Status: Building two interactions into the application process where the college will be able to congratulate students who have applied for enrollment at the college. The college has begun the implementation process for both of these

benchmarks. Anticipate having them launched and active by the end of April 2018. Will implement a 30 percent benchmark and a 75 percent benchmark to all programs by May 2018 and customize each program benchmark in FY19.

4. Objective - Student database: All prospective students are maintained in a student database allowing the college to send prospective students timely information on programs and resources available to the student. Status: Completed. All prospective students are now maintained in SalesForce and placed into an appropriate contact strategy.

5. Objective - Implement a pro-active approach to interacting with prospective and current students: Use new tools such as SMS texting, chat feature on the college’s webpage, Facebook, and other online resources to interact with prospective and current students. Initiating the contact with the students through these channels will allow the college to get the information to the students in a timely manner.

Status: Completed. Implemented a Chat Feature on the college website, allowing students to get their questions answered in a timely manner. Implemented SMS messaging into the college’s SalesForce contact strategies allowing staff to contact students through text messaging. This was completed in January 2018.

The Instructional Services Division will implement two processes to increase access to programs and retention once enrolled.

1. Objective - Streamlining program orientation to one of two methods: From the program web page, students will either be directed to complete an online program orientation or have a link to schedule a face-to-face program orientation via Eventbrite. This streamlined process gives students immediate control over scheduling and completing their program orientation.

Status: Completed. All programs either offer the program orientation online or through EventBrite. This has streamlined the enrollment process for students, giving them immediate control over scheduling and completing their program orientation.

2. Objective- Health programs will develop and test a new peer-tutoring model: Under this model, advanced students or recent graduates will work with struggling students to improve competency mastery. Status: A peer tutoring model was implemented in the Practical Nursing program and has been successful in helping students. Preliminary discussion has taken place on potential expansion of the peer tutoring model to other health programs, but no definitive plans or required budget allocations have been made to expand the model this year.

The College Services Division will deploy a college-wide student wi-fi service. Updated wi-fi equipment will provide secure access at higher speeds. Individualized student login will permit the college to ensure that appropriate college, state, and federal network use policies and laws are maintained. Deployment of expanded network services will permit students to access online and blended-learning instructional materials on wi-fi enabled devices. Rather than adding to existing computer labs, instructors will be able to utilize lower-cost web-enabled laptops and tablets to enhance instruction in classroom and labs. Status: The IT Department continues to improve coverage based on customer feedback. Chromebooks are now being used across multiple programs. The only remaining task is to create individual accounts for each student. IAMT2700 Parker Fluid Skills Training Course Description: Students in this course use a hands-on approach to learn hydraulic principles and circuitry essential for Parker-Hannifin employees. Students will learn force and energy transmission identifying American National Standards Institute (ANSI) and International Organization for Standardization (ISO) hydraulic and pneumatic symbols. Students will also learn to read and draw the hydraulic and pneumatic schematics, schematic use to construct hydraulic circuits, component construction, prime movers operation and symbols, reservoirs, pumps, gauges, directional control values, cylinders, motors, and filters. The focus of the meetings was to conduct the annual program evaluations. President Taggart gave a brief presentation over breakfast making the following points:

Mission Statement – We build a prosperous community by creating a technically-skilled workforce one student at a time.

Governor Gary Herbert declared 2018 as “The Year of Technical Education.”

Largest factor limiting availability of technically-skilled workforce is perception.

California is spending $6M to improve the perception of technical education and $200M to improve delivery of technical education.

More than half of all STEM jobs call for technically-trained individuals with less than a bachelor’s degree.

Utah is exporting its technically-skilled workforce.

Increasing Hispanic/Latino population in Weber County (16.7% Weber County; 30.1% Ogden City).

Bay 2 of Business Depot Ogden campus completely remodeled and now houses Composites and Non-Destructive Inspection (NDI).

Funding provided for programs expansion in FY 2018: o Composites – projected growth of 42% in FY 2018 o NDI – projected growth of 64% in FY 2018 o Pharmacy Technician – projected growth of 46% in FY 2018

Funding provided for programs expansion in FY 2019: o Industrial Automation o Dental Assisting o Software Development

After the joint meeting adjourned, employers went to the program area to complete the annual

program evaluation online and review/approve any changes to their respective program(s)

certificate outline(s) for FY 2019 (July 1, 2018 – June 30, 2019).
