Roll Call The Board of Education of Unified School District No. 259, Sedgwick

County, Kansas, met in regular session in the Wichita High School North Lecture Hall, 1437 Rochester, Wichita, Kansas, at approximately 6 p.m., on October 23, 2017, with President Mike Rodee presiding.

Present: Betty Arnold, Joy Eakins, Barbara Fuller, Sheril Logan, Stan Reeser, Mike Rodee, and Lynn Rogers.

Moment of Silence/Pledge of Allegiance

The business portion of the meeting opened with a moment of silence followed by the Pledge of Allegiance by Jardine Magnet Leadership Cadets.

Reports Report – Superintendent’s Student Advisory Council (SuperSAC).

Reporter: Ty Bruckner, North High. Topic: Planning for BOE Candidate Forum on October 25th at 11 a.m. at the School Service Center.

Report – Good News

2017-18 National Merit Semi-Finalists, Commended students, and Hispanic Scholars. The National Merit Scholarship Program has named five semi-finalists from the Wichita Public Schools: Andrew Wertheimer, Tanvi Karmarkar, Anuragini Arora, and Kassie Le-Huynh; East High, and Corbin Prichard; Northeast Magnet. The 2017 Commended students are: Carter Black, Aditi Joshi, Nhuy Le, Bethany Mally, Piper Prolago, Jack Quah, Nicole Schwarz, and Kiana Smith, East High; Ty Bruckner, North High; and Alexandra Depew, Northwest High. The 2017 Hispanic Scholar is Nicole Schwarz, East High.

Real Men, Real Heroes: 2017-18 Teen Heroes. Representative Buddy Shannon introduced the WPS Teen Heroes for the 2017-18 school year: Jianna Cousin and Cameron Morgan, Northeast Magnet; Michelle Huynh, Southeast High; Julian Ibarra, East High; Aimani Johnson and Abigail Martin, South High; Courtez Orange II and Whitlee Teague, Heights High.

Honeywell International Partnership with USD 259. Honeywell International continues to be a valuable partner with our schools year after year. They have assisted with many school supply drives and have adopted Colvin and Truesdell to provide school supplies, clothing and personal hygiene items. Honeywell also partners with Dreams Soar, a STEM activity for girls, which will serve our students.

Reports (Continued) Let’s Move Active Schools National Award Recognition and Physical

Education. Fifteen schools have received the Let’s Move Active Schools National Recognition Award from Let’s Move Active Schools. Tonight, the following schools will be recognized for receiving the two-year award: Caldwell Elementary: Tim Coltrain and Susan Oldfather; Cessna Elementary: Diane Smith and Grady Beehler; Christa McAuliffe Academy: Todd Junker; Cloud Elementary: Erica Caudillo and Brian Willis; Coleman Middle School: Catherine Arellano and Tom Rhodes; Franklin Elementary: Shelly Hoffman; Gardiner Elementary: Jeff Arellano; Isley Traditional Magnet: Brian Arasmith; Kensler Elementary: Mark Dix and Chris Noyes; L’Ouverture Elementary: Jay Crayton; Minneha Elementary: Terryl White and Jason Janssen; Park Elementary: David Weaver; Pleasant Valley Elementary: Cindy Johnson; Washington Elementary: Michael Ghram; White Elementary: Sara Watt; and Woodland Elementary: Shelbi Winter. Report – Service Employees International: None submitted. Public Communications None submitted. Education Kansans CAN Vision: Presentation by Dr. Randy Watson, State Education Commissioner

Tonight, Dr. Randy Watson presented on the Kansas State Board of Education’s Kansans CAN vision for Kansas to lead the world in the success of each student. The 10-member State Board’s mission is to prepare Kansas students for lifelong success through rigorous, quality academic instruction, career training, and character development according to each student's gifts and talents. Kansans CAN gives direction for a more student-focused system and resources for individual success.

According to Gartner Research, 65% of children in elementary school today are predicted to work in jobs that have yet to be invented. KSDE’s state-wide focus group research revealed that Kansans attribute characteristics of success to non-academic skills (70%) over academic skills (23%). Business and industry focus groups cited non-academic skills with greater frequency (81%) over academic skills (15%). Kansans said they wanted: 1) preschool, including all-day kindergarten; 2) changes to address school culture; 3) new dynamic roles for counselors and social workers; 4) collaboration between schools and businesses; 5) reorganization of schools around students, not a system; and 6) a greater emphasis on community service.

Kansans CAN Vision: Presentation by Dr. Randy Watson, State Education Commissioner (Continued)

The Kansans CAN vision defines success by stating that a Kansas High School Graduate has the academic preparation, cognitive preparation, technical skills, employability skills, and civic engagement to be successful in postsecondary education, in the attainment of an industry recognized certification, or in the workforce, without the need for remediation.

State Outcomes include: 1. Social Emotional Growth 2. Kindergarten Readiness 3. Individual Plan of Study 4. High School Graduation Rates 5. Post-Secondary Completion

Kansas needs 71% of workers to have a post-secondary certificate or degree. Approximately 36% need to have bachelor degrees or higher, and approximately 35% need to have a certificate or associate degree.

Risk factors that influence success include cumulative poverty, chronic absenteeism, mobility, and suspension/expulsion from school.

The Kansans CAN Vision is based on NASA’s space program, and includes two groups of pilot schools for redesign.

Mercury 7: USD 233-Olathe, USD 240-Twin Valley, USD 271-Stockton, USD 353-Wellington, USD 418-McPherson, USD 455-Coffeyville, and USD 480-Liberal. These seven districts will serve as demonstration sites for others in Kansas to study, learn and visit. The new school designs are slated for launch in the 2018-19 school year.

Gemini: Twenty additional school district have agreed to set a project launch date that occurs no later than spring 2020.

The redesign will focus on each student having personalized, project-based educational experiences that involve a longer time with teachers (in hours and years) and immersion with parents and the community.

The Board’s discussion included graduation rates; multiple paths for post-secondary education; development of partner relationships; and individualized plans of study. Dr. Watson said the closest match for USD 259 in terms of size is the Olathe district, while the closest matches in terms of demographics are Coffeyville and Liberal districts.

Robinson Middle School Trip to Atlanta, GA

Approve for Robinson Middle School Orchestra students to attend the National Symphony competition in Atlanta, GA, in an amount not to exceed $108,000. Overland Charters has been contracted for trip services.

The Pando Initiative (formerly Communities in Schools/CIS): Memorandum of Understanding

Tiffinie Irving, Assistant Superintendent of Learning Services, provided information on The Pando Initiative. Pando helps young people at-risk of dropping out of school to successfully learn, stay in school, and prepare for life by connecting needed community resources with selected schools. The Pando Initiative believes that each young person needs and deserves individualized support. Funding is provided in part by the United Way of the Plains’ Check and Connect Grant.

Ms. Logan (Mr. Rogers) moved the Board approve contract services and enter into agreement with The Pando Initiative (formerly known as Communities in Schools/CIS) to provide services at nine district schools in an amount of $99,000.

Second Review: BOE-administered Policies 0100-0150

Appendix 7

The Board had its first review of BOE Policies 0100 and 0150 on September 11, 2017. Tonight’s agenda item provided for a second review.

Motion #1: P0100 – Organization and Functions of the Board.

Ms. Logan (Ms. Eakins) moved the Board approve the proposed revisions to P0100 – Organization and Functions of the Board, with AIP 3 revised as shown in approved version in the archival copies of this BOE Agenda and Minutes.

The motion passed 7-0.

Motion #2: P0150 – Functions of the Board of Education.

Mr. Rogers (Ms. Eakins) moved the Board delete P0150. [The content of this policy is combined with revised P0100.]

The motion passed 7-0. First Review: BOE-administered Policies 0200-0970

Appendix 8

The Board of Education administers the first section of policies in the BOE Policy Book. Since December 2016, the BOE Policy Committee has met several times to review and revise these policies. Board Counsel has reviewed the policy revisions as to legal form and content. The following policies were included in the BOE Agenda for September 11th and were not discussed that evening. Tonight, the Board had a first review of the following policies.

Policy Title 0200 Board of Education Agendas and Meetings.

Notes: By consensus, the Board removed a strike-through in AIP 11b. The policy will continue to state: “A non-member may also register at the meeting site until 10 minutes prior to the beginning of the meeting.”

The discussion of BOE Policy 0200 paused while the Board discussed a time-limit for this item and moving Executive Session.

This Policy section item continues on page 8 of these BOE Minutes. Board member Barbara Fuller left the table at approximately 7:56 p.m.

3. Student Matters. In order to protect the privacy of students of the district and to avoid violation of the Family Education Rights and Privacy Act;

The open meeting to resume at approximately 8:20 p.m. in this room.

The motion passed 7-0. At approximately 8:20 p.m., Executive Session was extended for 10

minutes.

of business was suspended for the following item. Miscellaneous Appeal Hearing: Case 1 On Monday, October 23, 2017 at noon, an appeal hearing was held

regarding a 8th grade student from Brooks Middle Magnet School.

Ms. Eakins (Mr. Reeser) moved that the Board uphold the findings of the hearing officer.

Superintendent’s Report Superintendent Alicia Thompson:

• Congratulated Board Vice-President Betty Arnold, who was a finalist for the Council of Great City Schools’ top honor for Board members, the Green-Garner Award.

• Thanked Tiffinie Irving, Christie O’Toole, Amy Johnson, and Melinda Mutuku for Academic Learning Team presentations at the Council of Great City Schools Conference.

• Thanked school principals for participating in a poverty simulation to understand the day-to-day struggles of many students and how staff can support our students. President Mike Rodee agreed that the simulation, which was hosted by Newman University, was an eye-opening experience.

• Said the district will launch a Homework Hotline beginning October 24th. The hotline will be free of charge. Help is available at 973-4411 or [email protected] from 3:30-7:30 p.m. each day.

• Said the first Superintendent’s Community Listening Session will be held on October 24th at 6 p.m. at Wilbur Middle School, hosted by Board President Rodee.

• Said the district will sponsor its first Social Media Town Hall on November 13th.

• Said SuperSAC students will host a BOE Candidates Forum on October 25th at 11 a.m. at the School Service Center Training Room.

Board of Education Reports/Requests

Lynn Rogers: • In response to concerns about the Board’s support of teachers,

Sen. Rogers said the Board has supported the Schools For Fair Funding lawsuit on behalf of school funding for the past seven years. Kansas school districts would not have seen any funding increases this year without the new school funding formula that was passed in the 2017 Kansas Legislature in response to the Kansas Supreme Court rulings in the lawsuit. Sen. Rogers said our kids deserve our best, and he did not believe there was a single member of the Board who did not want the best for kids.

Sheril Logan: • Said the KASB Nominating Committee meeting had nominated

USD 497-Lawrence BOE member Shannon Kimball as KASB President-Elect on September 9th. The KASB Delegate Assembly will vote on the President-Elect at the KASB Convention on December 3rd in Wichita.

The sequence of Board of Education Reports/Requests was suspended for the following item.

Special Motion: Kansas Association of School Boards’ President-Elect

Ms. Logan (Mr. Rogers) moved the Board direct Betty Arnold, the district’s representative at the Kansas Association of School Boards’ Delegate Assembly, to vote for USD 497-Lawrence BOE member Shannon Kimball as KASB President-Elect.

The motion passed 5-0, with Board members Betty Arnold and Barbara Fuller away from the table.
