A. Benefits Committee

No report at this time.

B. Governance Committee

The Govemance Committee met prior to today's Regular Board Meeting to consider the EthicsPolicy and the Trave] Policy.

C. Ad Hoc Space Planning Committee

The Joint LAFPP and LACERS Headquarters Book developed by the LAFPP AdministrativeServices Section, will be brought to each Board meeting by the Commission Executive Assistantand kept at the Court Reporter's desk for the Commission members to view at their convenience.

D. Audit Committee

The Audit Committee met for the first time prior to today's Regu]ar Board Meeting.Commissioner Diannitto nominated Commissioner Aliano as Temporary Chair of the AuditCommittee and Commissioner Aliano nominated Commissioner Diannitto as Temporary ViceChair of the Audit Committee. Both Commissioners Broidy and Means, members of the AuditCommittee, were absent from this first meeting. The Audit Committee recommended adoption ofthe LAFPP 2007-2008 Proposed Budget.

4. CONSIDERATION OF JOHN CAPRARELLI'S LATE REOUEST TO TRANSFER FROM TIER 4TO TIER 5

RESOLUTION 07]42

Commissioner Diannitto moved that the Board grant Officer John Caprarelli's request to transfer fromTier 4 to Tier 5, as recommended by staff with the concurrence of the City Attorney, effectiveDecember 3], 2002, subject to payment of past pension contributions due as a member of Tier 5, basedupon the following findings of fact:

]) That Officer Caprarelli, due to his stroke on August 24, 2002, lacked sufficient mental capacityfrom that date through December 31, 2002 to make a well-reasoned decision whether to transfer fromTier 4 to Tier 5; and,

2) Officer Caprarelli did not recover sufficient mental capacity to make a well reasoned transferdecision until sometime in 2003, at which time he believed that it was too late for him to make thiselection; and,

3) Officer Caprarelli's request to transfer from Tier 4 to Tier 5 on June 13,2006 was timely filed afterhe realized that the Board might be able to grant him an exception.

4) Approval of Officer Caprarelli' s request should not be construed as a precedent for other latetransfer requests. Rather, it is a one-time exception based solely on the medical condition of OfficerCaprarelli .

5. EDUCATION PRESENTATION BY THE TOWNSEND GROUP - "2007 REAL ESTATE VIEWOF THE WORLD"

Ms. Micolyn Yalonis and Ms. Linda Asante, of The Townsend Group, gave a verbal status report tothe Board and answered pertinent questions relating to various risks and returns on investmentsaround the world. President Harrigan thanked both Ms. Yalonis and Asante for an excellentpresentation.

6. RECOMMENDATION BY THE TOWNSEND GROUP FOR INVESTMENTS IN KENNEDYWILSON PROPERTY FUND II AND FORUM ASIAN REALTY INCOME FUND II

Ms. Micolyn Yalonis and Ms. Linda Asante, of The Townsend Group, discussed and presented bothof these funds individually to the Board and each fund was voted on separately.

RESOLUTION 07143

Commissioner Moret moved that the Board authorize an investment of up to $30 million in KennedyWilson Property Fund II (KW II), not to exceed 20% of the fund, which motion was seconded byCommissioner Aliano and approved by the following vote: ayes, Commissioners Aliano, Diannitto,Juarez, Keith, Moret and President Harrigan - 6; nays, none.

RESOLUTION 07144

Commissioner Moret moved that the Board authorize an investment of $30 million in Forum AsianRealty Income Fund II, which motion was seconded by Commissioner Juarez and approved by thefollowing vote: ayes, Commissioners Aliano, Diannitto, Juarez, Keith and Moret - 5; nays, PresidentHarrigan - 1.

7. REVIEW OF THE DARUMA ASSET MANAGEMENT SMALL CAP EOUITY MANAGERCONTRACT

Mr. Paul Palmer, LAFPP Investments Division, verbally reported to the Board and answered severalquestions from the Board about Daruma.

RESOLUTION 07145

Commissioner Moret moved that the Board:

I) Approve a new three-year contract with Daruma Asset Management for small cap equityadvisory services; and

2) Authorize the General Manager to review and negotiate the terms and conditions withDaruma 'Asset Management for small cap equity advisory services for the period ofAugust 1,2007 through July 1,2010; and

3) Authorize the President ofthe Board, on behalf of the Board, to execute the contract withDaruma Asset Management for small cap equity advisory services, subject to the approvalof the City Attorney as to form and legality.

8. REQUEST TO SUSPEND WORKERS' COMPENSATION RECAPTURE - GEORGE E. HAINESJR .. DISABILITY PENSIONER

Assistant City Attorney Alan Manning voiced concerns about this extraordinary case and set ofcircwnstances. Ms. Laura Guglielmo, Assistant General Manager, explained and answered questionsfrom the Board about the situation.

RESOLUTION 07146

Commissioner Diannitto moved that the Board authorize staff to suspend disability pensioner GeorgeE. Haines, Jr.'s workers' compensation recapture for 120 days effective June 30, 2007, which motionwas seconded by Commissioner Moret and approved by the following vote: ayes, CommissionersAliano, Diannitto, Juarez, Keith, Moret and President Harrigan - 6; nays, none.

Commissioner Diannitto moved that the Board authorize General Manager Michael A. Perez to attendthe New America Alliance - 2007 Pension Fund Forum, August 8-10, 2007, in Santa Ana Pueblo, NewMexico, which motion was seconded by Commissioner Moret and approved by the following vote:ayes, Commissioners Aliano, Diannitto, Juarez, Keith, Moret and President Harrigan - 6; nays, none.

11. TRAVEL AUTHORITY - THE SECONDARY LIFE MARKET - JULY 8-10. 2007. NEW YORK.NEW YORK

Commissioner Moret moved that the Board authorize Commissioner Juarez to attend The SecondaryLife Market Conference on July 8-10, 2007 (July 8 is a travel day) in New York, NY, which motionwas seconded by Commissioner Aliano and approved by the following vote: ayes, CommissionersAliano, Diannitto, Juarez, Keith, Moret and President Harrigan - 6; nays, none.

12. CLOSED SESSION PURSUANT TO GOVERNMENT CODE SECTION 54956:8:CONFERENCE WITH URDANG CAPITAL MANAGEMENT. INC.. REGARDING THEPROPOSED SALE OF THE AMERICAN BUSINESS CENTER AND WHITE BUSINESSCENTER ("ABC/WW") IN ATLANT A. GEORGIA

Messrs. Dan Fishbein, Asset Manager, and Mark Greco verbally reported to the Board on this item,as well as Mr. Paul Palmer, LAFPP Investments Division, and Ms. Micolyn Yalonis, of TheTownsend Group, all voiced their comments and recommendations.

Commissioner Moret moved that the Board authorize Urdang Capital Management, Inc. to marketand sell the American Business Center and White Water Business Center for a minimum sale amountset by the Board minus closing costs and expenses, which motion was seconded by Commissioner

In accordance with the City Attorney's advice, a designated proportion of the communityproperty interest of the pension payable to Lewis T. Peake, Police Service Pensioner, is to be paidto his former spouse Lou Lou Van Brunt effective May 1,2007. Ms. Van Brunt will receive costofliving increases.

In accordance with the City Attorney's advice, a designated proportion of the communityproperty interest of the pension payable to Donald F. Reuser, Police Service Pensioner, is to bepaid to his former spouse Sandra L. Reuser effective May 19,2007. Ms. Reuser will receive costof living increases.

In accordance with the City Attorney's advice, a designated proportion of the communityproperty interest of the pension payable to William I. Robertson, Police Service Pensioner, is tobe withheld for his former spouse Sidney Robertson effective May 1, 2007. Ms. Robertson willreceive cost ofliving increases.

In accordance with the City Attorney's advice, the designated proportion of the communityproperty interest of the pension payable to Patrick J. Leddy Jr., Fire Service Pensioner, that wasbeing withheld for his former spouse Gilda C. Leddy should be discontinued retroactive to April1,2007.

DESIGNATED PARTIAL PAYMENT OF PENSION - TIER 2

In accordance with the City Attorney's advice, the designated proportion of the communityproperty interest of the pension payable to Annabella A. Nice, surviving spouse of Perry A. B. Other business relating to Department operations

General Manager Michael Perez reported to the Board regarding blackout periods. He stated thatIsabel Rosas, LAFPP Commission Executive Assistant II, would be sending out a reminder fortheir use about the marketing cessation periods from this point forward.

General Manager Perez reported on his attendance at the Wharton School at the University ofPennsylvania. He noted how valuable the training was from this conference and recommended theprogram highly. In answer to one of the Commissioner's questions, there are no pre-requirementsfor any of the classes that were discussed.

General Manager Perez also commented to the Board about the significant amount of time thatthe LAFPP Staff is expending on the City's Audit of the System.
