Dr. Batson seconded the motion, which passed unanimously. Board of Health Meeting Minutes September 12, 2013

The meeting of the Board of Health was called to order by Vice Chair Dr. Ruth Stewart at 4:00 p.m. in room 212 of the Lentz Public Health Center.

Program Report: Mobile WIC Outreach Van

Teresa Thomas introduced Aimee Dorroll and Lauren Bradford, who presented information about the WIC Outreach Van (Attachment I).

Resolution Implementing a Temporary Reduction in Adult Dog Adoption Fees in Recognition of October as Adopt-A-Shelter-Dog Month

Tom Sharp presented a proposed resolution to reduce temporarily the adoption fees for Adult Dogs one year old and older by $25 for the month of October, 2013. (Attachment II).

Sam Felker made a motion to approve resolution reducing temporarily the adoptions fees for Adult Dogs by $25 in Recognition of October as Adopt-A-Shelter-Dog Month. Dr. Batson seconded the motion, which passed unanimously.

Approval of Grants and Contracts

Dianne Harden referred to the Grants and Contracts Summary, which was submitted to Board members for their review. The grants and contracts were as follows:

1. Contract Amendment with Meharry Medical College, Compensation: None

2. Memorandum of Understanding between Metropolitan Action Commission and Metro Public Health Department, Compensation: $20,000.00

Dr. Foster made a motion to approve the grants and contracts as written. Sam Felker seconded the motion, which passed unanimously.

Approval of August 15, 2013 Meeting Minutes

Dr. Foster made a motion to approve the minutes of the August 15, 2013 meeting as written. Carol Etherington seconded the motion, which passed unanimously.

Report of Vice Chair

There was no report.

Report of Director

Copies of the Director’s Update to the Board were provided to Board members. Dr. Paul gave a brief summary of the update. (Attachment III).

Dr. Stewart asked that a letter be prepared expressing the Board’s concern about electronic cigarettes and their potential to increase nicotine addiction.

Mr. Felker requested that information about Animal Care and Control’s euthanasia, intake and adoption rates be provided to the Board monthly.

CIVIL SERVICE BOARD

Personnel Changes and Exit Interviews

Jim Diamond presented the personnel changes and exit interviews. Board members asked what process is followed when a departing employee expresses concerns about morale or alleges mismanagement or misconduct and what steps are taken to determine if there is merit. Dr. Paul advised that a report would be provided at a future meeting before the end of the calendar year.

Next Meeting

The next meeting of the Board of Health will be held at 4:00 p.m. on Thursday, October 10, 2013, in room 212 of the Lentz Public Health Center.

The meeting adjourned at 5:09 p.m.

Resolution

Implementing a Temporary Reduction in Adult Dog Adoption Fees in Recognition of October as Adopt-A-Shelter-Dog Month

WHEREAS, The Board of Health establishes the Animal Care and Control Adoption Fee Schedule; and

WHEREAS, October is recognized by several prominent animal welfare organizations as national Adopt-A-Shelter-Dog month; and

WHEREAS, the Board appreciates these efforts and wants to join in encouraging the adoption of shelter dogs; and

WHEREAS, a discounted fee should further these efforts;

NOW, THEREFORE BE IT RESOLVED by the Metropolitan Board of Health of Nashville/Davidson County that the adoption fee for adult dogs (one year old and older) is hereby temporarily reduced by $25 for the month of October, 2013. These discounts are to be applied to the following items on the Board of Health Adoption fee schedule:

Dogs — Single Adoption; Dogs — Litter mates/double adoptions; and Seniors — Dogs

The Board hereby requests Animal Care and Control to report on the results of this reduction at the November Board of Health meeting.

Director’s Update to the Board of Health September 12, 2013

Improve the health and well-being of children

Infant Mortality Awareness Month

We have numerous events scheduled for September, Infant Mortality Awareness month. These include a Safe Sleep booth at the Tennessee State Fair; a ceremonial remembrance September 20 at Bicentennial Mall to honor the babies that did not reach their first birthday; a door-to-door informational campaign that same day in north Nashville; the 5th Annual 1st Birthday Party on September 21 at Hadley Park; and the 12th Annual Project Blossom Conference on September 26 and 27 at the main library downtown.

Child Death Report Posted

The latest version of the Davidson County Child Death Report is now available on the Health Department website. It can be accessed at http://www.nashville.gov/Portals/0/SiteContent/Health/PDFs/HealthData/CDR2011.pdf.

Increase physical activity and healthy eating and reduce tobacco use in Nashville

Tobacco Settlement Program

In the next two months we will propose to the state Department of Health our plan for the expenditure of the first year’s portion ($375,000) of a $1.1 million, three-year funding commitment to reduce the use of and exposure to tobacco. The money must be used in one of three areas: To reduce smoking among pregnant women; to reduce second-hand smoke among children; and to prevent smoking among teen-agers. The state is outlining suggested programs during the Tennessee Public Health Association convention this week. We are not required to use any of their suggestions, but our proposal must be approved before funding becomes available. The state has asked for the proposal in October.

HealthyNashville.org Update

Healthy Communities Institute and Metro Public Health Department have introduced a new “funding opportunities” function on HealthyNashville.org. The new feature displays grant and foundation funding opportunities available at www.healthynashville.org Funding opportunities are organized topically and are added to the list on a regular basis and

automatically removed when they expire. This feature is designed to assist communities in identifying funding to further work in creating a healthier community.

Ensure cleaner air and a safer environment

Radon

We continue testing for radon in school buildings. At most recent count there were 29 rooms in 18 different buildings with higher than acceptable levels. In addition, we have been working with MNPS to alter their design specifications for new buildings to include more advanced radon prevention and abatement systems, similar to the one in our new building. We believe this would be both safer and less expensive over the life of the buildings.

Preventing, Detecting, and Alleviating Outbreaks and Emergencies

Improve access to preventive, medical and behavioral health services

Affordable Care Act

We are working with The Mayor’s office, other Metro agencies, and community partners to formulate a campaign to promote and assist with enrollment in the Insurance Marketplace created under the Affordable Care Act. The coordinated effort will be called Get Covered Nashville. The first open enrollment period begins on October 1 and the insurance policies are scheduled to go into effect January 1.

Management and accountability

Facilitation Community of Practice established at MPHD

As a follow-up to the Technology of Participation Facilitation training held in May, MPHD has established a Facilitation Community of Practice of employees within the department. The Community of Practice will provide the facilitators the tools, peer support and feedback needed to maintain and improve their skills, which will help MPHD build on its history and role as an identifier and convener of diverse stakeholder groups.

Mobilizing for Action through Planning and Partnership (MAPP) Update

More than 75 people from across the local public health system, including department staff and partners from the Tennessee Department of Health, hospitals, clinics, universities, non-profit organizations, and other Metro agencies convened to complete the Local Public Health System Assessment at Martin Professional Development Center. The group contributed a full day to assess how the Nashville public health system is delivering 10 essential public health services. The goal is to determine Nashville's strengths and weaknesses, which will be used to inform quality improvements in the system. We have received the initial report from CDC and the final report will be publically available in early October.

The Community Themes & Strengths and Community Health Status committees continue their work and plan to finish by mid-November. The Nashville Food Policy Council continues its work on the Food System Assessment and plans to have the assessment complete within the same timeline as the other MAPP assessments.

Cats

Metro Animal Care and Control is one of the named beneficiaries of an estate in Murfreesboro. According to a letter we received from the estate’s attorney, MACC is entitled to 11 percent of the estate of James Talbot, who passed away this summer. The estate has an estimated value on almost $1.5 million. The money must be used for the benefit of cats.
