Allegany County SWCD January 2020 Resource Management Committee Report

We received 5 grant awards in the latest round of CFA Grants:

o Town of Independence Salt Storage Facility, $80,000 – We will work with the Town of

Independence to construct a salt storage facility to protect the town’s currently

exposed salt pile. The structure will help prevent salt from entering a principal aquifer

and the nearby stream. The Town of Independence will pay for the cost share

requirements of this project.

o Gleason Hill Culvert Aquatic Connectivity Restoration, $68,486 – We will work with the

Town of Belfast to replace a failing culvert on a tributary to Black Creek in the Town of

Belfast. The Town of Belfast will pay for the cost share requirements of this project. The

project will restore aquatic connectivity in the stream.

o Van Campen Creek Streambank Stabilization Study, $30,000 - This is to complete an

engineering design report to address streambank erosion on Van Campen Creek in the

Town of Friendship.

o Philips Creek Streambank Stabilization Study, $30,000 - This is to complete an

engineering design report to address streambank erosion on Philips Creek in the Village

of Belmont. This will cover the cost to design the stabilization project protect the

bridge, Fairview Street and the Village of Belmont’s septic system lift station that is

located on the streambank.

o Black Creek Streambank Stabilization Study, $30,000 - This is to complete an

engineering design report to help stabilize streambank erosion on Black Creek in the

Town of West Almond.

Due to the wet conditions Two Rivers Timber Co. has shut down the timber harvest from the

Travis Lot until conditions improve.

We are working on several grant closeouts.

We are working on plans and designs for the upcoming construction season.

Youth Bureau Report December 9, 2019 – January 15, 2019

Youth – On 12/9 held annual cookies & wassail event as part of STOP-DWI, but it correlates over to Youth during the holidays as well. Youth – On 12/12 I attended the Rural Youth Justice Team meeting in Cheektowaga. It was my first time attending this meeting. Bob Starks from Probation attends also and we will work together on attending in the future. The team is made up of various probation and youth representatives from around Western NY that look at ensuring fairness in the legal system for area youth. Youth – On 12/14 participated in the Annual Dan Barkley Showcase Media Day event at Alfred State College which we also sponsor through the STOP-DWI program. The Barkley Showcase is a basketball tournament featuring Allegany County high school teams playing against teams from Steuben County. Youth – I completed the Friendship Job and Life Skills Boot Camp with Laura Hunsberger and Krista Humbert from Cornell Cooperative. Youth – We are also working in our office to make sure that all claims for youth services funding are submitted by the end of the year. 4-H and Youth Development:

• Livestock Skillathon practice started on January 4th, next one will be January 25th • Skillathon will be taking place in February at BOCES in Belmont • Dairy Bowl practice is taking place on Sundays. Dairy Bowl is in March • Horse clinic on Saturday, January the 11th at the Hurd Farm in Belmont • There’s a monthly dog clinic at the SPCA in Belmont • 4H’ers will have a sledding party on January 25th at the Eschelman home • Sewing clinics will be taking place in January and February • Wilson Beef stick Fundraiser ends February 7th • Working on end of year reporting • Public presentation preparations are underway. Presentations are Saturday, February 1st at the Belfast Central School District

4-H Dairy • Dairy Bowl Practices are still happening on Sundays • New this year is an established partnership with the Collegiate agriculture leaders club at

Alfred State College. We will be going to the college on January 26th for a farm tour and the practice session will be held at the school. Many guest speakers/field trips have also been scheduled to enhance the learning opportunity for these 4-H’ers. Practices will be held every Sunday from 2-4 and competition is scheduled for March 7th at the Pioneer Middle School in Yorkshire.

Job and Life Skills Boot Camp (now Adulting Boot Camp (ABC)):

• Friendship, Genesee Valley, Wellsville and Bolivar Richburg interested in ABC for Fall of 2019 – Finished Friendship 9th graders. Starting Friendship 10th graders!

• Collaborating with AC Youth Bureau to fund a volunteer coordinator position and deliver ABC in Allegany County.

Administration: • Assisting CCE Wyoming as Interim Executive Director while search for new ED is ongoing • Regional SNAP Education Funding approved ($300,000) for Allegany, Cattaraugus and

Chautauqua counties – Filled SNAP Manager Position, and SNAP Educator position • New FT Administrative Assistant position started! • Acting as Lead ED for Shared Business Network (9 counties sharing IT, HR and Finance

oversight) • Industrial Hemp Initiative (Appalachian Regional Commission funded project) funded as of 10/1.

Moving forward to assemble Advisory Group and hire consultant. • Hiring for EFNEP Nutrition Educator Farm-to-School:

GRANTS • Submitted: NY Ag in the Classroom Grow With Us Grant—working with Scio CSD (Kyle

Canfield) for three Grow Tower systems • Submitted: NY Ag in the Classroom Grow With Us Grant—working with Wellsville CSD

(Sandra Quick, Jamie Bump, Caitlin Bowen) for three Grow Tower systems CAFETERIA MANAGERS ● Met with Allegany-Cattaraugus Nutrition Association managers as part of their monthly meeting

to provide updates. ● Scio CSD and Wellsville CSD were both audited by the New York State Department of Education.

The Department is auditing all of the schools that attested they surpassed 30% New York State procurement. Over 40 schools applied for the additional reimbursement that is given to these schools, and only 10 of these districts passed their audit. Both Scio & Wellsville passed their 30% NY Audit, making Allegany County represent 20% of the districts in the State who procured over 30% NY ingredients.

● Met individually with cafeteria managers Jesse Beaton (ICS), Rhonda Herbert (Allegany-Limestone), and Cindy Winchell (Scio) to go over their 30% tracking for school year 2019-2020. All three managers are on track to surpass 30% local procurement. TEACHERS ● Regularly meeting with Bolivar-Richburg teacher, Heather Renyck, and a group of sophomore students who wanted help with environmental activism. The students want to organize, conduct surveys, and present to the school board. Their goal is to switch from disposable Styrofoam trays to reusable trays in the district. ● Met with Joshua Hazelton, STEM teacher from Belfast CSD, to catch up on his farm to school curricula. Ordered an extension piece for his new Tower Garden. ● Met with Anne Campbell (Farm to School Coordinator at Genesee Valley) and Kristin Buccholz (Art teacher at Genesee Valley CSD) to plan a garden mural for their elementary school cafeteria. ● Met with Laurie Meehan (Instructor at Alfred University), who is teaching an honors course in maple. She asked me to speak with her students about local food systems and community activism in April. ● Met with Carly Santangelo (Agriculture Teacher at Cuba-Rushford CSD), Jennifer Lex (fourth grade teacher at Cuba-Rushford CSD), and Alex Leyva (Cafeteria Manager at Cuba-Rushford CSD) to organize the implementation of school-wide composting at the Elementary School. NEW PROJECTS ● NY RECIPE TASK FORCE—Jesse Meeder (Farm to School Cord. Of Catt Co.) and I are collaborating to compile a list / create new compliant recipes that feature NY raw ingredients. We are interested in vegetable-forward dishes that are several ingredients combined into one meal (i.e., a taco, a wrap, or a salad), rather than 3 separate dishes on one tray. Recruiting successful recipes from cafeteria managers and recruiting managers who are interested in trying these new healthier recipes. ● THE FRESH CHICKEN PROJECT — Similar to the Recipe Task Force, Jesse and I are recruiting

cafeteria managers to cook local chicken from scratch. This can either be in big batches during the summer, or during the school year to serve something like split breasts for a NY-Thursday. Alex Leyva (Cuba-Rushford) and Cindy Winchell (Scio) have agreed to help pilot this project. REGIONAL PARTNERSHIPS · Met and trained a new Farm to School Coordinator in the WNY region. Nicholas Weith started

his position with Forestville CSD under the 2019 Farm to School grant in December 2019.

STORY (Science & Technology Opportunities for Rural Youth) Program:

STORY Update: • Organization plans are taking place to develop and implement another STEM program on bats

at one, if not two local schools. It is anticipated that this program will begin in February. There have also been discussions with staff from Wellsville Central School to begin another STEM program this spring on the local water systems.

The Chairman of the Board plans to make the following appointments to the

Region 9 Fish and Wildlife Management Board to serve a term of two years, commencing January 1, 2020, and expiring December 31, 2021, subject to confirmation by the Board of Legislators.

If the Committee approves of these appointments, please have a motion to that effect included in your minutes, along with a request to the County Attorney to prepare a resolution.
