2.6 Faculty Seniority List In accordance with Article IIIB Tenure, Section 805/3B-5 of the Illinois Community College Act, each board, unless otherwise provided in a collective bargaining agreement, shall each year establish a list, categorized by positions, showing the seniority of each faculty member for each position entailing services such faculty member is competent to render. Attached is ICC’s 2017-2018 Faculty Seniority List for Board approval. Also in compliance with Section 805/3B-5, ICC’s Faculty Forum Senate has reviewed the list for accuracy and a vote to approve this list was taken on December 5. ICC will use the Faculty Seniority List as guidance if faced with a reduction in the number of tenured faculty members. 5.1 Informational Item – Audit Services RFP The Administration wants to confirm the proposal process for the selection of the College’s audit firm to ensure meeting the interest of the Board. Clifton Larson Allen has provided Audit Services for the last five fiscal years. The periodic rotation in audit firms is a proactive measure to ensure objectivity in the review of the College’s financial statements and related internal control systems.

The RFP Review Team will be comprised of a diverse group of representatives from administration including at least two members of the Board of Trustees. Additionally, the College will make all efforts to encourage a diverse pool of firms and will notify all firms registered through the Business Enterprise Program.

Timeline as follows:

1. Selection of RFP Review Team – December 15, 2017 2. Approval of RFP document – January 5, 2018 3. Review Submissions – February 7, 2018 4. Interview of firms, if necessary – week of February 12th 5. Recommendation to Board – March 2018

The Administration is recommending one change from the past process, which would be to allow the incumbent firm to bid for services. The incumbent firm would be required to rotate the engagement partner to ensure objectivity. This will allow for a more competitive bid process and increase the number of qualified bidders.

Board Retreat

November 16, 2017, 9:00 a.m.

ICC Peoria Campus, Hickory 131 Chair Lamb called the special meeting to order and asked the secretary to call the roll. Kelly Daniels, Paula Davis, Michael Everett, Diane Lamb, Frank Mackaman, and Gale Thetford were present. Carl Cannon and Student Trustee Isaac Jones were absent. Chair Lamb advised that Mr. Cannon had notified her that he would be arriving a little late. Also in attendance were Dr. Sheila Quirk-Bailey, President; Bruce Budde, Executive Vice President of Administration and Finance; Dr. Emmanuel Awuah, Vice President of Academic Affairs; and Richard Joseph, Legal Counsel. Chair Lamb introduced Wayne Newton, the meeting facilitator. Mr. Newton comes highly recommended by the Association of Community College Trustees (ACCT), and has facilitated over 200 board retreats. He was previously a trustee at Kirkwood Community College in Iowa for 30 years, serving as Board Chair for 20 years. Dr. Quirk-Bailey stated that the purpose of the meeting is for the Board to look at the College in the future in alignment with the College’s mission. Chair Lamb stated that this is one of two board retreats, and she would prefer that the next retreat be held on a Saturday. Mr. Newton encouraged the Board to look at times that work for all Trustees so that 100 percent attendance can be expected. Mr. Newton stated that by the end of the meeting, he hoped that there would be a list of ideas determined for the College and the Board. He stated that success is a process, and Trustees should act and listen. Mr. Newton encouraged openness. Mr. Newton reviewed a list of Trustee expectations and the Eight Principles of Attitude Inventory developed by ACCT. He emphasized the importance of support for the president and that Trustees should talk to the president prior to meetings and avoid surprises. A presidential evaluation should be done for growth and development. Carl Cannon entered the meeting at 10:08 a.m. At 10:45 a.m., David Cook, Executive Director of Institutional Research and Planning, joined the meeting. He provided community profile data. He noted that the Peoria area MSA has a higher level of unemployment than the state and federal levels. A post-

secondary degree is needed to help break the poverty cycle. Skills gaps have been identified in manufacturing, IT, and health careers. Thus, these are three areas that the College is currently focusing on. Dr. Quirk-Bailey added that Career Clusters and Pathways are being developed to identify credential levels for people to climb job ladders. Dr. Margaret Swanson is leading a project with high schools to develop pathways in the high schools. The Greater Peoria CareerSpark event was recently held for seventh and eighth grade students introducing them to various careers and the credentials that are needed for various occupations. Sixty-three percent of ICC students receive some form of financial assistance. The Institutional Research department tracks students by entering cohorts. Mr. Cook advised that the ICCB and IDES Student to Career Data tool is currently being tested and should be available this spring. This will help the College track students after leaving ICC. David Cook exited the meeting at 11:35 a.m. Dr. Quirk-Bailey provided information on the student completion agenda and the importance of obtaining a post-secondary credential to earn a family-sustaining wage. Several initiatives have been implemented such as student orientation, first-semester experience, learning communities, and improved registration processes. In the future, there will be several technology changes to enhance student processes. In an effort to better help students be prepared for college, pathways in English and math have been created for transition from high school to ICC. Mr. Newton asked the Trustees what the current mission statement meant to them, and the following comments were made: leader, hope, opportunity, pathway to quality of life and financial success, road to happiness, irrelevant, employment leader, economic driver, and transforming life through the power of education. The Trustees indicated that they would like to see the mission statement revisited in the future Gale Thetford asked about the status of program vitality, and Dr. Awuah provided an overview of the new process. A task force was developed, and a pilot was conducted. There are now 49 programs that have been identified that are going through the process. Phase II is based on the ICCB program review instrument. The importance of program vitality is to identify the resources that are necessary to support programs that are needed within the community. The EMSI program will be available on the ICC website in the very near future to help identify job projections. There are currently 28 certificates that can be completed at the high school level. Career clusters need to be developed for non-traditional students. A career program should be identified for each cluster. It is important to offer and market programs that have jobs available. Bruce Budde provided an overview of future considerations to ensure long-term sustainability (financial, technology investment, and academic program structure/enrollment drivers). State support continues to be a concern and equalized

assessed value (EAV) is expected to decline. There are concerns with the shifting of pension funding to the College and continuing increases in employee benefit costs. The College will need to make a larger investment in technology and systems that support student success. Lastly, ICC will need to focus on program mix and academic offerings such as frequency, start, and stop times. Mr. Newton summarized the College ideas: transfer programs/technical careers; collaboration with middle schools; and change the public opinion that not everyone needs college. The summary of Board ideas included: review policy on Board orientation; discipline; and schedule the next retreat on a Saturday. ICC Peoria Campus, Hickory 131 Chair Lamb called the regular meeting to order, and asked Frank Mackaman to lead the audience in the Pledge of Allegiance. Chair Lamb asked the secretary to call the roll, and Kelly Daniels, Paula Davis, Michael Everett, Diane Lamb, Frank Mackaman, and Gale Thetford were present. Carl Cannon and Student Trustee Isaac Jones were absent. Recognition Dr. Sheila Quirk-Bailey, President, introduced Ellen George, Dean of Corporate and Community Education. Ms. George introduced the 21st graduating class of the Highway Construction Careers Training Program (HCCTP). Since the program began in 2010, there have been 288 students enrolled in the program with 238 graduates and 69 apprenticeships. Monica Arbuckle, HCCTP Coordinator, advised that they started with 13 students in this class, and all 13 students finished the 12-week program. The College has partnerships with nine trade unions, and the students spend a day at each union’s facility to learn more about their particular program. Upon graduation, students can then apply for apprenticeship positions. Each of the students who were present introduced themselves. Hearing of Citizens—no comments. Conflict of Interest—no comments. Consent Agenda Chair Lamb asked if any Trustee wished to pull an item from the Consent Agenda, and there was no response. ($25,319.00) Treasurer’s Report The overall financial position as of October 31, 2017, reflects positive operating results for the first four months of the fiscal year as compared to budget and prior year actuals for the same period. Detailed variances are explained in the two additional schedules provided in the meeting packet. Operating revenue is currently lagging behind budgeted expectations with a few key variances. On the positive side, State funding is ahead of schedule for base operating

grants for this year and investment returns are tracking higher as interest rates have doubled since last year. However, tuition is lower than anticipated as enrollment was 3.4 percent below expectations and personal property replacement taxes are less than budgeted as the State has allocated a portion of these funds for payment of the operating grants. The overall operating expenditures are favorable $790,000, or 4.1 percent, with employee benefits being the one significant negative expenditure variance. The most significant favorable variances are in salaries, contractual services, and general materials and supplies. Salary expense is favorable $540,000 due to the timing of filling vacant positions. Contractual services are favorable $235,000 primarily due to the timing of PeopleSoft and other IT consulting expenditures. General materials and supplies are also favorable $400,000 due to the timing of expenditures. The favorable variance is offset by higher than expected medical claim activity for the first four months of the year, which is reflected in the negative employee benefits variance of $400,000. The adverse trend is a result of several large claims carrying into the new fiscal year. Action Item 6.2 2017-18 Affirmative Action Plans Chair Lamb announced that she was changing the order of the agenda and moving the approval of the Affirmative Action Plan up so that Dr. Rita Ali and Ellen George could travel to Chicago for a grant presentation scheduled for Friday morning.

Michael Everett moved to approve the ICC Affirmative Action Plans covering the period July 1, 2017, to June 30, 2018, for Women and Minorities, Veterans, and Individuals with Disabilities as presented. The plans were presented and reviewed at the October Board meeting. Frank Mackaman seconded the motion. There was no further discussion. Chair Lamb requested a roll call vote, and the following Trustees responded “Aye”: Paula Davis, Michael Everett, Diane Lamb, Frank Mackaman, Gale Thetford, and Kelly Daniels. “Nay”: None. Absent: Carl Cannon and Student Trustee Isaac Jones. The motion passed. Board of Trustees Chair Announcements—no announcements. ICCTA/ACCT Report Chair Lamb advised that no Trustees were able to attend the last ICCTA meeting held November 10-11. The next meeting will be a teleconference on a Saturday in January or February. Chair Lamb advised that she participated in the Educational Foundation Board of Directors meeting on November 15 by phone. Brian Gruber with Pearl Insurance was elected as a new director. The auditors provided an overview of the Foundation audit. This was the first meeting for newly appointed Director Ron Givens with GIVSCO Construction Co. in Pekin, Illinois. Legislative Report Michael Everett, Legislative Committee Liaison, advised that the fall veto session in the General Assembly concluded on November 9, 2017. Out of the 39 total vetoes by Governor Rauner this year, the General Assembly overrode 15, while 23 stood with 11 expiring after no action was taken. Out of 10 amendatory vetoes, 3 were overridden, and no action was taken on 4. The Debt Transparency Act holds government accountable for its spending and requires monthly rather than annual bill reporting. The Student Bill of Rights for Loans becomes law at the end of 2018 and provides more stringent regulations and additional protections for borrowers. Loan companies must inform borrowers of all repayment options and possible loan forgiveness plans. Sexual harassment legislation passed without opposition. The new law prohibits sexual harassment by statewide elected officials, lawmakers, staff, and lobbyists. Annual training will be required, and time limits on filing claims are removed. A hotline will be created in addition to task forces.

Student Trustee Report Student Trustee Isaac Jones was not able to attend the meeting. Dr. Tracy Morris, Vice President of Student Services, commented that de-stress activities will be held in December prior to finals. The men’s soccer team qualified for the national tournament but was eliminated in pool play. The cross country team has done well. Tomorrow will be the last day of classes until after the Thanksgiving holiday. President’s Report Dr. Quirk-Bailey called attention to the CareerSpark brochure and the Peoria Public Schools Curriculum Guide that was included in the meeting folders. Dr. Quirk-Bailey introduced Dr. Margaret Swanson, who is serving as a consultant on the Regional Pathways project. Brent Baker with the Greater Peoria Economic Development Council is serving as the co-chair. The project will help prioritize high school plans of study and career opportunities with regional workforce gaps. Pathways from high school through ICC are being created for IT, health sciences, and manufacturing job opportunities. Currently, Dunlap, East Peoria, Elmwood, Illini Bluffs, Pekin, and Peoria Public Schools are involved in the initiative and were selected by the regional superintendent. There are 16 career clusters and 79 pathways. Templates are being designed, and Dr. Swanson is hopeful the information will be available on the ICC website in March with hyperlinks. A meeting will be held Monday with the high schools and ICC deans. Frank Mackaman asked how many programs are included, and Dr. Swanson responded that there are approximately 50 programs. Dr. Quirk-Bailey advised that Peoria Public Schools also has a program for growing educators, and she thanked the ICC deans for their hard work and leadership on the Pathways project. Informational Items—no items. Action Item 6.1 Human Services Generalist Program Curtailment Kelly Daniels moved to approve the administration’s recommendation to curtail the Human Services Generalist degree option based on declining enrollment for the past five years. Administration will inform the faculty of the Board’s action and inform current students of a teach-out plan. Michael Everett seconded the motion. There was no further discussion.

Action Item 6.3 Resolution 2017-12: ICCB Special Tax Levy Frank Mackaman moved to approve Resolution No. 2017-12 that supports a supplemental increase to the College’s operating levy as certified and approved by the ICCB. The College is eligible to levy at a combined educational and operations and maintenance purposes rate up to and including 29.62 cents per $100 of equalized assessed valuation. The resolution will be published and the appropriate 30-day public notice will be given. Paula Davis seconded the motion.

RESOLUTION NO. 2017-12: ICCB SPECIAL TAX LEVY PURSUANT TO 110 ILCS 805/3-14.3 WHEREAS, the Board of Trustees of Community College District No. 514 has received notice from the Illinois Community College Board (“ICCB”) that at the ICCB’s September 15, 2017 meeting, the ICCB certified that Illinois Central College was (1) eligible to receive equalization grants either in fiscal year 2017 or fiscal year 2018, and (2) had combined educational and operations and maintenance purposes tax rates less than 29.62 cents per $100 of equalized assessed valuation; and AND WHEREAS, the ICCB certified that Illinois Central College was, therefore, eligible to levy at a combined educational and operations and maintenance purposes rate up to and including 29.62 cents per $100 of equalized assessed valuation in accordance with the provisions of Section 3-14.3 of the Public Community College Act; and

WHEREAS, the Board of Trustees agree that it is in the best interests of Illinois Central College to levy such special tax.

NOW, THEREFORE, BE IT RESOLVED BY THE BOARD OF TRUSTEES OF COMMUNITY COLLEGE DISTRICT NO. 514 as follows:

Explanation of expenditure:This expenditure is for a four-year lease agreement to upgrade leased copy machines with multi-function equipment as needed on the East Peoria, Peoria, and Pekin campuses. The lease will begin January 2018 and continue until December 2021 for an annual cost of $98,352.00. Explanation of expenditure:This bid was prepared for the purchase of unleaded gasoline and diesel fuel to be deliveredon an as needed basis to the storage tanks on the East Peoria and Peoria campuses.This fuel will be utilized in fleet vehicles, grounds equipment, and back up generators.The College requested and evaluated two purchasing price structures. Base Bid A costis a guaranteed fixed cost per gallon held constant for the entire one-year contract. Base Bid B is a fixed rate of overhead held constant for the entire one-year contract and added to OPIS (Oil Price Information Service) rack price on the date of delivery. The actual numberof gallons purchased annually is not guaranteed, but estimated to be 18,000 gallons of unleaded gasoline, 12,500 gallons of clear diesel fuel and 1300 gallons of dyed diesel fuel. State motor fuel tax is not paid on dyed diesel fuel and it can only be used in generators.

Recommendation:Invitations to Bid were sent to eleven companies and one response was received. The amount of fuel purchased by the College in an annual period is a small enough volume that the number of vendors willing to make frequent, small deliveries (approximately 50) throughout the year is limited. It is recommended that Ag-Land FS be approved for award of Base Bid A. Ag-Land FS is our current fuel provider and has a positive service record with the College. In addition, this award will provide the College a low guaranteed fixed price on fuel for the period of January 1, 2018 to December 31, 2018.Although Base Bid B pricing is competitive at the present moment, the cost per gallon would fluctuate based on the market price index and it is difficult to predict future fuelcosts. Research indicates that there is a strong likelihood that the market price per gallon will continue to increase from our current historic low prices. By awarding the guaranteed fixed prices that were bid, the College will be able to purchase fuel overthe next year at stable prices which will facilitate budgeting.

Explanation of expenditure:This expenditure is annual maintenance for TouchNet Commerce Management Systemfor the period of February 1, 2018 through January 31, 2019. This software allows students to make PCI compliant tuition payments using credit card, debit card, and ACH methods. It also gives students access to online student account center whichincludes electronic billing, electronic refunds, online deposits, and automated paymentplan manager. This software also enables the college to build and operate security compliant online payment pages.

Explanation of expenditure:This expenditure is for the purchase and installation of office furniture for AcademicRoom 101 offices being renovated on the East Peoria Campus. This furniture is needed to accommodate staff moves that are necessary to provide administrative andstudent office space on the fourth floor of the Edwards building.

Recommendation:It is recommended that the purchase of this furniture be processed through the NationalCooperative Purchasing Alliance and TCPN Consortium. These cooperative agencies offer special pricing through competitively bid agreements which are extended to government and higher education institutions.

The Board of Trustees of Illinois Central College, Community College District #514 invites you to submit a Proposal for Audit Services. All proposals are due by 4:00 p.m., February 2, 2018 and should be sent to:

Illinois Central College began classes at the East Peoria location in September of 1967 and serves the residents of all or parts of 10 counties in Central Illinois (Peoria, Tazewell, Woodford, Bureau, Logan, Marshall, Livingston, McLean, Stark, and Mason) encompassing a land area of 2,322 square miles and a population of approximately 365,000. (See Appendix 1 – ICC Essentials, Fall 2012 for more information.) The College has two campuses: East Peoria and Peoria and one remote location: Pekin. WoodView Commons, student residences, owned by the ICC Educational Foundation opened in August of 2004. The complex offers 330 bed spaces to students in an on-campus, apartment-style, living option. Price Waterhouse audited the College for approximately 20 years through FY1994. The College’s financial/compliance audit for FY1995 through FY2007 was conducted by Clifton Gunderson (Peoria, IL). McGladrey & Pullen LLP conducted the FY 2008 – FY 2012 audit and CliftonLarsonAllen was engaged from FY 2013 – FY 2017. The College has received an unqualified opinion in each of its past audits.

The Board reserves the right to waive technicalities and information in the proposal process, to reject any or all proposals, or any part of any proposal, for any reason. The College also reserves the right to obtain clarification of any point in a firm’s proposal or to obtain additional information. The determination of whether any proposal by a firm does or does not conform to the conditions and specifications of this Request for Proposal is the responsibility of the College. GENERAL INFORMATION

Public Information All material submitted is available for public inspection. This information will be available for public inspection during normal business hours at the office of the Executive Vice President for Administration and Finance, One College Drive, Room L-420, East Peoria, IL 61635. Every proposer is hereby warned that no part of their proposal or any other material submitted may be marked as confidential information, and that any material so designated by the proposer will be made public information by its inclusion in the proposal. Errors and Omissions All documents shall be completed as requested by the College. No claim for errors or omissions in the bidding will be considered. Should a bidder find during examination of specifications or other contract documents, discrepancies, omissions, ambiguities or conflict among contract documents or be in doubt as to their meaning, it is the responsibility of the bidder to notify the Executive Vice President for Administration and Finance who will then issue the necessary clarifications to all prospective bidders by means of addenda. Disclaimers Any Request for Proposal issued may or may not result in an award contract. However, the College reserves the right to cancel any Request for Proposal at any time, for any reason, and to reject all proposals. Receipt of RFP materials from the College or submission of a proposal to the College confers no rights upon the vendor nor obligates the College in any manner. The determination of whether any proposal submitted by a vendor does or does not conform to the conditions and specification of this Request for Proposal is the responsibility of the College. Any contract resulting in an award from this Request for Proposal is invalid until properly approved and executed by the College. The successful vendor must not commence any billable work until a valid contract is executed. A contract resulting from the Request for Proposal shall not preclude the College from obtaining equipment or services from other vendors if the successful vendor for this Request for Proposal is unable to satisfy the project needs in an acceptable manner. Failure of a proposer to respond to such a request for additional information or clarification could result in rejection of the proposal.

Firms may be asked to make oral presentations to more fully explain their proposal if requested by the College. These presentations would be held subsequent to the opening of the responses to provide an opportunity for the firm to clarify their proposal. The College would schedule a time and location for each oral presentation. Award The award of the contract, if it’s awarded, will be to the firm who in the College’s opinion serves the best interest of the College. Illinois Central College reserves the right to reject any or all proposals and to waive minor informalities in any quotation in order to make this award. Payment Payment will be made in accordance with the policies and procedures of the Board of Trustees of Illinois Central College, District #514. The College will make payment in approximately thirty (30) days following completion and acceptance of contract work. Acknowledgment of Addenda Original signature of company official on an addendum document shall be construed as acknowledgement of receipt of any and all addenda pertaining to any specific bid. Identification of addenda by number should be noted on the proposal form, as provided. Insurance The Contractor shall not commence work under the Contract until he has obtained all insurance required by this Article and until insurance has been approved by the College. All specified insurance shall be provided by the Contractor and at the Contractor’s own expense. Said insurance shall remain in full force and effect until the term of the Contract is completed. Indemnity Agreement and Liability Insurance

1. The Contractor shall indemnify and hold harmless the College, its trustees, and employees against all loss, damage and expense which they may sustain or become liable for on account of injury to or death of persons, or on account of damage to or destruction of property resulting from the performance of work under the contract by the Contractor or his Subcontractors or due to or arising in any manner from the wrongful act of negligence of the Contractor or his Subcontractor or any employee of any of them, or due to the condition of the premises or other property of the College, upon, about or in connection with which any work incident to the performance of the Contract is carried on.

2. The Contractor shall cause a Certificate of Insurance to be issued. The Certificate of

Insurance shall be provided by an insurance company with the rate of B+: VI or better in the current edition of Best’s Key Rating Guide. This Certificate of Insurance must be received and approved before commencement of operations. The Certificate must evidence the following coverage in at least the limits stipulated. The Contract must agree to maintain such insurance for the duration of the project or the term for which services will be rendered.

A. Worker’s Compensation (including Occupational Disease) under the terms of the

Illinois Workmen’s Compensation Act. B. Employer’s Liability: $500,000

C. Public Liability:

Bodily Injury: $1,000,000 Combined Single Limit OR Bodily Injury: $1,000,000 per occurrence Property Damage: $500,000 per occurrence

SCOPE OF SERVICES

1. The Audit Report must include an examination of all funds and groups of account of the College.

2. Audit of the College’s component unit entity – Educational Foundation and its affiliated

entities as a separate examination within the reporting deadlines stated below. 3. The examination must include a State requirement compliance audit of the enrollment data

and other bases upon which claims are filed. In addition, it must include reports on compliance with other State requirements for State grants, as prescribed by the Illinois Community College Board.

4. An opinion is to be expressed upon the financial statements as required by the provisions of

Government Auditing Standards, issued by the Comptroller General of the United States. 5. Preparation of the General Purpose Financial Statements and Supplemental Schedules from

College records. 6. Preparation of the Uniform Financial Statements as required by the Illinois Community

College Board. 7. Preparation of the Certification of Chargeback Reimbursement as required by the Illinois

Community College Board. 8. Preparation of the Schedule of Expenditures of Federal Awards and all applicable

compliance and internal control reviews required by Government Auditing Standards and the U.S. Office of Management and Budget (OMB) Circular A-133.

9. Be available to meet with College elected officials and administration to answer questions

on the audit, management letter, audit proposal, or other financial audit-related issues, if necessary and as appropriate, throughout the year.

10. A draft copy of the audit report is to be submitted no later than the fourth week in

September and the final audit report completed and delivered no later than October 10, for final submission to the Illinois Community College Board by October 15.

11. Presentation of the final audit report by the firm’s engagement partner at the September or

October Board of Trustees meeting and the Educational Foundation Finance Committee meeting.

12. Sixty copies of the final audit report, ten copies of the management letter, and an electronic

version (pdf) of the final audit report are to be submitted.

13. The examination shall be made in accordance with generally accepted auditing standards, including the requirements of the Illinois Community College Board and OMB Circular A-

133. 14. When the College is requested to serve as a fiscal agent for special State or Federal grants,

the proposing firm may be asked to propose on and conduct separate grant audits in accordance with the specific grant and agency requirements.

15. Funds to be included in the audit are:

a. Educational Fund b. Operations and Maintenance Fund c. Operations and Maintenance (Restricted) Fund d. Bond and Interest Fund e. Public Building Commission Fund f. Auxiliary Enterprises Fund g. Restricted Purposes Fund h. Working Cash Fund i. Audit Fund j. Liability, Protection and Settle k. Self Insurance Fund l. Trust and Agency Fund, and m. Any other fund(s) that may be created during the Three audit years under proposal

16. All accounting and student records/systems are currently maintained in an ERP relational database system called PeopleSoft. The PeopleSoft modules currently in use include: Student Records, Student Financials, Academic Advisement, Financial Aid, Human Resources, Payroll, General Ledger, Accounts Payable, Purchasing, and Commitment Control (for budgeting).

18. The Illinois Central College budgets for fiscal years 2015 through 2017 are attached. 19. The Illinois Central College Comprehensive Annual Financial Reports for the fiscal years

In order to achieve a uniform review process and to obtain the maximum degree of comparability, it is required that the following list of items be addressed by the proposing firm: 1. Provide a description of the firm’s practice, including:

a. Size of firm; b. List of major clients; c. Membership in professional organizations; d. Longevity of practice; and e. List of educational clients, specifically community colleges and other colleges or

universities.

2. Resumes of all firm members who would be handling the College audit as well as descriptions of the type and number of educational audits (specifically community colleges) that have been performed by the proposed audit team.

3. List of all educational audits (specifically Illinois community colleges) conducted in the

last five years as well as contacts at each educational client. 4. Describe any business, investment, or family relationship with Illinois Central College

officials or appointed employees. 5. Provide the results of the most recent peer review of your firm. 6. Detail (in percentages) the amount of time to be spent on the audit by the following

categories:

7. Provide a maximum, “not-to-exceed” fee proposal inclusive of all expenses for each fiscal

SUPPLEMENTAL QUESTIONS FOR THE FIRM 1. What would you expect your audit schedule to be for a June 30 year-end, with a

presentation to the Board of Trustees in October? How many weeks and/or hours would be spent on-site at the College, and by how many audit staff members? If possible, please provide a tentative audit timetable.

2. What is your policy for ensuring consistent assignments of audit staff to the ICC audit from

year to year? 3. How do you handle (from a billing standpoint) miscellaneous audit-related or financial

questions and phone calls (for general assistance and consultation) throughout the year? 4. What level of assistance from the College staff have you built into your proposal? Please

describe the extent and examples of client-prepared schedules and tasks you would expect from College staff.

5. Describe your firm’s experience with tax-exempt financing and bond issues, including use

of debt certificates. 6. Describe your firm’s experience with MIS reviews, including security audits, networked

systems, and ERP implementations.

CRITERIA FOR SELECTION Proposals will be evaluated by the Executive Vice President for Administration and Finance, representative(s) of the Board of Trustees, and selected staff from the Finance Department in order to ascertain which firm best meets the needs of the College. Recommendations then will be presented to the Board of Trustees to make the final decision. Evaluation considerations will include the following:

1. Firm must be licensed to practice public accounting in Illinois. 2. Relevant educational auditing experience of the firm. A firm that has performed an

Illinois community college audit within the previous five years will receive preference.

3. Reputation of the firm (based on references).

4. Qualifications of the personnel to be assigned to the engagement.

5. Willingness to meet or exceed scope of services specifications.

6. Responses to supplemental questions for the firm.

7. Estimated cost of the audit as compared with other proposals. The College intends to use auditing firms on a multi-year rotational basis; however, the contract would be for one year only with future years’ negotiable at the discretion of the College. Fee quotations have been requested for the next three years in order for the College to evaluate fee changes. It is understood that the College’s operations will change and that correspondingly, audit fee changes may be necessary. The College reserves the right to reject any and all proposals submitted.
