RECOMMENDATION(S):
APPROVE and AUTHORIZE the Purchasing Agent, on behalf of the Employment & Human Services Department
director, to execute a purchase order with One Solution Technology, subsidiary of Testinghouse, Inc., in an amount
not to exceed $160,000 for the period January 1, 2010 through September 30, 2010, for an integrated Child Safetyand Attendance Tracking system.

BACKGROUND:
On May 5, 2009 the Board approved receipt of funds from Administration for Children and Families (ACF) in aone-time Quality Improvement grant. This board order supports the establishment of a purchase order to obtainequipment described in the grant - Children Safety System. The Bureau director requested this system as an effort toincrease children visibility at selected centers.
The Community Services Bureau proposes implementation of a Child Safety and Attendance Tracking system whichwill provide motion-sensory and real time tracking and monitoring of children. The system will be piloted at selected
sites in Richmond - Balboa, George Miller III and Brookside. Real time locater technology can be used to collect eachchild's regular activity pattern throughout the classroom which can help determine program planning. The system alsoprovides automated attendance verification, which will increase the efficiency of the Bureau's current attendancetracking system.
In accordance with Administrative Bulletin No. 611.0, County Departments are required to obtain Board ofSupervisors approval for single purchases over $100,000.
