Squaw Creek Wastewater Treatment Plant Expansion - Lead design engineer and onsite project

engineer for a $16 million expansion project to increase the capacity and treatment capabilities for nitrification. Project also included 1st Generation ATAD for solids stabilization. Bob provided construction management and resident engineering during construction.

Kersey Wastewater Treatment Facility Expansion - Project manager and lead design engineer for a 0.4

MGD new advanced sequencing batch reactor (SBR) facility to replace the Town’s oxidation ditch system. Managed or performed all permitting, design and construction services for the project. The design included influent sludge conditioning, influent equalization, and an integrated high-rate denitrification reactor.

Ute Lake Ranch Wastewater Reclamation Facility - Project Manager and lead design engineer for a new

advanced 0.165 MGD SBR facility. Provided or managed all engineering services for the design and construction of four community pump stations and the central treatment facility. Facility process design included the headworks, SBR process, effluent equalization, solids dewatering, chlorine disinfection, instrumentation and controls, and reclaimed effluent pumping.

Eldorado Springs Wastewater System - Project Manager, lead design engineer, and construction

engineer for a $1.8 MM project to provide a new wastewater collection and treatment system. Prepared the CDPHE Site Application, a Utility Plan, and a Boulder County 1041 Prepared Final Design Documents. Project delivered using Design-Build approach.

Wolf Creek Ski Area Wastewater Treatment Facility Upgrade/Expansion - Project Manager and lead

design engineer for the retrofit and upgrade to the existing WWTF to a hybrid sequencing batch reactor (SBR) activated sludge process. Prepared Final Design (plans and specifications) and managed office and field engineering.

West Jefferson County Wastewater Treatment Plant Expansion - Design engineer for $2.3 million

WWTP expansion for West Jefferson County Metro District. Responsibilities included process design; aeration basin modifications, plant hydraulics, and aerobic digester design below a sludge processing building and maintenance garage; and biofilter design for odor control.

Tri-Lakes Wastewater Treatment Plant - Project Engineer for design of capacity expansion to 4.2 mgd.

During construction performed resident engineer observation, submittal review, construction schedule review, pay request approval, and administration of weekly progress meetings.

Odor Control Assessment Study/Design - Design Engineer on study to identify potential odor-generating

WWTP processes and identify immediate, near-term, and long-term odor control improvements. Designed ferric chloride storage and feed system, biofilter, and assisted with headworks and grit facilities design for treatment of foul air.

201 Facility Plan Amendment: Sludge Management Plan Madison Metropolitan Sewerage District -

Project Engineer. Evaluated alternatives for a 450 wet ton/day sewage sludge management program for the Nine Springs Wastewater Treatment Plant (36 MGD design capacity). Performed 20-year present worth economic analysis and cost comparison on each of the short-listed alternatives.

Eagle River Water & Sanitation District Avon, Vail, and Edwards Electrical and Control Systems Design - Electrical and control engineer

for a number of upgrade projects at the District’s Vail, Avon and Edwards treatment facilities. At the Vail facility, the project included a new turbo blower system, DO and ORP most open valve controls and electrical power distribution system. At the Avon facility, the project included new electrical and controls design for and IMLR process system, aeration basin improvements as well as ventilation and odor control improvements. At the Edwards facility, the project included electrical power and control design for a new influent pumping station as well as aeration and IMLR process improvements.

Eagle River Water & Sanitation District Vail Power Distribution System Analysis - Electrical engineer for the analysis of the District’s Vail

WWTF. The project included the documentation and assessment of the electrical power system and the recommended phasing of the power system upgrades, including new switchgear and MCC improvements. The project also included an assessment of the current standby diesel generator and included plans for the replacement of the system with multiple generators on a paralleling system bus.

City of Durango Water Treatment Plant Electrical Design - Electrical

power distribution design for the City’s new Miox building improvements at the water treatment facility. The project included electrical plans and specifications as well as a review of the Control Microsystems SCADA system and the creation of a control panel diagram.

City of Aurora Radio Telemetry System Design/Build - Program

manager and design engineer for the City’s upgrade from leased-line telemetry at 36 remote sites to a new radio-based telemetry system using a SCADA WAN microwave link at six Head-end sites and the first phase of 36 remote sites. The project also included a complete replacement of remote site PLCs from Rockwell SLC5 series processors to ControlLogix processors. Mr. Toussaint provided project management services and also created radio and PLC training documents.

St. Vrain Sanitation District WWTP Control & SCADA System Upgrade - Discipline lead for the instrumentation and controls design for a

12 MGD wastewater treatment plant expansion. The project included a complete upgrade of the PLC and SCADA systems including a fiber optic backbone, as well as the design of a new solar photovoltaic farm.

Eagle River Water & Sanitation District Vail, Avon, & Edwards Instrumentation, Controls, & Electrical (ICE) Documentation Project -

Program manager for an instrument and control documentation update project for the District. Town of Georgetown WWTF Control and SCADA System Upgrade - Acted as the field testing, checkout

and startup engineer for a wastewater treatment facility upgrade. The work included checkout of PLC logic and SCADA controls for all areas of the WWTF and included commissioning and startup of three High Speed Turbo Blowers. Nick also provided field engineering support for the startup of the electrical systems and telemetry for the Dam controls (FactoryTalk).

Town of Georgetown WTF Control and SCADA System Upgrade - Field testing, checkout and startup

engineer for a water treatment facility upgrade. Work included checkout of PLC logic and SCADA controls for all areas of the WTF and commissioning and startup of membrane filtration unit. Eagle River Water & Sanitation District Avon WTF Improvements - Provided I&C support for expansion

and rehabilitation of the Avon water treatment plant, and provided SCADA/HMI design and programming of the graphics system (iFix).

Eagle River Water & Sanitation District Avon Water System Telemetry Master Plan and Upgrade -

Assessed the District’s Water Transmission and Distribution telemetry system, comprised of 25+ remote terminal units controlling water tanks and booster pump stations. Developed a telemetry system master plan reviewing the technologies available for improving the system and minimizing project costs through a hybrid design. Johns Manville SAP Implementation - Project Manager for a large turn-key SAP implementation project

The project required integration of over 200 shop floor systems and 1000 PLCs. Johns Manville Pipe Insulation Plant Construction Defiance, Ohio - Developed electrical,

instrumentation and control systems design as the EI&C Project Manager for a new $250 Mil. pipe insulation plant. He performed design of HMI and SCADA systems for 8 new manufacturing lines, encompassing multiple redundant database servers, over 50 operator stations and a new redundant plant historian (Wonderware System Platform).

Johns Manville Insulation Plant Expansion Innisfail, Canada - As the ICE Project Manager, Nick

developed electrical, instrumentation and control systems designs for a $100-million expansion of an insulation plant with two new blown insulation lines. In that role he performed design of local control panels, HMI and SCADA systems for new facilities as well as integration with existing manufacturing line (FactoryTalk SE).

City of Boulder WWTF Upgrades - Designed control system upgrades for the City's treatment plant.

Project included new HMI design and control system improvements to the wetwell control system, including VFD re-programming to reduce wear and tear on the interstage wetwell pumps as well as reduced energy costs(GE/Rockwell).

City of Boulder WWTF SCADA Replacement - Project Manager for the complete replacement of the

existing SCADA system with a new HMI and data acquisition system for the main wastewater treatment facility. The project included over 35 operator interface screens and included trending and alarming screens. The project also included interface with control changes to the new wetwell pump controls (iFix).

City of Broomfield WWTF SCADA Replacement - Project Manager for the complete replacement of an

aging plant control system with a new HMI system including integration with over 30 PLCs and control panels. A user friendly intuitive graphics system using actual photos of plant equipment was provided for over 30 graphic display screens. Electrical design included a new 30kVA UPS (iFix).

Plum Creek Sanitation District WWTF SCADA Replacement - As Project Manager, performed a

complete replacement of an aging plant control system with a new HMI system including integration with over 6 PLCs. Design included an intuitive graphics system with integrated web-based O&M instructions (iFix).

Tri-Lakes WWTF Improvements - As ICE Manger, designed the electrical and I&C systems for a unique,

regional wastewater treatment facility. The project included programming of automatic air valves and resulted in more than $1 MM in construction costs savings. Tasks included PLC and HMI design and startup, as well as operator training (Rockwell).

Woodmoor Water & Sanitation District WWTF Improvements - Masterplanned and integrated the

replacement of the District’s radio system from a proprietary SCADA to an open-architecture system. The system controlled 2 water treatment plants, several booster pump stations and several lift stations (total of 25 remote sites).

Ralston Arvada WTP - Project involved engineering for I&C system as part of upgrade to the existing 36-

mgd plant. Responsibilities included P&ID development; design and installation of instrumentation, PLC, data acquisition system, and telemetry. Nick was instrumental in plant startup and training of plant staff.

Ralston Arvada WTP Process Expansion - Project manager for a $5.2 million upgrade to existing plant.

Responsibilities also included P&ID development; design and installation of instrumentation, PLC, data acquisition system, and telemetry. Administered construction contract. Instrumental in plant startup and training of plant staff.

Yellowstone National Park Canyon Village AWT Plant - Designed electrical and control systems for

major upgrade to existing facility, which included complete electrical and control design of a new 0.5-mgd plant. Work included submittal review and assistance with construction administration.

Colorado Springs Mesa WTP - Control engineering support for $2 million upgrade to existing 60-mgd

plant. The control system was replaced by several PLC-based remote terminal units (RTUs). RTUs communicated over a data highway to three IBM-PC-AT microcomputers. Developed all PLC programs, designed process control graphics software, created plant monitoring and reporting systems, tested the system, provided startup services, and trained operators.

Thornton-North Washington Pump Station - Assisted with electrical design for expansion of pump

station from 20 mgd to 40 mgd for Metro Wastewater Reclamation District. Participated in P&ID development; designed the control pane l, developed cable schedule, created loop drawings, and checked-out the entire electrical system.

Omaha WWTF - Systems integration engineer on $12 million plant expansion which included upgrade of

an old Honeywell computer system with a modern unix­ based microcomputer. Created large (1200 tag) data base, implemented digital control strategies with automatic backup capabilities, facility testing, and startup.

headworks for the St Vrain Sanitation District. Design responsibilities included process mechanical design.

Eagle River Water and Sanitation District Solids Stabilization Process Analysis / Design - The District wanted an environmentally and

economically sustainable solids stream treatment process that would also allow solids disposal flexibility in the future. Mr. Worley was responsible for the design of the ATAD process which allows the District to convert waste sludge to Class A biosolids that can be used by the public. Mr. Worley evaluated alternatives for the solids stream process including sludge thickening, solids stabilization, biosolids dewatering, biosolids storage, and polymer feed systems then designed the solids thickening and dewatering process using screw thickeners and screw presses and the dry polymer feed system.

Tabernash Meadows Water & Sanitation District Biosolids Handling Improvements - Due to high annual costs for long-distance liquid

biosolids hauling the District sought a solution to decrease their solids disposal costs. Mr. Worley designed a screw press dewatering process and headworks fine screen to allow the District to compost biosolids in a regional composting facility, and assisted them to secure project funding from the Colorado State Revolving Fund including a low interest loan due to the environmentally and economically sustainable nature of the design.

Meeker Sanitation District Wastewater Disinfection Design - The

Meeker wastewater treatment facility had been using a modified and unreliable tablet feeder to produce chlorine solution for disinfection. Mr. Worley evaluated and designed a replacement onsite hypochlorite generation system.

Town of Nederland WWTF Design - Responsible for the design of a 0.5

MGD wastewater treatment plant that replaced an old treatment lagoon system. The challenge was to design a new treatment facility that would meet upcoming effluent permit limits while having total Engineering/Construction costs within the Town’s budget. The treatment facility highlights included an SBR process, effluent sand filtration, UV disinfection, and high efficiency screw blowers.

San Manuel WWTF Design - Responsible for the design of a 0.3 MGD

wastewater treatment plant that replaced an old primary treatment lagoon. The updated BNR plant was designed to treat both normal flows and high flows due to massive amounts of infiltration into the failing collection system. The design work included all process design, main electrical work as well as equipment control panel logic design.

City of Boulder 75th Street WWTF Centrate Equalization Tank Rehabilitation - Anaerobically-digested

sludge is thickened using centrifuges at the 75th St. wastewater treatment plant and the centrate is held in a storage tank then metered back into the activated sludge process. The original design of the equalization basin didn’t allow all features desired by operations staff. Mr. Worley designed and drafted plans to reconfigure process piping and overflow piping thereby allowing for a more robust system that gave operations staff flexibility in operation.

Bellemont WWTF Design - Bellemont, AZ is a small community a few miles west of Flagstaff. Sewage

flows from the community as well as a truck stop and hotel were treated by a small failing wastewater treatment plant that was in urgent need of replacement. Mr. Worley was responsible for the design and construction of a new 0.1 MGD wastewater treatment plant that included tertiary filtration of effluent before discharge to local surface waters.

City of Boulder 75th Street WWTF Process Optimization Work - Assessed and analyzed both the

dissolved air floatation process as well as the activated sludge aeration treatment process and made recommendations to operations staff concerning equipment adjustments.

Longs Gardens Boulder Collection System Design - Longs Gardens is a third generation iris garden

located within the city limits of Boulder, Colorado. A small failing septic tank served the main residence as well as the business buildings on the property. Mr. Worley designed, surveyed, and oversaw installation of a new sanitary sewer line that served all buildings on the property. The sanitary sewer was connected to the city sanitary collection system.

City of Cottonwood WWTF Design - Responsible for the design, permitting, materials estimating, and

construction oversight of the new facility whose effluent was used for irrigating the golf course. After construction, Mr. Worley performed the start up on all equipment and lift stations in the treatment plant.

City of Boulder 75th Street WWTF Waste Gas Flare Improvements - The 75th Street wastewater

treatment plant anaerobically digests sludge and burns the biogas in cogeneration engines to produce electricity. Excess biogas was burned using a waste gas flare when the engines were not operational but the existing flare was failing. Mr. Worley worked with a waste gas flare manufacturing company then designed and drafted all the plans for the installation of a new flare to provide a safe automatic starting feature. He also oversaw the installation and start up of the unit.

Lookout Mountain Water District Disinfection Byproduct Evaluation - Project engineer in evaluation of

treatment process and distribution system to reduce generation of disinfection byproducts. Conducted jar testing, worked with CDPHE for backwash discharge permit, and helped optimize treatment process to reduce generation of DBP’s.

Town of Georgetown WTF and Pump Station Design - Lead design engineer for a 1,500 gpm pump

station and new welded steel water tank. As part of the project, a 2,000-lf transmission main was designed to connect the pump station to the town’s water distribution system. In addition to the design of the pump station, Mr. Worley was responsible for coordinating the operation scheme of the pump station with the water plant, designing the upgrade for the raw water intake and the water plant.

Wayward Winds Mobile Home Park Radionuclide Contaminated Water - The Wayward Winds mobile

home park operates its own public water system with alluvial well water. For a number of years uranium concentrations exceeded maximum contaminant limits set by EPA for drinking water. Mr. Worley worked closely with the CDPHE and performed an analysis of treatment options to solve the drinking water issue while allowing the mobile home park owners the opportunity to afford the cost of improvements.

City of Boulder Water Distribution System Analysis and CIP Budget - Wrote a computer program that

used the raw data and predicted the number of pipes that would fail in the near future. A statistical failure rate function was used to make the prediction based on the categorized data. The results of the analysis were used to assist the planning board in correctly budgeting for water main replacement in their capital improvements program.

City of Boulder Mapping of Roadway Inundation and Properties in High Hazard Flood Zone - The City

of Boulder’s location is precarious because it was built in close proximity to major canyon drainage ways. There exists a risk every year for flash flooding from the mountain canyon creeks that can potentially cause extreme property damage as well as loss of life. Mr. Worley worked with Hydrologic Engineering Centers River Analysis System (HEC-RAS) and ArcGIS to produce flood and roadway inundation maps to advise emergency personnel in the event of a flood. Lists of buildings and properties in high hazard flood zones were compiled, and maps to be used for future property acquisition purposes as well as possible reverse 911 notifications during a flood event were created.

Aurora Waters Prairie Waters Infrastructure and Reuse Project - Project Engineer for the design of

Havana Water & Sanitation District Force Main and Pump Station Improvements - Project Engineer for

the rehabilitation and reliability improvements for a force main and pump station. The project included several miles of horizontal directional drilling, “hot tap” of existing force main and pump stations, new pump station, new booster station and related construction on a major thoroughfare. He also performed on-call services for an active sewer district with 3 pump stations and a monitoring station.

I & I Wet Weather Program - Program Manager and Project Manager for an annual $12 million I/I program

for the sewer district of Louisville. Responsibilities included value engineering, QA/QC for system-wide InfoWorks Hydraulic Modeling, management, consent decree negotiations, flow monitoring, field inspection, coordination of data entry, public presentations, and designs/specifications/cost estimates.

Air Force Academy Multiple Infrastructure Projects - Project Manager for a number of related projects

under Air Force Center for Engineering and the Environment ( AFCEE) and GSA General Services Administration ( GSA) to identify sewer infrastructure needs at the Air Force Academy Cadet area after a series of chemical spills. The project made extensive use of the Academy’s GIS system to identify spill potential for over 70 mechanical rooms across the Academy. Improvements were made to the Wastewater Treatment Plant to address propylene glycol spills. Long-term sewer improvements were made to prevent spills in the future.

Louisville Water Company Waterline Extension Project - Project Manager for the design and

construction of over 20 miles of 8-15” waterline extensions in rural Jefferson County, Kentucky. The projects included route selection, easement acquisition, design, plans and specifications, construction administration and customer relations. The projects finished on time and well below costs estimates.

Environmental Ministry Sewer and Drainage Systems Project - Resident Engineer for the planning and

design services in eastern Saudi Arabia for the sewer and drainage systems. The planning phase included investigation and evaluation of several hundred miles of existing sewers for adaptation to the new system, establishment of flow parameters for sizing sewer and drainage lines and coordination with local authorities for siting sewers and pumping stations. City of Truth or Consequences Miscellaneous Wastewater Improvements - Responsible for the design

of miscellaneous wastewater treatment plant upgrades. WWTF upgrades included the design of 4,000 lineal feet of 15 inch gravity sewer main, new return activated sludge (RAS) pumps and interior piping for the existing RAS pump room, reinforced polyethylene baffle curtains for the existing chlorine contact chambers, replacement of vacuum tiles in the existing vacuum assisted sludge drying beds, new concrete sludge drying beds, replacement of metal decking on an existing aeration rotor with fibergrate decking, and a new concrete channel with a mechanical grinder and fine screen unit. Construction cost was $500,000.

San Felipe Elementary School Expansion - Responsible for design and layout of a wastewater collection

and disposal system and renovated water supply system to serve the school. The renovated water supply system consists of a new 8” transmission line, and a new 60,000 water storage tank. The estimated construction cost for the water and wastewater utility system improvements is $1 million.

City of Edgewood Wastewater Collection System Master Plan - Responsible for conceptual design and

layout of a wastewater collection and disposal system to serve commercial businesses located within the city limits. The collection system consisted of a gravity sewer collection system that conveyed flows to a proposed wastewater treatment plant. The disposal system consisted of an effluent force main that conveyed treated effluent from the wastewater treatment plant to a lagoon system. The estimated construction cost was $1 million.

Colorado Department of Public Health and Environment (CDPHE) - Served as Senior Review Engineer

reviewing applications, engineering reports, and calculations for various water and wastewater related projects to determine compliance with the regulations and policies of the Department.

Tanzania, Africa North Mara Mine Africa Barrick Gold - Responsible for design and layout of pump

stations, process piping, chemical feed systems, and water treatment building. Pump station designs included a tailing storage facility pump station design that utilize inline centrifugal pumps in a duplex arrangement to deliver water from the TSF reservoir to the water treatment plant, duplex centrifugal pump stations to transfer water from the contact clarifier to either microfiltration or reverse osmosis filtration units, a duplex centrifugal pump station to deliver permeate to the water treatment plant for house water use and a duplex hose pump station to transfer solids from the contact clarifier to an onsite holding facility.

Bell Mountain Ranch New Denver Aquifer Well - Responsible for obtaining permits for ground water

supply well as well as performing the site and hydraulic design. Responsibilities included obtaining a location and extent permit for the well site, coordination with surveyors, geohydrologists and electrical engineers, review of the well development report, and review of applications for payment and Davis Bacon wages for compliance with CDPHE SRF requirements.

Buffalo, Wyoming WTF Improvements - Responsible for design and layout of improvements and

expansion of the existing WTP. Responsibilities included coordination with subconsultants, building an LDD3 design model, modeling existing surfaces, designing alignments of all piping, cutting profiles and cross sections, assisting with specifications, producing a construction cost estimate, and providing a hydraulic analysis for this $9.2 million project.

Albuquerque, New Mexico San Juan Chama Project - Responsible for the design and layout of water

Town of Erie North and South Wastewater Treatment Facilities - North WWTF had a rated hydraulic capacity of 1.5 MGD utilizing an IFAS process, South WRF had a rated capacity of 1.6 MGD, a BioWin model was developed to determine the maximum flow and organic capacity without violating permit.

City of Loveland BioWin Modeling Wastewater Treatment Facility BNR Improvements - City was looking to retrofit/upgrade the 10 MG WWTF to meet regulation 85 nutrient limits. A BioWin model was generated to simulate the existing step feed process.

Littleton/Englewood Enhancement of Wastewater Treatment Plant Secondary Treatment for Phosphorus Removal - Developed a BioWin model to help select the best alternative for optimum phosphorus treatment and removal. The facility's design flow capacity of 50 MGD with a peak flow capacity of 100 MGD.

Broadmoor Park Properties Wastewater Treatment Plant Upgrade - Process Engineer for a BioWin model with fixed volume to determine different processes that could treat and remove nutrients. The facility was a 30,000 GPD facility that utilized a conventional activated sludge system coupled with a polishing pond.

City of Durango Santa Maria Wastewater Treatment Facility - Treatment alternatives modeled were Integrated Fixed Film Activated Sludge process, Modified Ludzack-Ettinger process, and a combination of these processes. The facility had a rated hydraulic capacity of 3 MGD.

Keith Rindt, CAD Manager / Sr Designer Keith is experienced in water treatment and wastewater treatment design and drafting, including process, architectural, electrical and civil design aspects. Mr. Rindt is the manager of FEI’s Computer Aided Drafting and Design (CAD) unit and is responsible for coordinating project design elements with the process engineering staff, providing design standards, implementing document management systems, and coordinating workload assignments.

Among Susan's impressive professional accomplishments she is especially skillful at deciphering and successfully navigating the processes necessary to gain external project funding for her clients. She can evaluate client’s cash flow situations, conduct a 20-year cash-flow projection, then advise about levels of rates and reserves, and steps necessary to become a more viable applicant for financial assistance. In the past five years she has assisted her clients in gaining more than $14 MM in low-interest loans and grants.

As the Planning & Funding advisor, Susan writes, edits and distributes a quarterly e-newsletter, The Bucket Li$t, which provides up-to-date and timely information concerning water and wastewater system’s funding and finance issues. The Bucket Li$t currently has a distribution list in excess of 400 individuals and organizations. A sampling of her project experience is included below.

Town of Georgetown Funding for Water Treatment Facility Improvements and Wastewater Treatment Facility Improvements - Assisted client in acquiring project funding through the American Recovery and Reinvestment Act (ARRA). Susan conducted financial analyses to evaluate funding options, directed subsequent activities to apply for funding, and built a 20-year cash flow projection model to allow her client to demonstrate their suitability as a borrower. In addition, she surveyed user rates, did rate comparisons, identified necessary rate and reserve account changes, and assisted her client in their implementation of those changes. As a result the client was successful in gaining approval for $4MM in loan forgiveness (grants) and a $5.6MM in loans at 0% for 20 years.

St. Mary’s Glacier Water and Sanitation District - Responsible for identifying and evaluating available funding options. Susan identified the USDA SEARCH opportunity and successfully guided them through the funding application process despite a short timeframe and rigorous requirements. Due to her work Project received $80K in grants to pay for Preliminary Engineering Reports.

Pine Brook Water and Sanitation District – Having suffered flood damage in September 2013, the District needed local match funds to gain FEMA disaster recovery funds. Susan researched the Colorado Natural Disaster Assistance grant fund, did preliminary assessment of success, and assisted the District to apply. More than $300K was awarded to match FEMA funds.

City of Idaho Springs Wastewater Treatment Facility Improvements Funding - Researched and evaluated available boilerplate, industry standard CMAR documents and selected a set from the Construction Management Association of America. Also researched and organized multiple EPA-funding reporting requirements and assisted the City with initial reports
