Dear Boise City Council Members,

Thank you for your appropriate and bold steps to extend Boise’s 100% Clean Energy plans from municipal operations to the entire city. I especially appreciate that your plan is built on solid analysis, work with Idaho Power, and extensive outreach to the community.

I have read or skimmed the document, and met with Steve Hubble to ask questions and share ideas. A few of these are below.

But first, let me say unequivocally that I wholeheartedly support the fundamental plan to move Boise to 100% Renewable Energy. Bravo to Boise for this! I will continue to share ideas, experience, skills and knowledge to support the city in moving towards this goal, quickly, and with careful thought and planning.

A few ideas regarding the plan follow.

• Having cut my own carbon footprint in half over the last several years, I am aware of the impact of energy-efficient building practices, which lower both heating and cooling costs, so impact both electricity and natural gas consumption. Boise updated its building standards to increase energy efficiency, but builders pushed back with state legislation to override this, fearing that it would make their buildings too expensive, as I understand the concern. I suggest working with builders, financial experts, and federal grants sources (e.g., PACE) to find a way to “take out” the difference in initial building cost for more energy-efficient

buildings. At some point, the lower utility costs will make total cost of ownership lower for energy-efficient buildings.

• Chicago has a program referred to in The Green Collar Economy, by Van Jones, to train workers to do energy-efficiency retrofits. It looked like a 3-way win: jobs, lower energy costs, and less atmospheric pollution.

• Having cut my own carbon footprint in half, I learned where my own carbon footprint comes from. Boiseans can measure their baseline, then choose opportunities that provide the biggest improvement and are affordable; many steps can both lower our carbon footprint and save money. My suggestion is to roll these out, make them available, possibly at the neighborhood level, and possibly even have a friendly competition between neighborhoods. There are also tools that could be either individually purchased, provided in test programs by Idaho Power or Boise City, that allow customers to see real-time how their energy is being used, and where the opportunities lie. The cheapest energy source is still “nega-watts”; the energy we avoid using through efficiency and conservation. I taught a class on this through Boise Community Education.

• As for what constitutes clean energy, this is relative. From a CO2 standpoint, the worst offender is coal, then natural gas; hydro creates methane and is moving Idaho’s iconic salmon toward extinction. Nuclear has a carbon footprint in the cement used in its construction, which is significant. The wastes are, from the perspective of a human lifetime, forever lethal, though easier to contain than carbon dioxide. I believe we should take out coal, then natural gas, then the four lower Snake River dams, add storage (batteries, pumped hydro, or other), and hopefully never need to build more nuclear plants.

This is a great commitment I hope we will all be able to celebrate, for our health, that of other species, for jobs, for lower energy costs (e.g., Idaho Power’s new solar farm providing electricity at 2.175 cents/kWh), and for a Boise that will hopefully remain livable far into the future.

Dear Council President Lauren McLean, As a young person who has grown up in and with Boise, it's important for me to talk about this issue. Boise has always positioned itself as a progressive place, a blue dot, an oasis, a sanctuary ‐ and I do love living here. Unfortunately, it seems that our local government and regulatory agencies are more committed to growth and profit for private‐property owners than they are to the urgent solutions that we need to face the climate crisis. I know that as a parent, it's hard to hear that the climate crisis has arrived ‐ but it has. Acknowledging that climate change is real and urgent is not enough. Paying lip service to this existential threat is not enough when you have the power and support to be bold and demand, create, and implement change. Lip service when we need radical change ‐ yesterday ‐ is nothing short of negligent. Please commit to this conservative agreement regarding a goal of 100% renewable energy by 2035. But please ‐ this is not enough. We need you to address declining living standards, transportation policies that prioritize single‐use cars, and a lack of affordable housing driven by developers who do not care about their environmental impact. The people of Boise will support you if you dare to lead in a way that prioritizes radical change and admits that we need to STOP emissions, not just curb them. April 2, 2019 Dear Boise Mayor and City Council,

The Idaho Conservation League thanks the City of Boise for leading by action

toward a reliable, affordable, and clean energy future for our city. The Boise’s Energy Future plan sets forth a realistic, comprehensive, and achievable pathway towards 100% clean energy. We thank the City for engaging both local experts and industry leading advisors to develop this plan; in particular, we appreciate the extensive community outreach, including workshops, surveys, and both virtual and live open houses. The results from the open houses show strong community support for the overall goals in Boise’s Energy Future. We share the comments below to help improve this plan. Continue to lead by adopting 100% clean electricity by 2035. The plan sets an electricity goal - 100% of electricity used by the City of Boise’s residents and businesses will be renewable by 2040. A 100% clean energy commitment is achievable and matches similar clean energy goals adopted by other elected officials and major companies. More than 90 cities, ten countries and two states have responded to the people who elected them and have committed to 100% clean.1 More than 100 of the largest, most sophisticated companies in the world have publicly committed to going 100% clean, including Idaho employers like Clif Bar and H.P. along with multinational firms like Goldman Sachs.2 Just last week Idaho Power committed to provide 100% clean energy by 2045. Boise should take comfort that these diverse elected officials and companies all know that going toward 100% clean energy is not just feasible, it is necessary to maintain reliable, affordable energy while protecting our communities.3

By setting a clear goal for early action the City can ensure our community takes the necessary steps to protect the qualities that make Boise a wonderful place to live – clean air, clean water, and a vibrant local economy. Define clean energy according to attributes, not technologies We support the vision statement: “Boise’s community energy will come from affordable, renewable sources that support the local economy, lead to a resilient community, and provide reliable energy on the path to becoming the most livable city in the world.” We note the Energy Future plan uses terms “clean” and “renewable” interchangeably. To assist citizens and the City as we implement this plan, we encourage the Council and Mayor to provide guidance on how to define “clean” energy. In our decades of experience, we find there is no single definition of “renewable” or “clean” energy accepted by everyone. And, the most cost effective clean energy option will change in the future as technology improves. For these reasons, we recommend the City consider adopting criteria to help define clean energy in the future. Some example criteria include: reducing air pollution, reducing water consumption, avoiding the creation of hazardous waste, and preventing further harm to the fish and wildlife we all enjoy. Adopting these criteria to define clean energy will help us all achieve the vision of affordable, reliable energy to support a resilient community. Adopt specific goals now to reduce our reliance on out-of-state fossil fuels. The Energy Future plan has a “thermal goal” of making “measureable progress on a natural gas efficiency and geothermal expansion and identify a quantifiable goal by 2025.” We encourage the Council and Mayor to improve this plan by setting a specific goal for reducing gas consumption by increasing energy conservation efforts and expanding the geothermal heating system. Unburned methane that inevitably leaks from the gas system is a major climate changing pollutant. Burning gas contributes to Boise’s air quality problems. Drilling for gas causes a host of issues for water resources and wildlife. Gas, while allegedly cheap today, is a notorious volatile commodity that citizens, the city, and not even the state of Idaho, have any control over. Waiting until 2025 to set a goal to reduce our reliance on this out-of-state, polluting fossil fuel is not sufficient.

Boise’s unique geothermal heating system is a great foundation to build on. Ken Dragoon of Flink Energy has submitted a letter describing two currently available techniques that use renewable energy sources to provide thermal fuel. Wind and solar plants sometimes produce energy when customer demand is low. One technique uses this excess energy to add heat to district geothermal water in order to serve more buildings with the same amount of water. Displacing fossil gas from the existing pipelines is another way to achieve meaningful progress on clean energy. Mr. Dragoon’s letter describes another technique that uses excess energy to create hydrogen that can then be mixed into gas pipelines. Many businesses have backup generators that run on gas. Local company Joulecase has a solution – modular batteries designed to replace these fossil fuel generators. By adopting specific goal to reduce our reliance on out-of-state fossil fuels, Boise can protect our communities’ air quality and create local economic development. The Energy Future plan calls for tracking progress annually and reporting every two years beginning in 2020. We ask the City to adopt a specific thermal energy conservation goal in this 2020 report. The City is uniquely suited to expand energy conservation opportunities for Boise The Energy Future plan begins with energy conservation as a foundation to achieving overall goals. We fully support this focus because energy conservation allows citizens and businesses to reduce energy bills while protecting our air quality. Idaho as a state and Boise as a city has a strong track record of energy conservation achievement to build upon. The city is uniquely suited to help expand these achievements. The Energy Future plan is the only plan that combines both electricity and gas conservation goals. Current utility programs are focused on single energy sources – gas for Intermountain and electricity for Idaho Power – and are not designed to work together due to state regulatory requirements. But citizens and business often have both fuels. And the same techniques can conserve both fuels as well, specifically increased insulation and better windows. Boise is the only entity able to provide information, assistance, and incentives that help citizens and businesses reduce their total energy burden. By focusing on energy burden, instead of a single fuel, Boise can greatly expand our community energy conservation achievements. We encourage the City to refine the Energy Future plan by combining the energy conservation strategies for electricity and thermal use into a comprehensive energy conservation program.

We also encourage the City to refine this plan by focusing on encouraging energy conservation directly rather than promoting utility programs. The City can go far beyond utility programs through partnerships with neighborhood associations, workplaces, schools, financial institutions, and community groups. Leading energy conservation programs around the country are moving toward education and other behavior-based tactics - going beyond financial incentives - to drive conservation achievement. We encourage the City to use these tactics to complement utility programs. Promote equity by focusing energy conservation efforts to energy-burdened households Energy-burdened households are those where energy bills make up a major portion of monthly budgets. These households tend not to have the extra money available that is necessary to participate in current utility conservation programs. These programs that provide incentives towards larger investments are a solid foundation, but are not sufficient to achieve our community goals. And the utilities are constrained by state regulation in the types and level of incentives they make available. The city can complement these programs by focusing efforts on under-served community members. One way to achieve this is to partner with the local El-Ada Community Action Partnership Association. This established non-profit runs low-income weatherization programs funded through federal grants and local utility contributions. They have a trained workforce and community connections. The City can assist by directing funding here. For example, the City could allocate the franchise fee currently collected on utility bills to fund additional energy conservation efforts at our local CAP agency. Build our local economy by adopting this plan By achieving the goals in this plan quickly, the City can help grow our local economy while protecting the quality of life we all enjoy. When we rely on coal or gas for energy, we send money out of state. When we invest in local clean energy, we keep our energy dollars in our community. Better yet, clean energy is cheaper today than fossil fuels. Idaho Power just announced a contract with a solar project south of Twin Falls at about $21 per megawatt hour. That is a fraction of gas power electricity and lower than coal. Boise and Idaho has a vast amount of solar potential to build upon. Bloomberg New Energy Finance released a report in March documenting that solar and wind power combined with batteries is cost competitive with gas-fired generation while providing better reliability services. The City is well positioned to partner with Boise State University, the Idaho National Laboratory, and our growing clean energy businesses to take advantage of these opportunities.

ICL’s expertise is in the regulation of our utilities. Through engaging in that process and with Idaho Power, we know that clean energy is the path to maintaining the reliable, affordable energy we enjoy. We encourage the City to continue to join other community leaders in engaging directly with our energy providers and regulators. In that venue, and through those processes, the City can ensure an economic and reliable transition towards the clean energy future we desire. We applaud the City’s increased engagement here and look forward to more in the future. Conclusion

ICL has engaged in energy conservation and clean energy advocacy in Idaho for decades. The goals and strategies outlined in Boise’s Clean Energy Future plan, based on our knowledge and experience in utility planning processes, regulatory oversight, and engaging with citizens, are reasonable, achievable goals.
