He said China will importmore sugar, non-Basmati riceand high quality medicinesfrom India to reduce tradeimbalance.

In 2017-18, the trade-deficit(difference between importsand exports) between India andChina stood at USD 63 billion.

This was not for the firsttime that Government hadlaid thrust on manpower auditin the departments. Theannouncement in this regardwas initially made in theBudget speech by the thenFinance Minister Dr HaseebDrabu in January 2017 whenhe had stated that existingGovernment structure rightfrom bottom to the highestlevel reflects thinking behindthese structures of severaldecades back.

"The Government hasexpanded at all levels withincremental additions in anadhoc manner without even hav-ing taken once a comprehensivereview on the Governmentstructure. Accordingly, I proposeto set-up a Commission of reput-ed professionals to conductmanpower audit at all levels",the Finance Minister had men-tioned.

He had even gone to theextent of stating that recommen-dations of the Commission willbe given consideration by theGovernment in a time bound

manner for rationalization ofstructure and objective will notto be indiscriminately abolishposts or departments but toeffectively use manpower forservices of the people.

The issue was also deliber-ated upon in the State Cabinet,which vide DecisionNo.151/11/2017 dated October3, 2017 accorded sanction notonly for conduct of manpoweraudit but also for amendmentsin the relevant RecruitmentRules.

Accordingly, the GeneralAdministration Department videOrder No.1280 dated October 9,2017 asked all theAdministrative Secretaries totake immediate steps for con-ducting manpower/humanresource audit across the depart-ments under their administrativecontrol and even suggest neces-sary changes in their relevantRecruitment Rules.

However, not even onedepartment has submittedmanpower audit report to theGeneral AdministrationDepartment thereby sending amessage that even instructionsof the Cabinet don't carry anyimportance for bureaucrats,sources said, adding "eventhere is no satisfactory compli-ance to the instructionsregarding necessary changesin the Recruitment Rulesdespite the fact that in respectof majority of the departmentsthe Recruitment Rules areobsolete and employees havebeen pressing for their upda-tion".

When contacted, an officerof the General AdministrationDepartment, while confirminginaction on several administra-tive reforms approved by theCabinet, said, "a mechanism isbeing evolved for follow-upaction and the same will befinalized shortly".

The incidentwas the first major ceasefireviolation on the LoC after May29 agreement between DirectorGenerals of Military Operations(DGMOs) of India and Pakistanin which both had committedthemselves to November 2003ceasefire agreement. However,Pakistan army violated theagreement.

The Army chief returned toNew Delhi in the afternoon.

Significantly, Gen Rawat'sfirst visit to Jammu andKashmir came just a day afterUnion Home Minister RajnathSingh withdrew conditionalceasefire in the State after themonth of Ramzan due to sud-den spurt in the level of vio-lence.

The organisations said suchkillings were often preceded byhate messages and malicious

campaigns on social media. “Various journalists and

Bukhari (50) along with histwo security guards was shotdead by three motorcycle-borneassailants outside his office atSrinagar on June 14.

The police have constituted aspecial investigation team (SIT)under the supervision of DeputyInspector General (DIG), centralKashmir, to probe the killing.(PTI)

On getting reports of wash-ing away of the children in theflash flood, police teams frompolice Station Jhajjar Kotli andlocals rushed to the spot andstarted rescued operation.After hectic efforts of localsand police officials, three girlswere rescued alive with minorinjuries while two others werefound dead and one child wasstill missing and efforts wereon to locate her.

The girls who were rescuedalive were identified asVandana Devi (13) daughter ofBaldev Raj, resident ofSheranjal (Dansal), RadhikaDevi (4) daughter of RaviKumar of Sheranjal and BhartiBhagat (9) daughter of BrijMohan of Otta (Dansal).

Those who died in the flashflood were Nanita Bhagat (4)daughter of Brij Mohan of Otta(Dansal) and Niharika Devi (8)daughter of Ravi Kumar ofBatal (Nagrota) while onechild who was still missing

was identified as ChandanJyoti (6) daughter of BrijMohan, resident of Otta(Dansal).

The bodies of the deceasedgirls were handed over to theirlegal heirs while those whowere rescued were hospitalizedfor treatment of their injuries.

About former FinanceMinister P Chidambaram's claimthat petrol prices can be cut byRs 25 per litre, Pradhan said:"IfChidambaram has some morali-ty then he should speak truth tothe nation.

"In their UPA tenure, theyhad put burden of debt in theform of oil bonds on our econo-my. We are paying principal andinterest both on that. That is anirresponsible comment." (PTI)

This is the first operationlaunched against militants fol-lowing the calling off of the sus-pension of operations againstmilitants in Kashmir.
