    FOREWORD Aliansi Perguruan Tinggi Berbasis BUMN (Alliance of State-owned Enterprise-linked Higher Education) is currently comprised of 8 higher education institutions: Telkom University, Universitas Pertamina, Sekolah Tinggi Teknik PLN (IT PLN), Universitas Internasional Semen Indonesia (UISI), Sekolah Tinggi Ilmu Manajemen Logistik Indonesia (STIMLOG), Politeknik Pos Indonesia (Poltekpos), Institut Teknologi Telkom Surabaya (ITTS) and BRI Institute. APERTI BUMN was founded on October 28th 2017 and was launched at Gedung Pos, Jakarta. Universitas Pertamina’s rector, Prof. Akhmaloka was honored to lead this alliance for 3 years, starting from 2017. APERTI BUMN was established to give impact to the society by reducing the gap between industrial needs and the graduates’ talent and skills. As our members are linked to the SOEs, it is our aim to extend the benefits of this cooperation to the related industry to the better future of the nation. There are 6 industries that our members are linked to: energy, oil and gas (Universitas Pertamina), power/electricity (Institut Teknologi PLN), Telecom/IT (Telkom University and Institute Teknologi Telkom Surabaya), Logistic (STIMLOG and Poltekpos), cement industry (UISI) and finance/banking (BRI Institute).

    Government-Linked Universities (GLU) comprise of four private universities established by government-linked companies which are Universiti Teknologi PETRONAS (UTP), Multimedia University (MMU), Universiti Kuala Lumpur (UniKL) and Universiti Tenaga Nasional (UNITEN). These universities under the alliance of GLU offer quality higher education including industry-driven specialization programmes, thus making it the best institutions for students to pursue their tertiary studies. GLU have also formalised a strategic partnership through the signing of a Memorandum of Understanding in a ceremony held in 2016 in Putrajaya witnessed by the then Minister of Higher Education, YB Dato’ Seri Idris Jusoh, who officiated the Government-Linked Universities Inaugural Management Forum 2016. This alliance aims to synergize their strength for nation building, quality, sustainability and brand image. This also include collaborations for teaching and learning, research and innovation as well as student development in developing an ecosystem to move forward and eventually supporting the national education aspiration as outlined in the Malaysian Education Blueprint for Higher Education, which is to be a world-class knowledge economy – and regional education hub.

    Research Synergy Foundation is a digital social enterprise platform that focuses on developing Research Ecosystem towards outstanding global scholars. We built collaborative networks among researchers, lecturers, scholars, and practitioners globally for the realization of knowledge acceleration. We promote scientific journals among countries as an equitable distribution tools of knowledge. We open research collaboration opportunities among countries, educational institutions, organizations and among researchers as an effort to increase capabilities.

    Known as a catalyst and media collaborator among researchers around the world is the achievement that we seek through this organization. By using the media of International Conference which reaches all researcher around the world we are committed to spread our vision to create opportunities for promotion, collaboration and diffusion of knowledge that is evenly distributed around the world

    Gunawan Witjaksono, PhD, SMIEE, IPM, CISA received the B.S. (magna cum

    laude) and M.S. degrees in electrical engineering from Michigan Technological University, Houghton, MI, in 1992, 1994, respectively, and the Ph.D. degree in Electrical and Computer Engineering from the University of

    Wisconsin-Madison in 2002.

    From 1994 to 1996, he worked for National Aeronautics and Space Agency in Indonesia. In June 2002, he joined Denselight Semiconductors Pte Ltd in Singapore, where he developed high-speed, long wavelength, distributed feedback lasers. Following that, he was with Finisar Malaysia to develop uncooled, high-speed optical transceiver; Later he joined Department of Electrical Engineering, University of Indonesia in 2005 to 2007 before joining MIMOS when he held various key positions as Principal Researcher, Director of Research and Sensor System Architect until 2016. He was also a Head of Research Interest Group – Internet of Things (IoT) and Lecturer at Universitas Bina Nusantara (BINUS), and an Associate Professor at Electrical and Electronics Department, Universiti Teknologi PETRONAS from 2016 – 2020. He is currently a Vice Rector 1 – Academic at BRI Institute and also Senior Member IEEE, certified Information System Auditor (CISA) holding a Professional Engineer (IPM). Dr Gunawan Witjaksono is the inventor of 30 patents and published more than 80 scientific publications and has been giving numerous invited speakers locally and globally.

    Dr. (H.C.) Ir. H. Suharso Monoarfa (born 31 October 1954 in Mataram, West Nusa

    Tenggara), an entrepreneur and politician, is the Minister for National Development Planning in Indonesia. He was appointed to this position by President Joko Widodo on 23 October 2019. He is also a member of the Presidential Advisory

    Council.

    He served as Minister of Public Housing in the Second United Indonesia Cabinet between October 2009 and October 2011. He was also a member of the House of Representatives between 2004 and 2009 and was re-elected again in 2009. On 17 October 2011, Suharso Monoarfa resigned from his post as the Minister of Public Housing of the Republic of Indonesia, for personal reasons. On 19 January 2015, he was elected by President Joko Widodo as one of the members of the Presidential Advisory Council. In March 2019, he became acting chairman of the United Development Party following the arrest of Muhammad Romahurmuziy.

    Webguru Asia Sdn. Bhd., Director-Regional Service Delivery at Huawei Technologies (Malaysia) Sdn. Bhd. and Manager-Senior Global Service Desk at Shell Italia Holding SpA. He received an MBA from the University of London and an undergraduate degree from The University of Newcastle.

    Prof. Emil Salim (born in Lahat, South Sumatra, Indonesia, 8 June 1930) is an

    Indonesian economist and former politician. Born of Minangkabau parents, both from the village of Koto Gadang in West Sumatra. His uncle is Agus Salim, one of the founding fathers of the Republic of Indonesia and Minister of Foreign Affairs

    in the early 1950s.

    He graduated from the Faculty of Economics of the University of Indonesia in 1959. He obtained a PhD in economics from the University of California, Berkeley, and returned to Indonesia to a teaching position at the Faculty of Economics of the University of Indonesia in 1964. He became one of the well-known group of 'Berkeley Mafia' economic advisers, working closely with Professor Widjojo Nitisastro. In 1977 he was appointed to the position of professor of economic development at the University of Indonesia. He has held a number of government positions. He has chaired the Foundation for Sustainable Development and the Kehati Foundation, and co-chaired the United States-Indonesia Society. He is a member of the Association of Indonesian Moslem Intellectuals.

    Professor Nelson Tansu is a Fellow of the US National Academy of Inventors. Tansu is

    currently the Director of the Center for Photonics and Nanoelectronics, and the Daniel E. '39 and Patricia M. Smith Endowed Chair Professor in the Department of Electrical and Computer Engineering at Lehigh University, in the

    United States. He will start his new role as the Head of School of Electrical and

    Electronic Engineering and Professor of Quantum Electronics at the University of Adelaide, Australia, in January 2021. Tansu has made contributions to the advancement in ultrawide bandgap semiconductor photonics and power electronics, quantum-based diode lasers, and nanoscale devices. He has authored more than 155 refereed journals and 310 conference publications. He has also been a Clarivate Analytics Highly Cited Researcher (2018). He has 18 US patents, and his works on quantum materials, quantum electronics, and photonics have resulted in the scientific concepts and key patents, which are implemented in today’s commercial products by major solid-state lighting, display, power electronics, semiconductor, and biomedical industries. Professor Tansu received his B.S. and Ph.D. degrees from the University of Wisconsin-Madison, in the United States, in 1998 and 2003, respectively.

    Dr. Andre Kreie is Director Global Logistics Education Program with the

    Kuehne Foundation based in Schindellegi, Switzerland, and also works as Vice Dean at the German Academy for Foreign Trade and Logistic (DAV) in Bremen, Germany.

    He is a Business Economist and holds a PhD and Masters in Logistics and supply

    Chain Management from Heriot-Watt University, Edinburgh, UK. Dr. Kreie also completed a professional multi-year traineeship with a logistic company to understand and apply all operation procedures required in the sea, air, and land transportation. Prior to joining Kuehne Foundation, Dr. Kreie gained further work experience in the supply chain business with a globally operating logistic service provider and worked as project manager for logistic design and operation with a leading Europe DIY retailer. Dr. Kreie has been teaching intensively in business programs at different universities and further education institutions and his research interest is an organizational and network learning, and supply chain risk management to enable the adaptations of logistical systems to a changing environment. Present activities for the Kühne Foundation involve global projects in advanced and higher education in logistics with a particular focus on university capacity building.

    Polytechnic University of the Philippines Sta. Maria Bulacan Campus. Formerly one of the members as Research Coordinator from the Office of the Vice President for

    Research, Extension and Development where her enthusiasm to engage in the

    National and International paper presentations, research, and publication challenge

    her horizons and ultimately motivates her to finish her dissertation for her Doctor of Philosophy in Education major in Educational Management. Her loyalty to the University gives her inspiration to be more persevere and resilient in everything she accomplished. Assisting colleagues and students to reach their dreams and professional goals is one of her major accomplishments. She is also a board passer of the Professional Board for Educational Teachers (PBET) license no.943355613. She handles office practicum and student teaching practicum, research, management, and education subjects.     Dr. Alexius Korom is a Senior Lecturer in Faculty of Plantation and Agrotechnology,

    Universiti Teknologi MARA at Kota Kinabalu, Sabah, Malaysia. He graduated in Bachelor of Biological & Agricultural Engineering and MSc Remote Sensing & GIS from Universiti Putra Malaysia,

    Selangor Darul Ehsan. He also graduated in PhD from University Malaysia Sabah in the

    application of remote sensing in forestry and agriculture fields. He obtained his Professional

    Technologist and Professional Geospatialist less than 5 years after graduating from PhD. In university, Dr. Alex teaches subjects of Mechanization in Estate Operation and Principles in Agriculture as well as the Field Work Practical. His research interests are in biomass estimation, precision agriculture and mechanization. Specifically, he likes to explore the latest application of drone in the plantation including data collection and analysis as well as the mechanization aspect. He has published several papers in international journals and joined a network of established collaborators from Japan and France. Currently, he managed to secure an internal grant research to study the biomass estimation in Maliau Basin Forest. Despite of his patience in research, he is also a friend to his students in the faculty, acting as an Academic Advisor for Planting Industry Management’s program.

    Prof. Dr. Daniel Marco-Stefan Kleber is currently holding a professorship in

    International Business Management and was appointed as Program Area Director in International Management and Economics at MODUL University Dubai. In addition, he is an elected member of the Studies and Examination Committee (SEC) of the

    university. Before moving to Dubai, Prof. Kleber

    completed his Doctoral Studies in Management Science within an International Joint Doctoral Programme of universities in Germany, Latvia, Sweden and the United Kingdom. During his PhD research he focused on concepts of Value Co-Creation to increase Value Propositions in Business.

    In addition, Prof. Kleber is holding three Master degrees in business administration namely in International Management and Entrepreneurship, Financial Services Management and Information Management as well as a Bachelor degree in International Hospitality and Tourism Management and a German diploma in hotel-economics. Prof. Kleber gained valuable professional experience at renowned multinational corporations such as SAP AG in Switzerland. In addition, he worked for well known hotel brands such as Deutsche Hospitality and the Steigenberger Hotel Group. Additionally, he worked as a project manager for the German based consultancy company Fa. Conequity UG and he was a founding member of the consultancy agency SBC e.V.

    During his PhD-studies, Prof. Kleber deepened his intercultural expertise while attending international scientific conferences in Dubai, Singapore, Riga, Seoul and Miami. Additionally, Prof. Kleber took the opportunity to participate in a research semester at the prestigious, AACSB accredited Northumbria University in the United Kingdom, which was awarded as the best UK Business School by the Time Magazine.

    Prof. Kleber´s areas of specialization are Innovation Management, Entrepreneurship, International Management and Marketing as well as Event Management and Tourism. His publications and research primarily concentrates on concepts of Value Co-Creation to achieve Value Propositions in Dynamic Markets. Moreover, he is the country representative of Germany for the globally operating Research Synergy Foundation. Furthermore, Prof. Kleber is a member of international programme commitees of multiple scientific conferences e.g. in Hong Kong, Singapore, Tokyo, Bangkok and Kyoto among others.

    In the past, Prof. Kleber was appointed as guest lecturer in Event Management at University of Applied Sciences Kaiserslautern in Germany. As international university guest lecturer, he gained intercultural competencies while delivering professional workshops in European countries such as the Netherlands, Latvia, Portugal, Poland and the United Kingdom among others.

    Julenah binti AG NUDDIN completed her PhD in Chemistry (Medicinal Plant Chemistry) from Universiti Teknologi MARA in 2015 and MSc in Chemistry (Natural Products Chemistry) from Universiti Malaysia Sabah in 2005. She has been teaching since 1996 and currently, she is a Senior Lecturer at Faculty of Applied Sciences, Universiti Teknologi MARA Sabah Branch. A registered Chemist since 2009, her focus is in analytical and organic chemistry thus, actively pursuing her research interests in medicinal and hyperaccumulating plants. In

    these endeavours, she is currently representing UiTM in Agromining World Network based in France. Additionally, she has formed a research interest group known as RIG CRBio for their work at Crocker Range Biosphere Reserve with Sabah Parks. These activities reflect her belief that Borneo has much to offer than meets the eye. In the duration of her career, she has been awarded with Anugerah Khidmat Cemerlang (2005 & 2006), Best Innovation (IID UiTM Sabah 2009, 2010), Silver Medal in (IID UiTM 2010) and Best Innovation (IID UiTM Sabah 2013) with her faculty members. She is married with six children.

    Engr. Christopher C. Mira Asst. Professor, Polytechnic University of the Philippines, Manila, Philippines Engr. Mira is a graduate of B.S. Industrial Engineering and has been a Master in Industrial Engineering and Management. He has been with the university as a fulltime assistant professor since November 2006 initially handling major Industrial Engineering

    subjects. Later in 2017, he has been given subjects in Quality Management for BS Accountancy and BS Business Administration Major in Human Resource Management. His involvement in research has been commended during his being a member of the University Research Group for Engineering, Architecture and Technology Colleges. He has presented various research papers in the local and international settings likewise, invited as panellist and session chair in various research presentations.     Dr. Elsadig Musa Ahmed is a Professor of

    Economics and Technology Management at Multimedia University (MMU), a member of Senate, MMU research and ethics board, the board of postgraduates, the panel of research grants, and students’ disciplinary committees

    (2015-2019). He is currently teaching Advanced Research Methodology, Entrepreneurship and Commercialization, and Economics for Managers at the postgraduate level, as well as Economic subjects at the undergraduate level. His research interests include productivity analysis, knowledge-based economy, productivity and environment (green productivity) and bio-economy. He is the author of the book entitled Green Productivity: Applications in Malaysia’s Manufacturing, he has published more than 100 publications in international refereed journals and presented several papers at conferences.     Nasir Shafiq is a professor in Structural

    Engineering, Construction, and Materials in the department of civil engineering, University Technology Petronas. He has 30 over the years o his working experience as an academician, researcher, and structural design

    consultant. His expertise includes; Structural Reliability, High Performance, and Geopolymer

    Concrete; Building Information Modelling; Sustainable and Low Carbon Living. He has authored more than 140 papers in the ISI and Scopus indexed journals and proceeding (Scopus ORCID: 0000-0002-9496-5430) and authored a book on “Green and Sustainable Construction.” In addition to an academic position, he was the director of sustainable resources mission-oriented research from July 2014 till November 2017. He has secured many research grants from various agencies in Malaysia and overseas, which makes a total sum equivalent to 2 million US$. He has graduated 27 Ph.D. students and 20 MSc students by research. He has served as a visiting Professor in ENSAM France, Najran University, Saudi Arabia, and Pakistan. Nasir has international exposure by working or studying in various countries, i.e., UK, Thailand, Singapore, and Pakistan. Earlier, he served over 11 years at the Dept. of

    Electrical, Electronic & Systems Engineering of The National University of Malaysia (@ Universiti Kebangsaan Malaysia) from Nov. 2006 till Jan. 2018, where he led the Solar Photovoltaic Research Group under the Solar Energy Research Institute (SERI). After the higher secondary education with distinctions from his native country, Bangladesh, he received the Japanese Ministry of Education (MONBUSHO) scholarship in 1990. Accomplishing Japanese Language diploma in 1991, he achieved a diploma in Electrical Engineering (1994) from Gunma National College of Technology, Bachelor (1996) in Electrical & Electronic Engineering from Toyohashi University of Technology, Masters (1998) and PhD (2001) on solar photovoltaic technology (Thin Film Solar Cell) from Tokyo Institute of Technology (Tokyo, Japan). Later, he pursued Postdoctoral fellowship in the USA and briefly worked at Motorola Japan Ltd. His areas of expertise include Microelectronics, Renewable Energy, Solar Photovoltaic Applications and Thin Film Solar PV Development. Additionally, his research focuses on the commercialization of Solar Photovoltaic Products from his patented entities, as such he also served as the CTO cum director of a University Spin-off company financed by the Malaysian Technology Development Center (MTDC). He served as a visiting professor to the King Saud University (KSU) in Saudi Arabia from 2010 till 2016. He has been involved as the project-leader as well as co-researcher of many government (Malaysia) and international (Saudi National Grant, Qatar Foundation etc.) funded projects. He is actively involved in promoting Renewable Energy to the developing countries in South and South East Asia, working as an enthusiastic promoter for the affordable solar photovoltaic technologies.

    Shamsudin Head of Research and Innovation, Universiti Kuala Lumpur Business School Dr. Mohd Farid Shamsudin lectures and

    researches in the areas of Marketing and Management. He has 22 years of working

    experience in various financial institutions and the telecommunication industry. Before joining UNIKL, he was a Senior Product Manager in the largest Telecommunication Company. He acquired enormous industry experience, mostly related to consumer behavior, product development, relationship marketing, and customer services. Currently, he is the head of the section for Research & Innovation responsible for overseeing the research activities, including grants and publications. Dr. Mohd Farid Shamsudin also has more than 12 years of teaching experience in various local universities for postgraduate studies. He is currently a supervisor for Ph.D. and Master Students and actively participate in writing and attending conferences. He graduated from Multimedia University for his Bachelor in Business Administration, followed by MBA from International Islamic University, Malaysia, and finally was awarded Doctor of Business Administration from Universiti Utara Malaysia. His research areas are related to consumer behavior, customer service, relationship marketing, advertising, and branding. Among the subject specializes by Dr. Mohd Farid Shamsudin are Principle of Marketing, Marketing Management, Strategic Marketing, Customer service, Advertising And Promotion, Retail Management, Sales Management, and Product Development. At current, he has published 114 papers since 2014.

    Assoc. Prof. Ir. Ts. Marayati Binti Marsadek (M’15) received the bachelor’s degree in electric power and master’s degree in electrical engineering from National Energy University, Putrajaya, Malaysia in 2002 and 2006, respectively. She received the Ph.D. degree in electrical, electronics, and system engineering from the National University of Malaysia, Bangi, Malaysia, in 2011. She is currently the Director of the Institute of Power

    Engineering and a Senior Lecturer with the Department of Electric Power, National Energy University. She has authored more than ten guidelines and manuals used by engineers in Tenaga Nasional Berhad (TNB), Malaysia. Her research interests include power system stability, active network management, and risk assessment. She has been actively involved in research and consultancies work related to energy, demand side respond, power system stability and renewable energy.

    GIS - Based Optimization for The Fuel Location Allocation Decisions to Face The Probable Tsunami ; Case Study in

    Abstract

    Background - The Mentawai Megathrust is predicted to cause a tsunami with the tremendous effects to societies and environments. As the coastal area located across the epicenter, Padang City is expected to have a high vulnerability to be surged by this future hazard. This issue has gradually grown in importance to provide an effective disaster countermeasure for minimizing losses and suffering.

    Purpose - The aim of this study is to propose the disaster relief planning in Padang City in order to cope with the effects caused by the probable tsunami, particularly in the location-allocation decisions for the fuel fulfillment.

    Design/methodology/approach - In this research the Geographic Information System (GIS) - based optimization is utilized to generate the appropriate number of facilities as well as its allocated capacity to serve several demand points during 72 hours of the emergency periods. This paper initially considers the potential inundation area based on the worst-case scenario developed by the disaster countermeasure agency to identify the likelihood of the inaccessible roads and the candidate facilities in the save zone.

    Findings - By using P-Median analysis, this work recommends 9 strategic facilities to handle 18 demand points during the critical periods.

    Research limitations - Due to practical constraints, this paper may be further improved to be Decisions Support Systems (DSS) with the consideration to the real time conditions during emergency periods.

    Originality/value - This study provides an exciting opportunity to comprehensively obtain the suitable facilities in order to fulfill the fuel needs in the disaster aftermath.

    Analysis of the Application of Lean Method For Logistics Value Added Services (VAS) In 3PL (Third Party

    Logistics) Company

    Abstract

    Background - PT "X" is a 3PL company in Indonesia who serve logistic basic and VAS for handling car assembly project at their site in Jakarta. The current problem is supply delay from the point of storage area to the point of the linefeed area. This problem occurs caused by activities that have no added value (wastes) due to various complex factors as it is uncommon logistics services or base on the 3PL point of view called it as VAS, factors included Man, Machine, Management, Method, Material, and others.

    Purpose - The purpose of this research is to determine the main cause of wastes. And to find out whether the application of lean methods will have positive results if applied by 3PL companies.

    Design/methodology/approach - Since the problem caused by various complex factors, we proposed several methods that can be able to eliminate this wastes, which is the Lean Method with Value Stream Mapping (VSM) and Waste Assessment Model (WAM). The existing team activities are mapped with VSM to analyze its flow process activities, and WAM to determine the waste level, finally, VSM and WAM result will be analyzed using a fishbone diagram to draw a root caused factors and to measure gap before and after Lean Method Applied.

    Findings - WAM has measured the largest percentage of the waste is an inventory (18.35%), motion (18.29%), and defects (15.47%). WAM and VSM results were analyzed using a Fishbone diagram. We found three major root causes that are man, management, and method. The current average time needed was 189.61 minutes and 180.18 minutes if the lead method applied or 9.53 minutes faster from previous that has a big impact on company cost reduction.

    Research limitations - This study only calculates the sequence of process activities and the current average time required by the 3PL company without involving changes in layout, man, processes, tools, the addition of tools, calculation of costs, and other variables.

    Originality/value - The novelty in this research is the use of the Lean Method by 3PL can produce a positive results.
