1. Executive summary
This Pollution Incident Response Management Plan (PIRMP) has been prepared tocomply with the directives introduced by the Protection of the Environment LegislationAmendment Act 2011 (POELA Act) that requires the preparation and implementationof a Pollution Incident Response Management Plan.
This PIRMP provides procedures and contact information to be used in the event of apollution incident and is to be followed by all Staff in dealing with such incidents.
2. Scope of the PIRMP
This Plan is focused on Boonoo Boonoo Landfill site and nearby surrounds.
2.1 Introduction
The purpose of this Pollution Incident Response Management Plan is to assistemployees and management of the Boonoo Boonoo Landfill to identify the potentialrisk of a pollution incident occurring, introduce measures to mitigate that risk and togive direction in making quality decisions should a pollution incident occur.
This plan contains guidance in determining the appropriate actions to take to preventmaterial harm to the environment.
This plan is to be kept in a prominent position at the Boonoo Boonoo Landfill Site, withlaminated copies kept in the 2 garbage collection vehicles. All waste staff mustfamiliarise themselves with the content of this plan and refer to it in the event of anypollution incident.

Any staff member observing a pollution incident must notify all relevant authoritiesabout the incident, not just the appropriate regulatory authority (ARA) under thePOEO Act.
3. Hazard Assessment [clause 98C (1) (a), (b) and (c)]
The following potential hazards have been identified as possible sources of pollutionfrom the Boonoo Boonoo Landfill Site.

5. Safety Equipment [clause 98C (1) (f)]
The Boonoo Boonoo Landfill Site is fenced to stop intruders and ensure safety. TheSite also has a number of active and passive pollution control/safety devices andequipment that can be used during a pollution incident.
Relevant details of pollution incident equipment and features are provided as follows:

The location of all incident response equipment will be clearly signposted so thatCouncil employees and contractor’s staff faced with an incident and under pressurewill confidently locate and select the appropriate type of equipment.
5.1 First Aid Equipment
A suitable fully stocked and easily accessible first aid kit is located at the site shed andits location clearly labelled.

5.2 Signs and Labels
Signs and labels provide key information to facility personnel and users. The locationof signs is important.
Suitable signage indicating the location of incident response equipment and featuresand the first aid kit will be provided and maintained within the facility.
A list of emergency phone numbers will be clearly displayed at a location within thefacility that can be seen by Council employees and contractor’s staff.
6. Communicating with neighbours and the local community[clause 98C (1) (i)]
Communicating with neighbours and the local community is an important element inmanaging the response to any pollution incident.
In a pollution incident the telephone should be used as a means of notifying thoseindividuals/organisations responsible for activating this Plan and managing theincident response. Mobile phones will be the accepted means of communications.
Council has an obligation to inform members of the local community should apollution incident occur that could affect their property or safety. Communicationmechanisms include phoning occupiers of neighbouring properties, issuing mediareleases and providing information of Council’s web site.
The following notification and communication action plan will be applicable to a majorpollution incident at the Boonoo Boonoo Landfill.

7. Minimising Harm to Persons on the premises [clause 98C (1) (j)]
Staff are to maintain a normal risk assessment approach to work health and safety(WHS) when dealing with any environmental incident covered by this plan. All sitehazards are to be identified after notification to authorities and prior to commencingany other activity. The risk posed to staff health and safety for each hazard is to beassessed, and mitigated as appropriate. Particular reference is to be made to therelevant MDS for any chemical involved (note MSDS located in shite shed).
7.1 General Requirements
Most minor pollution incidents will not require the evacuation of all or part of thefacility however it is acknowledged that any major incident may require the facility tobe evacuated. Evacuation of Council employees, contractor’s staff and facility users inthe event of a major incident is of the utmost importance.
In order to achieve a safe and timely evacuation, it is critical that an early warning ofthe pollution situation be communicated and action implemented to remove Councilemployees and/or contractor’s staff from the hazard area. The decision to evacuatethe building is to be taken by the Manager Water & Waste and supported by facilitypersonnel.
7.2 Evacuation Assembly Areas
Given the relatively small size of the site, low usage with the likelihood of fewpersonnel present at any one time and the limited quantities of potential pollutantsretained on the site that would be harmful to human health, the primary objective inthe evacuation of the site will be to ensure all contractors, council staff and othersthat may be on site vacate the site as directed, the facility entry gates are closed andthe contractor/Council staff waits for emergency services to arrive or other actions asdirected by the Manager Water & Waste.
On arrival at the designated evacuation assembly point all employees will remain untilthe Manager Water & Waste has determined the status of all personnel and;
accounted for all, or prepared a list of names of missing personnel and the location last seen
For the purposes of this plan the following evacuation assembly points are applicable:
Primary Assembly Point is at the main entry gate to the Boonoo Boonoo Landfill.

7.3 Post Evacuation Assembly Point
Once the facility has been evacuated to the Primary Evacuation Assembly Point andthe presence of personnel confirmed, arrangements will be made by the ManagerWater & Waste for Council employees and contractor’s staff to be transported/movedto the Post Evacuation Assembly Point which for the purposes of this Plan is theCouncil Office Building, 247 Rouse Street Tenterfield.
Incident debriefing and incident investigation will be undertaken at the PostEvacuation Assembly Point. Further management instructions will also be provided.

10. Staff Training [clause 98C (1) (m)]
Waste staff are to familiarise themselves with the content of this plan during theindividual staff induction process for new staff. It is also to be discussed at teammeeting level initially, and after each annual review of the plan. The responsibilityfor ensuring staff are aware of the plan and competent in following the procedurescontained in it is the Manager Water and Waste. After each incident where the planis invoked a report is to be prepared by the Manager Water and Waste identifyingany gaps in implementation or procedure. These are to be communicated to staffduring Staff Meetings.
11. Testing Plans [clauses 98C (1) (n), (o) and (p), 98C (2) (f) and(g), 98E (1) and 98E (2)]
Waste staff will conduct a desktop drill initially and after each annual review of theplan under the immediate supervision of the Manager Water and Waste.
The following table outlines the dates where the plan has been tested and updated,also the staff members who carries out testing.

12. Appendix A - Protocols

Upon notification of a pollution incident, proceed in the following manner:
