Lone-Actor Terrorism:Implications For Border SecurityOverview

While traditionally viewed as a collective and group activity,analysis of prominent terrorist incidents over the past few yearsindicates a growing prevalence of attacks by sole individuals.Such attacks are difficult to predict and prevent, especially if theperpetrator is not known to have the type of profile andaffiliations that security services and law enforcement agenciesrely on to target their efforts.

However, terrorist attacks – particularly those seeking to inflictmass casualties or damage to property – require certainresources, such as weaponry, explosive material or assets thatcan be misused to have the same impact, such as heavy goodvehicles or aviation.

Is your border security strategy prepared with this in mind? Areyour intelligence streams able to generate relevant information?

This interactive workshop will examine some of the characteristicsand typologies of ‘lone actor’ attackers and reflect on theimplications for border security. The workshop will seek to addressissues including:

• How can we best define a ‘lone actor’ attacker?• What might be the indicators of an increased likelihood ofsuch an attack?

• What are the implications for border security?• What are the foundations of an effective strategy forprevention?

Securing Eutopia: Scenario-Based WorkshopOverview

Securing "Eutopia" is a scenario-based border security exercisebased on a fictional state in Europe- Eutopia. The Workshop willput participants through a series of activities including theplanning and execution of border security in a hybridenvironment with threats ranging from terrorism, drug, nuclearand radiological material trafficking, transnational crime, peoplerunning, illegal migration asylum and return operations etc.

The workshop will be conducted in two main parts and varioussub parts. The two main parts will include planning for BorderSecurity of Eutopia and Execution of Security. To provide arealistic background these will be based on an openingnarrative followed by a series of sub-plots to build scenarios togive hands on feel of the likely threats and challenges that maybe faced in implementation of border security and actions thatare required to be taken to overcome these while facilitatingtrade and mobility.
