The document wil,l be witnessed by the Lord Lizutenant df ttre County 9f Kent,to which Tenterden could be said to i:e returning aftet 525 years of "sepatation", and

by the Mayor of Rye, the "Antient Town''' to which Tenterden owes its existence as

a Borough, and by myself.

The "rights and privileges" may seem to many today to hav_e litde connection withour ordiniry daily- life, but I would not like to see them dismissed as just emptyphrases.

Tenterden is known as a place where it is easy to make friends and to b9 accegte{into the communiry. This is not always the case in small rural communities, and ofcourse Tenterden

-is, happily, a rural community in spite of having many of the

trappings and qualities wb 6xpect in large towls. It qay -*.q .8, indeed, -.\lt 4qpri$ in the town shown by so many people has its roots in tlre "rights and privileges"enioyed for more than five centuries by their prcdecessors.

In the programme of events arranged for this C-ommemoration Week I was

particularly pleased to see tlre large part played by the young peopl,e of the town.The enthusiaitic support given by the schools, youth club, scouts, guides aqd all th3youth organisations has been mosi heartening and I hope- ttr-at ttreir interest in dre lifeof Oe town will remain with tlrem as they grow older. It is up to the rest of us, theold inhabitants and the many new-comers who have been attracted to settle here, t-o

see that Tenterden, while conserving the best of the past, is planning ahead for a

worth,while future for the next generation.

In 1449 King Henry VI gave Tenterden this Charter, which removed the townfrom the jurisdidon of the Sheriff and the C.oun y Courts, and gave the people thevaluable privilege of exemption from the taxation levied on the C,ounty- and the rightto govern themielves. Tenterden was a small but busy place of less than 50O people,moitly employed in agriculturq the cloth industry, and ship building and situated onthe high land where the coastal road from Hythe, following the northern edge ofRomney Marstr, met the road from Rornney and ApplEdorg and another frorn theport ol Sma[hythg before turning north to Cranbroqk and along the still used Romanroad through Staplehurst to Rochester and London.

On.the hill top in tlre centre of the town, a few hundred yards from the moartedmanor house of the Petlesdens, tlrc church of St. Mildred stood as witness to thewealth and pibty of the clottr merchants and graziers who were constantly enlargingand beautifying'the great stone chancel and nave '(for there was as yet no tower)where they worshipped and congregated for business and pleasure. In 1449 theClrurch was nearly 300 years old and most of the alterations to the early fabric whichare evident today had already been made. There were of course no pews or benchesother than the stone seats around the bases of the columns, reserved for tlre infirm andelderly, which are still there, and where the modern screen now stands was themediaeval rood screen, its position marked today by the stairway in the north wallwhich once led up to it.

About fifty years earlier the north and south chancel aisles had been added to the12th century chancel, the roof of which had been raised at the same time, blockingthe two lancet windows above the chancel arch, which until then had given light to therood. At the same time also the roofs and walls of the north and so'uth aisles had beenraised, to allow for the insertion of larger windows to the aisles, the original corbelssupporting the old roof being s'till in position today on the north wall, and the piers

of the north arcade had beenstrengthened, possibly simplyby encasing them in an exmalayer of stone. The wallswore covered with colouredpaint,ings, the last trace ofrvhich vanished only a fewyears ago.

In 1449 a bequest oftimbers marks the start of thepreparations for building thegreat tower, and oo the glebe-lands around the Churchseveral of the houses we knowtoday were also newly builtor abo,ut to be built. Amongthose which stitrl retain theiroriginal appearance are theSpinning STheel, already witha jettied upper floor (today'smodern shop front havingbeen built out beneath it),and the Tudor Rose, a 15thcentury \ilflealden Hallhouse,still open to the roof a"t thattim€,, the original recessedcentre being iettied forward100 years later when a floorwas inserted at first floorlevel.

Still on the glebelands, Nos. 60/62 is another Hallhouse, glear_ly identifiable as such

fro* inria., afihough the outside'has been much altered, in the late 18th century,

with weather-boarding and tile-hanging.

On ttre south side of the town was Fittlesden Gatehouse; already-lO0 -years old in

royal use since the days of Edward I, whose son, the first Prince of $/ales, had stayed

at Pitdesden Manor.

So, 525 years ago, Tenterden became a Corporate Member-of $e -Cryque Po-rts:

and i'homas Petledlen became the first Bailiff of the Town and Hundred of Tenterden.Henceforth the boundaries of the old Saxon Hundred coincided with those of the new

Borough, which ttrus included in its iurisdiction not only the busy market town butalso tlie shipbuilding dock at Smallhythe and the wharves at Reading.

The real wealth of Tenterden in the 15th century came; however" from the RomneyMarsh sheep, whose wool founded ttre fortunes of the great clonh;making families ofSkeates, Ha-Iienden, Shorte, Curteis, and others, some of whose descendants are still

Iwith, us, qnd the Tildens whose American and Canadian offspring have made guite anumber of recent visits to Tenterden. These people built the Vealden traUs 6t the15th and l6th centuries and brought prosperity to the town, so that even when thecloth industry ha{ Sgne Tenterderr survived into,the lgth century as a thriving markettown. By then tlre future of Tenterden as a commersial and shopping centr; for thefarmers, hop-grorvers and tanners was well esablished and the *irii"t of *re railwayto Headcorn in 1846 adde{to t-he ploryenty of the local traders by enibling the shopito keep up with the latest London fashions.

Tenterden's own rail,way was a long time coming, in spite of numerous abortivegchemes, but was eventually welcomed with great enthuslasm, in 1900. Like manybranch lines it had a leisurely approach to its task, which could not survive the petrolera-(despite a premature atempt to come to terms by using two primitive Ford carsback to back on its rails). TodaS however, we are

THE FUTURETENTERDEN-

Concorde ! Channel Tunnel ! Maplin Sands ! STho would have predicted 50years ago, let alone 500, that such issues could have a bearing on the Borough ofTenterden and indeed, more important, the peoplb of Tenterden.

Time, Technology and Travel have now kaleidoscoped together at such a pace thatwe cannot and must no't permit their passage through our mids,t without considerationas to their effect on us and our environment.

$fle must become more involved if we are to hand on a heritage that we presentlyenjoy, for it is our currrnt actions drat make or mar the future of Tenterden.Forrunately, in Tenterden we have a great number of associations, club's, groups andsocieties, all of whom can and should play a leading role in the moulding of informedopinion.

Ve are also entering into a more politically orientated arena in local Government,the gymnastics of which we all. need to keenly view. Additional careful developmentof light indus'try within the borough should be encouraged as this is a prerequisitefor a balanced population and care will have to be exercised in the further developmentof habitation for over tfie next couple of decades grcat pressures of expansion couldarise in this area of Kent. W'e must surely aim at a balance so as not to become asluggish by-water with all that that implies. Neither must we becorne a satellite ofAshford. Our efforts must be directed towards preserving that which is worthpreserving and building that which may be worthy of preservation in 100 years hence-a reatr planner's dream, but if we only get it 507" right, then our generation will standcomparison with that of the past.

The future of Tenterden is simply people - people living within an environmentthat has taken centuries to create. In this day and age, it is relatively easy ,for us totake the view that we cannot influence what is going on around us but ra'ttrer leave itto those who inhabit the so-called corridors of power. Now, if we accept this premise,tlren the future of Tenterden is bleak but if we adopt the attitude to enquire, debate,take interest and act, then the future of Tenterden is assured.

by-laws, the right to repr€sent the inhabitants in public enquiries and to opposeprivate bills in Parliament, and the right to appoint trustees, and the duty toappoint school managers.

Cinque Ports and Corporate Property-In the case of Tenterden, as thecorporate successor to the Borough, the Town Council becomes a Member ofthe Confederation of the Cinque Ports, with the responsibility of carrying outthe duties of membership and maintaining the rights and privileges that gowith it. The Town Council also takes over the corporate property of theBorotrgh, ttre Maces, Regalia and other treasures, together with- the freehold ofthe Town Hall and The Pebblbs. It also has the power to appoint local officenof dignity, of which the Serjeant-at-Mace is the only one to have survived the525 years.

WOME \r'S /ArSTITUIESIn 1897 a few women in Stoney Creek, Ontarioo Canada, conscious of their isolation,

decided ;to meet regularly in order to share ttreir ideas, skills and experiences.

From this small beginning the movement has become world-wide and, affiliated tothe Associated Countrywomen of tlre World, now has a membership of 8 million in65 nations.

W'.I. came to England and rtrfales in 1915 and on June l6th, 1919 a Branch wasfotrnded in Tenterden under the presidency of Lady Drury, of Homewood (nowHomewood School). This was followed by the formation of the Smallhythe Institutein March 1930, and St. Michaels in 1955. Over the years these three Institutes havecatered for the tastes and interests of a wide membership in Clraft, Music, Drama, Artand Home making-as the $7.I. Exhibition will show.

In the wider field, representatives of our half-million members meet annually inLondon where matters of rural interest and well-being are discussed. For instancg in1955 the "Keep Britain Tidy" campaign was started and, more recently, ourrepresentation for the preservation of badgers has culminated in ttn passing of a

Parliamurtary Bitrl.
