Providence Hall (founding date)
Motto “Teaching Students to Think Critically, Communicate Effectively, and Act Responsibly” Mission Providence Hall guides students in realizing their full potential and provides them with the tools and confidence they need to achieve their dreams. Our Students create a better future for themselves and the world using the critical thinking and action skills acquired in inquiry based classrooms overseen by the International Baccalaureate program. Providence Hall's results-oriented learning environment fosters leaders who communicate effectively and empowers students to live fulfilling, responsible, and successful lives. At Providence Hall students achieve academic excellence, become life-long learners, and create for themselves a life of distinction. Founded (need a date) Providence Hall was founded by a board of parents who believed that children should have a free quality education in small and effective classrooms. As these Mothers looked into Charter Schools for their children, they noticed a great need for a local Charter in their area as well as the surrounding areas. At the time, there was not a K-6 Charter school in South Jordan, Riverton and/or Herriman. They believed every child deserves a personalized and advanced education and decided to fill the need in their area for a Charter school. They engaged in countless hours of study and research into effective teaching practices and various methods of instruction. Providence Hall’s success as a charter, which has now grown to three schools k-12, is due to these hard working parents who first visualized and set in motion the quality education our students now enjoy. Philosophy Picasso said “You cannot teach painting; you must find it.” It is this concept that lies at the heart of Providence Hall’s philosophy. We realize that you may teach a child, but unless they choose to learn it for themselves they will not “find it.” Therefore, in addition to traditional teaching methods, Providence Hall’s instructors will employ inquiry based methods of instruction aligned with the International Baccalaureate program in efforts to engage students in thinking about the material, communicating it, and making real-world connections across all subjects. These methods of instruction will not only educate with knowledge, but also show the significance of that knowledge, resulting in genuine understanding gained from personal experience. Providence Hall believes that every student has greatness within and those educational experiences should guide and assist students in discovering the best within themselves. We believe that by making education relevant and stimulating, students will develop a love and excitement for learning which will extend beyond the classroom, promoting a life of learning. Providence Hall will provide quality education that embraces and magnifies a student’s innate curiosity, individuality and special talents. We acknowledge that students are born with strengths and weaknesses in their learning styles. Utah State Treasurer’s Office PTIF Instructions and Information
PTIF OBJECTIVES The Utah Public Treasurers Investment Fund (PTIF), or the “Pool,” invests to maintain safety of principal, liquidity and a competitive return on short term investments.
WHO CAN INVEST Any funds administered by a State of Utah public treasurer may be invested in the Pool. This includes funds held by Utah local governments, city and county treasurers, state boards, commissions, institutions, departments, divisions, agencies, or other similar instrumentalities, school districts, and other public bodies.
WHY INVEST IN THE POOL? Investing in the Pool is a convenient and effective way to invest excess and idle liquidity. The Pool can readily accommodate large investments while providing local government or agency officials with a high degree of liquidity.
Investment professionals in the State Treasurer’s Office have extensive, regular interactions with local and national securities dealers, analysts and fund managers. By investing in the PTIF, public entities can leverage the expertise of the Treasurer’s Office while minimizing the expense of investment management to local taxpayers.
STABILITY Every dollar invested today is managed to be worth a dollar tomorrow plus income earned at competitive rates.
COMPETITIVE RATES The pooling of monies from numerous public entities within Utah enables the Treasurer’s Office to purchase securities in large block sizes. Large block sized transactions such as these minimize and/or avoid certain investment service charges and/or spreads often assessed by banks and brokers on smaller-lot purchases, providing Pool investments with a lower cost, higher-yielding structure than is available to smaller portfolios. Reduced cost and effective selection of securities results in a safe and competitive yield on your investment. Pool yield fluctuates with prevailing market interest rates.
LIQUIDITY The high degree of liquidity offered by the Pool eliminates the need for pool participants to predict precisely how long excess funds can be invested in the Pool. The prevailing pool yield is paid on all pool investments regardless of how long the funds are invested. The Pool is not intended to be a substitute for a treasurer's operating accounts, sweep account, or daily repurchase arrangements. While providing daily liquidity, the Pool is intended for funds which are invested for several days or longer. The Treasurer’s Office may invest state monies in the Pool and may withdraw such monies from time to time in the same manner as other participants.
SECURITY All investments in the PTIF must comply with the Money Management Act and Rules of the Money Management Council. Refer to the Money Management Act, Section 51-7-11, for details.

The Pool invests primarily in money market securities, including time certificates of deposit, domestic commercial paper, short term corporate notes, obligations of the U.S. Treasury and of certain U.S. government agencies. These securities are issued by top rated, highly credit-worthy corporations and government agencies and, as held within the Pool in a diversified portfolio, represent limited risk to pool participants.
The maximum final maturity of any security purchased by the Pool is five years. The maximum adjusted weighted average maturity of the portfolio does not exceed 90 days.
By statute, investment transactions are conducted only through certified dealers, qualified depositories or directly with issuers of the securities.
All purchased securities are delivered to the custody of the Treasurer’s Office, assuring a perfected interest in the securities. For safety and convenience, the Treasurer’s Office uses a custodial bank to take delivery of some securities. Securities owned by the Pool are completely segregated from securities owned directly by the State. The State of Utah has no claim on assets owned by the Pool except for those investments of State monies in the Pool. Pool deposits are not insured or guaranteed by the FDIC, the State of Utah or any other instrumentality of the United States.
Investments managed by the Treasurer’s Office (including those held by the PTIF) are reviewed periodically by the Money Management Council and are audited by the Utah State Auditor.
DIVERSIFICATION By combining the funds of many investors, the Pool can diversify among many issuers, thereby avoiding excessive concentration in the securities of any one issuer. In accordance with the Rules of the Money Management Council, no more than 5% of the Pool may be invested in the securities of any single issuer.
NO MINIMUM BALANCE REQUIREMENT The Pool has no minimum balance requirement and no limit on the number of pool account transactions.

ONLINE TRANSACTIONS USING iPAS
iPAS is an online, web-based tool that provides Pool participants with the ability to securely initiate ACH deposits and withdrawals online via the Internet. It also allows Pool participants access to account balances, transaction details and account statements.
Once your Pool account is established, you can gain iPAS access by calling the Treasurer’s Office or emailing your request to [email protected].

POOL DEPOSITS INITIATED BY WIRE TRANSFER OR ACH CREDIT
The Treasurer’s Office processes wire transfer deposits on a limited basis due to the relatively high transaction costs associated with wires. If Pool deposits are initiated by wire transfer or ACH credit, same-day phone or email notification must be provided to the Treasurer’s Office before noon to ensure that the deposit is credited to the Pool account on the date the deposit is transmitted.

INTER-FUND TRANSFERS The Treasurer’s Office can make transfers from one entity’s Pool account to another entity’s Pool account to distribute tax revenues and other amounts. POOL OPERATING GUIDELINES
• Pool participants must provide the Treasurer’s Office with at least 48 hours’ advance notice when withdrawing more than $10,000,000.
• Deposit and withdrawal transactions must be requested prior to noon for next business day settlement. • Inter-fund transactions3 can be processed on any date of the current month. • All funds withdrawn are delivered directly to the Pool participant’s designated bank account. Treasurer’s Office

INTEREST EARNED
Interest earnings are calculated on an accrual basis and credited to each account on the last day of the month. The monthly yield is quoted as a simple average using the actual number of days in the month and a 360 day year. As an

example, an account having an average daily balance of $100,000 during the month earns $333.33 at a 4% yield, calculated as follows:
$100,000 x 4.00% x 30 days/360 days
Most money market investment vehicles quote yields based on a 365 day year and may quote a compounded "return". Using the example above, an investment that paid $333.33 would yield 4.0555% based on a 365 day year.
The monthly apportionment of interest includes accrued interest, amortization of premium or discount, realized gains and losses, any addition or reduction from/to interest reserves, and is net of all administrative and safekeeping charges (see “ADMINISTRATIVE CHARGES”).
The PTIF may maintain an interest reserve to stabilize the monthly apportionment of interest. Any balance maintained in the interest reserve is reflected in the GASB 31 fair market value factor4.

Statements of account are available online via iPAS or are mailed to participants, and detail the following information:

Statements are prepared and mailed on the third or fourth business day of each month, and are available online via iPAS by the third business day of each month. The monthly statement should be retained as a permanent record.
ADMINISTRATIVE CHARGES
A minimal administrative fee is charged to help cover operating expenses and related costs for Pool operations. This fee is deducted from gross earnings and is not reflected on the monthly statement. Dear Governing Board: Recently the Utah State Board of Education’s office requested information regarding your LEA (local education agency) audit committee, and if applicable, your LEA internal audit function. The Internal Audit Department (IA) of the Utah State Board of Education (USBE) has analyzed this data for compliance with Utah Code 53A-30 State System of Public Education – Internal Audit. Based on IA’s review, several concerns are noted below. We request that your board/governing body review the information and determine if your LEA is complying with Utah Code. If your board/governing body is not compliant, we request that you formally take action to become compliant. Based on your review and any subsequent action taken, please complete the attached questionnaire (Attachment 1) and return it to USBE’s IA Department ([email protected]). LEA Audit Committee Data and Concerns Seventy-six percent of LEAs responded to the USBE request for information. The analysis below is based on a high level review of all responses as well as a more detailed review for a ten percent sample of districts and charters. The statute governing LEA audit functions is shown below and IA reviewed LEA responses for compliance to that standard. IA’s review also considered board member information per the LEA website, bylaws, and/or charter agreement as available. We acknowledge that the statute could be clarified to ensure the intent is more transparent and USBE will consider that going forward. 53A-30-102 Definitions. High Level Scan Concerns
1. Statute requires all LEAs to have an audit committee, yet multiple LEAs reported they did not have an audit committee.
2. Statute outlines board member composition requirements for the audit committee, seemingly with the intent that the audit committee not have a quorum of members as that would require an open meeting. Audit committee discussion items are generally sensitive in nature and may represent on-going risk assessments or audits which should be discussed in a closed meeting. We noted:
a. Some LEAs reported that all board members were also audit committee members, which would constitute a quorum and require that audit committee meetings be open meetings.
b. Some charter agreements allow for governing bodies comprised of as few as three members. Per the audit rule, governing boards with 3 members would require 2 members to sit on the audit committee, which would constitute a quorum and require that audit committee meetings be open meetings.

Notes, assumptions, and additional concerns about the chart above: In applying the statute above to LEA board/governing body data we also consulted Utah Code 63I-5 Utah Internal Audit Act for additional clarity. “Community representatives” in the chart above refers to requirement (1)(b) in the statute above (i.e., “people who are not administrators or employees of the local education agency). We excluded board members from this distinction given the concerns about open meetings as discussed above. We also excluded individuals from this distinction who might have a conflict of interest in serving on the audit committee and they are shown separately; see external and internal auditors above.

It is not always evident from LEAs’ websites, board bylaws or charter agreements:
a. Who board and committee members are and how to contact them b. Which members are voting members and which are non-voting members c. The number of required board members; some websites/bylaws/agreements give a range (i.e., 3 to
25), some an option of two different numbers (5 or 7), or some a minimum but no maximum. It is possible some of the LEA responses that included administrators, LEA employees, internal auditors, or external auditors on the audit committee meant to convey that those individuals attend audit committee but are not audit committee members. This would be a reasonable scenario; however, based on the LEA information provided and information available on LEA websites, the data was not transparent enough to make that conclusion. Effect of Concerns Noted Above The results or effects of the above findings include:
1. Lack of transparency regarding board members and audit committee members, particularly if a parent, citizen, or auditor has a concern with an administrator.
2. Lack of an appropriate venue (i.e., closed meeting) to discuss risks and audits or reviews that are in-process.
3. Lack of understanding of the importance of having an audit committee and the role of the audit committee.
4. Non-compliance with Utah Code regarding composition of the audit committee. Request for Response and Supplementary Materials We request that each LEA board or governing body review this letter, determine if they are compliant with statute, take appropriate action to ensure compliance if not compliant, and electronically fill out and return the attached form (i.e., Attachment 1) to the USBE Internal Audit Department at [email protected] no later than May 30th. As the concept of an audit committee may be new to many LEA’s we have also provided some resources for LEA boards/governing bodies; see Attachment 2. This is a State Sponsored Suicide
prevention and awareness program. The structure of the program involves the student body selecting other students to be “The Hope Squad”. These students are then trained on what to do with information they may receive regarding student safety. The USOE provides training and resources for the program. We are very excited about this opportunity and new resource for our students.
- May 13: Spring Carnival! - May 25: Patriot Games Outdoor Assembly. Activities include a waterballoon toss, egg
toss, 3-legged race, and tug of war. - We also have remaining competitions after school for Archery, Soccer, Dodgeball, Just

Curriculum Update Continuum (PYP, MYP, DP): We are continuing to work on our Self Study for PYP and MYP. We feel like we are making some good progress on a lot of areas that IB will come and check on, and we have identified some areas that we need to continue to improve on. We are going to work on creating a parent survey that is very IB specific to send out to our parents to get their feedback on what our various stakeholders understand about IB. MYP: During our department meetings we have finished going through the document – Evaluating the MYP Unit Planner with each subject group. We are now working on individual questions or problems that each group has individually. Teachers have the deadline that they have to have a completed planner turned in by May 20. They also have to turn in an example of an assessment they have given to students so we can check the types of assessments are in accordance with IB philosophy. Whole School: We are getting ready to start our SAGE end of year testing. English has already done their first part – writing – and will do their second part – reading, speaking, listening – this week, followed by Science and Math. We will have scores by the end of the school year and we are excited to see our results and be able to analyze the data for improvements. Professional Development: Our last Teacher Work Day, May 27, we will be doing a curriculum overview to make some more cross-curricular alignments across grade levels. The teachers are pretty excited about doing this and I think it will make big strides for what we are teaching in each grade level. Special Education and Intervention Advisories: Our current caseloads of students are: 6th grade: 40/257 for 16% 7th grade: 32/270 for 12% 8th grade: 22/198 for 11% for a total population of 13%. KimiscontinuestoworkwithPYPCoordinatorsfrombothChanningHalland
HawthorntocreateaclosernetworkforPYPteachersandstudentswithinthe
AssociationofIBWorldSchoolsofUtah.Eachgradelevel/departmenthas
collaboratedoncethisyearandhascomeupwithsomegreatgoalstowork
towardintheSY16-17.Coordinatorsfromthethreeschoolsmeetmonthlyto
discussprogramsandsupportsbetweentheschools.

Weareinprocessofdoinganinventoryofcurriculumneedsandwillbepurchasingmaterialswithinourexistingprogramstoreplenishmaterialsforteachingandlearning(workbooks,manipulatives,teacherresourcebooks,etc.)

Ourgradelevelteachingcoaches(KortneyWadsworthK-2&KamiMecham3-5)areworkingwithallteachersinthebuildingtoworkonreachingtheirpersonalandrecommendedprofessionaldevelopmentgrowthgoals.

WeareinthemidstofpreparingstudentsfortakingtheDynamicLearningMapsAssessment(thestatealternativeassessment).Wehave2studentsparticipatinginthisassessmentanditisbeingadministeredinthesameapproximatetimeframeastheSAGEassessment.
