Action Item Columbine Elementary Over the past 12 months the District has been investigating the possibility of replacing the Columbine facility with a new building rather than renovating the existing structure. The Superintendent has recommended to the Board of Education that the proceeds from the sale of Washington Elementary be committed to rebuilding Columbine Elementary. Initially slated by the Capital Improvement Planning Committee for complete replacement, the rebuild of Columbine was scaled back to a significant renovation when the final bond proposal was settled on. The funds from the sale of Washington would reinstate that initial expectation. A change in the project scope would require an amendment of the Facilities Master Plan concerning Columbine’s project scope and an allocation by the Board earmarking the Washington sale proceeds to the revised Columbine project. Columbine is presently budgeted to receive more than 8.1 million for extensive capital upgrades. With the addition of the Washington sale proceeds ($4.1 million) funding would be adequate to rebuild this school.

for the Addition/Renovation to Columbine Elementary School BWG Project #0686.01 Dear Mr. Orr: Recently, our A/E team toured the Columbine Elementary School to confirm the Scope of Work proposed by the School District at that site. Although the $5.7 million of cumulative improvements proposed are logical and well thought-out, the existing building remains less than ideal in a number of key areas: • The building envelope (roof and wall construction) is poorly insulated, which more than

likely precipitates high energy costs • Maintenance costs have been reported as consistently high • Many aspects of the heating/ventilating systems are not performing, and there are

additional complaints of poor air quality • Some of the existing roof structures are constructed to “minimum” standards, which

make additions/alterations difficult and expensive • Several of the numerous additions have compromised school functions

We just recently had a similarly-sized elementary school bid at $7.2 million. The obvious consideration emerged: for an additional $1.5 million, would a replacement school be a better solution? Our A/E team would like to suggest that it might be in the best interest of BVSD and the intent of the Bond Election to evaluate this consideration. We propose to provide the District with a comparison of Life-Cycle costs for the existing school and a replacement school. This information could then be used to quantify a comparative payback of the incremental additional costs of building a new school building. The process we would propose includes: • assembling the existing school’s operating costs (utilities and maintenance) for the last 3

years • evaluating the life-cycle costs anticipated for existing systems and equipment • Developing a likely target for construction and operation/maintenance costs for a new

energy efficient replacement school • Providing a comparison in costs between the two options • Providing a payback time frame of savings in operations/maintenance for incremental

additional costs of building a replacement school.

The resulting Evaluation Report would arm the BVSD with complete information upon which to make an informed decision. There is an additional consideration due to the large site where the existing school is located; the replacement school could be constructed on the site without invasive construction disruption to the existing school. We propose to provide BVSD with this Evaluation Report on a time and materials basis for an amount not-to-exceed of $27,000, within a time frame of approximately 3 weeks. Our entire A/E team including Rodwin Architecture, AEC, JVA, and Cator-Ruma are ready to quickly move on this task. Update Report Arapahoe Ridge/Boulder TEC Fairview The Arapahoe Ridge/Boulder TEC campus has recently initiated a visioning process which likely will lead to a more definitive project scope. While the Educational Facilities Master Plan calls for classroom additions it does not specify the type of programmatic uses intended for these classrooms. There has been discussion among district administrators to move the teen parenting program to this site from the Fairview High campus. Because the teen parenting program has specific classroom/nursery needs this shift in location would necessitate amending both schools scopes of work. Additionally, two million dollars from one time funds was transferred to the Capital Reserve budget in the Revised Adopted Budget approved by the Board on February 12, 2008. The intent of this transfer was to designate one million dollars towards the Arapahoe Ridge/Boulder TEC bond project budget and another one million dollars toward other undefined bond project enhancements. These funds will remain in the Capital Reserve Fund and expenses as they accrue will be charged against the determined budget amount. Arapahoe Ridge/Boulder TEC now has available $6,304,652 as a project budget. If it is determined that the teen parenting program is relocated, CBOC will be asked to shift project money that was intended to make improvements at Fairview to Arapahoe Ridge/Boulder TEC.

Update Report Southern Hills Middle School The project budget for Southern Hills Middle School has been supplement in the amount of $407,000 to meet project scope. Attached please find a worksheet that provides the rationale for this request as well as the Golden Triangle Construction Guaranteed Maximum Price (GMP) correspondence dated 3/3/2008 and its GMP schedule of values dated 4/3/2008. The main reason for this increased cost is to cover additional items in the scope required to meet current fire codes. This includes a fire suppression system, new fire alarm systems and fire hydrants. This is similar to previous budget adjustments for Louisville and Manhattan Middle Schools. Other unanticipated costs include drainage improvements and a new sanitary line to serve the toilets located near the new gym. The supplemental funding will be appropriated from the Bond program reserve.
