Overview
bull Placemaking is one of the fundamental goals of the Flower City Strategy This goal aims to create beautiful and distinctive spaces in Brampton that enhance its image and contribute to defining and celebrating the citys identity
bull Public art is a vital ingredient in the cultural fabric and streetscape of creative cities and contributes to the creation of great places
bull The following report provides a status update to Flower City Committee on the Nelson Garage Mural
bull In October 2011 the Flower City Committee approved an updated Public Art Policy which involved the strategic development of the Public Art Program and formation of the Public Art Task Force to oversee the administration and
implementation of public art in the City of Brampton bull The Nelson Garage and Belvedere Staircase Mural Projects were approved by
Council as part of the downtown beautification initiatives The Belvedere Staircase was completed in 2010 and the Public Art Task Force is currently working to complete the Nelson Garage project for 2012
bull A Call for Artists Proposals for the Nelson Garage Mural was developed by the Public Art Task Force and released to the international professional arts market in April of 2012 The Call specifies that the mural must be created on removable panels which may be installed at a different location should the need arise in future The Call closes on May 31 2012 and installation of the mural by the City is estimated for late Fall 2012

Background
In April of 2009 Council approved the commencement of the Capital Projects as detailed in the report on Downtown Brampton Revitalization Downtown Beautification Initiatives Wards 1 34 and 5 (File P75 DB) One project detailed in this report was the Nelson Garage Mural Project
In October 2011 Flower City Committee approved the update to the Public Art Policy which involved the strategic development of the Public Art Program and formation of the Public Art Task Force to oversee the administration and implementation of public art in the City of Brampton
In a presentation to Flower City Committee in January of 2012 the Public Art Task Force committed to making the Nelson Garage Mural the groups priority project for 2012
Current Situation
The Public Art Task Force has been working with staff from various departments to prepare an appealing Call for Artist Proposals (CFAP)
Recognizing the Nelson Garage may be a site for future development in downtown Brampton the Public Art Task Force has ensured the ease of relocation is a key aspect of the project parameters The mural will be fabricated on panels which may be installed removed and re-installed elsewhere in the City should the need arise The panels will be a series of vignettes creating an overall picture when installed together but also aesthetically able to stand alone should they be split up and individually re installed elsewhere throughout the city
The Public Art Task Force released the CFAP to the international professional arts market in April of 2012 Mural Routes and other such arts organizations were instrumental in ensuring the CFAP reached a wide pool of professional candidates from which it is expected a strong degree of talent will apply The Call closes on May 31 2012 and installation of the mural is estimated for late Fall 2012
As per the Public Art Policy once the CFAP closes on May 31 2012 a Selection Committee known as the jury will be established to review all proposals The Jury will
pound^ consist of members from the Brampton Arts Council CommunityServices department an artist genre expert appointed by the Brampton Arts Council and one Councillor (or Councillor appointed community member) from the ward in which the artwork is being installed Other technical advisors may be added to the jury at the discretion of the Public Art Task Force
It should be noted as part of the project parameters that the successful artist will only be responsible for the conceptualization fabrication and delivery of the mural to the City The City will be responsible for the installation of the mural which will ensure that the process and completed project meets all building safety and insurance requirements The artist may be asked to participate as an artistic advisor during the installation phase
Financial Implications
Funding for this project will come from the 2009 Investing in Ontario Grant The all-inclusive artist budget has been set at $80000 while an additional $20000 has been reserved for installation incidentals and an unveiling event
Conclusion
In conclusion the Nelson Garage Mural Project is moving forward as outlined in the January update to Flower City Committee The Public Art Task Force remains committed to its timely realization and will continue to provide progress updates to Flower City Committee

The mural should be ready for installation in late Fall 2012 Schedule is contingent upon the Citys project schedule and may be changed at any time
The goal for the mural is to create a big impact on this highly visible wall Local citizens downtown employees municipal workers and GO commuters may all be visually engaged by the piece which should serve to animate the wall and enliven the downtown atmosphere
Theme
The theme for the mural has not been pre-selected As part of their proposal the artist will include the theme they wish to explore in this piece This theme should be contextually creative site-responsive and have regard for contemporary public art theory and practise
Applicant artists are encouraged to visit the installation site If artists cannot visit the site prior to submitting a proposal they should view the site on Google Earth
Design Parameters
While the mural is intended for long-term display at the Nelson Garage it should be painted on a number of mountabledemountable panels allowing the piece to be easily moved if required in future
The panels should be a series of vignettes creating an overall picture when installed
together but also aesthetically able to stand alone if they were to be split up and individually re-installed elsewhere throughout the city
The term panels is used loosely in the sense that they need not be square Creativity is encouraged and panels may be cut and shaped as per the artists vision
The mural need not cover the entire wall but should nonetheless make a significant visual impact The mural should begin at 7-8 above grade so as to allow cars to park against the wall without blocking the visibility of the artwork
poundgtl The mural may be flat or sculptural in nature but should not protrude more than 1 from the wall Painted murals should include primer paint and an UV coating and be resistant to the effects of weather and vandalism The artwork should not pose risk of injury to the public or interfere with the operation and serviceabilityof the building The artwork should be made with durable materials that require little maintenance

Mural Preparation and Delivery
The artist or artist lead team is encouraged to prepare the mural offsite prior to its delivery to the City of Brampton in late Fall of 2012
Installation
The City of Brampton will engage a contractor of their own choosing to undertake the installation of the artwork The City will pay for the installation and will manage the process The artist may be asked to meet with the Public Art Task Force and contractor representative(s) on one or more occasions to discuss installation needs During the fabrication process the artist must be cognisant of the installation points their mural panels will structurally require The artist may be asked to serve as an advisor to the City and contractor during the installation process
Scope
The scope of this project may be refined as the process moves forward toward installation The Brampton Arts Council and the City of Brampton reserve the right to cancel or amend any of the scopes of work or budgets outlined in this Call

The Nelson Square Parking Garage is located in downtown Brampton at the corner of Diplock Lane and George Street North It is a municipal parking garage operated by the City of Brampton The City prides itself on keeping its parking garages clean well-lit and monitored for the safety and convenience of Brampton residents and visitors alike
The Nelson Garage is in close proximity to City Hall and a number of municipal offices the Go Train and Bus Station the Brampton Transit mobility hub the Rose Theatre Gage Park the Four Corners Library and a number of downtown businesses restaurants and amenities
c-J-1 Downtown Brampton Revitalization
With over half a million residents Brampton is the ninth largest city in Canada It has the third largest local economy within the GTA and is home to more than 8000 businesses Citizens of Brampton represent 175 distinct ethnic groups and speak more than 70 different languages
Recognizing that Brampton is a rapidly expanding and dynamic city of opportunity and increasing diversity the City of Brampton has undertaken a number of initiatives to restructure and revitalize its historic core including most notably a multi-phased Southwest Quadrant redevelopment and downtown rejuvenation plan
Additionally in 2011 the City adopted the Downtown Creative Economy Plan (HACE shyHeritage Arts Culture Entertainment) This plan outlines a vision for downtown Brampton to become a hub for the creative and cultural workforce to live work and socialize The City is closely aligned with the Brampton Arts Council and other key partners in seeing this vision through to fruition
It is within this context of enhancing both the civic and creative infrastructure and visual landscape of downtown Brampton that the Nelson Garage exists
City of Brampton Public Art Program
The Flower City Committee is a subset of Council dedicated to making Brampton a more unique beautiful and engaging place to live The goals of this committee focus on excellence in three distinct areas place-making promotion and partnership Projects and programs overseen by this committee contribute to these overarching goals and are celebrated within the community Such projects include the Citys Public Art Program
Public art plays an integral role in weaving the cultural fabric of a creative city and its streetscape Through the Public Art Program the City of Bramptons goals for developing public art are to
bull Build a visually rich environment
bull Play a role in attracting creative business and workers
bull Provide art opportunities that are freely accessible to all bull Reflect our diverse cultural character and celebrate our living heritage
bull Encourage the growth of a culturally informed public
bull Beautify the streetscape of George Street as part of the Downtown Brampton Revitalization program
fcThrough the acquisition of public art the Cityof Brampton will provide cultural leadership guide the evolution of a distinctand vibrantartistic character for the Citys public places and ensure a visual legacy
Selection Process
The Public Art Jury will review and evaluate all artist proposals From these initial proposals the Jury will either select an artist based on this first round of application materials interview short-listed applicants or seek more detailed proposals Selection criteria will include
bull the applicants qualifications and professional experience in fabricating and implementing projects of a similarly large scope
bull artistic merit as demonstrated in submitted portfolio materials and
bull proven track record of successful working relationships with government agencies and other such regulated organizations in the creation of an art project
The successful applicant artist will subsequently negotiate a contract and project work schedule with the Public Art Task Force (who represent the Brampton Arts Council and City of Brampton and administer the Public Art Program)
Public Art Jury
Jury members will include representation from the Brampton Arts Council City of Brampton staff the local arts community and the Brampton community at large The Jury is under no obligation to choose any finalists All decisions of the Jury are final
Conflict of Interest
Artists must disclose in their proposal any potential conflict of interest that may arise through the selection process andor arise during contracted work
Authenticity
All proposals submitted by applicants must be original artistic work and may not infringe on the copyright of another artist Unoriginal proposals will result in disqualification
Timeline
The estimated timeframe for mural installation is late Fall 2012
t2-1 Upon the award of this project the successful artist and the Public Art Task Force will establish a mutually agreeable timeline for completion as part of the contract negotiations

Artists are asked to submit the following articles in order to be considered for the Nelson Garage mural competition
1 Signed Submission Form (attached in this Call) 2 Artist Statement and Curriculum Vitae
3 Concept for Nelson Garage Project (brief description accompanied by simple sketch)
4 Maximum 10 images of previous public artworks illustrating a strong body of relevant project experience Must be accompanied by an image description
t2-1deg list (Please submit these images in high-resolution JPG format on a flash drive or CDDVD ROM)
5 Completed bid-sheet total cost not exceeding $8000000 CAD all-inclusive 6 (OPTIONAL) Self-addressed stamped envelope for return of submission

The Fine Print
Contract The successful artistartist team will enter into a standard public art contract with the City of Brampton The Public Art Task Force will negotiate the terms of the contract with the successful artist upon project award The Public Art Task Force reserves the right to terminate the contract at any time
Insurance Depending on the nature of the project the successful artistartist team may be required to show proof of comprehensive general liability insurance prior to entering into a contract with the City of Brampton If insurance is required the inclusive policy limit may not be less than $1 million per occurrence and must name the City of Brampton as an additional insured with respect to liabilityarising from the operations of the artistartist team for the duration of the contract
Copyright The artwork produced for the mural project will be owned by the City of Brampton The artist may retain the copyright of the artwork but grants the City of Brampton the following exclusive rights
a) Reproduction (including electronic images) for non-profit promotion and educational purpose
b) The right to remove the artwork (or sections of the artwork) from the site for the following reasons endangerment of public safety damage requiring repair or maintenance documented significant adverse public reaction redevelopment of the Nelson Garage The City also reserves the right to reinstall the artwork at a different location at its own discretion
The City of Brampton will not alter the artwork for maintenance purposes without the prior knowledge of the artist The artist will have first right of refusal for artistic maintenance of the artwork

The Fine Print
Contract The successful artistartist team will enter into a standard public art contract with the City of Brampton The Public Art Task Force will negotiate the terms of the contract with the successful artist upon project award The Public Art Task Force reserves the right to terminate the contract at any time
Insurance Depending on the nature of the project the successful artistartist team may be required to show proof of comprehensive general liability insurance prior to entering into a contract with the City of Brampton If insurance is required the inclusive policy limit may not be less than $1 million per occurrence and must name the City of Brampton as an additional insured with respect to liabilityarising from the operations of the artistartist team for the duration of the contract
Copyright The artwork produced for the mural project will be owned by the City of Brampton The artist may retain the copyright of the artwork but grants the City of Brampton the following exclusive rights
a) Reproduction (including electronic images) for non-profit promotion and educational purpose
b) The right to remove the artwork (or sections of the artwork) from the site for the following reasons endangerment of public safety damage requiring repair or maintenance documented significant adverse public reaction redevelopment of the Nelson Garage The City also reserves the right to reinstall the artwork at a different location at its own discretion

Financial Implications

In conclusion the Nelson Garage Mural Project is moving forward as outlined in the January update to Flower City Committee The Public Art Task Force remains committed to its timely realization and will continue to provide progress updates to Flower City Committee

The panels should be a series of vignettes creating an overall picture when installed
together but also aesthetically able to stand alone if they were to be split up and individually re-installed elsewhere throughout the city
The term panels is used loosely in the sense that they need not be square Creativity is encouraged and panels may be cut and shaped as per the artists vision
The mural need not cover the entire wall but should nonetheless make a significant visual impact The mural should begin at 7-8 above grade so as to allow cars to park against the wall without blocking the visibility of the artwork

The Nelson Garage is in close proximity to City Hall and a number of municipal offices the Go Train and Bus Station the Brampton Transit mobility hub the Rose Theatre Gage Park the Four Corners Library and a number of downtown businesses restaurants and amenities

With over half a million residents Brampton is the ninth largest city in Canada It has the third largest local economy within the GTA and is home to more than 8000 businesses Citizens of Brampton represent 175 distinct ethnic groups and speak more than 70 different languages

Copyright The artwork produced for the mural project will be owned by the City of Brampton The artist may retain the copyright of the artwork but grants the City of Brampton the following exclusive rights

Art Opportunity
Overview
The Brampton Arts Council and the City of Brampton are seeking an artist or artist team to design and fabricate a mural for the west wall of the Nelson Square Parking Garage in downtown Brampton
The mural should be ready for installation in late Fall 2012 Schedule is contingent upon the Citys project schedule and may be changed at any time
The goal for the mural is to create a big impact on this highly visible wall Local citizens downtown employees municipal workers and GO commuters may all be visually engaged by the piece which should serve to animate the wall and enliven the downtown atmosphere
Theme
The theme for the mural has not been pre-selected As part of their proposal the artist will include the theme they wish to explore in this piece This theme should be contextually creative site-responsive and have regard for contemporary public art theory and practise
Applicant artists are encouraged to visit the installation site If artists cannot visit the site prior to submitting a proposal they should view the site on Google Earth
Design Parameters
While the mural is intended for long-term display at the Nelson Garage it should be painted on a number of mountabledemountable panels allowing the piece to be easily moved if required in future
The panels should be a series of vignettes creating an overall picture when installed
together but also aesthetically able to stand alone if they were to be split up and individually re-installed elsewhere throughout the city
The term panels is used loosely in the sense that they need not be square Creativity is encouraged and panels may be cut and shaped as per the artists vision
The mural need not cover the entire wall but should nonetheless make a significant visual impact The mural should begin at 7-8 above grade so as to allow cars to park against the wall without blocking the visibility of the artwork

The Nelson Garage is in close proximity to City Hall and a number of municipal offices the Go Train and Bus Station the Brampton Transit mobility hub the Rose Theatre Gage Park the Four Corners Library and a number of downtown businesses restaurants and amenities

With over half a million residents Brampton is the ninth largest city in Canada It has the third largest local economy within the GTA and is home to more than 8000 businesses Citizens of Brampton represent 175 distinct ethnic groups and speak more than 70 different languages
Recognizing that Brampton is a rapidly expanding and dynamic city of opportunity and increasing diversity the City of Brampton has undertaken a number of initiatives to restructure and revitalize its historic core including most notably a multi-phased Southwest Quadrant redevelopment and downtown rejuvenation plan

With over half a million residents Brampton is the ninth largest city in Canada It has the third largest local economy within the GTA and is home to more than 8000 businesses Citizens of Brampton represent 175 distinct ethnic groups and speak more than 70 different languages
Recognizing that Brampton is a rapidly expanding and dynamic city of opportunity and increasing diversity the City of Brampton has undertaken a number of initiatives to restructure and revitalize its historic core including most notably a multi-phased Southwest Quadrant redevelopment and downtown rejuvenation plan
Additionally in 2011 the City adopted the Downtown Creative Economy Plan (HACE shyHeritage Arts Culture Entertainment) This plan outlines a vision for downtown Brampton to become a hub for the creative and cultural workforce to live work and socialize The City is closely aligned with the Brampton Arts Council and other key partners in seeing this vision through to fruition
It is within this context of enhancing both the civic and creative infrastructure and visual landscape of downtown Brampton that the Nelson Garage exists
City of Brampton Public Art Program
The Flower City Committee is a subset of Council dedicated to making Brampton a more unique beautiful and engaging place to live The goals of this committee focus on excellence in three distinct areas place-making promotion and partnership Projects and programs overseen by this committee contribute to these overarching goals and are celebrated within the community Such projects include the Citys Public Art Program
Public art plays an integral role in weaving the cultural fabric of a creative city and its streetscape Through the Public Art Program the City of Bramptons goals for developing public art are to
bull Build a visually rich environment
bull Play a role in attracting creative business and workers
bull Provide art opportunities that are freely accessible to all bull Reflect our diverse cultural character and celebrate our living heritage
bull Encourage the growth of a culturally informed public
bull Beautify the streetscape of George Street as part of the Downtown Brampton Revitalization program
fcThrough the acquisition of public art the Cityof Brampton will provide cultural leadership guide the evolution of a distinctand vibrantartistic character for the Citys public places and ensure a visual legacy
Selection Process
The Public Art Jury will review and evaluate all artist proposals From these initial proposals the Jury will either select an artist based on this first round of application materials interview short-listed applicants or seek more detailed proposals Selection criteria will include
bull the applicants qualifications and professional experience in fabricating and implementing projects of a similarly large scope
bull artistic merit as demonstrated in submitted portfolio materials and
bull proven track record of successful working relationships with government agencies and other such regulated organizations in the creation of an art project
The successful applicant artist will subsequently negotiate a contract and project work schedule with the Public Art Task Force (who represent the Brampton Arts Council and City of Brampton and administer the Public Art Program)
Public Art Jury
Jury members will include representation from the Brampton Arts Council City of Brampton staff the local arts community and the Brampton community at large The Jury is under no obligation to choose any finalists All decisions of the Jury are final
Conflict of Interest
Artists must disclose in their proposal any potential conflict of interest that may arise through the selection process andor arise during contracted work
Authenticity
All proposals submitted by applicants must be original artistic work and may not infringe on the copyright of another artist Unoriginal proposals will result in disqualification
Timeline
The estimated timeframe for mural installation is late Fall 2012
t2-1 Upon the award of this project the successful artist and the Public Art Task Force will establish a mutually agreeable timeline for completion as part of the contract negotiations

Contract The successful artistartist team will enter into a standard public art contract with the City of Brampton The Public Art Task Force will negotiate the terms of the contract with the successful artist upon project award The Public Art Task Force reserves the right to terminate the contract at any time
Insurance Depending on the nature of the project the successful artistartist team may be required to show proof of comprehensive general liability insurance prior to entering into a contract with the City of Brampton If insurance is required the inclusive policy limit may not be less than $1 million per occurrence and must name the City of Brampton as an additional insured with respect to liabilityarising from the operations of the artistartist team for the duration of the contract
Copyright The artwork produced for the mural project will be owned by the City of Brampton The artist may retain the copyright of the artwork but grants the City of Brampton the following exclusive rights
a) Reproduction (including electronic images) for non-profit promotion and educational purpose
b) The right to remove the artwork (or sections of the artwork) from the site for the following reasons endangerment of public safety damage requiring repair or maintenance documented significant adverse public reaction redevelopment of the Nelson Garage The City also reserves the right to reinstall the artwork at a different location at its own discretion
The City of Brampton will not alter the artwork for maintenance purposes without the prior knowledge of the artist The artist will have first right of refusal for artistic maintenance of the artwork
